고등교육의 보편화, 과학기술의 발달과 지식기반사회, 고등평생학습사회, 글로벌화가 진전됨에 따라 고등교육의 체제 개선 요구가 커지고 있다. 이러한 교육환경 변화는 국가적 수준에서의 대학 개혁만이 아니라 개별 대학 차원에서도 혁신적인 체제 변화를 요청하고 있다.
이 연구는 후자적 변화 요구에 대응하기 위한 것으로, 선발에서부터 교육, 성과(졸업)으로 이어지는 교육의 전 과정에 대해 제 과제를 진단하고 그 개선 방안을 모색하는 데 목적을 두고 있다. 이를 위해 이 연구에서는 문헌 분석, 면담 조사 및 사례 분석, 협의회등을 실시하였

이 연구는 후자적 변화 요구에 대응하기 위한 것으로, 선발에서부터 교육, 성과(졸업)으로 이어지는 교육의 전 과정에 대해 제 과제를 진단하고 그 개선 방안을 모색하는 데 목적을 두고 있다. 이를 위해 이 연구에서는 문헌 분석, 면담 조사 및 사례 분석, 협의회등을 실시하였다.
이 연구에서 다룬 연구 과제는 다음과 같다. 1) 고등교육을 둘러싼 중요한 교육환경 변화가 개별 대학 교육에 미치는 영향은 무엇인가? 2) 대학 교육에 대한 대학 관계자 및 학습자의 문제의식과 요구 사항은 무엇인가? 3) 학습자의 다양한 특성과 요구에 부응한 학습자 맞춤형 고등교육을 위해 대학의 교육운영체제를 어떻게 개선하는 것이 좋은가?
이 연구에서 대학의 교육체제는 미시적 관점에서 IPO(투입, 교육, 성과)모델을 채용하였다. 투입은 입학 자원에 초점을 맞추었으며, 과정은 교육과정 요인과 교수학습 방법적 요인으로, 성과는 중간성과와 학습 성과로 구분하여 접근하였다.
이 연구는 고등교육에 대한 개인적 수요와 사회적 수요가 입학, 교육, 성과의 전 과정속에 내용적으로 반영되어야 한다는 입장이다. 단, 연구 진행상 논의의 출발점을 개인적 차원에서 접근되는 진학 수요의 다양화에 두고, 입학 요건의 차별적인 특징을 중심으로 진학 경로별 수요를 4가지로 유형화하였다. 이 연구에서 유형화한 4가지 진학 유형은 1)고교 졸업 후 대학에 진학하는 전통적인 진학 유형인 ‘고교-대학 직선형’, 2) 고교 졸업후 일정 경력을 거친 후 그 경력이 입학 요건의 하나로 활용되는 ‘경력 연계형’, 3) 대학 졸업 후 진학 목적을 달리하는 학사 편입이나 재진학의 형태로, 졸업장이 입학 요건의 하나로 활용되는 ‘학사 연계형’, 4) 외국적자로 자국의 교육제도를 통해 이수한 교육 이력을 활용하여 국내 대학에 진학하게 되는‘국가 연계형(글로벌형)’이다.
이어서 이상의 4개 진학 유형별로 8개 대학을 조사대상으로 선정하여 각각 대학 관계자와 학생의 요구조사를 실시하였다. 조사 결과, 고교-대학 직선형에서는 대학 구성원이 다양해지면서 학생들의 학습 준비도, 학력 편차가 커지는 문제가 중요하게 지적되었고, 경력 연계형과 학사 연계형에서는 일반학생과 다른 조건에 대한 대학의 배려 부족과 대학내 일반학생과 차별적인 대우에 대한 불만과 소외 문제가 공통적으로 제기되었다. 국가연계형에서는 유학 목적과 진로의 다양성이 무시된 교육과정 운영과 한국인과의 교류 기회의 부족 문제에 강한 불만이 제기되었다. 대학이 공통적으로 대응해야 할 과제로는 학습자 진학 수요에 맞는 입학 정보의 제공과 입학 경로 마련, 대학 편의적이고 이론중심의 교육과정 구성과 운영의 개선, 상호작용과 소통없는 일방적 교수학습 방법의 개선, 전통적, 학령기 중심의 교육 체제의 개선(비전통적・비학령기 학생에 대한 배려 체제), 학습 성과 보장 체제 등을 들 수 있다.
이 같은 개선 과제들에 대응하기 위해 국내외 대학 사례를 발굴, 분석한 결과, 우선 국내 사례에서 다음과 같은 사항이 주목되었다.
첫째, 학습자 수요에 맞는 맞춤형 교육체제 구축을 위해 다양한 방법들이 채용되고 있다. 단과대학별 학문 특성에 최적화된 상호작용 학습 모델 개발, 핵심 역량 진단 검사와 주기적 진단을 통한 자기주도적 학습 지원, 동기 유발 프로그램의 운영, 학습 빅데이터 분석을 통한 학습자별 학습패턴 분석과 자료 제공 등을 들 수 있다. 둘째, 대학 차원에서 비전통적 진학 형태인 소수 그룹의 선발과 학업 연계 등을 위한 노력이 진행되고 있다. 특화 프로그램 개발을 위한 교육과정 개발위원회・교육자문위원회 운영, 전문대학과 사례 대학간의 연계협력위원회 운영 등의 사례가 그것이다. 셋째, 교과-비교과 연계 지원 프로그램 운영이다. 교수, 선후배 간의 멘토 프로그램, 튜터링제도, 이론과 실제를 융합한 인턴십 프로그램 등이 그것이다.
국외 대학의 경우, 첫째, 미국의 버지니아 공대와 미시건 대학교는 수요 중심의 맞춤형 교육과정과 방법을 개발, 활용하고 있다. 특히 학생중심으로 한 인터페이스 IT기술의 개발, 이러닝 강좌, 온라인 가상시스템 등 다양한 학습 환경 및 시스템의 활용, 시공간을 초월하여 쌍방적 의사소통과 참여를 가능하게 한 개별 학습 지원시스템 사례, 인터넷 세대의 학습 방법과 호흡을 맞춘 24시간, 365일 서비스 시스템 등의 운영도 주목되는 부분이다. 둘째, 미국 캘리포니아주의 2+2제도는 커뮤니티칼리지에서 대학으로의 학사편입제 운영 방식으로, 전문대학과 대학의 연계 진학에 대한 적극적인 관점과 방법이 주목되었다. 특히 이러한 진학 방식이 저소득층 학생들에게 학비 절감과 학위 취득의 목적을 달성할 수 있는 고등교육 기회균등의 통로가 될 수 있다는 것과 4년제 대학과 교육과정을 연계함으로써 전문대학 진학이 단순히 4년제 대학교로의 진학 실패에 대한 차선책이 아니라 보다 효율적인 진로 선택의 기회가 될 수 있음을 주지시키고 있다. 셋째, 호주의 유학생정책은 국가 4대 산업의 하나로서 접근될 만큼 국가적 수준에서 강력한 지원 정책을 수 립, 추진하고 있다. 특히 법체계와 지역커뮤니티, 대학 당국과 다양한 교육기관의 상호연계를 통하여 유학생 유치에서부터 대학교육과 생활 지원, 졸업 후 취업 및 정착까지 실질적인 프로그램을 유기적인 관계 속에서 운영하는 풀서비스 정책이 주목된다.
대학의 요구 분석과 진단된 유형별 과제들에 대해 국내외 사례들을 참조하면서 제시한 진학 유형별 교육체제 개선방안은 다음과 같다.
첫째, 전통적인 진학 유형인 고교-대학 직선형의 학생에 대해서는 다양한 수준과 관심등에 대응할 수 있는 학습자 맞춤형 교육 체제로 개선할 것과 특히 학습 빅데이터 활용의 학습분석 서비스 체제 구축의 중요성을 강조하였다.
둘째, 경력 연계형과 같은 비전통형의 소수 구성원에 대해서는 별도의 지원센터 운영 방안을 제안하였다. 이 센터는 선발, 교육과정, 그리고 과정 이수 후 취업 지원에 이르기까지 컨트롤타워 역할을 하기 위한 것으로, 개별 대학 차원에서, 혹은 대학 간 연계 협력 조직으로도 운영할 수 있다. 선취업 후진학 정책이 실효성 있기 위해서는 관련 전형의 입학 조건 완화가 필요함도 언급하였다.
셋째, 학사 연계형의 경우, 전문대학을 종점교육기관이 아닌 순환교육기관이라는 관점에서 편입 과정을 확대하고 대학 간 협력을 강화하는 방안을 제시하였다. 구체적으로는 연계 가능한 대학의 풀 확대, 연계대학 간 공통 교양 및 전공 교육과정의 운영(과목 코드쉐어링), 편입생을 위한 통합 지원 센터 운영, 차별 없는 개방형 제도 설계, 동문이나 외부 관계자들과의 인적 네트워크 구축 등을 도입, 운영할 필요성도 함께 제시하였다. 전문대학-대학 연계는 자칫 악용될 수 있는 소지도 있어서 유의가 필요하지만 고등교육 기회확대 관점에서 전문대학 프로그램을 학술트랙과 직업트랙으로의 이원화 방안도 장기적방안으로 제시하였다.
넷째, 국가 연계형의 경우, 우선 다양한 유학 목적에 대응할 수 있는 입학 정보의 제공과 대학 특성별 유학생 유치 전략을 수립하고, 졸업 후 취업까지 지원할 수 있는 방안에 대해 제시하였다.
마지막 장에서는 이상의 연구 결과 및 유형별 개선 방안에 기초하여 향후 대학의 대응방안에 대한 종합적 논의와 정책 제언을 기술하였다. 먼저 연구 결과, 대학의 교육운영체제 개선 시 고려해야 할 7개의 개선 원칙을 제시하였다: 학습자 중심의 원칙, 전 과정 책무성 기반의 원칙, 교육 형평성의 원칙, 평등한 학습권 존중의 원칙, 평생학습의 원칙, 이론과 실제, 기초와 실용 간 균형성의 원칙, 대학의 자발성과 지속 가능성의 원칙 등.
이어 대학들이 공통적으로 대응해야 할 교육운영체제 개선 방안을 투입, 과정, 성과(IPO) 체제에 따라 제시하였다. 즉 진학 수요 맞춤형 선발 체제 구축, 학습자 맞춤형 교육과정 편성과 운영(기초교양, 전공 간 연계, 이론과 실제 융합의 교육과정 등), 상호작용의 교수학습 방안, 교과와 비교과 연계와 시스템 속에서의 지원 강화(멘토링, 인턴십, 인적교류, 동아리 활동 등), 중간성과 확인 등 시스템적인 지원을 통한 자기주도적 학습 유도, 학업과 생활적응 지원시스템, 인턴십 제도를 통한 이론과 실제의 융합교육, 비전통적 비학령기 진학자 배려의 교육운영체제, 교내외 인적 네트워크 구축과 지원 등이 그것이다.
이상에서 제시한 개선 방안들이 실현되기 위해서는 대학, 정부 등 관련 주체들의 협력적인 노력이 필요하다. 이에 본 연구의 분석 체제틀에 따라 선발, 교육, 성과 측면으로 정책 제언을 대학과 정부로 각각 구분하여 제시하였다.
먼저 대학에 대한 제언은 다음과 같다.
선발 측면에서 대학은 진학자 관점에서 필요한 입학 정보를 개인이 쉽게 찾아보고 이해할 수 있도록 맞춤형으로 가공하여 제공할 필요가 있다(다양한 진학 수요 맞춤형 입학정보 제공과 진로지도).
교육 측면에서는 대학은 학습자 맞춤형 교육 체제로 개선하기 위해 첫째, 대학구성원의 다양화된 구조적 특징과 요구를 조사 분석하고, 이들과 대학의 현재 체제 간 문제가 무엇인지를 진단하도록 한다. 둘째, 전교적 차원에서 학습 데이터를 축적하고, 이를 학습분석에 기반하여 교육 서비스를 제공할 수 있는 인프라 구축을 단계적으로 준비한다. 셋째, 학습자 맞춤형 교육은 전 과정에 상호 연계적 관계 속에서 이루어지도록 해야 한다. 즉 맞춤형 입학정보제공, 맞춤형 교수학습 방법의 지원, 중간성과의 주기적 확인을 통한 자기주도적 학습 지원, 학습 성과의 보장과 맞춤형 진로지도 등을 유기적으로 연결되어야 한다. 넷째, ICT 등 과학기술을 활용하여 디지털세대의 학생과 교수세대 간의 간극을 최소화하도록 한다. 다섯째, 학생과 교수 간의 상호작용을 촉진할 수 있는 중간 매개체가 필요하며, 이를 위해 교수학습지원센터의 기능을 강화한다. 여섯째, 대학 교육에서 핵심이 되는 교육과정 운영을 학습자 관점에서 재정비하기 위해 처 수준의 전담조직을 설치, 운영한다. 일곱째, 이론과 실제의 융합 교육과정을 위해 대학 혹은 학과 차원에서 산학연의 협력체제를 구축하고, 현장 전문가와 함께 교육과정 구성, 현장 전문가의 교수(강사) 활용 등 다양한 방안을 강구하는 한편, 인턴십 프로그램 등을 적극 개발, 운영하도록 한다.
성과 측면에서는 첫째, 중간성과에 대해 학습자 스스로 확인할 수 있도록 빅데이터를 활용한 학습분석 서비스 체제를 활용하도록 한다. 주기적으로 분석 자료를 제공함으로써 학생들의 자기주도적 학습이 가능하도록 지원한다. 둘째, 교과, 비교과 활동을 연계하여 학업부적응, 생활부적응 학생들을 지원하도록 한다. 특히 현재의 대학 교육 체제가 학령기, 전통적 진학자 중심의 운영 체제를 비전통형의 다양한 소수 구성원을 함께 배려하는 운영 체제로 개선될 필요가 있다. 셋째, 선발(Input) 중심의 운영 체제를 역량과 학습성과 (Output) 중심 체제로 개선하도록 한다. 이 때 소수 그룹에 대한 낙인 요소로 작용하고 있는 입학시점 기반의 ‘학번’과 같은 제도 개선을 도모한다. 넷째, 교수의 교육 역량 강화, 입학에서 졸업(후)까지 풀 서비스 체제로의 개선이 필요하다. 다만 소수 그룹에 대한 지원이 대학의 전체 운영 차원에서 부담될 경우, 권역별 거점대학 운영 방식을 통해 대학 간협력적 대응을 하도록 한다.
다음은 정부에 대한 정책 제언이다.
선발 측면에서 정부는 고등평생학습의 관점에서 학령기, 전통적 진학 방식을 개방적으로 확대 운영할 수 있도록 현행의 입학 조건을 조정, 완화할 필요가 있다. 선취업 후진학 확대는 물론, 장기적으로는 미국 사례처럼 사회형평성의 관점에서 전문대-일반대 연계편입을 접근할 필요가 있다. 다만 학력과 학벌중심사회에서는 이러한 제도가 악용, 왜곡 될 수 있는 소지가 있으므로 학벌주의적 인식 전환을 위한 대국민 토론회 등을 운영하면서 단계적으로 진행할 필요가 있다.
교육 측면에서 대학의 학습자 맞춤형 교육체제는 대학 스스로 문제를 진단하고 대학의 특성과 여건을 고려하여 단계적으로 진행해 나갈 과제이지만, 이러한 노력을 촉구하고 속도를 낼 수 있도록 지원하는 정부 역할이 요청된다. 맞춤형 교육체제 구축을 위해 우선 교수의 교육역량 강화, 데이터 축적과 학습분석 서비스 체제 구축을 중심으로 정부의 역할을 정리해 보면 다음과 같다. 첫째, 교수의 교육 역량 강화를 위해 우수 강의 발굴 및 우수 교수 지원 사업을 추진한다(계속 사업으로 추진). 둘째, 대학의 교육역량 강화를 위한 교수 역량 강화사업(Faculty Development), 직원 역량 강화사업(Staff Development)을 추진하고, 교수학습개발센터(CTL)의 활성화를 지원한다. 전자에 대해서는 집중적인 FD, SD 프로그램의 연구 개발과 실천을 위해 지정대학제를 도입하도록 하며, 후자에 대해서는 개별 대학의 CTL 활동의 활성화를 위한 지원을 강화하는 한편, 대학 간 교수학습 지원 기능과 인프라의 격차를 최소화하기 위한 권역별 거점 CTL지정 제도를 도입하도록 한다. 셋째, 역량 중심의 맞춤형 교육과정 개발을 국가 차원에서 적극적으로 지원해야 한다. 우선 사회적으로 합의 가능한‘역량’의 준거를 설정하는 것이 필요하며, 이를 위해 대학, 산업체 인사관계자, 전문가, 사회오피니언리더 등으로 구성된 협의체를 통해 집중 논의 과정을 거치도록 한다. 넷째, 학습자 맞춤형 교육체제가 실제로 작동할 수 있도록 입학 시점의 데이터 사용 제한에 대한 허용 정책이 필요하다. 다섯째, 개별 대학이 체제 개선에 참고할 수 있는 국내외 대학의 다양한 실천 사례를 발굴하여 보급하는 노력이 필요하다. 여섯째, 글로벌화에 따라 외국인 유학생을 지원할 수 있는 지원센터를 설치, 운영할 것과 일부 규제에 대한 완화 정책의 필요성이 제기된다. 특히 외국인 유학생 정책과 관련하여 서는 유학 목적별, 진로별로 교육을 특성화하고, 이에 따라 입학 조건을 조정하는 방안이 필요하다. 현재 유학생 정책을 부분 수정하여 전략적으로‘고급인력양성교육, 실용인력양성교육, 한국어교육’등과 같이 다양한 동기, 배경, 진로계획의 유학생을 학-연, 산-학 연계 방식으로 교육프로그램을 특화한 중점대학을 지정, 운영하도록 한다.
성과 측면에서는 첫째, 역량 교육과정 개발과 연계된 역량 평가 도구의 개발과 보급이 필요하다. 둘째, 정부는 대학의 데이터를 축적, 이를 활용하여 성과를 분석하고, 그에 기반하여 대학의 수요와 특성에 맞는 정부 정책을 수립하도록 한다. 데이터에 기반한 학습자 맞춤형 교육 체제를 구축, 운영하는 것이 대학의 과제라면, 대학들의 데이터 중 정책과 관련된 데이터를 수집, 분석하여 정책에 활용하는 것은 정부의 과제라고 할 수 있다. 셋째, 중장기적인 과제로 역량 중심의 교육과정 운영에 실제적 장애가 되고, 빅데이터 기반의 학습분석 효과를 무력화하는 상대평가 제도에 대한 개선 방안을 마련할 필요가 있다.

Higher education is facing new challenges and demands for reformation at the time of increased globalization and technological advancement when universal access to higher education is almost achieved and lifelong learning is becoming a norm rather than an exception. The demands are not only requiring a reform at national level, but also asking a transformation at institutional level. In response to the latter, the purpose of this study lies in diagnosing problems in higher education system: from access, through teaching and learning process, to outcomes. The study also explores ways to improve the effectiveness of higher education system. To accomplish these, this study conducted literature review, interviews, case studies, and also sought expert advice. The detailed research questions of the study are as follows. 1) What changes should be brought to higher education in the midst of major social changes? 2) What do administrators, faculties and students point as problems of higher education in contexts of changing demands for higher education? 3) How could the educational system be improved to meet the needs and demands of diversifying learners?
A model of I-P-O(input, education, outcome) is adopted as a conceptual framework to explore higher education system at an institutional level. In the model, I represents input which then indicates the characteristics of students and their access to higher education. P indicates process which represents curriculum and teaching practices including teaching and learning methods. Lastly, O represents outcomes and encompasses intermediate outcomes such as collegiate adjustment as well as learning outcomes such as motivation for lifelong learning. With special focus on diversifying demands for higher education, this study categorized students into four groups; 1) 'straight access type' which represents traditional college students who likely enter universities and colleges upon graduation from high schools; 2) 'career-based access type' where students choose to work right after high school graduation and link their work experiences to get an admission; 3) 'transfer access type' where students transfer to or re-enter universities after graduating colleges. In this case, their graduation certificates are used as an admission requirement; 4) ‘global access type' where international students enroll Korean universities using their educational background in home countries.
Needs analysis were conducted with students and administrators of eight universities which are purposefully selected based on the type, the location, and the curricula of institutions. The findings from the interviews with ‘straight access type’ students and administrators showed that the gaps in academic preparation and achievement are increasing. For both career-based access type and transfer access type, the major complaints were on the lack of consideration for and support to these types of students and discrimination and isolation from traditional college students. For global access type, students mostly complained about the lack of interaction with domestic students and also pointed that their various demands and expectations were neither seriously considered nor reflected in the curricula. Common issues which cut across four types are the lack of admission information in accordance with the varying demands and expectations of student, curricula that are unbalanced between theory and practice, and faculty-centered teaching and learning void of collaboration and interaction between students and professors. Another common problems frequently cited are the isolation of non-traditional students (e.g., transfer students, adult learners) on campus, and the low quality in educational service which unmet the expectation of these students.
Cases studies were conducted to identify the strategies in response to the changing demands of students and the issues facing the higher education. The major findings from the case studies are as follows. First, individual learner-customized educational system is being established with the adoption of active learning models optimized for each disciplinary programs, the implementation of core-competency diagnostic testing, and the adoption of learning analytics which analyzes learners’ behavioral and attitudinal patterns using big data analytic methods. Second, universities were increasing their efforts to increase the enrollment of non-traditional students. In particular, universities established a number of committees which reports to university head offices and concerns the development of specialized programs according to the needs of non-traditional students. Third, co-curricula programs were being developed to complement the curricula programs. Examples of co-curricular programs include faculty mentoring, peer mentoring and tutoring, and internship programs that integrate theories and practices.
The study also examined the cases of universities abroad. First, both Virginia Tech University and University of Michigan develop and utilize customized curricula and learning technology. Noteworthy are such innovative learning systems as student-friendly interface, e-learning courses, and online virtual system and individual learning support system that enabled mutual communication and ubiquitous participation beyond the constraints of time and space. Second, “2+2 Transfer System” in the State of California offers implications to transfer access type. Especially, this system could reduce the college cost, thus fares well with low-income students. Going to community college is no longer a secondary choice after a failure to enter a 4-year university but a more efficient choice as the curriculum of junior college is connected to that of 4-year university. Third, the cases of Australian universities are noticeable because of practical supports that they, in collaboration with legislative system, local communities, and other educational institutes, provide in regard to settlement, cultural adjustment, and post-graduate employment as well as recruitment and admission process.
Based on the findings from case studies and needs analysis, implications for educational system improvement are suggested as follows. First, in order to improve educational system for ‘straight access type‘ students, customizing educational process to students‘ interests and demands is necessary while building a feedback loop based on big data analysis. Second, building a specialized support system for non-traditional underrepresented students such as ‘career-based access type‘ students is suggested. This support system is to provide non-stop, total service from the point of entry to college to graduation. This system could be built in individual universities or in a partnership of multiple universities. Third, for transfer access type, expanding transfer process and strengthening the links between universities are suggested as community colleges are no longer an institution of terminal degree but a route to advanced degrees or education. Specifically, increasing the pool of local two-year colleges which could host joint programs in collaboration with four-year universities, increasing flexibility in academic affairs (e.g., adopting a code share system), as well as providing a non-stop total supports to transfer students are suggested. Special attention should be paid as some students could abuse the transfer system. In the long term, dual tracks might be built in community colleges; that is, building an academic track and a vocational track might be necessary. Fourth, in case of global transfer type, it is necessary to provide admission information in order to assist in international students‘ institutional choice, as well as to set up strategies for recruiting international students well suited to institutional attributes.
