본 연구는 2013년 『글로벌 교육협력연구・사업의 중장기 비전 및 계획 수립 연구』의 성과를 이어, 향후 한국교육개발원이 실효성 높은 교육개발협력 연구・사업을 수행하기 위한 추진 전략과 실천과제를 제안하는 것을 목적으로 한다. 이를 위해 2차년도 연구에서는 우선 정부출연연구기관과 원조전담기관이 수행한 교육개발협력 연구・사업의 동향을 검토하였다. 그리고 교육개발협력 관련 정책지식의 생산이나 사업 수행에 있어 각 주체들이 어떠한 관계를 맺고 있는지를 분석하여, 교육개발협력 연구・사업 연결망의 구조와 특징을 드러내고, 이를 토대로 향후
본 연구는 2013년 『글로벌 교육협력연구・사업의 중장기 비전 및 계획 수립 연구』의 성과를 이어, 향후 한국교육개발원이 실효성 높은 교육개발협력 연구・사업을 수행하기 위한 추진 전략과 실천과제를 제안하는 것을 목적으로 한다. 이를 위해 2차년도 연구에서는 우선 정부출연연구기관과 원조전담기관이 수행한 교육개발협력 연구・사업의 동향을 검토하였다. 그리고 교육개발협력 관련 정책지식의 생산이나 사업 수행에 있어 각 주체들이 어떠한 관계를 맺고 있는지를 분석하여, 교육개발협력 연구・사업 연결망의 구조와 특징을 드러내고, 이를 토대로 향후 기관 간의 협업을 활성화시키기 위한 구체적인 전략과 과제를 제안하였다.
Ⅱ장에서는 우선 국내외 정책 동향에 관한 검토를 통해서 교육개발협력에서 협업의 필요성을 확인하고, 협업의 개념과 형태 등에 관한 선행 연구를 검토함으로써 이론적 기초를 마련하고자 하였다. 그리고 정책연구기관의 정책연구 동향 분석에 관한 선행 연구 검토를 통해, 교육개발협력 정책연구의 내용분석을 위한 시사점을 얻고자 하였다. 선행연구 검토 결과에 의하면, 최근 정부는 ‘협업활성화를 통한 ODA 효과성 제고’와 ‘ODA 지속확대 및 모범적・통합적 개발협력 추진’을 국제개발협력의 주요 정책 방향으로 제시하였고, 이는 교육 분야에서도 예외는 아니다. 중앙정부 수준에서는 교육개발협력 사업의 추진에 있어서 부처 간의 협업을 통한 효과성 제고에 대한 공감대가 형성되고 구체적인 협업 방안을 모색하는 단계에 이르렀다. 그러나 교육개발협력 관련 연구나 사업을 수행하는 시행 기관 수준에서는 이러한 논의가 부족할 뿐만 아니라, 정보공유와 소통에도 한계가 있다. 이로 인해 신규 참여기관이 시행착오를 답습하거나, 다양한 기관들의 사업 참여로 인한 사업 중복 문제도 반복되고 있다. 따라서 정출연과 원조전담기관 등이 수행한 교육개발협력 연구와 사업을 기관 간의 협업이라는 관점에서 분석할 필요가 있음을 확인하였다.
Ⅲ장에서는 국내 교육개발협력 연구・사업의 추진 전략과 과제를 도출에 시사점을 얻기 위해서 해외 사례를 검토하였다. 한국의 정출연은 교육개발협력 연구・사업을 추진하는데 있어서 후발주자이며, 아직 축적된 지식도 부족한 실정이기 때문이다. 이를 위해서 교육개발협력을 주도하는 주요 선진공여국인 미국, 독일, 일본, 영국의 사례를 거버넌스의 측면에서 비교분석하고, 유엔 산하 국제기구인 IBE, ITU, ILO의 교육개발협력 연구・사업과 관련된 사업의 구도와 성격의 변화, 업무의 분장 체계와 특성 등을 분석하였다.
분석결과에 따르면, 주요 공여국의 교육개발협력 거버넌스는 크게 정부주도형, 관민혼합형, 민간주도형으로 구분할 수 있다. 이 중에서 미국과 일본의 교육개발협력 거버넌스는 정부주도형에 속하며, 정부기관의 주도 하에 연구소, 교육 기관, 자원봉사단체 등의 민간단체를 참여하도록 하여 교육 개발의 현장 경험 및 교육 전문성을 보유한 인력을 보완하고 있다. 그러나 정책수립과정과 실제 사업 수행에 필요한 교육관련 전문적 연구 기능이나 제도적 기반 등이 부족하여 실제 사업 수행의 효율성이 높지 않은 것으로 평가되고, 예산의 규모 대비교육개발협력에 최적화된 사업 계획 및 수행을 전담하기에 적합한 유형이라 할 수 없다.
두 번째는 독일의 사례로 대표되는 반관반민 형태의 관민혼합형 거버넌스이다. 민간기구가 지닌 교육개발협력 현장에서의 경험을 중심으로 하여, 민관이 협업하고 있으나 관련 정책연구가 전문기관에 의해 이루어지지 않은 상태에서 외교적 고려에 의해 단기적 사업 위주로 수행되는 단점이 있다. 예산은 국가가 별도의 기구를 설립하여 지원을 하지만, 정책수립과정에서 전문지식의 투입을 통해 효과성이 높은 사업의 사전 구상을 할 수 있는 능력은 없는 것으로 평가된다. 또한 정책수립 및 실행 과정에서의 분산된 체계로 인해 교육개발 정책 방향성이나 사업 수행 우선순위 선정 등에 있어서 비효율적인 부분이 있다.
마지막은 교육개발협력에 있어서 가장 이상적이라 판단되는 거버넌스로 영국의 개발협력 전담 부처 DFID와 교육 및 연구 기관인 IOE의 협업 형태이다. 영국의 사례는 교육 및 연구 기관인 IOE가 실제적인 교육개발협력 사업의 계획 및 수행을 주도하고 있으므로 정책전문성, 사업수행을 위한 축적된 노하우 등의 측면에서 매우 효율적인 시스템이라고 할 수 있다. 영국사례가 주는 중요한 시사점은 교육개발협력에 대한 전문성을 보유하기 위해 교육 및 연구 기능까지 가진 기관이 주도하여 협업할 필요가 있다는 것이다.
Ⅳ장에서는 1993년 이후부터 2013년까지 수행된 교육개발협력 분야의 국내 정책연구동향에 대해 연구수행 주제 및 대상별, 목적별, 기관별 연구수행 현황을 분석함으로써 그동안의 추진실적을 검토하였다. 그리고 ODA 사업 통계를 확보할 수 있는 2005년 이후부터 현재까지의 국내 교육개발협력 사업 현황을 주체별, 세부내용별로 살펴보았다. 그리고 분석결과를 토대로 교육개발협력 연구・사업의 시기별 특징을 성찰하고, 향후 발전방향을 전망하기 위한 시사점을 논의하였다.
분석결과에 따르면, 국내 교육개발협력 정책연구는 우리나라 교육개발협력 분야의 정책 발달사와 조응하여 정책연구의 양적 확대 및 연구주제의 다변화가 이루어졌다. 그리고 이러한 변화의 시기는 2004년과 2010년을 기점으로 크게 ‘저개발국가의 이해를 위한 교육연구: 1991-2004년’, ‘한국교육의 수출 전략과 한국형 모델 개발: 2004-2009년’, ‘공공외교 주제로서의 교육개발협력: 2010년부터 현재까지’의 세 시기로 구분할 수 있다. 각 시기별 특징을 보다 구체적으로 제시하면 다음과 같다.
첫째, 2004년 이전까지 교육개발협력에 관한 연구는 주로 ODA를 직접적으로 관리 운영하는 전문기관에서 특정국가나 지역을 이해하기 위한 일부분으로 다루어졌다. 그리고 교육관련 정부부처와 연구기관에서는 국제기구와의 협력이라는 연구 조류의 연장선상에서 ODA의 필요성을 언급하는 수준에 머물렀다. 또한 교육 전문기관 내에 저개발국가의 교육에 대한 관심도 부족했고, 전문 연구 인력도 없었기 때문에, 기관들 간의 협업도 거의 이루어지지 않았다.
둘째, 2004년부터 교육부를 중심으로 교육개발협력 연구・사업이 본격적으로 추진되었으며, 주로‘한국교육의 수출(해외진출)’, ‘교육원조’, ‘한국교육발전경험 공유’, ‘한국형 교육개발협력’과 같이 한국교육을 저개발국가와 공유하기 위한 방안 모색에 초점을 맞추고 진행되었다. 그리고 교육부의 재정지원을 통해 교육 관련 연구기관들의 협업 체제를 구축하고, 각 기관의 전문성에 기초하여 분업화를 추진했다는 점이 특징적이다.
셋째, 2010년의 「국제개발협력기본법」 제정과 「국제개발협력선진화 방안」의 마련은 교육 개발협력 관련 정책 연구의 주제에도 영향을 미쳤다. 국제개발협력선진화 방안에서 원조효과성 제고와 같은 국제사회의 규범을 강조되면서 교육 분야에서도 이러한 원조규범과 개발의제 등이 주요한 주제로 다루어지기 시작했다. 또한 교육개발협력이 국제사회 일원으로서의 역할을 강조하는 공공외교 정책의 일환으로 추진되었기 때문에, 국제기구와의 협력방안이 정책연구에서도 중요한 과제로 부각되었다. 그리고 교육개발협력 사업에서도 국제기구나 지역협의체와 협력을 강화하는 경향이 나타났다.
이상의 분석 결과를 토대로 향후 교육개발협력 연구・사업의 발전방향을 전망하기 위한 시사점을 다음과 같이 제시하였다. 첫째, 향후 교육개발협력 분야의 연구・사업을 추진하는데 있어서, 국제사회의 논의 동향을 고려하는 동시에, 범정부적인 국제개발협력의 틀속에서 교육개발협력 정책 개발과 사업을 선도할 필요가 있다. 둘째, 교육개발협력 관련 정책개발-정책실행-정책평가가 유기적으로 연계될 필요가 있다. 셋째, 교육개발협력 연구전문성이 높은 기관을 중심으로 유관 기관들의 협업체계를 구축할 필요가 있다.
Ⅴ장에서는 교육개발협력 관련 정책지식의 생산과 확산이라는 측면에서 국내 교육개발협력 연구・사업 연결망의 구조를 분석하였다. 이를 위해서 우선 교육개발협력 정책연구보고서를 생산한 연구책임자와 공동연구자의 소속 기관을 중심으로 각 기관들이 어떻게 연결되어 정책연구를 수행했는지, 그 연결망의 구조를 분석하였다. 그리고 유무상 원조기관관계자, 정부부처 국제협력업무 담당자, 개발NGO 관계자, 교육개발협력 연구・사업에 참여한 경험이 있는 전문가 등을 대상으로 설문조사를 실시하여, 국제개발협력과 교육개발협력 관련 연구・사업 수행에 필요한 정보의 활용 연결망을 분석하였다.
분석결과에 따르면, 첫째, 교육개발협력 정책연구의 협업연결망은 KEDI와 학계를 중심에 두는 별모양의 구조를 갖고 있으며, 학계가 가장 중심적인 위치를 차지하고 있었다. 학계가 연결망 속에서 중심적인 역할을 하는 이유는 교육개발협력이라는 분야가 가진 간 학문적인 특성 때문으로 이해할 수 있다. 교육개발협력 분야는 교육 분야 전문성, 국제개발협력전문성, 지역전문성 등 다양한 전문 영역의 지식을 필요로 한다. 따라서 공동연구수행에 있어서도 다양한 전문가를 구할 수 있는 학계에 대한 의존도가 높을 것이다. 그러나 다른 한편으로는 기관 간의 협업을 추진하는데 있어 장애요인이 존재하기 때문으로 이해할 수도 있다. 따라서 향후 실질적인 교육개발협력의 협업연결망을 구축하기 위해서는 기관 간의 협업을 저해하는 요인을 제거하고, 협업의 실효성을 높이기 위한 제도개선이 필요함을 시사한다.
둘째, 교육개발협력 정책연구 협업연결망 내에는 하위집단이 존재하며, 교육관련 기관들과 국제개발협력 관련 기관들이 각각 하위집단을 구성하고 있었다. 이러한 결과는 교육개발협력 정책연구 협업연결망의 구조가 전체적으로는 이종연횡 모형의 형태이지만, 하위집단들의 연결망은 유유상종 모형으로 구성되어 있음을 보여준다. 교육개발협력 분야는 다양한 전문 영역의 지식을 필요로 하는 간학문적인 특성을 갖고 있기 때문에, 공동연구 수행에 있어서도 서로 다른 전문성을 가진 기관이나 연구자가 참여하는 이종연횡형의 협업연결망을 구성하고 있는 것으로 보인다. 그러나 하위집단은 교육분야와 국제개발협력 분야가 각각 유유상종형의 협업연결망을 구축하고 있다. 이러한 특징은 향후 교육개발협력 협업연결망 속에서 하위집단 간의 협업 방안을 모색할 필요가 있음을 시사한다.
셋째, 정부출연연구기관 중에서는 KEDI와 KRIVET이 교육개발협력 협업연결망 속에서 중심적인 위치에 있었다. 그러나 각 기관이 협업연결망 속에서 담당하는 역할에는 차이가 있다. KEDI는 학계와 함께 전체 교육개발협력 협업연결망의 중앙에 위치함으로써, 거의 모든 기관과 연결되었다. 이는 KEDI가 우리나라 최초의 교육 분야 정책연구기관으로서, 교육개발협력 정책연구에서도 학계와 더불어 중추적인 역할을 수행하고 있음을 의미한다. 반면에, KRIVET은 협업연결망 속에서 교육관련 기관들과 국제개발협력 관련 기관들을 매개하는 역할을 수행하고 있었다. KRIVET은 국제개발협력 관련 기관들이 속한 하위집단에서 중심적인 역할을 수행하며, 이 집단을 다른 기관과 연결하는 창구 기능을 담당했다. 이러한 분석 결과는 향후 교육개발협력의 협업연결망 속에서 각 기관이 자신의 전문 영역을 토대로 중심적인 역할을 수행할 수 있음을 시사한다.
넷째, 연구주제영역과 정책연구 수행 목적별로 협업연결망의 구조가 기관의 특성에 따라서 다르게 나타났다. 우선 연구주제영역 중에서 교육일반의 협업연결망 구조는 전체 협업연결망과 크게 다르지 않았다. 그러나 중등교육 영역에서는 KRIVET을 중심으로 한 협업연결망 구조가 나타났고, 고등교육 영역에서는 KEDI, KRIVET, 학계가 하나의 중심부처럼 강한 협업관계를 이루고 있었다. 또한 정책수행 목적별 분석에서는 정책개발의 협업 연결망은 전체와 큰 차이가 없었다. 그러나 정책실행과 관련한 정책연구에서는 KRIVET의 중심성이 두드러지게 나타나고, 반면에 KEDI는 협업연결망의 중심에서 벗어난 구조를 갖는다. 또한 정책평가는 소수이지만, 학계가 독점하고 있는 것으로 나타났다. 이러한 결과는 아직까지 교육개발협력 정책이나 사업의 평가체제가 마련되어 있지 않기 때문에, 정책평가 관련 연구가 대부분 개인 간의 연결을 통해서 이루어지고 있는 현실을 반영한다고 볼 수 있다. 따라서 향후 기관별 전문성과 특성을 고려하여, 교육개발협력 정책의 개발과 실행, 그리고 평가가 유기적으로 연계될 수 있는 구체적인 방안을 모색할 필요가 있다.
다섯째, 국제개발협력 및 교육개발협력 정보 활용 연결망에서는 KOICA가 독보적으로 중심적인 위치에 있었고, 다른 기관과의 격차가 매우 크게 나타났다. 이러한 결과는 한국에서 국제개발협력 연구・사업을 수행하는데 있어서 KOICA의 영향력이 매우 크다는 점을 반증하는 바이다. 그러나 교육개발협력 정보 활용 연결망에서는 KOICA와 함께 KEDI가 핵심적인 위치를 차지하고 있는 것으로 나타났다. 그러나 정보 활용 연결망의 가장 중심기관인 KOICA 소속 관계자들은 KEDI로부터 교육개발협력 관련 정보를 거의 습득하지 않는 것으로 나타났다. 이러한 연구 결과는 교육개발협력 정책연구 협업연결망에서 생산된 지식이 실제 사업수행기관에서 충분히 활용되지 못하고 있다는 점을 의미한다. 이처럼 사업수행기관에서 정책지식을 활용하지 않는 원인 중의 하나는 교육개발협력의 정보 활용 연결망 내에 교육계와 국제개발협력계의 하위 연결망이 각각 존재하기 때문으로 이해할 수 있다. 따라서 향후 교육개발협력 연구・사업의 협업을 위해서는 각 연결망에서 중심적인 기능을 수행하고 있는 기관들 간의 협업이 무엇보다 중요한 과제라고 하겠다.
Ⅵ장에서는 이제까지의 분석과 논의를 기반으로 교육개발협력 연구・사업의 협업을 위한 추진 전략과 과제를 제안하였다.
먼저 현행 교육개발협력 연구・사업의 협업을 제약하는 세 가지 현실적인 쟁점을 검토하였다. 첫째, 교육개발협력 연구・사업에 참여하는 기관 간의 소통이 부족하고, 현행 연결망 속에서 교육개발협력 관련 정보의 유통도 원활하지 않다. 현행 교육개발협력 연구・사업은 교육계 중심의 연결망과 국제개발협력계 중심의 연결망 속에서 각각 수행되고 있으며, 연결망 상호 간의 소통과 정보 교류가 부족하다. 이에 따라 교육개발협력 관련 정책연구의 성과가 사업 수행기관으로 확산되지 않고, 현장과의 연계도 미흡한 실정이다. 둘째, 수행기관별로 교육개발협력 연구・사업을 담당하는 조직이 다르고, 기관 내에서 업무를 추진하는 방식도 상이하게 나타난다. 이로 인해 각 기관별로 교육개발협력 연구・사업의 소통 창구가 불분명하고, 기관 간의 정례적인 업무 협의로 발전시키는데 한계가 있다. 또한 현행 개인 단위의 연결망 속에서는 교육개발협력 관련 정책연구나 사업을 수행하는 과정에서 축적된 구성원의 경험이 기관의 해당 분야 전문성 신장으로 이어지지도 않는다. 셋째, 교육개발협력 연구・사업 예산의 대부분을 외부 재원에 의존하기 때문에, 연구・사업의 안정적인 추진이 어렵고, 기관 간의 협업을 지속하기에도 한계가 있다. 각 기관이 수행하는 교육개발협력 연구・사업 예산의 출처가 상이하고, 발주기관의 요청에 따라 진행되거나 공모에 참여해야 하기 때문에, 타 기관과의 안정적인 협업이 어려운 실정이다. 또한 기관별로 행재정시스템도 다르고, 특히 교육 관련 기관들은 국제 업무를 추진하기 위한 예산 집행에 어려움을 겪고 있다.
다음으로 협업 방안 마련의 기초가 되는 정책 목표를 제시하고, 추진전략과 구체적인 실천 과제를 제안하였다. 우선 이제까지의 분석과 논의를 기반으로 ‘개발효과성 제고를 위한 교육개발협력 연구・사업 체계의 선진화’을 교육개발협력 연구・사업을 추진하는데 있어서 추구해야 할 비전으로 설정하였다. 그리고 이러한 비전을 토대로 ‘교육개발협력 연구・사업의 정책적 실효성 극대화를 위한 민-관-학 간의 포괄적 협업망 구축을 통한 업무 공조 체계의 강화’라는 정책목표를 제시하였다. 그리고 교육개발협력 연구・사업의 비전과 정책목표를 달성하기 위해서 ‘Co-WORK’를 협업 추진의 전략으로 제안하였다. 첫째, Co는 ‘Cooperation: 기관별 전문성을 토대로 한 협업’을 의미한다. 교육개발협력 연구・사업의 협업은 각 기관의 전문성을 최대한 활용하여, 각 기관이 협업망에 손쉽게 참여할 수 있도록 추진해야 한다. 둘째, W는 ‘World-class : 세계수준의 교육개발협력 연구・사업의 추진’을 의미한다. 교육개발협력 연구・사업의 협업은 개발효과성 제고라는 측면에서 세계수준을 지향하며, 연구와 사업의 연계 강화하는 방향으로 추진해야 한다. 셋째, O는 ‘Openness: 교육개발협력 관련 정보・경험・지식의 공유와 확산’을 의미한다. 교육개발협력 연구・사업의 협업은 기존의 협업망 내에서 정보 공유를 확대하고 참여기관 간의 소통과 교류협력을 강화하는 방향으로 추진해야 한다. 넷째, R은 ‘Relevance: 정책현안과 현장의 수요에 적합한 연구・사업 수행’을 의미한다. 교육개발협력 연구・사업의 협업은 내용적 측면에서 정책현안과 개발협력 사업 현장의 수요를 적극 반영하는 방향으로 추진해야 한다. 다섯째, K는 ‘Knowledge hub: 교육개발협력 관련 지식 생산의 허브 구축’을 의미한다. 교육개발협력 연구・사업의 협업은 국내의 모든 주체들이 참여하여 지식 생산의 허브 역할을 수행할 수 있는 포괄적인 공조관계 구축을 지향해야 한다.
그리고 교육개발협력의 협업을 위한 5대 핵심 과제로서, ‘①연구・사업 수행 주체 간의 정보 공유 및 의사소통 시스템 구축, ②교육개발협력 연구와 사업의 연계 강화 및 지속성 확보, ③교육개발협력 분야의 핵심 연구・사업의 공동 기획 및 수행, ④국제사회에 대응하기 위한 일원화된 공동 대응체제 구축, ⑤기관의 교육개발협력 연구・사업 수행 역량 강화’를 제안하였다. 그리고 그 과정에서 한국교육개발원은 그 동안의 전문성을 토대로, 각 기관의 서로 다른 전문 영역을 유기적으로 연계시킬 수 있는 조정자의 역할을 수행해야 한다고 하겠다.

The purpose of this study is to suggest implementation strategies and tasks for the Korea Education Development Institute (KEDI) to perform effective educational development cooperation researches/projects in the future, following the results of the “Study on the Establishment of a Mid- to Long-Term Vision and Plan for the Global Educational Cooperation Research Project” in 2013. For this, in the second year of research, this study analyzed the trend of the educational development cooperation researches/projects performed by government-funded research institutions and specialized aid institutions. Furthermore, by analyzing the relationship between individual institutes in the production of policy knowledge or the performance of projects related with educational development cooperation, this study derived the structure and characteristics of the networks of educational development cooperation researches/projects and, based on these, suggested detailed strategies and tasks to activate cooperation between those institutions in the future.
In Chapter Ⅱ, this study tried to identify the necessity of educational development cooperation by reviewing the policy trend of Korea and foreign countries, and arrange the theoretical basis of the study by reviewing preceding researches on the concept and type of cooperation. In addition, this study tried to get the implications for the analysis of the contents of educational development cooperation policy research through the review of preceding researches on the policy research trend analysis of policy research institutions. According to the review results of preceding researches, the government has recently suggested “Improvement of ODA Efficiency through the Activation of Cooperation” and “Continuous Expansion of ODA and Promotion of Exemplary and Integrated Cooperation” as major policy directions, and these also apply to education areas. A bond of sympathy developed in the central government for the improvement of efficiency through cooperation between the relevant departments in carrying out the educational development cooperation projects, and people try to find detailed methods of cooperation. However, the institutions that carry out educational development cooperation researches/projects do not have sufficient discussions on the method of cooperation, and they also have limits in information sharing and communication. Because of this, the new institutions follow the previous trials and errors, and the problem of overlapped project is repeating because of the participation of various institutions in the project. Consequently, this study identified the need to analyze the educational development cooperation researches/projects performed by government-funded institutions and specialized air institutions in terms of cooperation between the relevant institutions.
In Chapter Ⅲ, this study reviewed the foreign cases to get the implications in deriving the implementation strategies and tasks of educational development cooperation researches/projects because Korean government–funded institutions are latecomers in carrying out educational development cooperation researches/ projects and its knowledge accumulation is still insufficient. For this, this study carried out a comparative analysis of the cases of the U.S., Germany, Japan, and the U.K.-the major advanced aid providers that lead the educational development cooperation in terms of governance-and analyzed the changes in the structure and nature, the system of the segregation of duties, and the characteristics of the projects related with the educational development cooperation researches/projects of IBE, ITU, and ILO, which are international UN-affiliated organizations.
According to the analysis results, the educational development cooperation governance of major donor countries can be largely classified into government-led type, private-government mixed type, and private-led type. Among them, the U.S. and Japanese educational development cooperation governance is the government-led type, which encourages the participation of private institutions, such as research institutions, educational institutions, and volunteer organizations with many experts who have educational expertise and sufficient experience in educational development. However, the efficiency of its actual project performance is considered not so high because of the lack in the professional research function necessary for the policy establishment process and the actual project performance. So this type cannot be considered suitable for the implementation of the project optimized for educational development cooperation compared with the relevant budget scale.
The second type is the private-government mixed governance represented by the German case. Private-government cooperation is being conducted using the experiences of private institutions on the educational development cooperation scenes, but it has the disadvantages of carrying out only short-term projects through diplomatic considerations without relevant policy research by professional institutions. The budget is supported by a separate organization established by the government, but this type is considered to have no ability to plan a high-efficiency project in advance through the injection of educational expertise during the process of policy establishment. Moreover, because of the inconsistent system in the process of policy establishment and implementation, this type has inefficiency in the educational development policy direction or decision of the project priority.
The last type, which is considered as the most ideal governance for educational development cooperation, is the collaboration type between DFID, the specialized development cooperation department, and IOE, the education and research institution of the U.K. As IOE is leading the plan and implementation of the educational development cooperation project, this type is considered as a very efficient system in terms of policy expertise and knowledge accumulation for project performance. The important implication in this U.K. case is that the institution, which has both education and research functions, should lead cooperation to secure the expertise in educational development cooperation.
In Chapter Ⅳ, this study reviewed past results by analyzing the research performance by research subject, target, purpose, and institution for domestic policy research trends in the educational development cooperation area performed from 1993 to 2013. This study also reviewed the contents of domestic educational development cooperation projects carried out by each institution from 2005 to present, a period that can secure the ODA project statistics. Based on these analysis results, this study reflected on the characteristics of future educational development cooperation researches/projects and discussed the implications to predict developmental directions.
According to the analysis results, domestic policy research for educational development cooperation achieved the quantitative expansion and diversification of research subjects in line with the policy development in Korean educational development cooperation areas. Moreover, the period of change can be largely divided into “educational research to understand the less developed country: 1991– 2004,” “development of Korean education export strategy and Korean-type model: 2004–2009,” and “educational development cooperation as a subject of public diplomacy: 2010–present.” The characteristics of each period are suggested in more detail as follows.
First, the researches on educational development cooperation before 2004 were conducted as a part of the efforts to understand specific countries or regions by the specialized institutions that directly manage and operate ODA. The educational departments in the government and research institutions did nothing more than mention the necessity of ODA as an extension of the research trend for cooperation with international organizations. In addition, the educational institutions had neither much interest in the education of less developed countries nor specialized educational experts. As a result, cooperation between the institutions was rarely conducted.
Second, the educational development cooperation researches/projects were started in earnest by the Ministry of Education from 2004, and most of the researches focused on the methods to share Korean education with less developed countries, such as “export of Korean education (overseas expansion),” “educational aid,” “sharing the educational development experiences of Korea,” and “Korean-type educational development cooperation.” This period is characterized by the establishment of a cooperation system between educational research institutions through the financial support from the Ministry of Education and the specialization of the institutions based on their expertise.
Third, the enactment of the “Basic Act for International Development Cooperation” and the preparation of tne “Method for the Advancement of International Development Cooperation” in 2010 had a great effect on the subjects of the policy researches on educational development cooperation. As the “Method for the Advancement of International Development Cooperation” emphasized the duties of the international society, such as the enhancement of aid efficiency, the aid standards and development agenda also started to be treated as important subjects in educational areas. Furthermore, as the educational development cooperation was carried out as a part of the diplomatic policy that stresses the role of the member of an international society, the method of cooperation with international organizations emerged as an important task in policy research. Moreover, the educational development cooperation project also showed the trend of strengthening cooperation with international organizations or regional communities.
Based on the analysis results above, this study suggested the following implications to predict the future directions of educational development cooperation researches/projects. First, in carrying out educational development cooperation researches/projects in the future, Korea needs to lead the educational development cooperation policy development and projects in the framework of pan-governmental international development cooperation while also considering the trend of international discussions on this matter. Second, the policy development, policy implementation, and policy evaluation with regard to the educational development cooperation need to be organically connected with each other. Third, the cooperation system needs to be established between the institutions with much research expertise in educational development cooperation.
In ChapterⅤ, this study analyzed the network structure of domestic educational development cooperation researches/projects in the aspect of the production and expansion of educational development cooperation policy knowledge. For this, this study first analyzed the network structure of the institutions in which the responsible researchers and joint researchers, who produced the educational development cooperation policy research report, belong to to see how they were connected with each other in carrying out the policy research. By carrying out the questionnaire survey for the grant and aid institution staff, the staff in charge of international cooperation business in governmental institutions, development NGO people, and the experts who had participated in educational development cooperation researches/projects, this study analyzed the information network necessary for the performance of international development cooperation and educational development cooperation researches/projects.
According to the analysis results, first, the collaboration network of educational development cooperation policy research had a star-shaped structure, with KEDI and the academic society on its center (with the academic society at the most central position). The reason behind the central role of the academic society in the network structure can be explained by the interdisciplinary characteristics of the educational development cooperation. The educational development cooperation area is in need of the knowledge of various professional areas, such as expertise in educational areas, expertise in international development cooperation, regional expertise, etc. Therefore, the performance of the joint research may have high dependency on the academic society in which various experts are available. However, the existence of obstacles in carrying out cooperation between the institutions may be another reason. This implies that, to construct a practical network of educational development cooperation in the future, institutional improvement is necessary to remove the obstacles in carrying out cooperation between the institutions and to increase the efficiency of cooperation.
Second, the subgroups composed of educational institutions and international development cooperation institutions existed in the collaboration network of the educational development cooperation policy research. This shows us that the collaboration network structure of the educational development cooperation policy research is generally “different institution” model type, but the network structure of the subgroups is “birds of the same feather” model type. As the educational development cooperation area has interdisciplinary characteristics in need of the knowledge of various professional areas, it has a collaboration network of “different institution” type, with the participation of different institutions or researchers with different expertise during the performance of joint researches. However, both the educational and international development cooperation areas in the subgroups have a“birds of the same feather”–type collaboration network. This indicates that we need to seek for methods of cooperation between the subgroups in the collaboration network of the educational development cooperation in the future.
Third, among the government-funded research institutions, KEDI and KRIVET are located at the center of the collaboration network of the educational development cooperation. However, there are some differences in the roles that they play in the collaboration network. KEDI is located at the center of the collaboration network of the whole educational development cooperation together with academic societies, and it is connected with almost all the institutions of KEDI. This indicates that KEDI, the first Korean educational policy research institution, is also playing a vital role in the educational development cooperation policy research, together with academic societies. On the contrary, KRIVET is playing the role of connecting educational institutions with international development cooperation institutions in the collaboration network. It is playing a vital role in the subgroup in which international development cooperation institutions belong to, performing the function of a window that connects these institutions with other institutions. The analysis results indicate that each institution can play a vital role based on its expertise in the collaboration network of educational development cooperation in the future.
Fourth, the structure of the collaboration network was different depending on the characteristics of the institutions in their research subjects and the purposes of the policy research. First, in research subjects, the structure of the collaboration network in general education was not much different from the structure of the whole collaboration network. However, in the area of secondary education, the structure of the collaboration network appeared around KRIVET and in the areas of higher education, KEDI, KRIVET, and academic societies, which had a strong collaboration relationship as if they were a single central part. The analysis of the purposes of the policy research, the collaboration network for policy development, was not much different from the whole network. However, in the policy research related with policy implementation, the centrality of KRIVET was explicitly revealed while KEDI was off the center of the collaboration network. The policy evaluations, although in small numbers, were dominated by the academic societies. This result may reflect the reality that most of the researches on policy evaluation are conducted by individuals because the official system to evaluate the educational development cooperation policy or project was still not prepared.
Fifth, in the information network of the international development cooperation and the educational development cooperation, KOICA stood unchallenged at the center of the network with vast difference from other institutions. This result reflects the fact that KOICA is exerting a great influence on the performance of international development cooperation researches/projects in Korea. However, in the information network of the educational development cooperation, both KOICA and KEDI occupied a central position. However, it turned out that the members of KOICA, the most central institution in the information network, rarely obtain information on educational development cooperation from KEDI. These research results indicate that the knowledge produced from the collaboration network of the educational development cooperation policy research is not sufficiently used by the project performance institutions. The reason behind it may be explained by the fact that the subnetworks of education and international development cooperation areas exist separately in the information network of the educational development cooperation. Accordingly, for collaboration in educational development cooperation in the future, the collaboration between the institutions, which play the central role in each network, is considered as the most important task.
In Chapter Ⅵ, this study suggested the strategies and tasks for collaboration in educational development cooperation researches/projects based on the analysis and discussions above.
This study first reviewed three practical problems that restrict collaboration in the present educational development cooperation researches/projects. First, the communication between the institutions that participate in educational development cooperation researches/projects is not sufficient enough, and the information on educational development cooperation is also not smoothly distributed in the present network. The present educational development and cooperation researches/projects are carried out in the networks of education and international development cooperation areas, respectively, but communication and information exchange between those networks are not sufficient enough. Consequently, the results of the policy research on educational development cooperation are not distributed to project institutions, and the linkage with the project sites is also insufficient. Second, the departments in charge of the educational development cooperation researches/projects are different in each institution, and the methods of doing business in each institution are also different. Because of this, the communication window for educational development cooperation is unclear in each institution. So it is difficult to create a regular business meeting between the institutions. Moreover, in the present individual network, the experiences of the institution members, which were accumulated during the process of performing educational development cooperation policy researches/projects, are not connected with the enhancement of the expertise in the relevant areas of the institution. Third, as most of the budget for educational development cooperation researches/projects is dependent on external financial resources, stable implementation of researches/projects is difficult, and the collaboration between the institutions is also difficult to continue. As the sources of the budget for the educational development cooperation researches/projects carried out by each institution are completely different and the projects should be carried out and, sometimes, the institution should participate in the contest upon the request of the project owner, stable collaboration with other institutions is difficult. The administrative and financial systems of each institution are all different and, in particular, the educational institutions have difficulty in executing the budget for international businesses.
Next, this study presented the policy goals and basic directions that will serve as the basis of the collaboration method and suggested detailed implementation tasks. First, this study established “advancement of the system for educational development cooperation researches/projects for the enhancement of development efficiency” as the vision that should be pursued during the promotion of educational development cooperation researches/projects based on the analysis and discussions above. Furthermore, based on this vision, this study suggested “reinforcement of a business cooperation system through the construction of a comprehensive collaboration network between the private–government–university for maximization of the policy efficiency of the educational development cooperation researches/projects” as the policy goal. To achieve the vision and policy goal of the educational development cooperation, this study suggested “Co-WORK” as the basic direction of the collaboration. “Co” means “Collaboration: collaboration based on the expertise of each institution.” For collaboration in educational development cooperation researches/projects, each institution should be encouraged to easily participate in the collaboration network using its expertise as much as possible. “W” means “World-class: promotion of world-class educational development cooperation researches/ projects.” Collaboration in educational development cooperation researches/ projects should aim to be world class and play the role of strengthening the connection between the research and the project. “O” means “Openness: sharing and the expansion of information, experience, and knowledge on educational development cooperation.” The collaboration in educational development cooperation researches/projects should be carried out to expand information sharing in existing collaboration networks and trengthen communication and exchange between the participating institutions. “R” means “Relevance: performance of the researches/projects suitable for pending policy issues and demand from the project sites.” The contents of the collaboration in educational development cooperation should actively reflect pending policy issues and the demand from development cooperation project sites. “K” means “Knowledge hub: Construction of the production hub of the knowledge on educational development cooperation.” All relevant domestic institutions should participate in the collaboration in educational development cooperation researches/projects and aim for the establishment of a comprehensive collaboration relationship that can play the role of a knowledge production hub.
In addition, as five core tasks for the collaboration in educational development cooperation, this study suggested ① promotion of pilot researches/projects through information sharing and knowledge exchange between the performance institutions, ② construction of an organic circulation system between the “policy development–implementation–evaluation” of the educational development cooperation researches/projects and the reinforcement of the professional role of the relevant departments in each institution, ③ joint planning and performance of the core researches/projects in educational development cooperation areas, ④ construction of a unified response system to respond to the international society, and ⑤ completion of the national-level governance system for a collaboration network in educational development cooperation.”
