Gender budgeting in Korea has become established in Korea over a short period of time, with the number of target projects and the budget size increasing every year. To guarantee that gender budgeting improves in terms of quality, to match the growth in quantity, research on the subject has been steadily carried out. However, despite the abundance of research, most topics are myopic, focusing merely on the issues at the time.
This research paper suggests a strategy to establish a mid-to long-term roadmap for the long-term development of gender budgeting. Therefore, it focuses on determining the validity of developing a roadmap, setting up a strategy in steps and designating corresponding detailed tasks, and developing performance indicators that examine the results of the detailed tasks.
In kim et al.(2010), a five-year plan was mapped out for 18 detailed tasks in five major fields. This research paper takes the detailed tasks in kim et al.(2010) to inspect the progress that has been made, and presents tasks and action plans for the future. Gender budgeting in Korea is categorized into the introduction stage (2009~2010), settlement stage (2011~2013), maturation stage (2014~2018), and sophistication stage (2019~). This paper provides tasks and action plans for the maturation and sophistication stage.
The roadmap for the maturation and sophistication stage consists of six strategies, 13 detailed tasks, and 32 action plans. The four strategies and nine detailed tasks for the maturation stage (2014~2018) centers on creating a sound institutional basis and systemizing management. Not only are the National Fiscal Management Plan and Gender-sensitive Fiscal Management Plan included in the nine tasks, but so are legalization of procedures associated with gender budgeting, specification of national gender equality objectives, and creation of an organization exclusively responsible for gender budgeting.
In the sophistication stage (2019~), we focus on setting up a performance management system and enhancing citizen participation in governance, in order for gender budgeting to function as a part of the national fiscal system and become more stabilized. The roadmap consists of two strategies and four detailed tasks which include the increase in professionals involved in gender budgeting, boost in citizen participation, and establishing a performance management system.
Finally, we have developed performance indicators to evaluate the detailed tasks from the roadmap. As there are diverse aspects to this evaluation, we have presented a hybrid evaluation that combines elements of project evaluation and system evaluation and have also implemented a rolling basis plan that mixes evaluation for every stage and year.
Evaluation at the maturation stage is largely divided into ‘Maturity level of gender budgeting foundation’, ‘Maturity level of gender budgeting management’, ‘Improvement in evaluation criteria for detailed projects’. ‘Maturity level of gender budgeting foundation’ is divided into the establishment and expansion of the legal basis, improvement in the Fiscal Management Plan, and establishment of the foundation of the organization, which are separately evaluated by detailed evaluation indices. ‘Maturity level of gender budgeting management’ is evaluated in two parts: setting gender equality objectives and the evaluation system of gender budgeting and settlement. ‘Improvement in evaluation criteria for detailed projects’is evaluated in two parts also: selection criteria of target projects and gender equality effectiveness.
Evaluation at the sophistication stage is separated into ‘Sophistication of gender budgeting foundation’ and ‘Sophistication of gender budgeting management’. The indices were developed to evaluate the expansion of human resources basis and basis of the organization for ‘Sophistication of gender budgeting foundation’ and to evaluate the accounting informatization of gender budgeting and performance management system for ‘Sophistication of gender budgeting management’.
The detailed projects presented in this roadmap are policy tasks that need to be tackled for gender budgeting to become more established.
The detailed tasks for each stage are tasks organized in time order. The tasks suggested in this paper include several tasks that were unfinished when gender budgeting was in its earlier stages but also include new ones should be improved as we move forward. Additionally, the performance evaluation model and guidelines for this model are presented as trial efforts, so they will need to be modified, especially since the criteria for evaluating the sophistication stage may change once we pass the maturation stage. Therefore, by putting these tasks into action one by one, we look forward to gender budgeting become more stabilized, which will lead to improvement in gender equality.
