The purpose of this research is to propose the policy directions to relieve the cultural disparities between inter-regions. In order to suggest policy directions we analyzed the disparity in opportunities and satisfaction of cultural enjoyment by the regional size. Also we proposed the legal and institutional improvements. The disparity in opportunities of cultural enjoyment was analyzed by using the average(absolute disparity) and coefficient of variation(relative disparity) of statistical data related to cultural facilities. Results show medium-sized cities have better cultural conditions compared to other size cities, even they have greater scale in cultural facilities. Also, they show less disparities various among comparing other sized cities. The disparity in satisfaction of cultural enjoyment was analyzed by the in-depth interviews with local residents in five selected regions. From the results of interviews, policies which consider the site, scale, type of cultural facilities, cultural demand, the behaviour and intention to use in cultural enjoyment should be needed. Three policy directions are proposed in order to relieve the cultural disparities between inter-regions: i) expanding cultural facilities to allow for better opportunity. ii) enhancing utilization of cultural contents to bring about greater satisfaction. iii) strengthening of regional cultural enjoyment. In order to implement these policy directions, we proposed policy improvements as follows. First, it should eliminate the blind regions of cultural facilities by expanding the complex cultural facilities. To this end, it should be considered based on the use frequency and the access time to cultural facilities by local residents. Also complex cultural facilities should be planned associated with various amenities facilities. In addition, “the Fundamental Law of Culture” should be modified such as the definition of complex cultural facilities, the reduction or exemption of taxes, administrative and institutional support to promote the local culture. Second, sharing cultural facilities of adjacent regions is needed. For this, the plans should be considered to create network and share cultural facilities by selection Cultural Hub Regions which have large size and low demand. Third, it should provided the demand tailored cultural contents. To this end, it should supply the contents which are independent on time and place to alleviate the cost burden on the cultural enjoyment and to be motivated for the new cultural enjoyment. Fourth, the diversity of cultural information provision should be secured. To this end, the standard for integrated providing and management of cultural information of national level. In addition, it should be enabled to share the cultural informations between providers and consumers through online. Fifth, the utilization of regional cultural governance should be strengthened. By adapting the regional cultural governance in urban regeneration or regional development projects, regional residents can pursue the projects smoothly and adjust the conflict between stakeholders. Sixth, the regulation of management practices of cultural facilities should be improved. To this end, it should provide the regulations about the certification, evaluation and the building management on commission of cultural facilities. Finally, it should improve the law and policies associated with the regional culture. To this end, it should re-establish a hierarchy between the regional culture related laws and planning. Also the definition of culture-related terms should be clarified.
