The project was conducted with an aim to provide JISTaP an opportunity for growing into a bona-fide international journal after the successful growth period. The project outcomes are as follows.
1. After JISTaP's fulfillment of the minimum requirements for SCOPUS application, the requirements for CSAB (Content Selection & Advisory Board) evaluation were analyzed. Specifically, the SCOPUS evaluation criteria and its recommendations for journal editorial board were reviewed. In addition, the SCOPUS-indexed journals in the same subject area as JISTaP were analyzed to identify the uniqueness of JISTaP. The project team reviewed the SCOPUS listing criteria and met repeatedly with KISTI to discuss the SCOPUS application, which led to timely completion of the application. The result of the application is pending.
2. Ocean Science Journal (OSJ), which was indexed by SCOPUS in 2012 and SSCIE in 2014, and Australian Academic & Research Libraries (AARL), which was indexed by SCOPUS in 2009 and SSCI in 2010, were selected for publication data compilation, the analysis of editorial boards, and citation analysis. The journals, published in North America and Europe, were both listed in Scopus first and then SSCI. The analysis results showed the majority of editorial board to be from the journals' countries and the international diversity of editors to fall below that of JISTaP, whose editorial board covers five continents. On the other hand, both journals showed many citations from journals by same publishers, Ocean Polar Research for OSJ and Australian Library Journal for AARL, which demonstrated the effects of institutional support for increasing journal citations.
3. The citation analysis of JISTaP for the past three years was conducted. JISTaP's Impact factor was 0.2831 by Google Scholar (GS) and 0.0952 by Journal Citation Report (JCR), and the Immediacy Index was 0.0667 by GS and JCR. Relative to 2014, citations to JISTaP are increasing in numbers and scope (i.e., citing authors and countries). India-centric manuscript submissions and citations were noted as a JISTaP trend that should be maintained. Also, productive authors in the United States tended to garner citations by self-citations from papers published in other JCR journals and thus affect the journal citation rate. Therefore, two-pronged strategy of maintaining steady stream of submissions from India and soliciting high-quality submissions via invited papers from prominent scholars merits consideration. The analysis results also suggest the need for strategic efforts to generate citations to JISTaP papers from SCI/SSCI journals.
4. JISTaP 2015 issues were published in March (Volume 3, issue 1), June (Volume 3, issue 2), and September (Volume 3, issue 3). With five articles per issue, total 15 articles have been published in the first three issues. Volume 3 issues 2 and 3 each had one invited paper, and issue 3 included one technical report. The 15 articles comprised 31 authors from 6 countries, with the highest number of authors from India (9 authors, 29%), followed by Korea (8 authors, 26%) and Germany (5 authors, 16%).

For JISTaP promotion, the project team members visited India, United States, Thailand, and Philippines to participate in international conferences and set up information booth; give presentations and engage in discussions in universities and libraries; discuss operational issues and strategies with JISTaP editorial board members; and distribute promotional items. In addition, the project team engaged in promotion activities and discussed JISTaP operations and development ideas with seven JISTaP editors and international scholars from three countries, who visited Korea.
6. The project team utilized SNS to promote rapid and wide-spread promotion of JISTaP. In particular, LinkedIn was leveraged to form the JISTaP group consisting of interested parties and to post JISTaP news as they develop. As a result, there are currently 878 members directly connected to the LinkedIn JISTaP group. The total number of members in the project P.I.'s LinkedIn account is 7,470 as of November 11, 2015.
7. The project P.I., as a co-president of an international academic society called LISSASPAC (Library and Information Science Society for Asia and the Pacific) elected in June 2015, established an international network that can be leveraged to promote JISTaP and assist in its operations. LISSASPAC's 159 members consist of 16 key founding members and 143 initiating members from 14 countries in the Asia-Pacific region. The initiating members are: 38 from Korea (29 institutions), 23 from India, 20 from Iran, 15 from Japan, 12 from US, 6 from China, 5 from Taiwan, 5 from Singapore, 5 from Philippines, 4 from Malaysia, 4 from Thailand, 3 from Nepal, 2 from Indonesia, and 1 from Canada. One or more professors from most of the Library and Information department in Korean universities are LISSAPAC initiating members, and 7 JISTaP editorial board members are founding members. In addition, the project P.I. created LISSASPAC group in LinkedIn with access to JISTaP information for simultaneous promotion of JISTaP to LISSASPAC members.
8. The JISTaP manuscript submission count for 2015 is 48. Analysis of 41 submissions by October 30 showed submissions from 13 countries, with the highest submission count by India (20 submissions, 48.78%) followed by the U.S. (5 submissions, 12.20%), and Korea and Nigeria (3 submission, 7.31% each).
9. There were 55 JISTaP reviewers from 12 countries in 2015. India has the highest reviewer count of 16 (29%), followed by 14 (25%) in Korea and 9 (16%) in the U.S. As of October 30, 2015, 48 manuscripts have been submitted, which shows reduction in submission from previous years (73 in 2013, 54 in 2014) with higher acceptance rate. Of the 48 manuscripts, 68 reviews have been completed out of 76 reviews. The average time from review invitation to acceptance was 3.4 days and the average time from review invitation acceptance to review result submission was 18 days.
10. To ensure the English quality of JISTaP articles, a native speaker was employed as the JISTaP copy-editor. The copy-editor reviewed and edited 20 manuscripts, 15 of which were published in the first three issues. The fourth issue of JISTaP volume 3 will publish 5 articles.
11. The SWOT analysis was done to reflect the conditions present in the growth phase of JISTaP. The analysis revealed key JISTaP strengths to be the synergy among the diverse editorial board from 5 continents and the strong and prolific social networking activities of the project P.I. that formed LISSASPAC in June 2015. The major threats for the project were determined to be uncertainties regarding continued funding support resulting from national financial state and the weak institutional support from the publishing organization. The recommendation under these circumstances was that the JISTaP project should focus on quality enhancement rather than quantity expansion during the growth period. Such strategy would be conducive to not only successful listing in SCOPUS and SSCI but also developing into a prominent international journal. In this context, the planned increase of article counts per issue should be revised to maintain the current count of 5 in order to focus on raising the quality of manuscripts for each issue.
