연구의 배경
○ 축산부산물 시장이 변화하고 있음. 부산물의 가정내 소비가 감소하고, 부산물 외식산업과 가공산업이 성장하며, 수입이 증가하고 있다. 이런 변화 속에 소비자는 부산물의 위생안전에 우려의 시선을 갖고 있음.
○ 축산부산물은 국민의 먹거리인 동시에 생산농가 소득의 일부분을 차지하고 있음. 따라서 부산물 시장이 악화되면 소비자의 위생안전이 위협 받고 생산농가는 소득이 불안정해짐.
○ 변화하는 부산물 시장 환경에 적응하고 수입 부산물과 경쟁해야 함. 여기에 축산부산물 유통구조 개선의 필요성이 있음.
연구의 배경
○ 축산부산물 시장이 변화하고 있음. 부산물의 가정내 소비가 감소하고, 부산물 외식산업과 가공산업이 성장하며, 수입이 증가하고 있다. 이런 변화 속에 소비자는 부산물의 위생안전에 우려의 시선을 갖고 있음.

연구 방법
○ 축산부산물 시장 현황을 정리하고 부산물 유통주체가 직면한 시장 환경과 행동을 중심으로 부산물 유통구조를 파악함.
○ 축산부산물 유통주체 별 설문 또는 면접 조사를 실시하여 부산물 유통현황을 점검하고 주체별 의견을 청취함.
○ 부산물 유통 현황을 중심으로 유통구조의 문제점을 지적하고 이를 바탕으로 유통구조 개선방안을 제시함.
축산부산물 공급 및 가격 동향
○ 축산부산물 생산은 도축마릿수에 따라 결정됨. 그간 소와 돼지의 사육마릿수 증가로 인하여 도축마릿수도 증가추세에 있고, 부산물 생산량도 증가 추세에 있음.
○ 소 부산물 수입은 2010년 큰 폭으로 증가함. 특히, 소 위와 족의 2010년 수입량은 전년에 비해 각각 137%와 582% 증가함. 돼지 부산물 수입은 2011년에 크게 증가함. 특히 2011년 돼지 머리 수입량은 전년대비 284% 증가하였고, 돼지 위도 100% 이상 증가하였음.
○ 소 부산물 가격은 최근 3년간 하락이 지속되고 있는데, 족, 머리, 내장의 순으로 가격 하락폭이 큼. 2014년 족 가격은 2012년 대비 36.7% 하락하였고, 머리 가격은 25.4% 하락함. 돼지 부산물 가격은 2011년 가격이 가장 높았고 2012년과 2013년 연속으로 가격 하락폭이 컸음. 두 내장의 경우 전년대비 2012년 하락폭은 35.9%, 2013년에는 62.5%에 달함.
축산부산물 유통구조 현황
○ 축주가 가축을 출하하면 도축장에 도축이 이루어지고, 도축과정에서 지육과 부산물이 분리되면 부산물의 유통이 시작됨. 도축장에서 생산된 부산물은 축주가 인수하거나 도축장 책임하에 유통이 이루어짐.
○ 도축장을 통하여 유통되는 부분 중 대부분은 도매상을 통해 유통됨. 도매상은 1차와 2차 도매상으로 구분되는데, 1차 도매상은 도축장과 거래 관계에 있고, 2차 도매상은 1차 도매상과 거래관계에 있음.
○ 2차 도매상은 부산물은 인수한 후 부위별 분할과 추가 세척 등의 작업을 수행하고, 음식점, 대형마트‧정육점, 집단급식소 등으로 분산하는 역할을 함.
축산부산물 유통구조의 문제점
○ 축산부산물은 계절적 수급 불일치가 반복됨. 또한 부산물 부위별 선호가 다르기 때문에 부위별로 수급 불일치가 발생함. 도축장에서는 이런 종류의 수급 불일치를 회피하려고 노력하는데, 축주에 부산물 대금을 정산해야 하기 때문임. 유통 위험을 회피하기 위하여 도매상과 장기계약을 체결하고, 마리 단위의 부산물 거래함.
○ 부산물 유통과정에 적당한 수준의 투자가 이루어지지 않고 있어 투자확대의 필요성이 있음. 유통참여자가 전반적으로 영세한 것이 과소투자의 원인으로 판단됨. 투자가 부족하여 부산물 위생관리가 취약하며, 대량공급의 기반도 부족한 상황임.
○ 축산부산물은 「축산물 위생관리법」에 의하여 식육에 포함되어 관리되고 있으나 부산물 중 내장 부위(특히 창자)는 다른 부산물 부위 또는 식육과 차별화되는 점이 있음. 따라서 식육과 부산물을 각기 다른 기준으로 관리하는 것이 효율적인데, 현행 법체계 하에서는 식육에 포함시켜 포괄적으로 관리하고 있음. 또한 부산물에 관해서는 HACCP 기준이 확립되어 있지 않음. 우리나라 식품 위생관리의 기본틀은 HACCP에 의한 위생관리에 의존하고 있음.
○ 축산부산물은 품질등급이 표시되지 않아 소비자가 부산물의 품질을 식별하기 어려움. 다양한 품질의 부산물이 유통되고 있으며, 원하는 품질의 부산물을 선별하여 구매하기 어려운 유통구조임.
○ 축산부산물 시장은 신뢰성 있는 거래가격의 수집 및 공개 시스템이 부족함. 현재 실시되는 부산물 가격조사는 자료의 신뢰성 및 활용성에 제
약이 있음.
축산부산물 유통구조 개선 방향
○ 축산부산물 유통구조 개선의 목적은 소비자에게 안전한 먹거리를 제공하고, 생산자의 소득 안정에 기여하는 것임.
○ 이를 위하여 유통구조가 투명하고 효율적으로 개선되어야 할 필요가 있음. 또한 부산물 시장 변화에 대응하여 대량공급의 능력을 확보하는 것이 절실함. 이런 구조개선은 시설투자 확대를 통한 유통의 규모화가 이루어져야 가능함.
○ 이러한 구조개선 위에 시장 투명성 증대를 위한 부산물 가격조사와 품질기준을 도입하는 방안을 제안함. 또한 위생 관련 규정을 신설‧정비하여 부산물 위생관리를 강화해야 함을 제안함.
부산물 가공시설 투자의 유도
○ 시설 투자가 적당한 지점은 1차 부산물도매상 수준으로 판단됨. 이 경우는 도축장 외부 시설에 대한 투자임. 복수의 도축장을 연계하여 가공시설의 규모를 확대할 여지가 있어 규모의 유연성 측면에서는 더 효과적인 투자가 될 수 있음. 실제로 소규모 도축장은 일 도축량이 많지 않기 때문에 도축장 내 부산물 가공시설의 가동률이 낮을 가능성도 있음. 또한, 도축장 입장에서는 현재 맺고 있는 장기계약을 이용하여 수급불균형에 따른 위험을 회피할 수 있음.
○ 부산물 도매상이 주체가 되는 시설투자를 위해서 정책적으로 지원해야 할 부분이 있음. 부산물 인수 계약의 안정성을 확보해 주는 것과 부산물 세척에 관한 규정을 유연하게 적용하는 것임.
축산부산물에 대한 위생관리 기준의 확립
○ 위생관리 기준의 확립은 두 가지로 나누어 볼 수 있음. 첫째, 도축장 식육부산물 위생관리 매뉴얼에 법적인 지위를 부여하는 것과, 둘째, 부산물 유통업에 대한 HACCP 기준을 마련하는 것임.
축산부산물 시장 투명성 확대
○ 부산물에 대한 품질기준의 확립과 부산물 가격조사 및 공개를 통하여 시장의 폐쇄성을 완화하는 노력이 필요함. 부산물에도 품질의 차이가 존재하지만, 품질의 차이가 표시되지 않고 유통되고 있음. 이런 이유로 객관적인 품질의 기준이 확립이 요구됨.
○ 지육에 대한 가격조사 시스템에 비해 부산물의 시스템은 낙후되어 있음. 따라서 가격 조사와 공개는 시장의 경쟁을 촉진할 수 있는 가장 용이한 방법임. 또한 가격 조사는 시장의 왜곡도 초래하지 않는다는 점에서 효율적인 구조개선 방안임. 현재 개별적, 비정기적으로 실시되는 부산물 가격조사를 체계화하는 방안을 모색할 필요가 있음.

The market for animal by-products has been changing. First, household consumption of the by-products is decreasing. Second, the food service and processed food industries using them are growing. Third, imports of the by-products are on the rise. In these changes, consumers are expressing concerns over the by-products' sanitary safety.
In the case of by-products, food safety and the level of income are important to consumers and farms, respectively. If the by-products market worsens, food safety for consumers is threatened, and farms experience a reduction in income. For this reason, domestic by-products should adapt to the changing market in order to compete with imported products.
In order to adjust to the market changes, it is needed to establish a mass marketing system in response to bulk purchases, and to mitigate consumers' negative perception of by-products. Also, price competitiveness should be secured through cost reduction to be more competitive than imported products.
The problems of the market for animal by-products can be summarized as follows: a supply-demand imbalance; wholesalers' small scale and underinvestment; lack of sanitation-related regulations; inadequate quality standards; and the opaque market.
The supply and demand imbalance of by-products is classified into a seasonal supply-demand imbalance and a supply-demand imbalance by part.
Slaughterhouses try to make long-term contracts with wholesalers in order to avoid these types of imbalance and pass these risks on to wholesalers. The danger of the supply-demand imbalance prevents wholesalers' scaling up.
Investment is essential to create the mass marketing system of by-products and decrease consumers' distrust. However, investments are insufficient because of the risk due to the supply-demand imbalance of the by-products market and wholesalers' small scale.
In accordance with the Livestock Products Sanitary Control Act, animal by-products are included in meat and thus managed. As there has been criticism that sanitary control regulations for them are inadequate, a manual for meat by-products sanitary control in slaughterhouses was published. Nonetheless, this is not sanitary management by legislations. Moreover, HACCP standards, the framework of food sanitary control, are not applied to the by-product either.
Although by-products of various qualities are distributed, there are no quality standards and labeling regulations, which leads to the lack of information on their quality. For example, beef by-products sold in slaughterhouses are traded at different prices according to the type of living matter but are distributed without labeling the differences in quality.
The market for animal by-products lacks a system for collecting and releasing reliable market prices. The by-products price surveys, which are partially conducted, are irregular or limited to specific parts, which limits the utilization of information. Also, the surveys are insufficient in representing the present status of the whole market for by-products.
We proposed the following plans to improve the marketing structure of animal by-products: inducing investment in by-products processing facilities; setting up sanitary control standards; and securing the transparency of the by-products market.
Investment in by-products processing facilities is needed at the level of the first by-products wholesalers. In this case, it is necessary to invest in slaughterhouses' external facilities. Under the current law, there is inefficiency of cleaning by-products twice, but investment in the external facilities could be efficient in other aspects. That is, processing facilities can be scaled up by linking several slaughterhouses. In addition, slaughterhouses can continue to utilize the present long-term contracts.
The establishment of sanitary control standards for by-products can be divided into 1) giving legal status to the manual for meat by-products sanitary control in slaughterhouses and 2) setting up HACCP standards for the by-products marketing industry.
To enhance the transparency of the animal by-products market, the market's closed feature can be mitigated by establishing by-products quality standards and surveying and releasing by-products prices. By-products are distributed without labelling the differences in their quality . The establishment of quality standards will increase information on quality, decrease search costs in transactions, and promote trade. Also, the measure to survey and release prices is the easiest way to facilitate market competition. It is necessary to seek a method to systemize by-products price surveys that are conducted individually and irregularly.
