셰일가스는 1999년 미국의 미첼 에너지(Mitchell Energy)사가 텍사스주 바넷(Barnett)광구에서 수평시추와 수압파쇄 등 신기술 적용에 최초로 성공하였다. 2000년대 중반부터 셰일가스의 본격적인 개발·생산이 추진되면서 미국을 중심으로 다량의 가스 및 오일이 개발되면서 전세계 에너지 시장의 큰 변화를 유도하고 있다.한편 세계적으로 일본의 후쿠시마 원전사고 이후 전반적인 원전 축소 및 폐쇄 기조가 형성되고 있고, 유럽의 경제위기와 더불어 신재생에너지의 성장이 둔화됨에 따라 기존 석유 및 가스 등의 전통에너지의 지속적인 사용에 주목하고 있다.
이러한 변화의 기조에 힘입어 미국 및 캐나다 뿐 아니라 유럽 및 아시아까지 셰일가스 및 오일 개발에 나서고 있으며, 이는 유가 시장에 영향을 미치며, 에너지 뿐 아니라 그와 연관된 산업까지 파쇄적으로 영향을 미치고 있는 상황이다. 우리나라와 같은 자원을 대부분 수입에 의지하는 국가는 이러한 에너지 자원의 가격변화에 따라 경상수지 및 산업 경쟁력 전반에 영향을 받으며, 국가 경쟁력 확보측면에서 안정적 에너지 도입선 마련 및 전략적 대응책 마련이 필요하다.
본 연구의 목적은 셰일가스 생산에 따른 우리나라 제조업의 경쟁력을 거시적·미시적 관점에서 분석하여 세계적으로 변화하고 있는 제조업의 경쟁 패러다임에 대한 대응역량 확보를 위한 정책과제를 제시하는 것이다.
한국과 같은 경우 제조업의 비중이 높으므로, 에너지시장 구조변동에 따른 제조업의 경쟁력 변화 요인을 분석하고 이에 대한 대응방안 마련을 통해 세계시장에서의 경쟁력을 확보할 필요가 있다.
전 세계적으로 산업별로 정유, 석유화학, 발전, 비철금속, 시멘트 등 에너지다소비형 산업을 중심으로 다양한 산업에서 큰 변화가 나타나고 있고 이를 바탕으로 한 우리나라의 영향 분석이 반드시 필요한 상황이다.
본 과제를 통하여 셰일혁명 이후 주요 산업의 생산 및 수출입 동향 변화, 산업별비용구조 및 채산성 변화의 영향, 국가별 산업의 비교우위 변화 전망 등의 분석을 통해 셰일혁명이 산업, 특히 제조업에 미치는 변화를 분석하여 시사점 및 정책적제언을 제시하고자 한다.

The low-price oil trend that has started from 2014 is effecting the whole world’s economy and industry. In the past, low-priced oil has effected the Korean economy in positive ways by lowering the production cost and increasing the consumption of households. However, because of the world economy recession, the current low oil price era is giving negative effects to the industry, especially the oil, petrochemical, and plant industry.
The main reason that caused the low oil price era is presumed to be the shale revolution that has occurred in US. The shale development that was initiated in 1999 in Texas, has been in full operation since the mid-2000s is now effecting the whole world economy and energy business.
In this project, we have studied the the current development of shale gas & oil, and how it has caused to effect the low-oil price era. Also we had analyzed how the shale development is effecting the US and Korea economies, and how it is effecting each industry, such as oil/ petrochemical / steel /heavy plants & construction / car / consumption goods / electricity. Finally, we have applied a regression model to find the relationship of how shale gas & oil development is effecting each industry on both long & short term, by inserting the oil price fluctuation and each industry’s business fluctuation into the model.
The emprical model results show that after shale gas and oil was fully developed, the US industry was less effected by the world’s oil price fluctuation mainly because US has become energy-sufficient by its own production of gas and oil. However, Korean industry still appears to be heavily affected by the oil price, especially in the energy-intensive fields such as oil,petrochiemical, steel, and heavy plants industry. Therefore the recent low oil-price era appears to affect the industry negatively.
Additional qualitative analysis on the industry backs up the emprical results.The financial difficulties of the original oil-exporting countries in middle east, Russia, and South America, is also affecting Korea, as the industry is mainly focused on exports.
In conclusion, we believe that Korea must set a specific plan to prepare for the shale gas and oil business. Since US has removed the ban, and started to import both shale gas and oil to other countries, we believe that this will change the energy structure of Korea, and we must be prepared to this. Korea must also start investing in the shale business for future development, as other asian countries such as China and Japan are actively acquiring shale companies in order to gain insight and knowledge of the business for future purposes.
Finally industries that are heavily effected by the oil fluctuation must consider restructuring their business in order to maintain competitiveness in the future.
