4. 연구 내용 및 결과
본 연구는 ICT 창업동아리 활성화를 위한 전략적 방안을 도출하고 이를 통해 실제 정책에 활용할 수 있는 대안을 마련하는데 중점을 두고 진행하였다. 이를 위해 문헌연구와전문가의견을 검토하고 실증분석을 통해 연구결과를 도출하였다.
분석결과, 글로벌 ICT 산업의 성장세는 IoT, 빅데이터 등의 시장 확대로 정체기를 벗어나 2016년부터 증가세로 전환할 것으로 조사되고 있으나 ICT 산업의 성장하락세를 극복하기 위한 방안들이 모색되지 않는다면 장기적으로 ICT 산업의 침체기를 벗어나기 힘들것으로 전망
4. 연구 내용 및 결과
본 연구는 ICT 창업동아리 활성화를 위한 전략적 방안을 도출하고 이를 통해 실제 정책에 활용할 수 있는 대안을 마련하는데 중점을 두고 진행하였다. 이를 위해 문헌연구와전문가의견을 검토하고 실증분석을 통해 연구결과를 도출하였다.
분석결과, 글로벌 ICT 산업의 성장세는 IoT, 빅데이터 등의 시장 확대로 정체기를 벗어나 2016년부터 증가세로 전환할 것으로 조사되고 있으나 ICT 산업의 성장하락세를 극복하기 위한 방안들이 모색되지 않는다면 장기적으로 ICT 산업의 침체기를 벗어나기 힘들것으로 전망되고 있다. 이에 각 국가들은 타 산업군보다 부가가치 창출효과가 큰 ICT 창업을 위해 다양한 산업지원 정책을 펼치고 있는 것으로 조사되었으며, 우리나라 또한 부처별 다양한 정부지원프로그램을 통해 ICT 창업활동을 지원하고 있다.
ICT 창업동아리 실태조사결과를 보면 다음과 같다.
첫째 창업동아리 현황을 보면 국내 전체 창업동아리는 4,070개로 이중 84.9%인 3,455개가 ICT 창업 동아리 인 것으로 조사되었으며, 전공계열로는 경상계열이 31.1%로 가장 높게 나타났고, 다음으로 공학계열이 25.5%로 조사되었다. 인문, 경상, 사회, 복지계열을 합칠 경우 51.1%로 나타나 비 ICT 전공계열이 50%이상인 것으로 나타났다.
둘째, 창업동아리 공간 확보에 있어 61.8%가 전용공간을 지원받지 못하는 것으로 조사되었고, 지원을 받는 경우의 전용공간 사용기간은 1년 이하가 84.7%로 나타났다.
셋째, 창업관련 수강과목으로 2과목 이하 수강이 79.5%로 조사 되었으며, 만족도 또한 69.1%가 보통이하로 응답하여 수강과목에 만족하지 못하고 있는 것으로 조사되었다.
넷째, 창업교육의 문제점으로는 정규과목과의 중복과 교육과목에 대한 홍보부족, 교육내용과 창업과의 직접적 연계 부족 등이 원인으로 나타났다.
다섯째, 응답자의 62.4%가 구체적인 창업아이템 없는 것으로 조사되었으며, 창업아이템에 대한 문제점으로는 창업아이템에 대한 기술부족을 가장 큰 원인으로 나타났고, 특허등록, 창업아이디어 부재, 개발비 부족 순으로 조사되었다.
여섯째, 창업아이템으로는 기 창업을 하였거나 향후 ICT를 활용한 창업시 창업분야로 모바일 앱 개발을 제 1순위로 꼽았으며 다음으로는 무선통신서비스, 인터넷 쇼핑몰, 마케팅 홍보, 소프트웨어 순으로 나타났다.
일곱째, 창업지원정책 및 정보 획득 문제점에 있어 창업성공 선배와의 네트워크 부족을 가장 큰 문제점으로 지적하였으며, 멘토로 가장 적합한 대상으로 성공한 청년사업가, 부모님, 실패한 사업가, 교수 순으로 나타났다.
여덟째, 창업비용 확보 방법으로는 정부프로젝트 형태의 지원, 교내장학금, 아르바이트 순으로 나타났다.
아홉째, 정부가 추진해야할 지원정책에 대해서는 판로 마케팅 확대 지원이 가장 필요하다고 생각하는 것으로 나타났고 다음으로 창업 실패 탈출 프로그램 확충, 창업 인식개선(학부모, 사회), 창업자금 지원체제 정비, 창업 공간 등 인프라 지원체제 개선 등으로 나타났다.
실태조사결과를 보면 부처별 지원이 중복되거나 창업자들이 정부지원을 쉽게 인식하지 못하는 등 정보 제공 창구가 일원화되지 못함으로 인해 실질적 지원이 적기에 이루어지지 못하고 있는 것으로 나타났다.
ICT 창업의도에 영향을 미치는 요인에 대한 실증 분석결과를 보면 창업교육문제점은 창업의도에 부정적 영향을 미치는 것으로 검증되었고, 창업문화인식과 창업동아리태도는 창업의도에 긍정적 영향을 미치는 것으로 나타났다. 그러나 창업아이템 문제점과 창업지원책문제점, 멘토링 문제점은 창업의도에 유의미한 영향을 미치지 않는 것으로 검증되었다.
따라서 이상의 실태조사 및 실증분석을 토대로 다음과 같이 ICT 분야 창업 활성화 방안을 제시할 수 있다.
첫째, 창업동아리 활동을 위한 전용공간의 제공이다. 서로 다른 학문적 배경과 전공을 소유한 학생들이 서로 소통하고 융합하기 위해서는 전용공간의 확보가 무엇보다 중요하며 특히 아이디어를 정제하여 성공가능성 높은 아이템으로 구체화하기 위해서는 반드시 제공되어야 할 것이다.
둘째, SW 교육이 요구된다. 컴퓨터 전공자의 경우 프로그램 개발에 대한 사전지식이 충분하겠지만 컴퓨터 관련전공이 아닌 문·이과생을 위한 소프트웨어에 대한 개념교육이 필요하다. 비즈니스 날리지를 ICT와 융합하기 위한 최소한의 IT 교육을 제공하고 이를 필수로 이수하도록 하여야 한다.
셋째, 창업멘토링 네트워크 구축이다. 창업에 성공하거나 실패한 다양한 분야의 전문가로부터 성공 및 실패의 경험을 공유할 필요가 있으며 이를 위한 네트워크 구축이 시급히 추진되어야 한다.
넷째, ICT 창업활동을 위한 놀이마당의 개최이다. ICT 창업은 컴퓨터 프로그램의 전문기술에 대한 이해를 바탕으로 다양한 비즈모델을 만들어 내는 것이다. 따라서 프로그램 전문가뿐만 아니라 도메인 날리지를 보유하고 있는 문·이과생들을 혼합한 동아리 멤버가 구성되어야 하며 이를 위해 창업에 대한 의지가 있는 학생들을 서로 연결해 다양한 전공보유자간 창업동아리가 결성되도록 지원하기 위한 실행 방안이 필요하다.
다섯째, 창업지원정책의 효율적 실행을 위한 점점 단일화가 필요하다. 창업동아리들이 간편하고 편리하게 정부지원프로그램을 확인하고 지원받을 수 있도록 접점창구를 단일화 할 필요가 있다. 이를 위해 창업활동지원통합포탈을 구축하고 지원 및 정산 서식을 통일하여 정부지원프로그램을 이용에 너무 많은 시간을 낭비하지 않도록 체계화 할 필요가 있다.
여섯째, 창업자금 지원 기금마련 및 회수절차의 개선이 요구된다. 하나의 아이디어를 완전한 사업아이템으로 만들기까지는 많은 시간과 노력이 필요하다. 따라서 적정한 수준의 단계별 창업자금의 지원이 이루어져야 한다. 또한 투자금 회수단계도 창업자금 지원시점에 함께 고려되어야 한다. 창업실패 시 전액 회수처리를 할 것인지 비용으로 처리할 것인지 등 창업실패 탈출 프로그램에 대한 고려가 필요하다.
일곱째, 창업문화조성과 창업동아리활동에 대한 적극적 지원이 요구된다. 창업실패에 따르는 사회적 부담감이 창업의 장애요인이 될 수 있어 창업실패에 대한 사회적 인식변환을 위한 실질적 방안마련이 필요하다.

This study has been centered on the goal to provide a strategy for the revitalization of the ICT start-up student groups and through such strategies, a feasible option to be utilized in actual policy-making. To achieve this goal, this study has carried out literature review and the collection of expert opinions, culminating in a data analysis.
While the results of the analysis suggest that the global ICT industry will turn around from the stagnation to the growth in 2016 through the expansion of the market from factors, such as IoT and Big Data, it is also likely that without an effort to establish a strategy to counter the slowing down of the growth of the industry, the ICT industry may be facing a long-term stagnation. A variety of policies designed to support ICT-related start-ups were found to have been implemented by various nations in order to capitalize on the industry's greater potential for added value, compared to other business sectors. Korea has also engaged in various government support programs to ICT start-ups, which are spread over a number of government offices.
The current status of the ICT start-up student groups is described below.
First, 4,070 start-up student groups have been found to be active in the nation, with 84.9% of it, or 3,455 groups, being ICT-related groups. Business was the most predominant major for the participants, reaching 31.1% of the total, with engineering majors accounting for the next biggest group with 25.5%. Non-ICT majors, such as humanities, social sciences, business, and social welfare majors, were found to make up 51.1% of the total, showing that the non-ICT majors made up more than a half of the total membership.
Second, in terms of the dedicated space, 61.8% of the groups were found to not have any dedicated space to their activities. A total of 8.7% of the groups surveyed had less than a year's experience in using their own space.
Third, 79.5% of the students took two or less courses related to start-up, and 69.1% of the students stated that their experience with the courses were less than satisfactory, indicating the dissatisfaction with the start-up-related courses being offered.
Fourth, the problems with start-up education were found to be based on factors, such as the overlapping curriculum with regular subjects, lack of promotion for the subjects, as well as the lack of direct linkage between the curriculum and the actual start-up entrepreneurship.
Fifth, 62.4% of the respondents reported a lack of specific business item for start-up, and the most significant problem with business items was found to be the lack of technology for the business item, followed by patenting, lack of ideas, and lack of development funds.
Sixth, the most popular business item for start-ups, both for existing businesses and future ideas in ICT, was found to be mobile apps, followed by wireless communication services, internet shopping, marketing, and software.
Seventh, for the problems related to start-up support policy or information access, the biggest problem was reported to be the lack of networking among successful start-up entrepreneurs with appropriate mentors in the order of successful youth start-up entrepreneurs, parents, failed entrepreneurs, and professors.
Eighth, government projects were found to be the most prevalent form of funding, followed by scholarships and part-time jobs.
Ninth, expanding pathway supports for marketing was reported to be the most needed support policy to be implemented by the government, followed by strengthening start-up failure support programs, improving public perception regarding start-up (for parents and the society in general), reorganizing start-up funding support systems, and improving infrastructure supports.
The results of the analysis reveals that tangible, actual support was not reaching entrepreneurs in a timely manner because of the lack of a unified body that provides information, resulting in overlaps between government agencies in support or the lack of awareness in government supports.
The analysis of the factors affecting the willingness to engage in start-up reveals that the problems with start-up education did have negative effects in terms of willingness, while the awareness on the state of start-up and the attitude of start-up student groups had a positive effect on the willingness to engage. However, problems with start-up business items, support, and mentoring do not have a significant effect on the willingness to engage in start-up.
Thus, the following strategy to revitalize ICT start-up can be put forward based on this analysis.
First, a dedicated space should be provided for the activity of the start-up student groups. For students of different academic
backgrounds and majors to interact and fuse their ideas together, the provision of a dedicated space is paramount and is especially important to refine and realize the ideas to business items with high chance of success.
Second, there is a need for software training. Computer science majors may have enough knowledge to engage in program development projects, but non-computer science majors should be provided with a conceptual training for software. Some compulsory IT training must be provided for the prospective entrepreneurs to merge their business knowledge with ICT.
Third, mentoring network must be established. There is a need to share various experiences of success and failure from the experts across various fields, making the need to establish networks as an imperative.
Fourth, ICT start-up gatherings must be held. ICT start-ups rely on creating various business models based on a fundamental understanding of the specialized technology involved. Thus, start-up student groups should feature not only programmers but also other members from various fields with domain knowledge, which necessitates a strategy to support the formation of multi-major student groups by linking interested students together.
Fifth, a gradual unification of government support should be put in place in order to guarantee the efficiency of the support policies. There is a need to unify the disparate sources of government support to allow start-up student groups to have an easy and convenient access to it. To realize this goal, an integrated Web-based start-up support portal should be established, and the documentation formats for application and calculation should be integrated to minimize the time wasted in accessing the government support programs.
Sixth, improvements must be made to the process of start-up funding acquisition and repayment. Much time and effort goes into realizing an idea into a complete business item. Thus, start-up funding must be provided gradually. Also, the repayment of investment should be taken into consideration for the provision of funding. This is to allow considerations to be made in case of failures, whether for example to demand full repayment of the investment or to write off the investments.
Seventh, there must be an active support given to establish a favorable start-up climate and to start-up student group activities. Social pressure upon failure may prove to be a deterrent on start-ups, necessitating a means to change the social perception of failures.
