3. 연구 몰입 환경 조성
□ 연구자가 자발적으로 최선의 노력을 투입하도록 하는 평가시스템을 설계
○ 본 장의 연구 주제는 연구자의 연구 몰입환경과 가장 직접적으로 관련되어 있는 과제 성과 평가 시스템을 어떻게 개선할 것인 가임
- 국책 기초연구, 산업기술개발, 공공기술개발 등은 목표가 이미 정해져 있으므로 이를 구체화하고 지표로 선정한다면 목표의 달성 여부를 비교적 객관적으로 평가할 수 있으나, 풀뿌리 기초연구(순수 기초연구)의 경우 연구자의 최선의 노력을 유도하는 것이 관건임
○ 연구자가 연구에 대한 흥미와 열정에 의해 자발적인 연구성향을 갖는다는 사실을 반영하기 위해서는 평가 시스템을 어떻게 설계할 것인가가 연구 문제
- 연구자의 ‘최선의 노력’은 개인차원의 최선을 넘어 사회차원의 최선(social optimum)을 의미
- 연구자 개인은 자신의 연구에 대한 흥미와 열정을 충족시키기 위해 개인적으로 최적 수준의 노력을 투입하지만, 시간 등의 비용(cost)이 있기 때문에 추가적인 보상이 제공되어야 그 이상의 노력을 투입

○ 공정하고 객관적인 평가 시스템을 운영한다는 대의명분에도 불구하고, 생산성기준으로만 연구인력을 평가하여 정량적인 지표를 지나치게 중시함으로써 연구자들은 논문, 특허, 기술료 등 항목별 성과를 채우느라 정작 연구에 몰두할 수 없는 상황이 발생
□ 연구에 대한 흥미와 열정에 의해 자발적인 연구성향을 갖는 연구자의 비율이 높다면 평가 최소화 및 평가 등급 단순화가 사회적으로 바람직
○ 연구자가 자신의 연구 목표에 맞게 자신을 평가할 평가 지표 또는 기준을 스스로 선택하고 자가평가(self-evaluation)하며 평가자는 이를 바탕으로 목표와 기준에 따라 평가하는 방식이 바람직
- 평가 시스템이 일부 불성실한 연구자를 관리하느라 정말 선량한 연구자의 의지를 꺾어서는 안됨

○ 한국은 기술혁신의 발전단계로 볼 때 모방단계에서 프론티어단계로 이행하는 과정에 있음에도 혁신체계를 인위적이고 하향식으로 구축하려는 관성에서 벗어나지 못하고 있음
○ 기술혁신의 저변을 확대하고 기술혁신의 내생 능력을 키우는 것이 중요
- 축적된 내생적 능력 기반 하에서 시장기능이 해결할 수 없는 부분을 중심으로 정부의 지원이나 제도가 결합될 경우 보다 많은 기술혁신 성과 창출이 가능
□ 민간의 혁신 활동 촉진
○ 정부 R&D 투자의 가장 중요한 목표는 혁신을 통한 사회적 수익을 최대화하는 것인데, 이를 위해 민간의 R&D 투자 확대를 유인하는 것이 중요
- 국방, 보건, 환경 등 공공영역에서도 최종 제품 생산과 서비스 제공에서 민간의 영역이 지속적으로 확대되고 있기 때문에 모든 영역에서 정부의 R&D 투자를 통한 민간 혁신 활동 촉진이 중요
○ 혁신 기회의 확대
- 명시적 국가 비전 설정과 R&D 포트폴리오 구성을 통해 전략적 우선순위를 결정하고 글로벌 시장 정보 제공과 공공구매 연계 정책 등을 통해 시장기회를 확대하는 노력이 필요
- 민간과의 중복적 투자 방지를 위해 연구과제 선정 문제(selection bias problem)를 해결하고, 정부는 가능한 한 사회적 수익률 차이를 최대화할 수 있는 연구영역 및 과제를 지원하는 것이 바람직
○ 혁신 비용의 절감
- 민간의 혁신을 촉진하기 위한 간접적 지원 수단으로 그 효과가 입증된 R&D조세지원의 혜택을 확대하고 제도 시행에 있어 ‘임시연장’이라는 불확실성을 최소화시키는 것이 바람직
- 정부와 민간 R&D 투자의 지속적 확대가 어려운 최근의 저성장 추세에서 보다 다양한 영역과 주체들의 R&D 투자를 촉진하기 위한 수단으로서 정부R&D 융자 지원사업을 신설 또는 확대하는 것이 필요

Korean government has been continuously increasing R&D budget. The amount of government R&D budget for fiscal year 2013 was ranked 6th largest and its ratio to GDP ranked first in the world. However, notwithstanding this quantitative expansion, skepticism is prevailing over a successful shift from fast-follower R&D to first-mover R&D. There is an urgent need to prepare measures to accurately diagnose and to solve any problems with government R&D expenditures.
This study intends to accurately diagnose any structural problems with government R&D expenditures and to seek measures to overcome them. To effectively diagnose problems, influential factors for R&D productivity were largely classified into three categories. The first is R&D programming. The R&D programming is to create a more specialized structure of R&D program to realize the economies of scale and scope in R&D investment and to build a governance system to handle the decision-making on that matter. The second is an environment for commitment to study. This is related to incentives and evaluation system design to efficiently utilize human resources for R&D, and also related to a structure for motivating researchers and a system of evaluation thereof. The third is the government's R&D strategy. This is how to activate the private sector's R&D investment through expansion of innovation opportunities and reduction of innovation cost. This study comprehensively diagnosed problems with each of these factors for efficiency of government R&D spending and derived policy measures to overcome such problems.
First, R&D programming was analyzed centered on‘R&D architecture’, which means a matter of hardware design as frame of R&D program structure, and ‘ R&D governance’, which means a matter of software design as method for R&D program operation. R&D architecture is a matter to be handled through designing‘relevant’ scope of R&D programs, and R&D governance is a matter of adjustment to achieve the consistency of R&D implementation process through reasonable decision-making. Current R&D program structure implements programs centered on somewhat ambiguous policy goals, and has fundamental problems of inefficiency caused by government agencies’ redundant and competitive implementation of R&D programs. R&D governance has problems such as the lack of national control tower and the self-judgment of participants.
Second, in the case of an environment for commitment to study, an analysis was conducted about problems centered on a current researcher evaluation system and methods for redesigning an evaluation system. The current evaluation system focuses on fairness and objectivity but fails to reflect expertise and speciality. Consequently, it is difficult for researchers to be committed to study under that system. The government emphasizes an evaluation centered on qualitative performance as measure to improve an evaluation of national R&D performance.However, quantitative indices used in evaluation are still overemphasized and based on these indices, a relative evaluation is being carried out. This evaluation method lacks consideration of distinct features of research and makes researches’ commitment to study difficult, because they focus on achieving quantitative performance such as academic paper, patent and royalty.
Third, the government's R&D strategy was first discussed for the government's role in terms of market failure and system failure, and for what role the government should play. From the perspective of development stage of technology innovation, Korea is currently in the process of shift from imitation stage to frontier stage but not escaping from an inertia to build an innovation system in an artificial and top-down way. Next, the government's R&D strategy was also discussed for promoting the private sector's innovation activities. As the private sector's role in the public areas such as national defense, public health and environment is in an increasing trend, it is important to promote the private sector's innovation activities through government R&D investment in the all areas.
Major factors influencing the productivity of government R&D spending like this were structured as interaction model of R&D programming, an environment for commitment to study and R&D strategy. Among major mutually-influencing factors, R&D programming and an environment for commitment to study are basic environmental factors for effective knowledge creation, and R&D strategy is a strategic environmental factor that can be differently selected according to the environment where a state is put. This study comprehensively diagnosed problems with each of these factors for three mutually influencing factors and, from a macro-level perspective, derived policy measures to overcome such problems as follows:
In the case of R&D programming, a program structure should be redesigned centered on problem solving and an overall review should be conducted over whether or not the goal and scope of an applied program are properly established in terms of relevant program level. Primarily, R&D program should be designed reflecting compatibility with market structure. Secondarily, R&D program should be designed following the trends of social change. Also, R&D programming should be carried out to secure that government agencies in charge of tackling specific problems support R&D programs related to their specified areas, and that general support agencies support complementary R&D programs. Besides, it is important to establish an R&D governance system with centralization of research by area, or consistency by area, at micro level. Further, there is a need to nurture central research centers by ‘relevant’ areas for national problem solving, because it is not possible to carry out consistent and dynamic research and development and to utilize their outcomes until central research centers play a leading role in implementing R&D programs in each area of problem solving. To effectively coordinate interests among each government agency, it is necessary to upgrade a national coordination organization, temporarily called National Science and Technology Strategy Commission, to an organization presided by President and to install an organization independent of other government agencies, temporarily called National Science and Technology Agency, in the function of the secretariat of the coordination organization.
Second, to create an environment for commitment to study, there is a need to introduce an evaluation and reward system that reflects researchers' tendency to voluntarily carry out researches with interests and passions. It is socially desirable to prepare measures that can minimize evaluation load and simplify evaluation grade. It is necessary to encourage researchers to select evaluation indices appropriate for their research goals and to carry out self-evaluation so that their good will can be well maintained. If an absolute evaluation is desirable but an relative evaluation is actually inevitable, it is good to simplify evaluation grade and to establish measures for evaluation and reward without large deviations. In the case of basic research, there is a need to introduce such ‘grant’ system operated in the U.S. to secure the autonomy of research.
Third, for government R&D strategy, it is necessary to readjust the role of the government and it is important to expand the base for technology innovation and improve the endogenous viability of technology innovation. If, based on its improved viability, the government support or institutions are combined centered on areas that cannot be handled by markets, more outcomes can be created. Next, to promote the private sector's innovation activities, there is a need to explicitly establish national vision and to expand market opportunity through R&D portfolio creation, strategic priority decision, providing global market information and public procurement policy. Also, there is a need to expand tax benefit for R&D as indirect support means for promotion of the private sector's innovation activities and to establish or expand R&D loan program to finance and support private sector R&D.
In short, what is most important in R&D programming is to classify the whole R&D program into properly defined program groups with an relevant scope. To this end, a theoretical and social approach can be used. What is important in R&D governance is to make consistent context by specified area and establish a macro-level coordination system. In this regard, it is necessary to collect stakeholders' opinions and to analyze decision-making groups and the merits and demerits of various alternatives. To create an environment for commitment to study, there is a need to redesign an evaluation system. Finally, it is necessary to readjust the government R&D strategy according to the trends of social change and to carefully prepare the government R&D strategy for promotion of the private sector's R&D investment. This study suggested measures such as tax benefits or R&D loans with less likely redundancies of investments by the government and the private sector and effects of inducing R&D investment. It is expected that more in-depth analysis can be conducted for these policy measures through further studies.
