1) 4차 산업혁명과 지능정보기술
□ 지능정보기술/사회의 정의, 동인 및 특징
○ 지능정보기술은 인공지능 기술과 데이터 활용기술(IoT, Cloud, Big Data, Mobile)을 융합하여 기계에 인간의 고차원적 정보처리(인지·학습·추론)을 구현하는 기술
○ 인공지능, IoT, 클라우드 컴퓨팅, 빅데이터, 모바일 등 지능정보기술의 구성 요소간 공통적으로 적용되는 주요 동인(컴퓨팅 HW의 발달, 방대한 데이터, 무선 네트워킹의 발달, 저장 장치의 발전, 배터리 기술의 발전, 센서 가격의 하락, 전기료 안정)들이 발달하면서 이전과 다르게 급격한 속도로 지능정보기술의 토대가 발전함
○ 지능정보기술은 다양한 분야에 활용될 수 있는 범용기술의 특징을 가지고 있어 사회 전반에 혁신을 유발하고 광범위한 사회·경제적 파급력을 보유
- 무인 의사결정, 촉감 정보통신, 초정밀 연산, 정보의 디지털화, 정보 교류의 자동화 등임이 주요 특징임
- 다양한 기술 및 산업과 융합하여 생산성과 효율성을 획기적으로 높이는 코어 역할
○ 지능정보사회는 고도화된 정보통신기술 인프라를 통해 생성, 수집, 축적된 데이터와 인공지능이 결합한 지능정보기술이 경제, 사회, 삶 모든 분야에 보편적으로 활용됨으로써 새로운 가치가 창출되고 발전하는 사회
□ 4차 산업혁명의 동인, 지능정보기술
○ 지능정보기술은 극도의 자동화 및 자원/프로세스의 최적화로 인해 기존 산업구조의 근본적인 변화를 초래
- 자동화(Automation): 단순/반복적 업무의 자동화가 지속되며, 증가하는 데이터와 진보하는 머신러닝 알고리즘을 통해 고차원 사고 및 insight를 요구하는 업무의 자동화 개시
- 최적화(Optimization): 정량적 데이터 분석 및 문제해결을 통하여 프로세스 및 자원활용의 최적화를 달성하고 거래비용, 한계비용, 정보의 비대칭 등 비효율적 요소 감소
- 규모의 경제 중요성 감소(De-emphasis of economics of scale): 자원/공정 효율의 최적화를 통하여 규모의 경제보다 민첩성, 유연성이 중요하며 특히, 물리적 자본 대신 데이터의 중요성 상승
- 수직적 분해(Vertical disintegration): 자동화가 가능한 기업의 기능은 범산업적 데이터로 학습이 극대화된 외주기업이 수행하고, 기존기업은 연구/디자인 기능에 집중
- 인간적 요소의 가치 부가(Value added from human elements): 창의성 및 사회성을 요하는 업무는 여전히 인간이 수행하며 SCM 등 경영지원 및 제조기능은 commodity화 되며, 제품 디자인/혁신 등의 업무에서 주로 가치 창출

□ 지능정보기술 시장 동향
○ 인공지능 시장은 2015년 70억 달러 규모에서 2018년 130억 달러 규모로 급성장할 것으로 예측
○ 미국은 구글, IBM, MS 등 대형 글로벌 기업 중심으로 글로벌 인공지능 활용 생태계를 주도하고 있으며 벤처기업은 핵심 신기술·서비스 개발에 주력
○ 일본은 소프트뱅크의 페퍼, 아카의 뮤지오 등 인공지능 로봇 시장을 선점
○ 중국은 바이두, 알리바바를 중심으로 인공지능에 대한 투자를 확대하고 있는 추세
○ 유럽은 벤처, 아우디 등 자동차를 중심으로 자율주행 분야에 앞선 기술력 보유
□ 주요국의 지능정보기술 정책 동향
○ 독일은 2012년부터 인공지능, 클라우드 등을 활용하여 제조공정의 지능화를 추구하는 `인더스트리 4.0' 전략 추진
- 정부 중심 주체로 산업협회 및 기업과 협업하여 지속적(10년+)으로 지능정보사회 개발에 투자/참여함
○ 미국은 혁신기반 조성을 위해 `첨단 제조 파트너십(AMP)' 프로그램을 추진하고 뇌과학 등 기초연구에도 집중적인 투자
- 백악관 직속 과학기술자문회의(PCAST) 프로그램의 일환으로 다수의 정부기관 및 연구기관, 기업의 파트너십으로 운영
- 과거 주요 산업이었던 제조업의 재활성화를 통한 내수경기 회복을 도모

○ 중국은 인공지능을 기술혁신 핵심역량으로 정의하고 민관 공동으로 의료·산업용 로봇·무인자동차 등에서 시장 선점 시도
- 이미 우수한 경쟁력을 확보한 제조산업의 향상뿐만 아니라 인터넷 시장과 스마트시티 개발과 같은 보다 진보적인 프로젝트도 함께 추진
□ 국내 지능정보기술 동향
○ 국내 인공지능 시장은 세계시장의 1.6~1.8% 수준이며, 지능정보 관련 원천기술 국내 수준은 미국 대비 70.5%, 기술격차는 2.4년 수준

○ 지능정보기술은 범용기술로서 산업 전 분야로 융합되어 기존의 산업 구조가 희석되고 새로운 산업 구조가 부각

○ 지능정보기술은 우리의 일상생활까지 적용이 확대되어 삶의 편의성을 향상시키고 기술의 한계로 풀지 못했던 사회문제도 해결하지만 해킹, 양극화, 분쟁 증가 등 지능정보사회로 인한 역기능도 발생
□ 국내 경제 및 고용 효과 분석
○ 지능정보기술로 인한 경제적 효과는 총 경제적 효과(신규매출+비용절감+소비자 후생증대)가 2030년 기준으로 최소 225조원, 최대 460조원이 발생할 것으로 예상
- 신규매출 증대는 41.9~85.4조원, 비용절감은 109~199조원, 소비자 후생 증가는 76.4~174.6조원으로 전망
- 진단 정확도 증대로 치료비용 감소, 데이터 활용 고객 마케팅으로 매출 증대, 신규 로보틱스 산업 등 비용감소 및 시장 창출 기대
- 자율자동차 도입을 통한 사고 감소 및 시간절약, 에너지관리 효율화 및 보안 강화, 건강상태 모니터링을 통한 수명 증가 등 소비자 잉여 증가
○ 국내 414개 직업분류(총 2,500만명 일자리)를 대상으로 분석한 결과 직종별로 차이는 있으나 자동화로 대체되는 직업은 극소수이며, 대부분 직업에서 일부 직무가 자동화
- 각 직업별로 자동화 가능률을 분석한 결과 완전히 자동화(근로시간 대체 100%)로 대체될 수 있는 직업은 종사자 수 기준으로 0.3%에 불과

Intelligent IT refers to technology that is capable of performing the highly complex functions of human intelligence, such as cognition, learning, and deduction, by combining the `intelligence' of artificial intelligence(AI) with the `information’provided by data-processing and network technologies, such as the Internet of Things(IoT), cloud computing, big data analysis, and mobile technologies. The application of such technology is expected to profoundly change industrial structures and people’s way of life by making it possible to automate and optimize all processes and the allocation of resources.
An intelligent information society is a society in which new value is generated and progress is achieved through the application of intelligent information technology (Intelligent IT)—backed by the generation, collection, and analysis of massive volumes of data by cutting-edge information and communications technologies—to every aspect of the economy, society, and human life.
The Intelligent IT market is likewise anticipated to grow at an exponential pace, with the governments and leading companies of major economies, such as Germany, the United States, Japan, and China, having already launched large-scale research and investment projects that seize upon both the creative and disruptive impacts of Intelligent IT. The German government, for example, launched its Industry 4.0 Strategy in 2012, seeking to enhance the intelligence of manufacturing processes by utilizing AI, cloud computing, and other similar technologies. The United States government, for its part, has launched the Advanced Manufacturing Partnership(AMP) to develop infrastructure for manufacturing innovation, while also aggressively investing in basic sciences, including brain science. The government and industries of Japan have also set out to revitalize their manufacturing sector, solve the problems caused by population aging, and tackle other national and social issues by integrating data, AI, and robotics into the fields of medicine, logistics, and security. The Chinese government has also not only begun enhancing the competitiveness of its manufacturing industries, but also launched more progressive projects aimed at the Internet market and smart cities.
Due to its great versatility, Intelligent IT can be applied to all industries, resulting in the replacement of old industrial structures with new ones. In the emerging intelligent information society, data and knowledge will act as the central sources of industrial competitiveness, while the center of competition shifts toward platforms, opening up new opportunities for growth even while strengthening the tendency toward winner-takes-all dominance. While some existing jobs will eventually be lost to automation, the existing work structure will be transformed as well, leading to the creation of new jobs. Intelligent IT will become integrated more deeply into everyday life, offering greater convenience in numerous ways and solving many social problems. However, this may also give rise to a number of side effects, including increases in cybercrime, socioeconomic polarization, and social conflicts. In Korea, Intelligent IT is expected to generate economic effects amounting to an aggregate total of somewhere between KRW 225 trillion and KRW 460 trillion by 2030. While our analysis of the 414 existing occupational categories in Korea reveals that Intelligent IT will affect different categories to different extents, only a few of these jobs will completely disappear, with most undergoing further automation.
In our research, we also developed both positive and negative possible future scenarios regarding the effects of Intelligent IT on various sectors, including healthcare and medicine, national defense and security, transportation, education, employment, energy and the environment, finance, and social welfare, for the purpose of identifying the strategic tasks concerning each sector. We also came up with positive and negative scenarios in relation to the coexistence of humans and machines, visualization of returns of scale, and servitization of manufacturing. In the meantime, we discovered that the decisive factors of a successful transition to an intelligent information society included developing and disseminating Intelligent IT early on, securing access to and enhancing the utility of quality data, increasing social acceptance, fostering an environment for fair competition, enhancing both the flexibility and security of employment, and offering creative education in anticipation of the growing importance of knowledge in the economy. Based on a public opinion poll and advice from experts, we also summarized the national vision for the intelligent information society under the title, `Intelligent Information Society 2030: Enhancing National Competitiveness and Quality of Life.' The strategic tasks we identified include: the development of global leadership in core Intelligent IT-related industries, innovation of workplace cultures and occupational competency, advancement of Intelligent IT in the private and public service sectors, and establishment of extensive data infrastructure.
The core policy tasks for realizing an intelligent information society in Korea include: innovating the structure of competition in the manufacturing sector using Intelligent IT; enhancing the basis for basic Intelligent IT research and development; fostering collaborative ecosystems among Intelligent IT-related industries; educating and developing skilled information and technology specialists in anticipation of the Fourth Industrial Revolution; preparing countermeasures for the inevitable changes in the nature of work and employment environments; strengthening the social security net for alienated citizens; increasing the innovative value of Intelligent IT-based medical services; improving the quality of public data and expanding the data service market; ensuring the competitiveness of key service industries and enhancing the government's role as a partner of innovation in the private service sector; proactively reforming regulations; and establishing the basis for the development, commercialization, and introduction of Intelligent IT.
