이 연구는 대학의 교수‧학습과정에 관한 조사와 심층적 분석을 토대로 정부의 주요고등교육 재정지원사업인 “대학 특성화사업”(CK: University for Creative Korea)의 성과관리 활성화를 지원하기 위해 수행되었다. 정부는 대학 특성화사업의 효과를 제고하기 위한 노력의 일환으로 대학 특성화사업 성과관리 활성화를 위해 주력하고 있는데 그 중 하나가 바로 한국교육개발원의 NASEL을 활용한 교육 과정 및 성과 측정이다.
이 연구는 이러한 대학 특성화사업 성과관리 강화 활동과 연계되어 있다.

이 연구는 대학의 교수‧학습과정에 관한 조사와 심층적 분석을 토대로 정부의 주요고등교육 재정지원사업인 “대학 특성화사업”(CK: University for Creative Korea)의 성과관리 활성화를 지원하기 위해 수행되었다. 정부는 대학 특성화사업의 효과를 제고하기 위한 노력의 일환으로 대학 특성화사업 성과관리 활성화를 위해 주력하고 있는데 그 중 하나가 바로 한국교육개발원의 NASEL을 활용한 교육 과정 및 성과 측정이다.
이 연구는 이러한 대학 특성화사업 성과관리 강화 활동과 연계되어 있다.
이 연구에 앞서 2015년에도 관련 연구가 수행되었다. 2015년 연구에서는 한국교육개발원이 대학의 교수·학습 현황 조사 및 분석을 목적으로 개발한 National Assessment of Student Engagement in Learning(NASEL)이 대학 특성화사업 성과관리를 위한 조사도구로서 활용될 수 있는지 적합성을 검토하였고, 긍정적 결과를 얻었다. 이러한 연구 결과를 토대로 2016년도 연구에서는 1) 2016년 대학 특성화사업에 참여한 사업단을 대상으로 교수·학습과정에 대한 조사를 실시하여 교수·학습과정 현황을 살펴보고, 2) 교수·학습과정 중심으로 대학 특성화사업 참여 효과를 분석함으로써 대학 특성화사업의 성과를 점검하고자 하였다. 이를 위해 대학 특성화사업 참여 사업단에 속한 학생뿐만 아니라 대학 특성화사업 참여대학의 재학생이지만 특성화사업에 참여하지 않은 학과의 재학생을 함께 조사하여 데이터베이스를 구축하고 여러 가지 통계분석 기법을 활용하여 비교·분석하였다. 주요 연구 내용 및 결과를 제시하면 다음과 같다.
Ⅱ장에서는 금년도 연구의 추진 방향과 이 연구에서 사용된 핵심어인 교수·학습과정에 대한 이해를 돕고자 이 연구의 학술적, 정책적 배경을 간략히 제시하였다. 1절에서는 대학교육 경쟁력 강화에 목적을 둔 정부 재정지원사업에 관한 선행연구를 분석하였다.
구체적으로 실증 연구에서 관찰되는 분석방법 측면의 특징과 제한점을 파악하여 특성화사업 참여의 성과 분석이라는 이 연구 방향 설정에 참고하였다. 다음으로 대학 특성화사업을 개관하였다. 사업 추진 배경, 전략, 내용 등 기본적인 사항과 더불어 대학 특성화사업의 성과관리를 위한 여러 가지 대안적 활동을 제시함으로써 대학 특성화사업의 전반적인 성과관리 틀 안에서 이 연구가 어떤 역할을 하는지 살펴보았다. 3절에서는 대학의 교수·학습과정 개념을 제시하였다. 고등교육 연구의 흐름 속에서 교수·학습과정에 관한 탐색이 갖는 의미를 제시하였다. 또한 대학 교수·학습과정의 개념을 보다 명확히 제시하기 위해 미국과 호주에서 광범위하게 활용되고 있는 주요 교수·학습과정 조사의 특징을 살펴보고 동 조사가 정부 또는 대학 차원에서 어떻게 활용되고 있는지 살펴보았다.
Ⅲ장에서는 대학 특성화사업단의 교수‧학습과정 현황 조사 및 분석 결과를 제시하였다.
NASEL을 활용하여 대학 특성화사업단의 성과를 분석하기 위해 특성화사업단 소속 재학생과 특성화대학에 재학 중인 일반학생을 대상으로 정보를 수집하였는데 3장에서는 대학특성화사업단의 교수‧학습과정 현황 분석 결과를 제시하였다. 2016년 1학기 말에 실행된 조사에서 총 79개 대학, 236개 사업단, 13,801명 특성화사업단 소속 학생으로부터 데이터가 수집되었다. 이들로부터 수집한 정보를 활용하여 교수‧학습과정 현황과 특징을 파악하기 위해 빈도 분석, 집단 간 차이 분석을 실시하고 그 결과를 제시하였다.
Ⅳ장에서는 대학 특성화사업 참여학생과 비참여학생의 비교 분석을 통해 대학 특성화 사업단의 성과를 단계별로 분석하였다. 먼저 대학 특성화사업 참여대학 내 사업단 소속학생과 비사업단 소속 학생으로 집단으로 구분한 후, 교수·학습과정 및 성과에 대해 집단간 차이 분석을 실시하였다. 대학 특성화사업 참여대학 내 참여학생과 비참여학생을 비교함으로써 1) 동일대학 재학생이 공유하는 여러 요인을 고려한 후 특성화사업 참여의 영향을 살펴볼 수 있었고, 2) 대학 전체가 아니라 대학 내 일부 전공이 참여하는 사업단 중심의 특성화사업 참여 효과를 제한적이나마 검증할 수 있었다.
분석 결과, 능동적‧협력적 학습활동, 교수‧학습 상호작용, 전공 교수·학습 만족도, 학생지원의 질, 교수‧학습성과 등 5개 교수·학습역량진단 기준 전체 영역에서 사업단 학생들이 비사업단 학생들보다 통계적으로 유의한 수준에서 더 긍정적인 학습경험을 보고하고 있음이 드러났다. 교수‧학습성과를 전공지식‧기술, 의사소통 능력, 분석적‧비판적 사고력, 문제해결 능력, 대인관계 능력, 자기관리 능력, 글로벌 역량 등 7개의 세부 요인으로 분류하여 분석한 결과에서도 7개 영역 모두에서 사업단 학생이 비사업단 학생들보다 높게 역량 향상을 보고하였다. 또한 표본을 전공계열별로 나눈 후, 동일한 전공계열 내에서 참여학생과 비참여 학생을 비교한 결과에서도 대학 특성화사업 참여학생들이 비참여학생들에 비해 더 긍정적인 교수·학습 경험과 성과를 나타냈다.
다음으로 대학 특성화사업 참여의 효과를 보다 엄밀하게 분석하기 위해 위계적 선형모형(Hierarchical Linear Model, 이하 HLM)을 활용하여 학생 개인 특성과 대학 특성을 통제한 후 특성화사업 참여의 영향을 분석하였다. 사업 참여 효과에 대한 검증은 1) 학생 개인 배경의 영향을 통제한 상태에서 교수‧학습과정 및 성과 항목별로 참여집단-비참여집단 간에 차이가 있는지, 그리고 교수‧학습과정 및 성과 수준이 대학에 따라 다른지, 다르다면 어떤 대학 구조적 특성이 이와 관련이 있는지, 2) 학생 개인 배경의 영향을 통제한 상태에서 참여집단-비참여집단 차이가 대학마다 다른지, 만약 다르다면 어떤 대학 특성이 대학별 참여집단-비참여 집단 차이와 상관성을 갖고 있는지를 규명하고자 하였다.
분석 결과, 학생 개인 배경적 특성과 대학 특성의 영향을 통제한 후에도 대학 특성화사업 참여학생이 일반 학생보다 교수·학습성과, 대학 몰입, 교수-학생 상호작용, 능동적·협력적 학습에 있어서 더 긍정적 경험을 보고하고 있어 대학 특성화사업 참여의 효과가 있는 것으로 나타났다.
대학 특성의 영향과 관련해서는, 학생이 경험하는 교수‧학습과정 및 성과 수준이 대학별로 통계적으로 유의한 수준에서 차이가 있는 것으로 나타났다. 또한 일부 대학 특성은 이러한 교수‧학습과정 및 성과 수준의 대학 간 차이를 설명하고 있었다. 특히 국공립대에 비해 사립대는 학생의 교수‧학습성과, 교수-학생 상호작용, 능동적·협력적 학습에 더 긍정적인 영향을 주는 것으로 나타났다. 학생이 경험하는 교수‧학습과정 및 성과 수준에 대한 대학 소재지의 영향은 항목별로 서로 다른 결과를 나타내었다. 여러 가지 학생 배경적 특성과 대학 특성의 영향을 통제한 후에 비수도권 대학 재학 경험은 대학 몰입에 부정적 영향을 미쳤다. 하지만 같은 조건에서 비수도권 대학 재학생은 국공립대 재학생보다 더 긍정적인 교수-학생 상호작용을 경험한 것으로 나타났다.
또한 대학 특성화사업 참여 여부에 따른 교수·학습성과, 대학 몰입, 교수-학생 상호작용, 능동적·협력적 학습 차이는 대학별로 유의미하게 다른 것으로 나타났다. 여러 가지 대학 특징 중 특히 대학 설립이 교수·학습성과, 대학 몰입, 교수-학생 상호작용, 능동적·협력적 학습의 경험 차이뿐만 아니라 특성화사업 참여학생과 비참여학생 간의 차이와도 상관성을 갖고 있는 것으로 분석되었다. 즉, 국공립대학에 비해 사립대학 재학생이 교수·학습성과, 교수-학생 상호작용, 능동적·협력적 학습에서 긍정적인 경험을 하였고 교수·학습과정 및 성과에 대한 특성화사업 참여의 긍정적 영향이 사립대학에서 더 높게 나타났다. 대학 몰입의 경우에는 국공립대학에 비해 사립대학 재학생이 더 낮은 수준의 대학 몰입 수준을 나타내었으나 대학 몰입에 대한 특성화사업 참여의 긍정적 영향은 더 높게 나타났다. 대학 소재지도 일부 교수·학습과정 경험 차이와 상관성을 갖고 있었다. 수도권대학에 비해 비수도권대학에서 교수-학생 상호작용과 대학 몰입에 대한 특성화사업 참여의 긍정적 영향이 더 높게 나타났다.
이와 같은 연구 결과는 1) 대학생의 교수·학습과정 및 성과에 있어서 대학 특성화사업 참여의 효과가 있다는 점을 규명한 것과, 2) 특성화사업 참여와 비참여 학생 간 차이가 대학별로 다르며 대학 설립 및 소재지에 따라 특성화사업 참여 효과가 다르다는 것을 제시하였다는 점에서 의미가 있다.
마지막으로 Ⅴ장에서는 대학 특성화사업의 개선을 위한 제언과 대학의 교수·학습 질 제고를 위한 제언으로 구분하여 정책제언을 제시하였으며 주요 내용은 다음과 같다. 먼저 대학 특성화사업의 개선을 위한 제언은 1) 사업의 성과를 본격적으로 검증·평가할 수 있는 틀 개발, 2) NASEL을 활용하여 교수-학습 질 제고를 중핵으로 하는 대학 특성화사업 성과 관리 활성화, 3) 개별 대학 차원에서 NASEL을 활용한 특성화 사업의 성과관리를 활성화할 수 있도록 정책적, 행·재정적 지원 강화, 4) 교수-학습 질 제고 중심의 대학 특성화사업 성과관리 활성화를 위해 대학 차원의 노력과 지원 체제의 구축, 5) 재정투자 성과의 극대화를 위해 사업비 투자 우선순위를 조정하여 교수-학습 분야에 대한 전략적 투입 확대, 6) CK 대학 내의 특성화 사업을 자체적으로 확대할 수 있도록 정책적으로 유도, 7) 사업 운영의 자율성을 높일 수 있도록 세분화된 사업 유형을 통합하고, 사업 운영의 재량권을 확대, 8) 대학-지역사회 간 연계 강화를 위해 대학 특성화 학과들이 적극적으로 나설 수 있도록 지원, 8) 국립대학의 성과를 높이기 위한 대학 간 연계 또는 대학 내 자체 노력 강화이다. 다음으로 대학의 교수·학습 질 제고를 위한 제언은 1) 표준화된 "교수-학습 역량 진단 기준"을 설정하고, 이에 기반한 교수-학습 질 제고 전략 모색, 2) 대학의 다양한 배경변인별 교수-학습 역량의 차이 진단을 통한 질제고 전략 모색, 3) 자체 재원 등을 활용하여 지속적으로 다수의 특성화 학과 육성을 위한 노력, 4) 교수진의 전문성(professionalism) 향상을 위한 투자 활성화 등이다.

This research aims to support the performance management system of University for Creative Korea (CK) project, based on an in-depth analysis of teaching-learning processes in various forms of higher education institutions. As University for Creative Korea being a government funded project pursuing the quality and competitiveness of higher education, the government devised a performance management system to ensure its effectiveness. This research is a part of the performance management system for CK, based on the assessment of curriculum and its outcomes through the National Assessment of Student Engagement in Learning (NASEL) data from the Korea Education Development Institute.
NASEL was originally developed by KEDI in order to analyze the teaching-learning practices in higher education institutions. Thus, a conformity assessment on NASEL as an investigative tool for the effects of CK was done prior to this research in 2015, and yielded a positive outcome. This year’s research aimed 1) to examine the current state of the teaching-learning processes by surveying the 2016 participants in CK, and 2) to assess the outcomes of CK by analyzing the effects of participation in CK centered on the teaching-learning process. Two groups of students from the CK-participant colleges were invited to take the survey: one from the majors participating in CK, and the other from those that are not. Various statistical analyses techniques were used to examine this student survey database. Major research findings are as follows.
Chapter II reviews the direction of this year’s research and the main theme of this research, teaching-learning process, and provides the academic and political context of this research. Section 1 is a review of the researches on the government-funded projects aiming for the competitiveness of higher education. The section reflects on the analytic characteristics and limitations of the empirical studies, in planning the direction of analyses of the CK participation effects. Section 2 overviews the University for Creative Korea project. With an overview of the context of project, strategies, and contents, this section presents a structure of the CK’s performance management system. As such, Section 2 endeavors to locate this research within the overall performance management structure of CK. Section 3 examines the concept of teaching-learning process in higher education, and the meaning of the teaching-learning process studies in the context of the contemporary higher education research. This section enquires the major characteristics of some popular investigative tools for the teaching-learning process used in the United States and in Australia, and their utilization in government and higher education institutions. Based on these investigations, Section 3 aims to propose a clear concept of teaching-learning process in higher education.
Chapter III analyzes the current state of teaching-learning process among the CK participant institutions. The analysis is based on the survey data from the students enrolled in the CK participant institutions, which are collected in NASEL. Total 79 colleges, 236 project units, 13,801 students participated in the survey conducted at the end of the 2016 spring semester. Frequency and between-group differences were analyzed to understand the current state and the characteristics of teaching-learning process among the survey participants.
Chapter IV examines the achievements of the CK participants by analyzing the data from the students enrolled in the units participating in CK and those who are not. Students were grouped by their enrollment in the CK-participant units and in the non-participant units, in order to analyze the between-group differences in teaching-learning process and its outcomes. The between-group comparison allowed the researchers 1) to investigate the effects of participation in CK shared among the college students, and 2) to verify, although partially, the effects of unit-specific participation in CK, apart from the effects of the institutional CK participation. The results of analysis are as follows.
All five indicators for the teaching-learning capacity, i.e., active and cooperative learning, student-faculty interaction, satisfaction in teaching-learning in majors, quality of student support, and the teaching-learning outcomes, came out higher among the students in CK-participant units than in non-participant units with statistical significance. Students in CK-participant units also scored higher on their improvement in all seven of the subfields, such as knowledge and skills in major field, communication skills, analytic and critical thinking, problem solving, interpersonal skills, self-management skills, global competency.
Within college effects were compared between the students of the CK-participant units and non-participant units, and the participant group showed more positive performance in teaching-learning experience and outcomes.
For more precision in analysis, Hierarchical Linear Model (HLM) was employed. Controlling for both individual and institutional factors, the effects of CK participation were analyzed. The researchers sought to determine the two features by verifying the project participation effects when student background factors are controlled: 1) whether the participant- vs. non-participant group differences exist by each element of teaching-learning process, and if these within-college intergroup gaps on teaching-learning elements are varied between colleges, and 2) whether the differences between participating and non-participating groups differ from one college to another, and if they do, what features of the colleges are correlated with the intergroup gaps between the CK participant and non-participant students.
The results show that the participation in CK project does have a positive effect even when the students’ personal background and the college characteristics are controlled: students participating in CK reported more positive experiences than non-participant students regarding teaching-learning outcomes, college immersion, student-professor interaction, and active·collaborative learning. As in relation to effects of college features, statistically significant differences were reported by the CK participant and non-participant colleges on teaching-learning outcomes, college immersion, student-professor interaction, and active·collaborative learning. Among the various features, whether being a private or a public university affects the various factors such as teaching-learning outcomes, college immersion, student-professor interactions, active·collaborative learning experience, as well as the differences between the CK participant and non-participant student groups within the college. Students enrolled in private institutions showed more positive experiences than those in public universities in teaching-learning outcomes, student-professor interactions, active·collaborative learning. Also, private institutions show more positive effects of participating in CK project, in teaching-learning process and their outcomes. In case of college immersion, students in public institutions showed higher level of immersion, whereas the positive effects of CK participation on college immersion was shown higher in private institutions. The location of the institution had positive correlation with some teaching-learning experiences. Positive effects of CK participation on student-professor interaction and college immersion was higher in colleges located in rural area than in the metropolitan Seoul area.
The analysis is significant in that the results 1) verified the CK project has a positive effect on teaching-learning process and its outcomes, and
2) presented that the differences between the CK-participant and non-participant student groups differ by colleges, as well as the institutional types and locations result in different outcomes in CK participation.
Chapter V provides policy suggestions in two parts: first, suggestions to improve the University for Creative Korea project, and second, to enhance the teaching-learning quality of higher education institutions.
First, policy suggestions for the improvement of CK project are as follows:
1) development of a full-scale evaluation and verification system for CK;
2) expansion of the CK performance management system utilizing NASEL in order to improve the teaching-learning quality;
3) reinforcement of the policy, administration, and financial support on the expanding the college-level CK performance management utilizing NASEL;
4) construction of college-level evaluation and support systems for expansion of CK performance management focusing on improving the teaching-learning quality;
5) reinforcing the strategic funding in the teaching-learning fields by adjusting the priorities in project budgeting for the maximization of the effects of financial investment;
6) guiding the CK participant colleges to expand the CK project within the institutions;
7) merging of the subdivisions of the project to ensure and expand the autonomy of the institution in managing the project;
8) supporting the active participation of CK participant units in reinforcing the relations between the colleges and the local communities; and 9) reinforcement of the relations between institutions or of the within college endeavors to boost the performance of national universities.
Second, suggestions for enhancing the teaching-learning quality of higher education institutions are as follows:
1) establishment of the standardized “teaching-learning capacity analysis criteria” and seeking for the strategies to enhance teaching-learning quality on the basis of the criteria;
2) seeking for the strategies to enhance teaching-learning quality through the assessment of the teaching-learning capacity gaps in relation to various background factors;
3) continuous endeavors in raising various majors as CK units by utilizing the institutional budget sources;
4) enhancing the investment in reinforcing the professionalism in professors.
