그린인프라 (Green Infrastructure)는 지속가능한 발전의 개념과 함께 기후 변화와 자원위기에 대응하기 위해 1990년대 후반에 북미에서 통용되기 시작하였다. 1999년에 미국의 ‘지속가능한 발전에 관한 대통령 위원회 (President’s Council on Sustainable Development)’에서는 지속가능한 발전을 위한 실천전략 중 하나로 그린인프라를 제시하였다. 여기에서 그린인프라는 “생명을 지속시키고 삶의 질을 풍부하게 하는 주요한 서비스를 제공하는 오픈 스페이스, 대기권역, 유역, 산림, 야생서식처,
그린인프라 (Green Infrastructure)는 지속가능한 발전의 개념과 함께 기후 변화와 자원위기에 대응하기 위해 1990년대 후반에 북미에서 통용되기 시작하였다. 1999년에 미국의 ‘지속가능한 발전에 관한 대통령 위원회 (President’s Council on Sustainable Development)’에서는 지속가능한 발전을 위한 실천전략 중 하나로 그린인프라를 제시하였다. 여기에서 그린인프라는 “생명을 지속시키고 삶의 질을 풍부하게 하는 주요한 서비스를 제공하는 오픈 스페이스, 대기권역, 유역, 산림, 야생서식처, 공원, 자연지역 등의 네트워크” 라고 정의하고, 이러한 편익을 획득하기 위해서는 “커뮤니티들이 자연자원과 지역시스템을 보존하고, 보호하며, 회복하기 위해 그린인프라를 장려해야 한다” 라고 주장하였다. 이를 기초로 하여 그린인프라를 이론적으로 정립한 Mark A. Benedict 와 Edward T. McMahon은 2002년에 공동으로 발표한 Green Infrastructure: Smart Conservation for the 21st Century와 2006년에 공동으로 집필한 Green Infrastructure: Linking Landscape and Communities에서 가장 일반적으로 통용되고 있는 개념으로써 “그린인프라 자연 생태계의 가치와 기능을 보존하고 인간에게 편익을 제공하는 상호 연결된 녹색 공간의 네트워크”로 정의하고 있다.
하지만, 기후변화로 인한 강우패턴의 변화와 도심지의 불투수층의 증가로 인해 물관리에 대한 중요성이 부각되면서 최근 국내에서는 도시 물순환의 관점에서 그린인프라에 대한 연구가 진행되고 있다. 신도시의 물순환 건전화를 위해 그린인프라 조성 기준을 제시한 연구, 뉴욕시 그린인프라 계획을 사례로 그린인프라의 구성요소, 편익, 경제성 추정을 분석한 연구, 부산시 에코델타시티를 사례로 토지이용적 측면에서 그린인프라의 적용기법을 개발한 연구, 부산시 연제구와 남구를 사례로 도시 물순환 개선을 위한 그린인프라 계획모형을 제안한 연구, 국내외 그린인프라의 법규, 정책, 계획, 기술요소, 설계기법 등을 분석한 연구 등이 있다. 이처럼 최근의 그린인프라 연구는 빗물관리, 저영향개발(LID), 물순환 등 도시 물관리 측면을 강조하는 그린인프라 연구가 주를 이루고 있다.

This study investigated the climate regulation function of nature-based green infrastructure against climate change and proposed the disaster countermeasure and spatial planning against urban heat islands and heat waves. To do this, it investigated case studies related to green infrastructure for the climate change adaptation and counterplan. It also explored green infrastructure which was provided the climate regulation function and analyzed thermal environment in Suwon. In addition, it analyzed micro-climate of the urban park, located in downtown Suwon, and proposed the urban park design method for thermal environment improvement. The results of this study were as follows.
Green infrastructure was natural areas which provide multidimensional functions to restore ecosystem and also meant networks of natural and semi-natural areas for national and inter-national spatial and environmental planning policy in EU.
Green infrastructure was explored to produce hot and cool spot maps and seasonal surface temperature maps of Suwon. Mountains, rivers, lakes, parks such as Baegunsan, Chilbosan, Paldalsan, Seoho, and Gwanggyo Lake Park were important green infrastructure for thermal regulation, and agricultural lands along with Hwanggu River were a valuable green infrastructure to mitigate urban heats in Sumer. Green infrastructure area was 59.37 ㎢ in Suwon. It took 49.1% in total land-cover areas of 121 ㎢, and forests and agricultural lands accounted for the most highest percentage. Green infrastructure area of Gwonseon-gu, Jangang-gu, Yeongtong-gu, and Parldal-gu were 26.55 ㎢, 20.42 ㎢, 9.96 ㎢, and 2.44 ㎢ respectively.
Hyowon Park, located in downtown Suwon, was the effect on temperature reduction, and forests showed the greatest effect on temperature reduction among land-cover types in the park. The micro-climate characteristics of Hyowon Park were different depended on land-covers and shade-levels. The thermal reduction effect was determined by surface materials in the sun, but it was determined by density of plantings in the shade. The mean radiant temperature affected the thermal environment index more than temperature, and the human thermal environment index which was embodied relative humidity, wind speed, and radiant energy was needed to increase on the thermal reduction effect in urban parks.
To improve thermal environment in the urban park, it needs to plant deciduous broadleaf trees, which provide shade in summer and inflow solar radiation energy, along with walkways and trails, and it needs to plant big crown and leafy trees and install shelters to provide shade. It is also important to use low thermal conductivity materials to improve thermal environment in the urban park.
