• 수질 기준 설정

• 수질 기준 설정

• 대상물질 및 수질 목표 선정
우리나라는 오염대상물질을 수질항목의 대표 물질로 BOD 항목을 사용하다가 최근에 TP를 추가하여 관리하고 있다. 미국의 경우는 모든 수체에 일괄적인 항목의 지정이 아니라 수체의 이용목적과 그에 따라 대상물질을 선정하는 절차를 가진다. 또한 지역의 특이성을 고려하여 같은 하천이라도 어떤 주를 흘러가느냐에 따라 대상물질 및 그 기준이 완전히 달라지며 이를 모두 관리대상물질로 인정하여 제거할 수 있는 모든 오염원을 제거하려고 노력하고 있다. 향후 우리나라에서도 수체의 주요 생화학적 반응들의 인과관계 및 수체의 이용목적을 따라 유연한 대상물질과 수질목표를 설정할 필요가 있다.
• 부하량 산정 방법
미국은 부하량 산정 및 할당시 점오염원과 비점오염원을 구분하여 적용하고 있다. 점오염원은 법적으로 NPDES 프로그램을 통하여 관리되고 있으며 점오염원과 비점오염원의 경계가 명확하게 명시되어 있다. 비점오염원은 모니터링 자료를 이용하여 최대한 자세한 자료를 얻을 수 있도록 노력하고 있으며, 비점오염원 측정시에 는 대기 침적물을 함께 측정하여 이를 줄이기 위한 노력도 수행되고 있다.
우리나라에서도 부하량 산정이 실측자료의 활용이 우선시 되고 있으나, 이용자료의 부족으로 인하여 원단위법이 주로 적용되고 있다. 원단위법은 지역별 형평성과 이용의 편의성은 있으나 부하량 산정에 불확실성을 높일 위험이 있다. 따라서 정확한 부하량 산정을 위하여 보다 많은 모니터링이 수행되어야한다. 또한 중국에서의 대기오염물질의 유입 등 대기 침적물의 관심이 증가하면서 이를 부하량 산정에 고려할 필요가 있다.

As a new water resources management tool, Korean government adopted a TMDLs program. The central government leads the inMal efforts in development, implementa仕on, and evaluation of TMDLs for biochemical oxygen demand (BOD) and total phosphorus (TP) in four major river basins in Korea. These approaches are encouraging since the TMDL concept is relatively new in Korea. By applying the consistent approach by the central government, technical discrepancies and any confusion on policy decisions could be minimized. In addition, this approach should be beneficial not only to the central government but also to local governments to understand TMDL programs and to cumulate technical capabilities for future TMDLs for any other pollutant. The Korean TMDL program can be strengthened through comparative studies like this by evaluating TMDLs programs of other countries who implemented TMDL programs a few decades earlier.
• Target Pollutant Selection and Water Quality Target for TMDL
The Korean TMDL program sets target pollutants for BOD to enhance dissolved oxygen for aquatic life, and for TP to control eutrophica仕on problems in four major river basins coordinated by a central government authority. However, it is somewhat unclear on the ultimate goal of the Korean TMDL program to be achieved as we participated in this project. There seem to be lack of explanations on the linkage between the designated uses of a waterbody and the associated water quality criteria. Under the U.S. program, a TMDL has to be developed to satisfy the designated uses of a water body and the TMDL target is a water quality criterion to meet all designated uses of a waterbody. Once the TMDL is developed and implemented, the achievement of the designated uses and associated water quality criteria for that pollutant is fully expected under the U.S. program.
There seemed to be lack of study on ‘cause and effect’ relationships and important biochemical processes prior to controlling BOD or TP. Controlling these two pollutants should result in meeting criteria for dissolved oxygen and any criteria for nutrient pollution such as chlorophyll a and total nitrogen. Water quality targets for BOD and TP could be developed for the protection of the mainstem of the Han River. However, monitoring data in the Gyeongan Creek demonstrated that there is no violation of dissolved oxygen water quality criteria to meet the designated use even though relatively high BOD were measured from time to time.
• Site Specific Application
As indicated earlier, the central government leads the development and implementation of TMDL program at an early stage is inevitable and recommended. However, the consistent approach might neglect the site specific differences in loading composi仕on, physical characteristics, hydrologic conditions, etc.
• TMDL Program Overall Comparison
While the goal of the U.S. TMDL program is to restore an impaired waterbody to meet water quality criteria which support designated uses of the entire waterbody, the goal of the Korean TMDL program is to meet a pre-determined water quality target at pre-determined locations at a given year. The Korean approach is iterative while the U.S. approach first establishes the final goal. The U.S. program is currently struggling with implementation approaches to achieve these goals which, particularly for hydrophobic pollutants, may take decades. Potentially, multiple TMDLs may need to be developed to meet the water quality criteria to support designated uses in Korean TMDL program.
While in U.S., each state adopts water quality criteria either same as EPA promulgated values or more stringent of those, the Korean water quality criteria (or TMDL targets) seem to be determined by the central government. To manage four major river basins in entire country, this approach seems to be efficient and more manageable rather than each providence adoptng various water quality criteria (or TMDL targets), unless they are more stringent.
While U.S. TMDLs do not typically consider future growth since the purpose of TMDLs is to fix an already impaired waterbody, the Korean TMDLs program incorporates future growths and utilizes TMDLs as proactive approach. The U.S. program has yet to use TMDLs proac仕vely, however, the anti-degradation requirements of the U.S. Clean Water Act could be the basis in the future. The DRBC is already using a TMDL-like approach to control development and the associated water quality impacts in waters designated for anti-degradation protec仕on. The Korean TMDL program seems to be more flexible and accommodates future growth. As long as the achievement of water quality criteria to support designated uses of a waterbody is considered, the proac仕ve allocations for future growths are one of major differences between two programs.
The U.S. TMDLs program is closely linked with other water quality management programs like NPDES program by law, i.e., individual NPDES permit has to be consistent with individual wasteload allocations developed from TMDLs. Implementation and evaluations for point sources are handled through the NPDES program. Consequently, separate implementation or evaluation plan for point sources are not typically required in U.S. TMDL program. Implementations of point source in Korean TMDLs have not fully reviewed in this project by the U.S. project team.
There is no single, consistent implementa仕on plan or permit requirements for reductions for non-point sources under the U.S. TMDLs programs. The reduction strategies or controls are implemented through various programs such as those covering air pollutants and hazardous waste sites depending on types of pollutant and sources. Implementa仕ons of non-point source in Korean TMDLs have not fully reviewed in this project by the U.S. project team.
• Final Note
The U.S. research team strongly recommends the use of caution whenever comparing the Korean and U.S. TMDL results for the case study performed in this project. A number of different condi仕ons were used for TMDLs developed based on the Korean and U.S. policies. Consequently, the total maximum daily loads for the Gyeongan Creek based on U.S. TMDL policy yielded different values from those based on the Korean TMDL policy. In addition, allocations were performed based on Equal Percent Reduction(EPR) alloca仕on scheme based on available information for demonstrational purposes. Other allocation schemes could be evaluated and used based on additional information on composi仕ons of existing loads (point vs. non-point, municipal vs. industrial, farmland vs. natural, etc.), technology based effluent limitations, economic and equitability considerations. The key differences in the conditions used in the development of TMDLs based on the U.S. policy are listed below.
