Although the number of exchange students between Korea and Thailand has gradually increased over the past few years as the educational exchanges between the two countries grow, there has been almost no research done on the education or school system in Thailand. Thus, this paper is dedicated to examining the higher education and degree systems in Thailand and providing a general understanding on the admission to graduation procedures in the higher educational institutions in Thailand. By doing so, I wish to provide means to minimize the social problems caused by the acquisition of false diplomas and furthermore assess the compatibility of the degrees between the two countries by comparing their educational systems.
This paper contains comprehensive research data on the higher education and degree systems in Thailand. The research was completed through the review of literature, materials gathered on the internet, on-site visiting research, and in-person interviews. The content of the paper is comprised of the education and entrance examination systems of Thailand, the current status of higher education and degree systems of Thailand, and examples and statistical data on the false diploma problems in Thailand. In addition, this paper covers comprehensive materials on the development of Thai educational systems from the Sukhothai era to the modem age in great detail, which has not been much studied or published in Korea yet. Furthermore, development of the Thai university entrance examinations and the current university entrance examinations (Admission) are also minutely discussed in this paper. The official higher education institutions accredited by the Office of Higher Education Commission (OHEC) of the Ministry of Education (OHEC handles all matters relating to the higher educations in Thailand) are classified into national universities, private universities, community colleges and other higher education institutions. The information on these institutions and the new phenomena of the autonomous universities are also discussed in detail. The types of degree granted by the higher education institutions in Thailand, such as Certificates, Diplomas, Bachelor’s degrees, Graduation diplomas, Master’s degrees, Higher graduate diplomas and Doctoral degrees, are explained, and the current status of the Korean students enrolled in Thai higher educational institutions are presented as well. I point out the fact that public universities are more prestigious than private universities in Thailand, and also reflect on concerns with regard to the advent of the autonomous universities and the misleading focus on the quantitative growth of higher education in Thailand. The recent issue of the false diploma acquisition in Thailand is addressed via four categories: (1) problems of degree forgery and fake diploma, (2) problems of dissertation ghostwriting, (3) problems of degree mills and (4) problems of importation of false foreign degrees.
It is quite difficult to enter and graduate from prestigious public universities in Thailand, and the issue of degree forgery is still relatively minor in Thailand as compared to other countries because the history of generalization of higher education is short and higher education is still regarded as a privilege for the benefited group. However, due to lack of a consolidated database system in the Thai Ministry of Education monitoring the grant of degrees, the possibility of abuse of the systematic loopholes does exist. Besides, aforementioned fake diploma, ghostwriting and degree mills are also remained as issues to be addressed by the Thai government. Moreover, there are concerns with regard to some of the higher education institutions that keep opening highly profitable degree courses without being adequately prepared for the courses and producing graduates with sub-standard education. It is being predicted that those institutions will be big obstacles which negatively affects the qualitative development of high education in Thailand.
In this context, I would like to make four suggestions regarding Thai degree reporting and authentication procedures, and prevention of false diplomas: first, one who seeks to verify a degree in order to report and authenticate the degree must contact the person in charge in that specific educational institution; second, it is necessary to identify the type of the degree since different types of degree other than the bachelor’s, master’s, or Ph.D. degrees exist in the Thai higher education system, such as Certificate diplomas, Graduate diplomas or Higher graduate diplomas; third, as recommended in other studies, it is important to tighten up the regulations with regard to the acquisition of false diplomas; lastly, it is recommended for the relevant government agencies to exchange information on the compatibility of degrees between Korea and Thailand. Bilateral agreements,
such as the recent “Higher Education Academic Ability Authentication Agreement" between Chinese and Thai governments, will help reduce the preparation time and efforts for students who plan to study abroad and facilitate the efficiencies of the relevant governmental agencies’ works.
Through this research, I hope to provide comprehensive information on the education system (especially higher education system) of Thailand which is still unfamiliar to Koreans, and hope to enhance the knowledge on Thailand by providing this research result to relevant agencies and society in Korea. Furthermore, In the midst of the consistent growth of educational exchanges between Korea and Thailand, I hope this research can provide concrete grounds for proper treatment of eduction that Korean students receive in Thailand, present clear criteria for the Korean government who develops various scholarship projects to support students, and furnish governmental officials with adequate standards to refer to.
