○ 본 연구는 향후 식품교역이 확대될 것으로 예상되는 아세안 공동체 및 아세안 회원국의 식품안전체계 현황에 대한 정보제공과 아세안 변화에 대응을 위한 기초자료를 제공하는 것을 목적으로 함

○ 제1장 서론에서는 아세안 발전에 따른 교역 증가, 한-아세안 교역 현황, 對아세안 식품수입 현황, 아세안 공동체 및 아세안 회원국들에 대한 정보 확보 현황 등 본 연구의 배경을 설명하고 본 연구를 통해 달성하고자 하는 목적을 제시함
○ 제2장은 아세안 공동체가 추진 중인 식품안전체계를 추진목표, 조직, 주요성과, 식품안전규제 조화 및 이행, 아세안 국제 지원동향 등으로 구분하여 조사함
- 지역 통합을 목표로 하는 아세안에서 식품안전 분야는 아세안 기구 및 회원국 수준에서 다양한 체계와 메커니즘을 통해 유기적으로 연계되어 진행되고 있음
- 정책수립 및 이행가이드 마련 등은 아세안 고위장관급 회의에서 진행되며, 아세안 회원국들로 구성된 각 분야별 기구에서는 회원국들의 이행 및 관련 문제 등을 담당하고 있음
- 한편, 아세안에서 식품안전과 관련한 협력 및 이행은 ASEAN 농임업부(AMAF), ASEAN 경제부(AEM), ASEAN 보건부(AHMM)를 주축으로 이들 산하의 하부 조직 등 다수의 조직들이 관여하여 추진하고 있으며, 식품안전과 관련한 주요한 협정, 정책, 중장기계획 등에는 ASEAN Trade in Goods Agreement(ATIGA), ASEAN Integraed Food Security(AIFS) Framework 및 ASEAN Food Safety Improvement Plan(AFSIP II), AEC & ASCC Blueprint 2025, 2025 ASEAN FAF 비전 및 목표 등이 있음
- 이와 같이 아세안은 지역통합이라는 목표 달성을 위해 비전 및 전략 계획을 단계적으로 수립하고 이를 이행해나가면서 순차적으로 통합을 진행 중임
- 특히 경제공동체 수립을 위한 경제통합을 목표로 무역장벽을 제거 하려는 노력에 집중하여 그간 무역장벽 중 관세 부담은 대부분 해소하였으나 여전히 비관세장벽은 존재함
- 식품 및 농산물은 중장기 계획에서 별도 분야로 구분하여 진행할 만큼 대부분의 아세안 국가에서 고용 및 소득의 핵심 근원으로서 전략적 분야로 간주되는데 동 분야에 있어 비관세장벽이 해소되지 않아 어려움을 겪고 있는 상황이며, 이를 해결하기 위하여 아세안에서는 식품 및 농산물을 포함한 12개의 우선 분야를 선정하였고 선결적으로 이들 분야에 대한 회원국 간 규제조화를 계획하여 진행 중에 있음
- 현재 아세안 공통 식품기준 및 지침은 양배추 등 품목별 규격 25개와 식품수입관리시스템 가이드라인 등 5개 원칙 및 가이드라인을 포함하여 총 30개의 공통 식품기준 및 지침이 마련되어 있음
- 그러나 규제조화의 최종 목표인 10개 회원국간 상호인정협정(MRA)이 이루어진 분야는 화장품, 전자제품, 의료기기, 의약품 GMP 등으로 현재 식품안전 분야는 포함되어 있지 않은 상황임
- 한편, 아세안의 식품안전체계 구축과 관련한 성과 중 대표적인 사례는 아세안 회원국의 무역 및 통관과 관련한 모든 정보를 공개 하고 있는 ASEAN Trade Repository(ATR)로서 ATR을 통해 각 회원국의 식품안전 관련 규정이 제공되고 있음
- ASEAN Trade Repository(ATR)은 아세안 회원국의 무역 및 통관과 관련한 법령 및 절차 등에 관한 모든 정보를 단일창구를 통해 일반에 공개하고 있는 온라인 웹사이트로서 상호정보교환이 가능한 National Trade Repository(NTRs)에 하이퍼링크 형태로 연결 되어 운영 중임
- ATR은 주제 및 국가별로 검색이 가능하며 식품안전과 관련한 사항은 SPS 조치로 검색이 가능한데, 현재 회원국의 NTR 웹포털이 구축되고 있는 상황으로 이들이 모두 구축되어 ATR로 연결되면 식품안전과 관련한 아세안 회원국들의 규정은 용이하게 검색이 가능할 것으로 예상됨
- 아세안은 아세안 공동체 형성을 통하여 아세안지역 뿐만 아니라 세계무대와 연결을 시도하고 있는데 이를 위하여 WTO의 SPS를 중요하게 고려하고 RCEP 등 자유무역협정에 능동적으로 참여하여 주도적인 역할과 통일된 목소리로 수출국의 입장을 주장하고 있음
- 또한 아세안은 최근 급속한 경제성장과 인구증가에 따른 풍부한 노동력 확보로 세계적으로 주목과 관심이 집중되는 지역으로 이에 전세계 여러 국가들과 국제기구들이 아세안을 지원하고 있으며 이 가운데 아세안에 대한 투자 순위 1, 2위인 EU와 일본이 오랜 기간 동안 연속성 있는 프로젝트 형태로 아세안을 지원하고 있음
- 특히 EU의 경우 아세안이 추구하고자 하는 목표를 이미 달성한 공동체로서 단일시장과 무역장벽이 제거된 경제통합 공동체로 EU는 아세안 공동체와의 무역을 통해 무역 혜택, 파트너십과 공동 협력 또는 아세안 개별국간의 자유 무역협정 등이 가능한 이점을 가지고 있으며, 아세안 회원국 중 캄보디아, 라오스, 말레이시아, 베트남 국가들은 EU에 대한 수출 의존도가 높아 EU가 정책적으로 교섭 등을 진행하고 있으며 이러한 수출입 기반 조성이 EU의 아세안 지원 배경임
- 한편, EU의 지원은 아세안의 중장기 정책방향 마련 및 이행과 연계되어 진행되고 있으며 회원국별 이행상황이 상이하므로 이를 고려하여 맞춤형 협력 및 지원 계획을 마련하고 있음
○ 제3장은 아세안 회원국 식품안전체계 전반을 조사하기 위하여 국가 별로 국가개요, 식품산업 현황, 조직 및 기능, 소관 법령 및 주요내용, 산업체 및 대국민 정보공유 체계, 국제협력, 식품안전 이슈, 식품안전 역량 강화 분야, 관계기관 Contact Point 등 항목으로 구분하여 조사함
- 조사 결과 회원국 모두에서 식품안전체계와 관련한 조직, 법령, 정책 등을 파악할 수 있었으나, 그 수준은 국가별로 차이를 보이는 것으로 나타남
- 식품안전 관련 조직은 소관 정부기관들이 분산되어 있어 관련 기관의 수가 다수이며, 품목별로 소관기관이 구분되어 있는 경우도 파악됨
- 한편, 식품안전을 주요기능으로 하는 조직을 운영하고 있는 국가는 인도네시아, 필리핀, 태국 등으로 조사되었으며 미얀마, 브루나이의 경우 보건체육부 및 농림관광부 등 식품안전과는 관련이 적은 기관에서 식품안전관리 업무를 담당하고 있는 것으로 조사됨
- 아울러 회원국별로 수산물, 농산물, 할랄식품 등 품목별 또는 특정 분야별로 발달된 식품산업 분야에 있어서는 관련 식품안전체계가 비교적 잘 마련되어 있는 것으로 조사됨
- 아세안 회원국 대상 설문조사 결과에서는 식품안전 관련 이슈 발생 주요 원인으로 관련 법규 및 규제가 불충분하다는 의견과 함께 사업자의 법령준수 및 위생관리 인식이 저조한 것을 주요 원인으로 나타남
- 아울러 기존의 ODA가 양국 간의 법적 제도적 이해나 파트너십 없이 단순히 견학연수프로그램이나 기자재 지원으로 이루어져 아쉬워하는 의견이 조사됨
○ 마지막으로 아세안공동체 및 아세안 회원국의 식품안전체계에 대한 조사와 분석한 내용을 기반으로 다음과 같은 정책제언을 제시하였음
(제언1) 아세안 공동체 식품안전체계에 대한 거시적 관점의 체계적이고 지속적인 분석과 이에 기반한 대응 필요
- 아세안경제공동체 출범에 따라 아세안이 목표로 하는 단일 시장 구축 가속화와 아세안 식품분야의 국제경쟁력 강화로 세계시장으로 수출이 증가할 것으로 예상되고 있음
- 이에 우리나라는 아세안의 식품안전체계에 대한 통합적 접근을 통해 아세안 공동체를 활용하여 아세안으로부터 안전한 식품이 수입될 수 있는 시스템을 구축하고 아세안과 협력을 통해 동반성장할 수 있는 방안을 모색할 필요가 있음
- 이를 위하여 아세안의 역내 식품안전체계 통합 프로그램 추진현황에 대한 다각적이고 체계적인 분석에 기반하여 아세안의 대 한국수출식품의 안전성 확보 방안을 마련하고 한국과 아세안의 식품안전 관련 협력사업을 제안하고 추진할 필요가 있음
- 방법적 측면에서 살펴보면 아세안의 식품안전체계 현황을 정확히 파악하기 위해서는 아세안의 다양한 조직 및 논의내용을 분야에 관계없이 개괄적으로 접근하고 그 가운데 식품안전과 관련한 사항을 파악하여 보다 자세히 조사하는 방법이 필요하며 이는 아세안에서 식품안전 분야는 아세안 기구와 회원국 수준에서 다양한 체계와 메커니즘을 통해 복잡하고 유기적으로 연계되어 진행되고 있기 때문임
(제언2) 아세안 공동체의 식품안전체계의 현황 분석과 함께 아세안 회원 국가별 정보 조사·분석 병행
- 아세안의 단일시장 추진과정에서 규제의 조화는 매우 중요하게 간주 되고 특히 식품안전 규제조화를 중심으로 아세안의 다양한 조직이 관여하여 활발하게 진행되고 있으나 규제조화 이행수준이 회원국별 경제·사회·문화·종교적 차이로 인하여 차이를 보이고 있어 아세안의 식품분야 규제조화가 달성될지 그리고 그 시기에 대해서는 정확한 예측이 어려운 상황임
- 따라서 중장기적으로 아세안이 목표로 하는 통합 식품안전체계 완성되는 시점까지는 아세안 공동체 식품안전체계 현황 조사·분석과 함께 회원국 개별국가에 대한 식품안전체계 현황에 대한 조사·분석을 병행하여 아세안 식품안전체계 변화에 대응에 필요한 정보 자료를 보완할 필요가 있음
- 특히, 식품안전 규제조화 이행 수준이 미진한 회원국을 중심으로 심층적으로 파악하며, 국가별로 조사항목을 식품안전 관련 조직 및 기능, 소관법령 및 주요내용, 주요정책 및 사업, 최근 식품안전 이슈, 국제협력, 관련기관 연락처 등으로 구분하여 해당 내용을 주기적으로 업데이트하는 일관된 조사방식을 통하여 동향을 쉽게 파악할 수 있도록 하는 것을 제안함
(제언3) 우리나라 수입식품 안전관리와 연계한 對아세안 지원 사업 선정 및 추진
- 공적개발원조(Official Development Assistance, ODA) 사업은 다양한 동기에서 지원될 수 있으며 지원동기에 따라 대상국가, 사업 등이 결정됨
- 아세안은 최근 급속한 경제성장과 인구증가에 따른 풍부한 노동력 확보로 세계적으로 주목과 관심이 집중되고 있는데 특히, EU 및 일본은 다양한 형태, 특히 오랜 기간 동안 연속성 있는 프로젝트 형태로 지원을 추진하고 있으며, 이들 국가들의 지원배경에는 경제적 동기, 수출입 기반조성 등이 포함됨
- 현재 식품안전 분야 ODA 업무를 추진하고 있는 식약처는 동 업무를 시작한지 얼마 되지 않고 관련 예산 및 조직이 제한적이며 사업 내용도 역량강화 위주 사업에 치중되어 다양하지 못한 상황으로 ODA 사업수행으로 인한 시너지효과를 발휘하지 못하고 있는 상황임
- 이를 개선하기 위해서는 식약처의 ODA 사업 추진역량을 제고하고 정착시키기 위한 추진체계를 수립하고, 아울러 추진사업을 선정함에 있어 아세안의 식품안전분야 정책방향을 파악하고 이에 부합하는 사업으로서 우리나라 수입식품 안전관리 현지 역량 강화를 목표로 하여 지원분야를 선정하는 것이 필요함
- 한편, 우리나라 수입식품 안전관리 현지 역량 강화를 목표로 하면서 우리나라 식품기업 해외 진출 기반 확대를 지원할 수 있는 분야 등을 함께 검토하여 경제적 동기도 고려하는 것도 중요함
(제언4) 對아세안 수출입 안전관리 체계 구축을 위한 아세안 공동체 및 회원국 식품안전체계 정보 활용
- 아세안의 식품분야 국제경쟁력 강화로 식품수출 증가가 지속되고 있고 한-아세아간 식품교역도 증가하고 있는 상황에서 對아세안 수입식품의 안전성 확보와 식품 수출확대를 위해서는 아세안 공동체와 회원국들에 대한 정보 확보가 매우 중요함
- 특히, 對아세안 수입식품의 안전성 확보와 식품 수출확대를 위해서는 대상국가의 생산, 제조·가공, 유통, 소비패턴, 관련 법령 및 조직, 식품안전 이슈 및 기준·규격과 주요정책 변화, 공동체 및 회원국의 입장 등 다양한 요인을 고려하여야 함
- 그러나 식품안전 분야의 아세안 공동체와 회원국들에 대한 연구는 다른 국가들에 비해 부족하고 아세안 회원국가별 개발수준의 차이가 크고 이에 따른 식품안전 관련 정보제공 인프라 수준 차이와 회원 국가별 상이한 언어 등의 이유로 관련 정보의 확인이 어려운 상황임
- 식품안전정보원은 국내외 식품안전 관련 정부기관 및 언론의 최신 정보를 수집·제공하고 해외 법령·제도 등에 대한 전문정보를 조사·분석하여 정부, 산업체 및 소비자에게 제공하며, 식품안전정보원이 수집한 정보는 식품의약품안전처가 수행하는 통관단계 검사, 해외 제조업소 현지실사 등 수입식품 안전관리 업무에 활용되고 있음
- 따라서 우리나라에서 식품안전정보 수집·제공에 있어 핵심적인 기능을 하고 있는 식품안전정보원이 본 연구에서 조사한 아세안 공동체와 회원국별 자료를 기초로 하여 정보수집 범위를 아세안 공동체와 회원국으로 확대하여 지속적이고 체계적인 정보를 수집·제공한다면 對아세안 식품교역 증가에 따른 사전대응에 기여할 것으로 기대됨

The purpose of this study is to provide information on the current food safety systems of the ASEAN(Association of South-East Asian Nations) Community and ASEAN member countries with which food trade is expected to increase, and to make essential recommendations corresponding to changes in ASEAN.
The purpose of this study is to provide information on the current food safety systems of the ASEAN(Association of South-East Asian Nations) Community and ASEAN member countries with which food trade is expected to increase, and to make essential recommendations corresponding to changes in ASEAN.
Firstly, the study classifies the food safety systems promoted by the ASEAN Community into different categories, such as goals, organizations, major outcomes, harmonization and implementation of food safety regulations, and ASEAN’s international support trends, which in turn are studied and analyzed. Secondly, in order to understand the food safety systems in each ASEAN member country, the 10 ASEAN member countries were analyzed and evaluated in terms of country overview, current status of food industry, organizations and functions, jurisdiction and core contents, information sharing systems for industries and public citizens, international cooperation, food safety issues, enhancement of food safety competencies, authority contact points, etc. In addition, this study makes recommendations on how to utilize the information identified on the current status of food safety systems in the ASEAN Community and each member country as well as recommendations for the safe management of imported food in South Korea.
Chapter 1 introduces the background for this study, including the growth of trade corresponding with developments in ASEAN, the current trade status between South Korea and ASEAN, the current status with respect to importing food from ASEAN, and the current status of information on the ASEAN Community and ASEAN member countries.
Chapter 2 examines the food safety system promoted by the ASEAN Community, in terms of goals, organizations, major outcomes, harmonization and implementation of food safety regulations, and ASEAN’s international support trends.
- In ASEAN, the food safety sector is interlinked through complex systems and processes within multiple ASEAN organizations and at each member country level. An aim for ASEAN is regional integration into a single market system.
- ASEAN cabinet members have meetings to prepare guidelines and establish policies while organizations in each field from ASEAN member countries are responsible for realizing and implementing those policies and issues within each member country.
- ASEAN Ministers on Agriculture and Forestry (AMAF), ASEAN Economic Ministers (AEM), and ASEAN Health Ministers (AHM) are primarily involved in food safety in ASEAN, and a number of sub-organizations under the ministries also cooperate to promote food safety in ASEAN. Examples of major agreements, policies, and long-term plans for food safety include the ASEAN Trade in Goods Agreement (ATIGA), ASEAN Integrated Food Security (AIFS) Framework, ASEAN Food Safety Improvement Plan (AFSIP II), AEC & ASCC Blueprint 2025, and 2025 ASEAN FAF vision and goals.
- ASEAN has developed step-by-step strategic plans and models to accomplish the goal of regional integration, which is being implemented in sequence.
- In particular, it is aiming to achieve economic integration to establish an economic community and remove trade barriers. Although most of the burdens of tariffs as trade barriers have been relieved, non-tariff barriers are still an issue.
- While food and agricultural products are considered the most strategic area and the core source of employment and income in most ASEAN countries, and are separately processed from other areas in the long-term plan, there have been difficulties due to non-tariff barriers. In order to resolve these challenges, ASEAN defined 12 areas, including food and agricultural products as priorities, and has been planning and implementing harmonization of regulations for this field across member countries.
- The current common food standards and guidelines for ASEAN contain a total of 30 common food standards and guidelines, including 25 standards for food commodities, such as cabbage, and 5 principles and guidelines, such as guidelines for food import management systems.
- A Mutual Recognition Arrangement (MRA) is the final aspect in the harmonization of regulations. The areas for which an MRA has been completed among the 10 member countries are for cosmetics, electronics, medical devices, and drugs GMP, however an MRA has not yet been made for the field of food safety across the member countries.
- The ASEAN Trade Repository (ATR), which discloses all relevant information on trades and customs of ASEAN member countries, is deemed a successful example of building the food safety system in ASEAN, through which each member country’s food safety regulations are provided.
- The ATR website is a single window which makes all laws and procedures related to the trades and customs of each ASEAN member country available to the general public online. The website is operating linked to the National Trade Repository (NTRs), on which mutual information exchanges are available.
- Searches by subject or by country are available on the ATR. Food safety and related matters can be searched under Sanitary and Phytosanitary Measures (SPS). Currently the NTR web portal of member countries is being built. Once the portal is complete and connected to the ATR, it is expected to allow for easy searches of food safety regulations of ASEAN member countries.
- ASEAN forms the ASEAN Community and attempts to connect not only with ASEAN regions but also across the globe. For this reason, ASEAN carefully considers the SPS of the WTO (World Trade Organization), and actively participates in free trade agreements such as the RCEP (Regional Comprehensive Economic Partnership), taking on leadership roles, and presents a united position representing member countries as an exporter.
- Furthermore, there is global interest in the ASEAN region as a result of rapid economic growth and population growth, which in turn secures an abundant labor force. Various countries in the world and international organizations are supporting ASEAN. The European Union and Japan are the top two investors in ASEAN and have been supporting ASEAN for a long period of time by way of continuity projects.
- EU has already achieved its goal for a single market and an integrated economic community with trade barriers being removed. Through trade with the ASEAN Community, the EU is able to take advantage of trade benefits, partnerships, and cooperation and free trade agreements between each individual ASEAN country. As exports of Cambodia, Laos, Malaysia, and Vietnam are heavily relied upon in the EU, the EU is negotiating with these countries. This has become the basis for the EU to support ASEAN in the form of import/exports.
- The support of the EU corresponds to the implementation of ASEAN’s direction for long-term policies. As implementation varies in each member country, the cooperation and support plans are customized as necessary.
Chapter 3 focuses on studying the overall food safety systems of ASEAN member countries. Therefore, country overview, current status of food industry, organizations and functions, jurisdiction and core contents, information sharing systems for industries and public citizens, international cooperation, food safety issues, enhancement of food safety competencies, authority contact points, etc. are categorized and researched for each country.
- The food safety system, related organizations, laws, and policies have been identified in each member country; however, there are discrepancies in the level of each country.
- As food safety related organizations are split among government authorities and organizations, there are a lot of related organizations. There appears to be an authority for each field in some cases.
- The Philippines, Indonesia, and Thailand are examples of countries where there are organizations with the primary function of focusing on food safety. In Myanmar and Brunei, the responsibility for the control of food safety lies with organizations that appear to be less related to food safety, such as the Ministry of Health and Sport or Ministry of Agriculture and Tourism.
- In addition, countries where specific food industries are well-established also have correspondingly well-developed food safety systems related to those industries, such as seafood, agricultural products, and halal foods.
- According to the survey for ASEAN member countries, inadequate laws and regulations are estimated to be the most common cause of food safety issues. Other major causes include lack of compliance with relevant laws and insufficient awareness of sanitary control practices by business entities.
- Unfortunately, it appears that the existing Official Development Assistance (ODA) program does not have legal understanding, systematic understanding, nor partnerships between countries, and seems to merely be a program that provides tours, training, and equipment support.
Lastly, this study proposes the following recommendations on policies based on the study and examination of the food safety systems of the ASEAN Community and ASEAN member countries.
(Suggestion 1) Implementation of systematic and on-going analyses of the food safety systems in the ASEAN Community and to respond accordingly.
- It is estimated that the ASEAN objective of building a single market will accelerate corresponding to the establishment of an ASEAN economic community. Exports to global markets will increase as a result of enhanced global competitiveness of ASEAN food.
- Accordingly, it is necessary for South Korea to build a system to import food safely from the ASEAN Community through integrated approaches with the food safety systems of ASEAN and to seek measures to grow mutually and cooperatively with ASEAN.
- To achieve this, measures are required to ensure food safety with respect to ASEAN exporting to South Korea. These measures should be based on a systematic analyses of numerous factors related to promoting an integrated food safety system within the ASEAN region and should promote cooperation project related to food safety between South Korea and ASEAN.
- In terms of methodology, in order to accurately identify the current status of food safety systems in ASEAN, various ASEAN organizations need to be approached for discussion and examination of food safety and related matters in detail. This is due to the fact that the food safety sector in ASEAN is interlinked through complex systems and processes within multiple ASEAN organizations and at each member country level.
(Suggestion 2) Juxtaposition of the analysis of the current food safety systems of the ASEAN Community with the information on ASEAN member countries.
- To achieve the objective of a single ASEAN market requires the important consideration of harmonization of regulations. Various ASEAN organizations are involved in actively pursuing the harmonization of food safety regulations; however, the level of implementation will vary across member countries due to differences in economic, social, cultural, and religious circumstances. Therefore, it is difficult to predict accurately whether the harmonization of regulations in ASEAN food industries could be achieved and a timeline for doing so.
- As a result, until ASEAN’s goal of an integrated food safety system is achieved, the study and analysis of the current status of food safety systems in the ASEAN Community as well as in each member country is necessary in order to be able to respond to changes in ASEAN food safety systems accordingly.
- In particular, it is important to identify member countries where the harmonization of food safety regulations is lagging. It is recommended that each country should be monitored in terms of food safety related organizations and their functions, jurisdictional laws and main content, major policies and projects, recent food safety issues, international co-operation, contact information of relevant organizations, and more, and that this information be periodically updated so that trends can be identified easily in a consistent manner.
(Suggestion 3) Development and implementation of ASEAN support projects in connection with imported food safety management in South Korea.
- ODA projects can be developed based on various motives and these subject countries and projects may be determined based on supporting reasons.
- ASEAN has been under worldwide attention recently due to rapid economic growth and expansion of the labor pool as a result of population growth. In particular, the EU and Japan have sought support on various long-term continuity projects. The basis of support by these countries includes economic motivation and establishment of a base for imports and exports.
- The Ministry of Food and Drug Safety (MFDS) is currently in charge of the ODA in the food safety sector of South Korea. However, it lacks experience in operating ODA projects, and is further limited by budget and resources. Its project is focused primarily on enhancing competencies. After all, there is no overlap or benefit for MFDS from carrying out ODA projects.
- To improve this situation, a system needs to be developed to coordinate and implement the MFDS’s ODA projects competencies. In addition, when determining which projects to support, there should be careful consideration of the direction of ASEAN’s policies with respect to food safety, with the aim of enhancing the recipient country’s competencies for imported food safety management in South Korea corresponding to those directives.
- It is also important to consider economic motivation, reviewing the areas that can support Korean food companies in establishing a base for expansion into overseas markets while aiming to enhance the recipient country’s competencies for imported food safety management in South Korea.
(Suggestion 4) Utilization of information on food safety systems of the ASEAN Community and its member countries in order to establish an import/export safety management system directed at ASEAN.
- As ASEAN’s international competitiveness in the food sector continues to improve, and as food trade between South Korea and ASEAN similarly increases, it is very important to maintain information on ASEAN and its member countries to ensure the safety of food that will be imported from ASEAN as well as expanding exports to ASEAN.
- In order to ensure the safety of food that will be imported from ASEAN and to expand South Korea’s exports to ASEAN, various factors must be considered, including production, manufacturing, processing, distribution, and consumption patterns of targeted countries, relevant laws and organizations, food safety issues, changes in standards and specifications, core policies, and the status of the ASEAN Community and member countries.
- However, there appears to be insufficient studies with respect to food safety and the ASEAN Community and its member countries compared to other countries. It is also noted that there are large gaps between ASEAN member countries in terms of development, resulting in discrepancies across different countries in terms of the level of availability and infrastructure of food safety related information. Furthermore, it is difficult to identify relevant information accurately due to the different languages used in each member country.
- The National Food Safety Information Service (NFSI) collects and provides the latest information from domestic and overseas food safety related government bodies and media, and studies and analyzes specialized information with respect to overseas laws and systems. This information is provided to the government, industries, and consumers. Information collected by NFSI is used in the course of imported food safety management, for example, during inspections performed by MFDS at customs or on-site audits at overseas manufacturing facilities.
- Based on the information and data gathered on the ASEAN Community and its member countries in this study, it is expected that the NFSI, which is taking on a key role in collecting and providing food safety information in South Korea, will be able to contribute to a proactive response to food trade increases with ASEAN. This can be achieved if the NFSI expands the range of information and continues to collect and provide on-going and systematic information on the ASEAN Community and its member countries.
