SDGs는 하나의 목표로서 세계의 지속가능하고 다양한 형태의 정주환경 개선의 중요성을 강조한다. 한편 기후-스마트 발전은 규모와 추진시기에 따라 차이가 있으나 선진국과 최빈국 모두 차용 가능한 발전 모델을 제시하여, 지역과 정부 간 협력 네트워크의 구축 및 추진을 도모하고 있다. 따라서 기후변화에 대응가능하고 지속가능한 도시발전을 위한 학술 및 정책적 역량 강화가 필요하다.

지속가능한 개발과 기후변화 대응이라는 국제적 흐름 속에서 우리나라는 빠르게 적응하고 대응해야 하는 국가 중 하나이다. 따라서 유엔(UN)에서 발표한 지속가능발전 목표 중 기후변화 대응과 지속가능한 정주환경으로의 개선이라는 목표 이행을 위한 심도 있는 연구가 필요하다. 그러므로 본 연구에서는 앞선 두가지 목표인 기후변화 대응과 지속가능한 정주환경을 ‘살기 좋은 도시’와 ‘기후-스마트 발전’이라는 개념과 연계하여 각 개념의 역사적 함의를 살펴보았다. 또한 사례 분석을 통해 기후변화에 대응가능하고 지속가능한 정주환경의 도시 개발을 위한 학술 및 정책적 방향을 제시하고자 하였다. 사례분석을 위해 우리나라를 비롯해 일본과 독일을 선정하여 각 국 전문가들의 원고를 통해 국가별 사례를 분석하였다.

본 연구는 신뢰도 높은 국제기구의 발간 보고서와 자료들을 바탕으로 SDGs에 담긴 의미를 살펴 명확한 이해를 도모하고, 해당 목표들이 어떠한 이유에서 기후변화와 탄력을 강조하였는지 알아보고자 하였다. 이와 더불어 탄력적 기후 변화 대응에서 지역정부의 참여와 사회·경제적 발전의 중요성이 함께 강조된 역사적 배경에 대해서 알아보았다.

한국과 일본, 독일의 각국 전문가들은 기후변화로 인해 발생하는 예기치 못한 재난·재해 및 사고 등에 더욱 안전하고 지속가능한 도시를 만들기 위해서는 철저하게 준비된 탄탄한 지역정부의 역할을 강조하였다. 이들 3개 국가의 사례분석 결과 공통적으로 살기 좋으면서 기후변화에 탄력적인 도시를 계획하는 것이 필요한 것으로 나타났다. 하지만 이를 추진하는 원동력과 집행단계에서는 차이를 보였다. 독일은 가장 앞선 형태로 녹색공간 활용을 중심으로 한 발전에 초점을 두었다. 한편 이미 많은 재난과 재해를 경험하며 도시의 물리적 요소에 대한 탄력성과 이를 뒷받침하는 법 및 행정적 체계를 구축한 일본은 도시민을 위한 미래의 사회·경제적 발전에 더 많은 중요성을 두고 있다. 우리나라는 그 동안 법률적 체계를 기반으로 재난·재해로부터 안전하고 지속가능한 도시를 만들기 위해 지역정부의 탄력성을 증진시키려는 다양한 노력을 기울여 왔으나 아직 집행의 효율적 측면에 대해서는 의문으로 남아 있다.

본 연구결과 글로벌 수준에서 논의되는 ‘기후-스마트 발전’은 도시민의 삶의 질을 향상시키는 살기 좋은 도시를 만드는 데 필수적이고 우선시되는 개념이며,이를 위해서는 지역의 의사 결정자를 비롯한 이해관계자와 주민들의 의사소통이 매우 중요한 것으로 분석됐다. 또한 우리나라를 비롯하여 기후변화 대응과 살기 좋은 도시에 관련한 주요 국가들은 SDGs의 궁극적인 비전과 목표에 대한 이행을 위해 각국 상황에 맞는 목표 설정과 개발 단계를 구축하고 있었고, 장기적인 대비책을 수립하여 실행단계로 돌입한 것으로 보인다. 위의 결과를 기반으로 본 연구가 미래 발전정책의 방향 설정에 중요한 기초자료로서의 역할을 기대한다.

Many parts of the World were informed the new Sustainable Development Goals (SDGs) by 2015 as new development directions for next 15 years. Among SDGs, growing importance of climate change and local efforts was more addressed than the Millennium Development Goals (MDGs), which ended in 2015. New goals also did not miss to mention for improving various living conditions at all countries.

Climate smart development is prevailed from developed countries to the least developing countries, even though there are differences at scale and periods. Unlike MDGs, SDGs are required to put into efforts from all countries and to encourage building collaboration networks among local governments.

Korea is a leading country to absorb and to act promptly from global actions; however links from new direction on climate change should take into consideration again to prepare Korea’s next 15 years. Therefore this study aims to summarize and to investigate key concepts about climate smart or resilient development and livable city at the same time.

Through literature reviews from credential reports by international organizations, clear understandings about historical progresses on SDGs stressed why these goals stressed climate change and resilient so important.
The goals also highlighted the importance of local government actions on resilient movements, but socio-economic improvements, livable environment, equally gave high importance.

Manuscripts from three countries, Korea, Japan, and Germany, had enlightened strong local government efforts to make safer urban areas with well-prepared plans. Three cases shared consensus on necessary to build resilient city with livable conditions, however implementation levels showed gaps among cases, which Germany was highly advanced to deal with green spaces intensified development, while Japan gave socio-economic consideration with fully prepared urban structural resilience. Korea established legal bases in prompt reaction, but actual implementation to local areas were still in question.

This study has some limitations to proceed in short period of research time, but it is sure to be a sound basic material for future policy recommendation.
