1. Introduction
□ The purpose of this study is to examine the current state of statistics on violence against women and make suggestions for improving the statistics as it is essential to build a statistical database to establish effective policies to prevent violence against women and support female victims of violence.
□ To this end, the study analyzes major statistics related to violence against women (sexual violence, domestic violence, commercial sexual exploitation), including crime statistics issued from investigation agencies (crime statistics, for short), statistics from support centers for victims of violence (support center statistics), and statistics from the surveys of violence against women (survey statistics). It also identifies the current conditions and limitations of collecting, producing, and publishing various types of statistics, and then presents policy suggestions for improving statistics on violence against women.
□ As for research methods, this study reviews literature, collects and analyzes major statistics (crime statistics, support center statistics, survey statistics). Also, experts are consulted to collect their opinions about identifying the limitations of statistics and to seek direction for further improvement.
2. Main Findings
1) Sexual Violence
□ Crime Statistics
○ The current collection system of the crime statistical table is centered around offenders, and information on victims is limited to a few items. It is necessary to improve ways to collect items on victims and prepare standards for selecting representative victims.
○ It is necessary to adjust the category of responding to statistical items about the age of victims and the relationship between the offender and the victim, and to add items that enable us to identify whether the crimes are persistent or repeated.
○ Because the present crime statistics on sexual violence do not include statistics on sexual harassment or abuse, it is necessary to include and publish them in statistics on sexual violence.
○ Crime statistics need to be shared among the police, the prosecution, and the court, and the crime classification system of various statistics needs to be unified.

○ Crime statistics need to be shared among the police, the prosecution, and the court.
□ Support Center Statistics
○ It is necessary to prepare a systematic data collection system from support centers, to improve data collection items in such a way to enable identification of the prevalence and characteristics of diverse types of violence against women including dating violence and stalking, and to conduct in-depth analysis of support center statistics and publish the results of the analysis.

○ It is necessary to review expanding the scope of the survey to include ‘violence from intimate relationship’, to expand the number of samples for the surveys to improve the in-depth analysis of characteristics of victimization and the reliability of the survey results, and to improve the surveys to multi-year survey design, including ‘survey design and preliminary survey, conduct of survey and rudimentary analysis, and advanced analysis.’
3) Commercial Sexual Exploitation

○ It is necessary to secure separate statistics on sex purchaser and sex seller, to specify crime types including the arrangement of sex trafficking, and to produce gender-disaggregated statistics on sex trafficking.
○ Crime statistics need to be shared among the police, the prosecution, and the court, and the crime classification system of various statistics needs to be unified.

○ It is necessary to prepare a systematic statistical management system and to complement statistical items to enable identification of the experience and characteristics of female victims.

○ It is necessary to design survey items that reflect rapidly changing types of prostitution and to raise the use of survey statistics.
3. Implications
□ This study presents policy suggestions as follows:
○ First, establish a legal basis to collect statistics on violence against women, and evaluate and monitor statistics on violence against women.
○ Second, establish a distribution system for crime statistics to be shared among the police, the prosecution, and the court.
○ Third, prepare a system to build a statistical database for support centers for female victims of violence.
○ Fourth, strengthen support and competency for building on-site data.
