Norway is a unitary constitutional monarchy located in Northern Europe. The kingdom of Norway consists of western and northern parts of the Scandinavian peninsula. Norway is richly blessed with natural resources - petroleum, natural gas, and minerals - and is highly dependent on the petroleum sector, which accounts for the largest portion of its export revenue. Norway was recorded as the world's 3rd largest natural gas exporter and 9th largest oil exporter in 2014. Based on its rich natural resources, it recorded the 4th highest GDP per-capita($76,266) in 2015.
Norway has a unitary parliamentary system of government where the King of Norway is the head of state and the Prime Minister is the head of government. The Constitution of Norway was first adopted on May 17th, 1814 by the Norwegian Constituent Assembly at Eidsvoll. State power is officially distributed among three institutions: the Storting (the legislative power), the Government (the executive power) and the courts (the judicial power). Also, political powers are divided into state, county, and municipal governments.
Norway ranks among the least corrupt countries in the world.
Norway has a Corruption Perception Index score of 8.5 out of 10, which is 130% better than the average. Oversights by various Ombudsmen contribute to the transparency of government. The parliamentary ombudsman for public administration is the representative of the legislative branch, selected by the Storting to investigate complaints directed against the government authorities.
In addition, other Ombudsmen work for the country; 1. The ombudsman for defence, 2. The ombudsman for conscientious objectors, 3. The ombudsman for consumer affairs, 4. The equal status ombudsman, 5. The children's ombudsman.
Norway became one of the most economically and socially advanced countries in the world based on its richly endowed natural resources and transparency in government. In addition, Norway became one of the least corrupt countries through active citizen participation. Furthermore, the Norwegian Ombudsman system provides important insight into the Korean government about democratic control of government.
Public Policies in Norway
The Solberg government emphasized core visions and goals about education, economy, welfare, social safety, diplomacy in the Prime Minister’s inaugural address. Norwegian diplomacy and security policies could be explained by EU Policy, High North Policy, ODA Policy, and Environmental Policy.
Norway, in general, supports EU’s diplomatic policies and seeks to cooperate with the EU through the European Economic Area(EEA).
In addition, Norway has preserved peace and safety through strategic alliances and the collective defense system of NATO. Based on the High North Policy, Norway also adopts two-pronged policies that forecast Russia from a security and diplomatic aspect, and on the other hand, collaborate for marine resources and climate change with other Northern European countries, including Russia, on economy, trade, and environmental aspects.
First of all, Norway pursues economic stability through the Government Pension Fund Global (GPFG), and emphasizes sustainable energy- and climate-friendly energy development. In addition, it tries to build sustainable marine industry policies and create marine added value in its high-north area by industrial clusters. Norwegian welfare policies emphasize equality, which could be confirmed in the Care Plan 2020. Norwegian education policies also emphasize for everyone to receive equal educational services. In addition, it has continuously invested in modern art and culture promotion to realize cultural welfare.
Norwegian diplomatic, security, economic and industrial, environmental policies are all related with one another and based on sustainability.
Norway closely cooperates with the EU although it is not an EU member. In addition, these policies are stable and secure sustainability even in the event of a change of government. My country also needs to recognize that the Norwegian government tries to integrate sustainability and welfare perspectives into most policies.
