In the same vein, there was a mounting recognition that the government’s capacity for disaster response and recovery was largely confined and hence government reshuffling of the old decentralized disaster authorities began to manifest.
The Ministry of Public Safety and Security(MPSS) was launched on November 19, 2014 to more effectively manage ever-increasing disaster and public safety incidents. The ministry absorbed two abolished agencies: The National Emergency Management Agency and the Korea Coast Guard They were then added into a central emergency headquarters and a coast guard safety headquarters, respectively. The ministry also took over the public safety and emergency management functions of the former Ministry of Security and Public Administration and, instead, formed its own public safety division and emergency management division. The ministry is consisted of on-site fire-fighters and coast guards, and off-site officials from the former Ministry of Security and Public Administration.
It became known that both off-and on-site disaster officials all suffered from severe work-related stress, yet their mental health has been largely overlooked and thereby they seem ironically falling into a ‘disaster vulnerable group’ and becoming ‘peripheral victims’. In particular, there are loopholes in legal arrangements that are meant to support off-site officials’ safety and health, whose main tasks are mainly associated with policy and administration in the office that are often regarded as relatively safer tasks than those of on-site disaster officials.
In this context, this study aims to expand its research subject to off-site administrative officials, as opposed to the majority of previous studies only focusing on on-site disaster officials. It further expands the scope of stress factors to organizational change, media exposure and organization’s social reputation along with the well-known stress factors such as organizational stress factors and job stress factors. In addition, it attempts to identify the core stress factors experienced by both on/off-site officials and sectoral stress factors that are differently experienced by job type and occupational environment.
First of all, it reviews previous studies and literature regarding work-related stress, particularly disaster officials’ stress. In doing so, this study identifies the core stress factors and the relationship among job stress, organizational commitment, and job satisfaction.
It further combines the ‘Expanded Job Demand and Resource’ model and ‘Job Characteristics’ model for better understanding the sectoral stress factors experienced by the disaster officials.
After conducting literature review, developing the analytical model, and interviewing disaster officials in Fire Service, Coast Guard, and Headquarters of the Ministry of Public Safety and Security, this study seeks to investigate the statistical influence of stress factors from four dimensions(personal stress factors, job stress factors, intraorganizational stress factors, and extra- organizational stress factors) on disaster officials’ organizational commitment and their job satisfaction. The observed variables statistically proved their validities with Cronbach’s value. Next, it explores whether the effects of the four-dimensional stress factors affect disaster officials’organizational commitment mediated by their job satisfaction or vice versa. Structural Equation using AMOS 18.0 is adopted for the statistical analysis.
Based upon the key findings from the theoretical review, case studies, in-depth interviews, and survey, specific policy suggestions have been derived according to the ‘DE-STRESS’ strategy. This DE-STRESS’ strategy is developed to help disaster officials to better cope with work-related stress from an organizational perspective, not from personal perspectives. D stands for ‘Defining legal loopholes and improvements’, E stands for ‘Enhancing work-related stress management’, S stands for ‘Suitable treatment & incentives’, T stands for ‘Total mental health care’, R stands for ‘Redesigning job-task, skill, ability, knowledge, etc.’, E stands for ‘Enforcing customized education’, S stands for ‘Setting a healthy organizational culture & change), and S stands for social support and effective disaster media relations.
This study may have academically contributed to expanding the current work-related discourse which is predominantly revolving around so-called, ‘stress high risk group’ such as fire-fighters, teachers, doctors, nurses and so on, to seemingly less stressful job groups such as off-site administrative officials. It has also shed light on the fact that extra-organizational factors such as sudden organizational change, over-exposure in media, and organization’s negative reputation could put heavy pressure on disaster officers’ shoulders. Beyond simple correlation analysis, it further tests out the mediating effects among disaster officers’ work-related stress, organizational commitment, and job satisfaction.
As for policy contribution, it presents practical policy suggestions for the government to fill the current legal loopholes in the current civil servants’ safety and health regulations, especially for supporting disaster off-site officials’ safety and mental health. It also suggests more effective and useful stress management policies and programs.
