본 연구는 초·중·고 학생들의 역량 조사에 관한 5개년도 계획에 따라 2차년도 KEDI 학생역량조사 자료를 구축하는 데 목적이 있다. 그리고 구축된 자료를 활용하여 초등학교 6학년부터 고등학교 2학년까지 학년별로 학생역량지수를 산출하고, 동일 학년의 연도 간 비교, 동류집단의 종단적인 추이 탐색을 실시하였다. 더 나아가 학생역량에 관한 잠재프로파일 분석결과를 토대로 각 유형별 특징을 살펴보고 학생역량 영향요인을 탐색함으로써, 학생역량 증진을 위한 국가 교육정책 수립 및 실행에 기초자료를 제공하고자 하였다. 본 연구의 주요 결과를 요약하면 다음과 같다.
Ⅱ장에서는 2015 개정 교육과정의 핵심요소와 역량기반 교육과정 도입에 따른 교수・학습 및 평가 측면에서의 변화가 학생역량에 미치는 영향을 분석한 선행연구들을 검토하였다. 이를 토대로 2차년도 조사 도구를 보완하고, 학생역량에 관한 잠재프로파일 분석 및 학생역량 영향요인 분석을 위한 변수를 선정하는 데 참고하였다.
Ⅲ장에서는 2차년도 조사 개요를 소개하되, 특히 1차년도와 표본설계 및 조사 방법에서의 차이를 정리하였다. 2차년도에는 2020년까지 학생역량 조사를 매년 안정적으로 실시하고, 동일학년의 연도 간 비교, 동류집단의 종단적 추이 분석을 위해 1차년도 조사에 응한 학교를 중심으로 KEDI 학생역량 조사 연구협력 학교를 지정함으로써 학교패널을 구축하였다. 구체적으로 1차년도 조사에 참여한 239개 표집 학교 중 229개교(회수율: 95.8%)가 2차년도 조사에 참여하였으며,전체 25,351명의 표집 학생 중 23,286명(참여율: 92.8%)이 조사에 응하였다. 학교급별로 살펴보면, 초등학교는 71개교 3,301명, 중학교는 56개교 9,171명, 고등학교는 102개교 10,814명이 조사에 참여하였다.
한편, 2차년도 조사에서 언어적 사고능력 검사와 수리적 사고능력 검사는 1차년도 조사와 동일하게 지필검사로 실시되었으나, 학생역량 설문 및 학교조사지는 컴퓨터 기반 조사로 실시되었다는 점에서 상이하다. 다만, 여건 상 컴퓨터 기반 조사가 불가능한 일부 학교에서는 학생 역량 설문 및 학교조사 역시 지필검사로 실시되었다. 그리고 수집된 자료를 활용하여 1차년도와 동일한 절차에 따라 학생역량지수를 산출하였다. 즉, ① 학생의 모수치 추정을 위한 표집가중치 산출, ② 언어적・수리적 사고능력 검사 점수에 대한 수직척도 점수 변환, ③ 학생역량 지표별 점수 정규화, ④ 지표별 가중치 적용을 통해 최종 학생역량지수를 산출하였다.
Ⅳ장에서는 2차년도 학생역량지수에 대한 기초분석 결과를 제시하였다. 이 때, 초등학교 6학년부터 고등학교 2학년까지 학년별 학생역량지수를 보고하고, 동일 학년의 1차년도 대비 학생역량지수의 차이를 비교하였다. 그리고 동류집단이 상위 학년으로 진급함에 따라 학생역량지수가 어떻게 변화하였는지 그 추이를 살펴보았다. 분석결과를 간단히 정리하면 다음과 같다.
첫째, 학년별 전체 학생역량지수는 60점대 중반으로 나타났다. 1차년도와 비교할 때 모든 학년에서 학생역량지수가 높아졌고, 중학교에서 증가폭이 가장 큰 편이었다. 또한 상위 학년으로 진급하면서 1차년도 조사 당시 중학교 2학년과 3학년의 학생역량지수가 가장 크게 높아진 것으로 나타났다.
둘째, 자기관리 역량의 경우 초등학교 6학년과 중학교 1학년은 70점대 초반, 중학교 2학년 부터는 60점대 중반에 분포하고 있었다. 학년과 무관하게 학생들의 지식정보처리 역량은 60점대 후반, 심미적 감성 역량과 의사소통 역량은 70점대 초반으로 나타났다. 공동체 역량의 경우 초등학교 6학년은 70점대 초반이나, 나머지 학년들은 60점대 중·후반에 분포하고 있었다. 반면,창의적 사고 역량의 경우 초등학교 6학년은 50점대 초반, 중학교 1학년과 2학년은 50점대 중반,중학교 3학년부터 고등학교 2학년까지는 50점대 후반으로 나타났다. 이는 직·간접 측정을 병행하여 창의적 사고 역량을 측정하고, 전체 조사대상에서 0점에서 100점의 범위를 갖도록 수직척도화 되었음을 감안하더라도, 다른 역량들에 비해 상당히 낮은 수준이라고 할 수 있다.
셋째, 1차년도 조사결과와 비교해 보면, 초등학교 6학년은 자기관리 역량, 지식정보처리 역량이 감소하였고, 고등학교 1학년은 지식정보처리 역량, 창의적 사고 역량, 심미적 감성 역량이,고등학교 2학년은 창의적 사고 역량과 심미적 감성 역량이 감소한 것으로 나타났다. 반면, 중학교 학생들의 경우, 6가지 하위 역량에 있어 1차년도 대비 모두 그 수준이 향상되었으며, 특히,중학교 1학년과 2학년에서의 증가폭이 상대적으로 크게 나타났다.
넷째, 상위 학년으로 진급함에 따른 변화를 살펴보면, 1차년도 조사 당시 중학교 2학년과 3학년이었던 학생들의 역량이 모든 영역에서 전반적으로 높아졌다. 반면 고등학교 1학년이었던 학생들은 2학년이 되면서 지식정보처리 역량, 창의적 사고역량, 심미적 감성 역량이 감소하였다.
의사소통 역량과 공동체 역량은 상위 학년의 진급에 따라 모두 증가하는 경향을 보였으나, 증가폭은 고학년으로 갈수록 감소하는 모습을 보였다.
한편, 각 학년마다 6가지 하위 역량의 분포 양상은 거의 유사하게 나타났는데, 모든 학년에서 의사소통 역량이 가장 높았고, 심미적 감성 역량이 뒤를 이었다. 나머지 역량에서도 초등학교 6학년을 제외한 모든 학년에서 동일하게, 심미적 감성 역량에 이어 지식정보처리 역량, 공동체 역량, 자기관리 역량, 창의적 사고 역량 순으로 높게 나타났다.
이상의 2차년도 학생역량지수에 대한 기초분석에서 가장 특징적인 부분은 전반적으로 중학생들의 역량 변화가 두드러진다는 점이다. 특히, 중학교 2학년의 연도 간 증가, 중학교 2학년이 3학년으로 진급 시 나타나는 향상도가 매우 뚜렷하게 나타난다. 이와 같은 중학생의 변화는 자유학기제를 비롯하여 중학교에서 차별적으로 이루어지는 교육정책들과 연계하여 심층 분석되어야 할 것이다.
그리고 앞으로 축적될 학생역량지수를 통해, 2015 개정 교육과정이 본격적으로 도입된 이후로 학생역량의 양상이 어떻게 변화하는지 그 추이를 지속적으로 모니터링할 필요가 있다.
Ⅴ장에서는 2차년도 조사 자료를 활용하여, 초·중·고 학교급별로 6가지 하위 역량에 관한 잠재프로파일을 분류하여, 학생들을 유형화하고 각 유형별 특성을 탐색하였다. 분석 결과를 간단히 정리하면 다음과 같다.
첫째, 학교급과 무관하게, ‘저역량–교육적 관심 필요집단’, ‘평균역량-균형발달 필요집단’,‘고역량–창의역량향상 필요집단’으로 구분되었다.
둘째, 이러한 유형별로 역량의 절대 수준은 상이하였으나, 창의적 사고 역량이 가장 낮은 가운데 전반적으로 유사한 패턴을 보였다. 이러한 결과는 아직까지는 우리 학생들의 역량별 강・약점이 변별되지 않는다는 점을 의미한다. 또한 학교급과 무관하게 저역량-교육적 관심 필요집단 중에서는 남학생, 읍면지역에 소재한 학교에 다니는 학생의 비중이 높게 나타났고,고등학교에서는 특성화고의 비중이 절반을 상회하였다. 이를 통해 학생역량을 향상시키기 위해 차별적인 교육 지원이 필요한 집단을 확인할 수 있다. 그리고 학교급과 무관하게 고역량-창의 역량 향상 필요집단에서, 교사의 수업 방법, 교과내용의 의미, 학생 참여형 수업, 과정중심평가, 평가피드백이 유의한 수준에서 모두 높게 나타났다.
이상의 학생역량에 관한 잠재프로파일 분석결과를 살펴볼 때, 현시점에서는 학생역량이 영역별로 뚜렷하게 분화되는 경향을 보이지 않았다. 그러나 향후 2015 개정교육과정을 시작으로 학교 교육현장에 역량중심 교육과정이 안착된다면, 이들 역량 간의 분포 양상은 지금과는 다르게 변화할 가능성도 있기에 지속적인 모니터링이 요구된다고 하겠다.
Ⅵ장에서는 2차년도 조사 자료를 활용하여, 2수준 다층모형 분석을 통해 초등학교 6학년,중학교 3학년, 고등학교 2학년의 학생역량지수(전체)에 유의한 영향을 미치는 학생 개인과 학교 수준의 요인에 대해 탐색하였다. 분석 결과를 간단히 정리하면 다음과 같다.
첫째, 기초모형 분석 결과, 학교수준보다는 학생수준에서 학생역량 분산의 대부분을 설명하는 것으로 나타났다.
둘째, 최종모형 분석 결과, 학생수준의 개인배경(여학생, 신체적 및 심리적 건강, 학업성취도)과 가정배경(부모의 지원적 양육태도) 변수들은 학교급과 무관하게 긍정적인 영향을 미치고 있었다. 그리고 학교수준에서는 학교 소재지 규모(초등학교 6학년), 교사 1인당 학생 수(중학교 3학년), 고교유형(고등학교 2학년)이 각각 유의한 영향을 미치고 있었다.
셋째, 학교수준의 과정 변수들이 학생역량에 미치는 영향 역시 학교급에 따라 유의한 차이가 있었다. 학교에서 자체 실시한 역량기반 교육연수(초등학교 6학년), 역량기반 수업·생활지도(고등학교 2학년), 협동학습(초등학교 6학년과 중학교 3학년)이 학생역량에 긍정적인 영향을 미치고 있었다.
넷째, 학교수준의 과정 변수들이 학생역량에 미치는 영향은, 학년과 무관하게 유사한 결과를 나타냈다. 친구와의 관계, 교내에서의 창의적 체험활동과 학교 안팎에서의 자발적인 체험활동,방과후 예술활동, 학급이나 동아리에서 리더로 활동한 경험 모두 학생역량에 긍정적인 영향을 미쳤다. 더욱이, 학생 참여형 수업 및 교과내용의 의미가 학생역량에 긍정적인 영향을 미쳤으나,단순한 진로·직업 관련 프로그램 참여나, 방과후 학교 참여는 학생역량에 부정적인 영향을 미치고 있었다.
이상의 학생역량 영향요인에 대한 분석 결과를 살펴 볼 때, 학생역량을 증진시키기 위해서는,무엇보다 학생들이 학습의 의미를 스스로 내재화하고, 학습에 있어 자기주도성을 가지고 능동적으로 참여하는 것이 중요함을 시사한다. 한편, 학생들이 인식하는 학업성취 수준이 높을수록 학생역량 또한 높았으나, 학교의 보통학력 이상 학생 비율은 유의한 영향을 미치지 못하였다.
이러한 결과는 새로운 학력으로서 역량이 전통적인 학업성취와 어떠한 관련이 있는지에 대한 지속적인 탐색의 필요성을 제기한다.
Ⅶ장에서는 균형 있는 학생역량의 성장・발달을 지원하기 위하여 각 교육주체별로 정책적 제언을 제시하고, 더 나아가 학교현장에서 KEDI 학생역량 조사의 활용 방안을 제안하였다.
첫째, 국가 수준에서는 개정 교육과정이 학생역량 발달에 긍정적인 영향을 미칠 수 있도록,역량중심 교육과정을 제대로 이해하고 실천할 수 있는 교사를 양성하기 위한 교육 및 연수 체제를 마련할 필요가 있다.
둘째, 시・도교육청 수준에서는 지역별로 특색 있는 교육 모델과 비전을 정립하고, 단위학교 별로 지역사회와 연계한 교육과정이 유연하게 운영될 수 있도록 지원할 필요가 있다. 또한 교육복지 차원에서 지역 간 역량중심 교육과정 및 결과에 있어 격차 해소 방안을 마련할 필요가 있을 것이다.
셋째, 단위학교 수준에서는 학생 스스로 교과의 의미를 내면화하고, 학생들이 참여형 수업과 과정중심평가를 통해 주도적이고 능동적으로 학습에 참여하도록 학교풍토를 개선할 필요가 있다.
특히, 학생들이 미래사회에서 경쟁력을 가지고 살아갈 수 있도록 창의적 사고 역량을 높이기 위한 교수・학습 및 평가 방안을 마련할 필요가 있다. 그리고 학교교육을 통해 교육소외 계층의 학생들에게도 충분한 예술활동 기회를 제공함으로써, 역량의 격차를 최소화 할 방안을 마련할 필요가 있을 것이다.
넷째, 가정 수준에서는 학생들의 신체적 및 심리적 건강 상태에 대한 지속적인 관심을 기울임과 동시에, 아버지와 어머니 모두 자녀의 생각을 존중하고 이해하며 격려하는 양육태도를 가지도록 지원할 필요가 있다.
마지막으로 국가수준에서 체계적으로 학생역량의 변화 추이를 모니터링하고 이를 토대로 학교현장에서 역량중심 교육과정의 정착을 지원하기 위해, KEDI 학생역량지수 활용에 대한 정책적 제언을 하면 다음과 같다.
첫째, 산출된 학생역량지수의 학년별 차이, 동일 학년의 연도 간 차이, 동류집단의 종단적인 추이에 대한 기초자료를 통해 국가수준에서 역량중심 교육과정의 성과를 주기적으로 모니터링 할 필요가 있다. 또한 향후 자유학기제나 혁신학교 등 학생역량에 대한 다양한 교육적 쟁점을 발굴하여 심층 분석할 필요가 있을 것이다.
둘째, 수집된 학생역량 조사 자료를 시·도교육청 및 단위학교에 제공하여 현장의 교육적인 목적에 맞게 다각도로 분석되도록 지원할 필요가 있다. 이를 위해 조사에 참여한 학교 및 학생들이 스스로의 역량을 진단할 수 있도록 조사 결과지가 배부되었다.
셋째, 중·장기적으로는 단위학교 차원에서 학생역량 조사 결과를 쉽게 이해하고, 그 결과를 교육활동 개선을 위해 활용할 수 있도록 KEDI 학생역량 설문조사 문항을 행동기술 평정척도로 개발할 필요가 있다.

This study was designed to construct the 2nd year data of student competency as a part of the five-year research plan targeting elementary, middle, and high school students. Based on collected data, the Student Competency Index (SCI) of students from the 6th grade through 11th grade was extracted by each grade level, the annual difference of their competency was compared, and the longitudinal patterns of cohorts were examined. Furthermore, the students were then typified according to the result of Latent Profile Analysis gauging their competency levels so as to identify factors influencing the competencies. The findings will lay the foundation for establishing sound education policy aimed at promoting competencies of the students. The research findings are summarized as follows.
Chapter II offers a comprehensive literature review examining how the changes in teaching, learning, and evaluation practice influence student competency followed by the implementation of competency-based curriculum and 2015 Revised National Curriculum. The findings from the literature reviews are used to supplement the 2nd year competency investigation tool, to analyze the latent profiles of the competency, and to select the variables for the individual-student level of multilevel analysis.
Chapter III provides the overview of the 2nd year investigation of the competency and accounts for the differences in methodological approach and sampling designs compared to the 1st year investigation. To briefly illustrate, 2nd year investigation has designated research partner schools (school panels) for KEDI student competency study from the schools that participated in the 1st year study. The change is intended to effectively analyze the longitudinal patterns of different cohorts, compare annual differences of competency levels, and lay the groundwork for the rest of the research plan all the way up to 2020. Of 239 schools the first year investigation, the 229 schools (95.8% retention rate) had participated in the 2nd year investigation, and the 23,286(92.8% participation) out of 25,351 students attending the schools had participated in the study. In the school level, 3,301 students (98.3^%) from 71 elementary schools; 9,171 students(97.4%) from 56 middle (junior high) school; and 10,814 students from 102 high schools had participated in the study. In addition, the tests for verbal and mathematical thinking skills maintained the paper-based method like those of the 1st year; however, the survey questionnaire for student competency was a newly adopted computer-based method, though a few schools with limited computer accessibility have used paper-based one like the previous year. The collected data was then used to SCI following the same procedures of the 1st year: ① computing sampling weights to estimate the population parameter, ② converting scores of vertical scale of verbal and mathematical thinking skills, ③ normalizing scores by student competency indicators, and ④ applying the weight and computing SCI.
Chapter IV presents the initial results of the SCI analysis of the 2nd year.
Specifically, the SCI of each grade from the 6th through 11th grade has been reported, the SCI difference of each grade level was compared, the patterns of SCI changes were examined as the student cohorts move up to the upper-level grades.
The findings of this chapters are provided below.
First, SCI of each grade level falls in the range of mid-60s. This indicates that competency level increased in all grade levels compared to the 1st year, and the increment is most apparent in the middle school level. As students move up to the upper-level grades, the 9th-grade students who were in the 8th grade last year increased most notably.
Second, the students’ Self-management competency of the 6th and 7th grade is in the early 70s, and that of 8th grade is in early 60s. Regardless of grade levels,Information Processing competency of the students is in the late 60s, their Aesthetic Emotion and Communication competencies are in early 70s. For the Community competency, elementary school students’ level is in the early 70s; whereas, the levels of the rest of students participated in the study fall in the mid and late 60s.
On the contrary, Creative Thinking competency of the 6th-grade students is in the early 50s; that of 7th and 8th-grade students is in mid-50s; and that of 9th through 11th-grade students is in late 50s. These figures are much lower than those of other competencies.
Third, compared to the 1st year result, Self-management and Information Processing competencies of the 6th grade students, Information Processing, Creative Thinking, and Aesthetic Emotion competencies of the 10th grade students, and Creative Thinking and Aesthetic Emotion competencies of the 11th grade students diminished. In contrast, all six competencies of the middle school students increased compared to the 1st year, and 7th grade and 8th grade student show the most visible increase.
Fourth, looking at the changes as students move up to upper levels, the six competency levels of the 8th and the 9th-grade students increased overall. However,Information Processing, Creative Thinking, and Aesthetic Emotion competencies of the 11th-grade students decreased compared to their previous year. Overall,Communication and Community competencies increased as students move up to next grade levels; yet, higher the grade levels, the smaller the margin of increment becomes.
Meanwhile, the distribution of six competencies is similar across all grade levels.
In particular, the levels of Communication competency followed by Aesthetic Emotion competency in all grade levels was the highest. Except for the 6th-grade students,competency levels of students were in the order of Communication, Aesthetic Emotion, Information Processing, Community, Self-management, and Creative Thinking competencies.
The most interesting aspect of the initial analysis of the 2nd year SCI is the middle school students’ changes in competency levels. In particular, the 8th-grade students increase over the year, and their improvement as they move up to the 9th grade is worth noting. The change must be examined further in conjunction with education policy implemented throughout the middle schools like Free Semester Policy. Also,the result implies that the trends of competency levels using SCI must be monitored and explored extensively after 2015 Revised National Curriculum is fully implemented throughout the nation.
Chapter V provides how the research categorized the levels of six competencies by elementary, middle, and high schools; typified students and explore their characteristics of each type. The result is provided below.
First, regardless of schools, the students were categorized into three groups: one with low levels of competency requiring educational attention, another with average levels of competency requiring balanced development; and the last one with high levels of competency requiring Creative competency.
Next, the overall competency levels differed by the three types; however, Creative Thinking competency, the lowest of all six competencies, was similar throughout the types. Also, regardless of school levels, the group with low competency levels requiring educational attention consisted more of male students or those who reside in the rural area. In high school level, the proportion of this type is most apparent amongst the specialized vocational school students. The findings indicate that distinct educational supports are required to improve competency levels of different types.
Regardless of school levels, the group with high levels of competency requiring Creative competency, the effects of teaching method, different meanings of subject contents, student-participatory class design, process-focused evaluation, evaluation feedbacks were statistically significant.
The result of Latent Profile Analysis reveals that students’ competency levels can be differentiated at this point; however, the conclusion is yet to be drawn, and continued monitoring is required because the impending implementation of 2015 Revised National Curriculum and the establishment of competency-based education may transform the status quo.
Chapter VI explores student-school level factors affecting competency levels of the 6th grade, 9th grade, and 11th-grade students using 2-level multilevel modeling analysis. The results are provided as follows.
First, the result of analyzing basic model indicates that the overall distribution of student competency can be accounted for by the student levels more clearly than school levels.
Second, the analysis of the final model shows that students’ differences (gender, physical and psychological well-being, and academic achievement levels) and family related backgrounds (parental support) are positively associated with the competency levels regardless of school levels. Moreover, the school differences with competency levels regarding school size (6th grade), the teacher-student ratio (9th grade), high school types (11th grade) were statistically significant.
Third, school-level process variables differ by schools, and they are statistically significant. The competency-based professional development implemented by schools(6th grade), competency-based class and school life guidance (11th grade), and collaborative project-based learning (6th grade and 9th grade) are positively correlated with student competency.
Fourth, the effects of school-level process variables on student competency were similar across all grade levels. Peer relationship; creative experiential activities and experiences in and out of schools; after-school art activities; leadership experience are positively correlated with student competency. On the contrary, participation in career-related programs or after-school programs were negatively correlated with student competency.
The factors affecting student competency indicate that students must internalize the meanings of learning, take personal initiatives for academic activities so as to improve their competencies. Also, it has been noted that the higher the students’ academic achievement, the higher their competency becomes; however, the schools’ rate of having students with average educational attainment and its effects on student competency are not statistically significant. This implies that competency as a new educational ability and its association with traditional academic achievement must be explored further.
Chapter VII proposes policy recommendation that can be implemented in each education sector to effectively aid students’ competency growth and development and provides guidance as to how KEDI Student Competency research can be utilized in schools.
First, in the national level, professional development and training system must be devised to foster teachers who will fully understand and implement competencybased curriculum so that Revised National Curriculum may be successfully established and may positively affect students’ competency development.
Second, in municipal and provincial level, education models and vision must be tailored to reflect local environment so that curriculum may be implemented flexibly in conjunction with each school within the local community. Especially, strategies must be devised to address education inequality present in educationally marginalized areas.
Third, in school level, school climate must be transformed so that students can internalize the contents of the curriculum offerings and take initiatives and actively participate in learning activities through participatory class and process-focused evaluation. Furthermore, a new teaching, learning and evaluation method must be prepared to offer art experiences for students with educational disadvantages
Fourth, in family level, more attention must be paid to students’ physical and psychological health, and both father and mother need to develop parenting skills that will respect, understand and encourage their children’s ideas and opinions.
To conclude, the policy recommendations to systematically monitor student competency changes and to utilize KEDI Student Competency Index for establishing competency-based curriculum are provided as follows.
First, based on the competency level examined by grade levels, annual differences of student competency, and longitudinal patterns of cohorts must be used as the bases to periodically monitor the products of competency-based curriculum administered in national level. To do so, various issues emerge from Free Semester Policy or Innovation Schools must be explored and analyzed in depth.
Second, the collected data of student competency levels must be provided to municipal and provincial offices of education and individual schools so they may be further analyzed and used to fit their own educational goals and environments. To do so, the study results will be provided to the schools and students participated in this study so that they may diagnose their own competency levels.
Third, for both mid-and long-term development, KEDI student competency survey question items must be developed as behaviorally anchored rating scale so individual schools can easily understand and utilize the results of student competency study for educational activities in the field.
