북한은 홍수와 가뭄과 같은 자연재해에 따른 피해가 거의 매년 보고되고 있으며 이로 인해 남한과 국제사회의 지원이 계속 이어져 왔다. 북한은 식량난 극복을 위한 다락밭 건설과 에너지 부족에 따른 벌목으로 인해 산림을 심각하게 훼손하였는데, 이러한 산림 훼손은 숲의 녹색댐 기능 상실로 홍수와 가뭄과 같은 재해에 더욱 취약해지게 한다. 특히 가뭄은 농업에 심각한 영향을 미치는데, 북한의 경우 가뭄이 발생하면 대규모의 식량난으로 이어져 대형 피해가 우려된다. 가뭄 피해의 증가는 북한의 경제상황을 더욱 악화시킬 뿐 아니라 장기적으로 통일비용을 가중시키는 부담이 될 수 있다. 그러므로 북한의 가뭄피해 현황과 가뭄에 취약한 지역을 파악하고 가뭄으로 인한 피해를 줄일 수 있는 방안을 개발할 필요가 있다. 이에 본 과제는 북한의 가뭄재해로 인한 피해 저감을 위하여 먼저 가뭄에 취약한 지역을 분석하고 가뭄재해를 예방하고 그 피해를 저감할 수 있는 방안과 추진 전략을 제안하였다.
본 연구에서는 가뭄지수와 100년 발생빈도의 연최저 강수량 분석을 통해 가뭄에 취약한 지역을 추정하였다. 가뭄지수는 SPI 지수를 사용하였으며 동일지역에서 장기간에 걸쳐 반복되는 가뭄 현황을 반영하고자 SPI 지수가 -1.5에 해당하는 날의 누적횟수를 사용하였다. 최종적으로 북한 전역에 대해 가뭄취약성을 10단계로 구분하여 북한지역의 가뭄에 대한 상대적인 취약지도를 구축하고 행정구역별 취약성을 분석하였다. 그 결과, 함경남도와 평양, 나선, 자강도 지역이 상대적으로 취약한 것으로 나타났다. 경제특구별 취약성은 신포시가 가장 취약한 것으로 나타났으며 선봉군, 평양직할시, 나진시, 남포시가 그 다음으로 취약한 것으로 나타났다. 이와 더불어 가용자료를 바탕으로 병행한 물수지 분석결과에 따르면 인구밀도가 높은 남포, 평양 그리고 황해북도 지역이 가뭄에 취약한 것으로 나타났다. 이렇게 가뭄에 취약한 것으로 나타난 지역에 대해서는 우선적인 가뭄재해 대응방안 조치가 필요하다고 할 수 있다. 북한 지역은 현장조사를 통한 검증이 불가능하여 로동신문 등의 보도자료 등을 통해 북한의 과거재해 이력을 분석한 결과 본 연구 결과는 타당한 것으로 나타났다. 본 연구결과를 바탕으로 가뭄재해 취약 정도에 따라 우선 대응 지역을 선정하여 재해 저감정책을 추진하는 것이 바람직할 것이며, 향후 국제협력이나 남북협력 사업 추진 시에도 이러한 연구 결과를 활용한다면 사업 적지 선정 등에 도움이 될 것으로 사료된다.
다음으로는 가뭄재해 완화와 피해저감을 위한 대응방안을 북한과 남한 및 국제사회를 대상으로 다각도에서 제안하였으며 그러한 방안들을 추진할 수 있는 재원과 중장기적 전략도 함께 모색하였다. 우선 북한의 재해예방과 저감에 직접적으로 효과를 가져 올 수 있는 방안으로 다음 사업들을 제안한다.
첫째, 녹색댐 조성이다. 산림은 자연적인 수자원 저장기능이 있어 가뭄 시에는 수자원의 공급을, 홍수 시에는 수자원의 저장기능을 해 준다. 그러나 북한의 산림황폐화는 산림의 녹색댐 기능을 상실시켜 자연재해에 더욱 취약하게 하므로 장기적 관점에서 산림생태계 복원을 통한 녹색댐을 조성할 것을 제안한다.
둘째, 육상생태계 수자원의 근원인 빗물을 최대한 활용하는 것이다. 빗물을 수자원으로 확보하는 것은 많은 재원이 소요되지 않으면서도 손쉽게 가뭄에 대비할 수 있는 방법 중의 하나다. 따라서 북한은 개별 가정에서나 지역사회에서 빗물을 최대한 활용하는 기술을 도입하여 수자원을 확보하도록 해야 한다.
셋째, 다목적 댐건설이다. 댐건설은 환경에 미치는 부정적인 영향이 있으므로 최선의 선택이라고 할 수는 없으나 다목적 댐의 용수공급, 홍수조절, 수력발전 등 여러 가지 기능을 감안할 때 고려할 가치가 있는 방안이라고 할 수 있다. 즉, 다목적 댐으로 수자원 확보를 통한 가뭄대비를 하고, 이와 더불어 우기에는 홍수를 방지하며 또 수력발전으로 에너지공급도 하는 것이다.
넷째, 간이 상수도 시설과 수처리장을 설치하는 것이다. 북한은 깨끗한 식수가 충분히 공급되지 못하고 있을 뿐 아니라 상수도 시설도 대부분 노후하여 정수처리가 제대로 이루어지지 않고 있다고 알려져 있는데, 가뭄은 수질 악화를 초래하기 때문에 수처리 시설의 필요성은 더 높다고 할 수 있다. 따라서 이러한 시설을 복구 및 개선하고 가정과 마을단위에서 소규모 간이 상수도와 같은 시설을 확충하여 양질의 수자원을 보급하도록 하여야 한다.
다섯째, 가뭄 우심지역을 사전에 예측하고 가뭄에 대비할 수 있도록 가뭄 모니터링 및 관리 시스템을 구축하는 것이다. 가뭄은 장기간에 걸친 강수 부족에 기인하므로 지속적인 모니터링을 통하여 가뭄 예보 및 수자원 관리 계획을 수립하는 것이 매우 중요하다. 북한도 정확한 예보를 위해 노력 중이기는 하나 기상 장비가 노후한 상태이고 가뭄 관리가 사후대책 위주로 되어 있어 아직까지는 예방 차원의 대처가 미흡한 실정이다. 따라서 남한과 국제사회의 도움을 통해 가뭄을 전망할 수 있는 첨단 기상 장비를 활용하여 가뭄 취약지역에 대한 모니터링과 관리 시스템을 구축하여야 할 것이다.
이 밖의 대응 방안으로는 남북 공동 기상 및 재해에 관한 학술 연구, 그리고 국제기구와 민간단체와의 협력 등을 통한 가뭄재해 완화 사업추진이 있다. 또 가뭄 대비 사업 추진을 위해서는 재원확보가 필수적이므로 이를 위해 국제금융 기구로부터 지원을 받을 수 있도록 해야 할 것이다. 이러한 재원조달을 위해서는 아시아개발은행, 국제부흥개발은행, 유엔개발계획, 국제농업기금 등에 회원국으로 등록하여야 하는데 북한이 이러한 기구에 등록하고 또 가뭄재해에 대비하여 국제사회의 재정지원을 받을 수 있도록 남한과 국제사회도 함께 협력하여야 할 것이다. 또 남북협력기금을 ODA로 편입시키는 것도 추진할 필요가 있다. 북한이 충분한 재원을 제공받을 수 있다면 이는 자연재해에 직접적으로 대응하는데 활용될 수 있을뿐만 아니라 아울러 농업과 환경개선 등 경제개발 및 환경보호에도 활용되어 재해에 대응한 사회·경제적 역량 확충에 기여할 수 있을 것이다.
본 연구는 북한의 가뭄관련 자료획득의 어려움으로 상세한 가뭄재해 취약지 추정과 검증에는 한계가 있었다. 또 본 연구 결과는 다른 입력 자료와 분석방법으로는 달라질 수 있다. 그리고 본 연구에서 제시된 가뭄재해 취약지는 북한의 가뭄재해 피해 저감을 위한 남북 및 국제사회의 협력 방안 제시를 위한 상대적인 평가이므로, 취약지로 나타난 지역이 절대적으로 위험하다고 판단해서는 곤란하다. 앞으로 다른 유형의 재해에 대한 취약지 추정과 자연재해 전반에 걸친 취약성 평가와 경제성 분석, 그리고 기후변화가 한반도의 물 순환과 자연재해에 미치는 영향에 대한 전망 등에 대해서도 연구가 활발히 진행되어야 할 것이다.

The main reason of natural hazards in North Korea is the deforestation as a consequence of cutting down trees for arable lands and fuels. Deforestation leads to the loss of the forestʹs green dam function, and thus makes the land more susceptible to the floods and droughts. Droughts can have devastating effects on agriculture and, in the case of North Korea, a large‐scale food shortage is likely to occur if droughts hit the country. Such a disaster could deteriorate North Koreaʹs economic situation and, in the long run, could increase the expenses for the two Koreasʹ unification. Therefore, it is necessary to estimate the areas vulnerable to droughts in North Korea and to develop proper strategies and long‐term plans in order to reduce the drought damage.
This study estimated the drought hazard vulnerable areas of North Korea using available data sets and suggested strategies for cooperation between South Korea, international societies, and North Korea for drought damage reduction. This study took an in‐depth look at the drought situation in North Korea based on the accessible, though limited, data. The data used were basically the precipitation data in order to identify the drought vulnerable areas, and the indices used for analysis were a drought index (SPI) and the 100‐year low flow. Since the effect of each factor is different, a differentiated weight was given to each factor based on the survey results of experts in the field of hazards. For this process, the AHP decision method was applied. To find drought vulnerable areas, this study counted the number of days which had the SPI index lower than ‐1.5 over the study period, along with the 100‐year low flow data.
The final drought vulnerable map contains 10 levels of vulnerability over the country. The result shows Hamkyung‐nam‐do, Pyungyang, Naseon, and Jagang‐do are more vulnerable. When evaluating economic special areas, it was found that Sinpo was the most vulnerable. A water balance analysis indicates that Nampo, Pyungyang, and Hwanghae‐buk‐do are vulnerable to droughts. For areas with high vulnerability, counter‐measures against droughts should be given a high‐priority consideration, such as an advanced water‐supply system.
Since the verification of the study results through a field investigation inside North Korea was not feasible, an indirect measure was adopted, by checking past records on natural damages reported by the North Korean newspaper Rodong Sinmun (The Workersʹ Newspaper). The present studyʹs results were generally verified by these records. Therefore, the results can be a basis for prioritizing the vulnerable areas for damage‐reduction actions and for international and inter‐Korean cooperation.
The present study then sought damage‐reduction measures for droughts, and considered mid‐ and long‐term strategies for implementing such measures in cooperation between the two Koreas and international communities. The following measures are suggested for drought mitigation and prevention.
First, building up green dams through aforestation and reforestation is suggested because forests can preserve water in the rainy season to make it available in the dry season. As North Koreaʹs forests have been greatly destroyed, making the country very vulnerable to natural disasters, it is suggested that the green‐dam function of the forests be restored through restoring the ecosystem of the forests.
Second, North Korea should develop and implement measures to preserve the rain water. Since a fundamental water resource of terrestrial‐ecosystem is rain fall, establishing a water preservation system that utilizes the rain water is one of the basic methods to cope with the droughts without much expense. Therefore, North Korea should develop measures for preserving the rain fall for individual household and regional level.
Third, building multi‐purpose dams is suggested. Although there are a number of negative effects of dams on the environment, building multi‐purpose dams should be considered carefully. As multi‐purpose dams can supply water and control floods and also generate hydroelectric power simultaneously, building multi‐purpose dams could be one of the viable measures to cope with the droughts and to supply energy to North Korea.
Fourth, providing the people with simple small‐scale waterworks systems is necessary. Although North Koreaʹs water resource itself is not insufficient, people do not get enough potable water. Some areas are even suffering from water contamination, and therefore are receiving help from the UN and other international charity organizations. Furthermore, their water treatment facilities are mostly very old and cannot treat the water properly. Efforts should be made to improve and renovate the water treatment and irrigation systems to supply clean water.
Fifth, drought monitoring and control systems need to be established in order to predict severely vulnerable areas and prepare for the droughts. Although North Korea is making efforts to accurately forecast droughts, their equipments are outdated, and their drought controls mostly focusing on posteriori measures, lacking preventative measures. South Korea and international societies should help North Korea to effectively monitor and control the droughts using state‐of‐the‐art weather forecast equipments.
Lastly, North and South Koreas can hold joint academic conferences and conduct research together, and the UN and other international NGOs can cooperate to mitigate the drought damages.
The present study then looked for ways to raise fund for drought prevention and mitigation of North Korea. Since North Korea needs financial support to work on above mentioned projects and work, it is critically important that North Korea be granted loans from international financial organizations such as Asia Development Bank, the International Bank for Research and Development, the United Nations Development Plans, the International Fund for Agricultural Development, and so forth, to which North Korea should register for a membership. Both the two Koreas and international societies should cooperate in order for North Korea to receive international assistances. With a supportive fund from international societies, North Korea will be able to invest in developing measures to overcome natural disasters and in developing economic environments.
Because of the limited availability and access to North Koreaʹs drought‐related information, the present study had difficulties in estimating drought vulnerable areas and verifying its results. The results could change with more data and different approaches adopted. The vulnerable areas identified in the present study were determined on a relative comparison basis, and therefore, an area estimated to be vulnerable may not be vulnerable in an absolute sense. Further research needs to be conducted on the estimation of vulnerable areas to other types of disasters and general natural disasters, economic assessment, and the impacts of climate changes on the water cycles of the Korean Peninsula.
