This study aims to achieve following goals: first, to confirm the proper investigational tool for understanding the current status and changes in multicultural families; second, to identify conditions and needs of multicultural families based in the Republic of Korea through nationally represented survey; third, to collect data that will serve as the baseline evidence for policy correspondence, for example, establishment of supportive policies for multicultural families in the near future, through analyzing changes in Korean multicultural families in the past 3 years.
1. Main findings on multicultural families are as follows.
❍ As of 1 July 2015, the residents with multicultural backgrounds who live in the Republic of Korea are grouped into four categories of: multicultural families, marriage immigrants and naturalized citizens, spouses with multicultural backgrounds, and children aged 9 to 24. The numbers for residents in each category are estimated as follows: 278,036 multicultural families; 304,516 marriage immigrants and naturalized citizens (among whom 248,142 are female and 56,374 male in gender); 241,311 spouses with multicultural backgrounds (among whom 39,442 are female and 201,869 male in gender); and 82,476 children aged 9 to 24 (among whom 40,578 are female and 41,898 male in gender).
❍ Around half of the total multicultural families in Korea live in Seoul and Gyeonggi areas (where Seoul has 21.6% of the multicultural families and Gyeonggi 27.8%). The average number of family members in multicultural families is 3.16. The distribution of household ratios in terms of number of family members appear in the descending order of 3-member families, 2-member families, and 4-member families.
❍ The monthly average family income of multicultural families in 2015 is compared with the corresponding result from the survey in 2012. A class of families who earn below 3,000,000 Korean Won per month has shrunk. Similar to this trend, a class of families who belong to the high income group has been expanded. However, when compared with non-multicultural families, the class gap in the high income groups remain large.
2. Main results on marriage immigrants and naturalized citizens are as follows.
❍ The total number of marriage immigrants and naturalized citizens in 2015 is 304,516, which is increased at 7.52% compared to the survey in 2012. This trend in growth is attributed to sharp increase in age groups 30-39 and over 50, and in residents who lived in Korea for more than 10 years.
❍ As with the 2012 results, about 85% of the marriage immigrants and naturalized citizens reported that they are experiencing difficulties in living in Korea. Even though their Korean language skills are improving, they are more intimidated in developing relationships with Koreans. A new policy orientation should be considered in order to cope with this trend.
❍ The number of marriage immigrants and naturalized citizens who experienced discrimination stays at a similar level in comparison to the survey in 2012. In the past year, a third of the marriage immigrants and naturalized citizens experienced discrimination.
❍ A third of marriage immigrants and naturalized citizens are either currently enrolled in school or planning on seeking further education. Educational redemption is highly demanded in groups where marriage immigrants/naturalized citizens come from higher academic background.
❍ In the past 3 years, more people have experienced supportive services. However, the service use gap remains at a high level between subgroups. A new policy approach is required. This could be started with identifying the groups who less actively uses supportive services in terms of their characteristics and demands. Ultimately, services and programs should be developed considerint these factors.
3. Main findings on the spouses of marriage immigrants and of naturalized citizens are as follows.
❍ Looking from the spouses’ perspective, a slightly greater number of spouses experienced cultural differences in comparison to 2012. On the other hand, the frequency of domestic disputes has decreased to a certain degree. Aside from economic problems, the main reason of domestic disputes is caused by cultural differences.
❍ The level of spouses’ support for marriage immigrants’ and naturalized citizens’ adaptation to the Korean environment is relatively high. However, the level of daily effort incorporated for more fluent communication with marriage immigrants and naturalized citizens who come from unfamiliar culture was insufficient.
❍ As the spouses grow older in age and as the marriage lasts longer, the level of depression increases as well. The marital status is pivotal in the gap of level of depression. 60.3% of those who experienced divorce, bereavement, and/or separation responded that they have been depressed. Those who belong to these marital statuses are grouped as emotionally vulnerable.
4. Main findings on children aged 9 to 24 are as follows.
❍ The number of children aged 9 to 24 who come from multicultural backgrounds is 82,476. It is a 24.0% increased figure in comparison to the results in 2012. When categorized into residential backgrounds, 60.8% of the respondents grew up only in Korea; 15.5% changed their residence to Korea from abroad; and 23.7% temporarily experienced living outside of Korea.
❍ Children with multicultural backgrounds spend less time to have a conversation with their parents in comparison to children with non-multicultural backgrounds. Children with multicultural backgrounds feel that their parents are less attentive. They expect lower level of education so that their willingness to acquire more than 4-year-course college education is 22.0%p lower than the children with non-multicultural backgrounds.
❍ Significant differences are noted in characteristics between the children who have been raised in Korea only and the children who had been raised abroad and came to Korea. These differences are witnessed in various perspectives including age, education enrollment, family relationships and language use.
❍ In the past year, 6.9% of the children have experienced discrimination due to their multicultural background. Among the discriminated children, 77.9% experienced discrimination from peers. Among those who experienced school bullying, 34.1% experienced being an outcast and/or had difficulties in peer relationships.
❍ Economic activity rate of the children with multicultural backgrounds is higher than the whole population aged 9 to 24 in Korea; but their working conditions and employment stability are vulnerable — even more vulnerable in comparison to what was observed in 2012.
Therefore, the government must focus on the complication and diversification of multicultural families in terms of their composition and forms. Policy and service demands and their delivery must be inspected; differentiated policy must be provided in order to diversified policy demands. Furthermore, preparation must be made in order to anticipatively respond to potential policy targets, based on this survey.
