본 연구에서는 4차 산업혁명기, 미래 사회 대응이라는 시대적 요구에 부응하기 위해 우리나라 초·중등학교의 미래 교육평가가 나아가야 할 방향과 비전을 탐색하였다. 이를 위해 미래 교육평가 관련 선행 연구를 분석하고, 국내외 초·중등학교의 평가 혁신 사례를 살펴보았으며, 2030년 초·중등학교에서 이루어질 교육평가의 장면을 시나리오와 교실상황에서의 평가 예시안을 통해 전망하였다.
먼저 미래 초·중등학교 교육평가의 비전 수립을 위해 선행 연구는 크게 세 부분으로 나누어 검토하였다. 첫째, 교육과정, 교수학습, 교육평가의 연계
본 연구에서는 4차 산업혁명기, 미래 사회 대응이라는 시대적 요구에 부응하기 위해 우리나라 초·중등학교의 미래 교육평가가 나아가야 할 방향과 비전을 탐색하였다. 이를 위해 미래 교육평가 관련 선행 연구를 분석하고, 국내외 초·중등학교의 평가 혁신 사례를 살펴보았으며, 2030년 초·중등학교에서 이루어질 교육평가의 장면을 시나리오와 교실상황에서의 평가 예시안을 통해 전망하였다.
먼저 미래 초·중등학교 교육평가의 비전 수립을 위해 선행 연구는 크게 세 부분으로 나누어 검토하였다. 첫째, 교육과정, 교수학습, 교육평가의 연계 속에서 교육평가의 미래 방향을 탐색하기 위해 교육과정과 교수학습 관점에서 1차 연도와 2차 연도의 연구를 정리하고,교육평가 비전 설정을 위한 3차 연도 연구와의 연계 지점을 분석하였다. 먼저 1차 연도에서 설정한 미래 우리나라 학교 교육의 비전인 ‘DEEP(Diversity, Excellence, Equity and Potential building)’은 다양성, 수월성, 공정성을 기반으로 개별 학생의 잠재력이 최대한 발휘될 수 있는 학교 교육을 추구하는 것으로, 본 연구에서는 학생 한 명 한 명을 깊이 들여다보는 DEEP의 교육적 지향을 공유하면서, 이에 참여성(participation)을 더해 개인과 공동체의 발전으로 개념을 확장한 ‘DEEP(Diversity, Excellence, Equity, Participation and Potential fulfilling)'을 미래 초·중등학교 교육평가 비전 설정의 토대로 삼았다. 2차 연도에는 미래 학교 교육에서 이루어질 교수학습의 방향을 ‘창의·융합적 사고력과 협력적 문제해결력 함양’, ‘글로벌 시민의식 함양’, ‘인문학적 소양 및 감성 교육 강화’를 미래 교수학습 방향으로 제안하였다. 자기주도성 학습과 테크놀로지를 기반으로 개별 학습자의 다양성, 창의·융합적 사고, 인지적 영역을 확대하여 정의적 영역까지를 포괄하는 미래 교수학습의 방향은 과정중심, 개인 맞춤형, 다(多)영역 평가를 지향하는 3차 연도 교육평가의 비전과 긴밀한 연관성을 가진다. 둘째, 21세기 지능정보사회에 대응하기 위한 우리나라 초·중등학교의 교육평가 관련선행 연구를 살펴보았다. 서열 중심의 학습 결과에 대한 평가 체제에서 교육과정, 교수학습과 연계된 학습을 위한 평가와 성취기준을 참조한 절대평가 체제로의 전환, 서·논술 및 수행평가의 확대, 과정을 지향한 형성평가 등이 새로운 평가 흐름으로 나타났다. 이를 통해 미래 교육환경 변화에 대응하기 위한 평가 개선의 노력이 지속적으로 있었음을 알 수 있었다.
한편, 국외 미래평가 관련 연구는 미국 고든위원회의 미래 교육평가 비전 연구가 있으며,또한 대규모 글로벌 역량 교육 프로젝트인 ATC21S, PISA, 미국의 차세대 평가 등에서 미래 교육평가 방향, 내용 및 방법을 구분하여 상세 내용을 분석한 연구가 있다. 셋째, 미래 초·중등학교의 교육평가를 위한 첨단 테크놀로지를 알아보고 교육평가의 효과성을 높이기 위해 테크놀로지가 활용될 수 있는 방안을 탐색하였다. 인공지능, 가상현실과 증강현실,사물인터넷 등의 첨단 테크놀로지는 학업 준비도, 학습 진도, 기술 습득 및 학생의 성취를 측정하기 위해 사용된 다양한 평가도구를 모색하고 평가하는 데 중요한 트렌드로 주목을 받고 있다. 데이터 마이닝 소프트웨어 및 온라인 학습 환경의 발전으로 다양한 교육현장에서 데이터가 필요한 때에 모두에게 접근할 수 있는 학습 분석 및 시각화 기법이 도입되고 있으며, 이러한 시스템을 통해 교사는 학습 정보에 따라 수업 내용 및 계획을 선택·변경하고, 교육기관은 합리적 의사결정에 필요한 동향 정보를 객관적으로 파악하며 학생은 맞춤화된 학습을 지원받는 혜택을 얻고 있다. 더불어 창의성 및 협업능력과 같은 정의적 능력의 개발을 측정하기 위해 혁신적인 방법의 도입이 가능해지고 있다.
우리나라 미래 초‧중등학교 교육평가의 방향과 비전을 탐색하기 위한 기초 작업으로 전문가 의견 조사를 통해 앞으로 학교 교육에서 이루어져야 할 미래 교육평가에 대한 요구를 파악하는 것이 중요하다. 이에 본 연구에서는 교육평가, 교육공학, 교과교육, 과학기술 및 공학, 미래학 등 다양한 분야의 전문가 48명을 대상으로 미래사회와 학교 교육, 미래사회를 대비하는 학교 교육평가에 대한 델파이 조사를 2회에 걸쳐 실시하였다. 1차 조사는 개방형 설문으로, 2차 조사는 1차 조사 결과를 바탕으로 해당 내용에 대한 동의 정도를 4점 리커트 척도로 응답하도록 하였다. 미래사회 대비 학교 교육평가의 비전에 대한 델파이 조사 결과 학생의 ‘학습 과정에 대한 평가, 학습자의 성장을 돕는 평가’, ‘개인 맞춤형 평가’, ‘다(多)영역평가’가 중요한 것으로 나타났으며, 미래 교육평가의 내용으로는 ‘창의·융합적 사고 역량’,‘비판적 사고 역량’, ‘협업 역량’ 등이 제안되었다. 미래 교육평가의 방법으로는 ‘가상현실,게임 기반 평가’, ‘시뮬레이션, 시나리오 평가’, ‘네트워크(웹) 기반 평가’ 등 최신 테크놀로지 활용 평가가 높은 비율로 제안되었다. 미래 교육평가에 과학기술이 미칠 영향에 대한 예측에서 ‘평가 결과의 환류’ 효과가 확대되고, ‘개인 맞춤형 학습’이 실현·확대되며, 평가의‘신뢰도와 정확도’가 증진될 것으로 예측되었다. 미래 초·중등학교 교육평가 비전을 실현하는 데 방해가 되는 요인들에 대하여 초등학교와 중학교에 대한 응답 내용은 매우 유사하게 나타났는데, ‘교육주체의 교육평가 변화에 대한 부정적 인식’이 가장 방해가 될 것으로 예측되었고, 이후 ‘교사의 평가 전문성 부족’과 ‘현행 학교 교육평가의 문제점’ 등이 뒤를 이었다.
우리나라 미래 교육평가의 비전 수립을 위해서 국내‧외 학교 및 교육‧연구기관의 교육평가 관련 혁신 사례를 살펴보았다. 국내 6개 초‧중등학교와 호주, 뉴질랜드, 싱가포르,미국의 교육‧연구기관 및 학교에서 선진적으로 실행하고 있는 미래형 교육평가 사례를 살펴보고 시사점을 탐색하였다. 국내 6개의 학교 사례를 통해 수업과 일체된 과정 중심평가, 인지적‧정의적 능력을 발전시켜주는 다(多)영역평가, 개별 학생의 수준을 고려한 개인 맞춤형 평가, 학생의 탐구 능력 향상을 위한 개별 맞춤형 평가, 테크놀로지를 활용한 수행 평가 등 미래형 평가 모형의 일면을 살펴볼 수 있었다. 국외 사례의 경우 호주와 뉴질랜드에서는 교육부, 학교, 연구기관 등을 통해 학생의 수준별·단계적 평가 및 개인 맞춤형 평가 개발, 온라인 평가의 개별 학생 성과에 대한 종단적 분석 효과, 미래사회를 대비한 디지털 교육, 미래사회 대비 교육평가 혁신 연구 센터의 필요성 등에 대한 시사점을 얻을수 있었다. 미국의 교육 연구기관과 학교 사례로부터 게임 기반 평가를 통한 과정 중심 평가 및 개인 맞춤형 평가, 학교-연구기관의 연계를 통한 현장 중심 연구의 필요성, 교사전문성 신장을 위한 맞춤형 프로그램 제공, 학생 성장 중심 프로젝트 기반 평가의 효과 등에 대한 시사점을 얻을 수 있었다.
선행 연구 분석과 전문가 의견 조사, 전문가 협의회 내용, 국내외 사례 조사 등의 결과를 종합하여 우리나라의 미래 교육평가가 나아가야 할 방향을, “학생 한 명 한 명을 깊이 있게 들여다보는 가운데 다양성, 수월성, 공정성, 참여성을 추구하여 학생 개인과 공동체의 발전에 기여하는 학교 교육에 기반하여, ① 첨단 과학기술의 발달에 따른 평가 체제와 기술의 고도화를 수용, ② 학생과 교사의 성장을 돕는 과정 중심 평가, ③ 개인의 특성, 진로, 적성 및 특기를 고려한 맞춤형 평가, ④ 학생의 성취와 특성에 관한 정보를 다층적으로 수집-해석-활용하는 평가”로 설정하고, 이를 2030 우리나라 초·중등학교의 교육평가 비전으로 제시하였다. 그리고 비전 실행을 위한 구체적인 추진 전략과 장단기 로드맵을 위해 2030년 우리나라 초·중등학교에서 이루어질 교육평가의 장면을 담은 가상 시나리오와 교실 수준의 평가예시안을 구안하여 미래 학교 교육평가를 전망하였다. 가상 시나리오는 델파이 조사 등을 통해 미래 교육평가의 방향성으로 수렴된 4가지 키워드(과정 중심 평가, 개인 맞춤형 평가,다(多) 영역 평가, 테크놀로지 활용 평가)와 이를 방해하는 요인 3가지(교사 평가 전문성 부족, 현행 학교의 평가 체제의 문제점, 교육 주체의 평가 패러다임 변화에 대한 인식 부족)를 조합하여 정책에 시사점을 줄 수 있는 5가지 시나리오로 구성하였다.
본 연구에서는 1차 연도에 도출된 미래 우리나라 학교 교육의 비전을 바탕으로 미래 우리나라 초·중등학교 교육평가의 비전을 설정하고 이를 학교 교육에서 실현하기 위한 정책 방안을 제안하였다.
미래 교육평가의 비전이 실행되기 위해서는 공론화의 과정을 통해 국가 수준에서 비전을 최종 확정하는 과정이 필요하다. 그리고 확정된 비전을 실현하기 위해 기초·정책 연구 수행 및 행·재정적 지원과 함께, 실행 목표를 설정하고 이행 과제를 상세화 하는 일이 이루어져야한다. 이를 위해 본 연구에서는 2030 교육평가 비전 추진 체계를 구축하여 체계적이고 단계적으로 비전을 실행할 수 있는 방안을 제안하였다. 학교급 간 일련의 연계성을 가지는 새로운 평가 체제를 구현하고, 테크놀로지 활용과 같이 새로운 평가를 구현할 수 있는 교사를 양성하기 위해서는 다양한 기초 연구가 발굴·수행되어야 한다.
한편, 두 번째, 세 번째, 네 번째 정책 제언은 본 연구에서 도출된 미래 교육평가로의 변화를 막는 방해 요인의 극복 방안 위주로 구성하였다. 비전을 실행하기 위한 토대를 마련하기 위해서는 무엇보다 교육공동체가 새로운 교육평가 비전에 대한 이해도를 높여 평가 변화에 대한 인식을 변화시키는 계기로 삼아야 한다. 따라서 비전 추진 체계가 중심이 되어 다양한 채널을 통해 마련된 비전을 홍보하고 확산하여 학교, 교사, 학부모, 학생 등 교육 주체들의 평가에 대한 인식을 제고해야 한다. 두 번째 제언에서는 이와 관련된 추진 전략을 제시하였다. 세 번째 제언은 새로운 교육평가 비전이 학교 현장에서 실현되기 위해서는 근본적인 교육평가 체제 자체에 대한 변화가 요구되는 것과 관련된다. 대학수학능력시험을 비롯한 경쟁 위주의 상대평가 체제는 초·중·고등학교 평가 개선을 가로 막는 가장 큰 걸림돌로 지목되고 있다. 학교급 간 평가 체제의 불일치를 극복하고 교육평가의 새로운 패러다임이 일관성 있게 적용될 때 학교 교육의 평가 개선 노력은 실효성을 거둘 수 있을 것인 바, 이와 관련된 구체적인 추진 전략을 제시하였다. 교사의 전문성은 교육의 성패를 가늠하는 바로미터라고 할 수 있으며, 교사의 평가 전문성 제고는 학교 교육에서 이루어질 평가의 질을 향상시키는 핵심이다. 이에 본 연구에서는 마지막 네 번째로 교사 평가전문성 제고를 위한 구체적인 추진 전략을 제시하였다.

In the light of the Fourth Industrial Revolution and the demands of the present era for future social response, this research has explored the direction and vision for future educational assessment of Korea’s elementary and secondary schools. This has been achieved through the analysis of future educational assessment with the Delphi survey and the compilation of innovative evaluation cases of domestic and foreign elementary schools. Furthermore, a future outlook has been proposed by establishing the scenes of educational assessment of elementary and secondary schools in 2030 through scenarios and examples of classroom setting evaluations. In addition, a detailed short term and long term road map has been proposed for the execution of the vision of future educational assessment.
In devising a vision for future elementary and secondary educational assessment, this research has been broken down in three main segments. First, the exploration of future direction of educational assessment should be in connection with the process of education, teacher learning, and educational assessment. For this to happen, the first year and second year research was organized from the perspective of educational process and teacher learning. The third year research and its connection points were then researched in order to establish a vision for educational assessment.
First, Korea’s future vision for school education established in the first year was based on ‘DEEP’, which stands for Diversity, Excellence, Equity, and Potential building.
School education has sought to see each student display their full potential based upon this motto. In this research, we shared the DEEP educational orientation, enabling a thorough examination of each student. In addition to participation, the development of the individual to community through DEEP has become the foundation for the future vision of elementary and secondary school educational assessment. In the second year, the direction for teacher learning was proposed as ‘cultivating creative and integrative thinking and collaborative problem-solving’, ‘cultivating global citizenship consciousness’, and ‘reinforcing humanistic knowledge and emotional education’. The direction of future teacher learning based on self-motivated learning and technology has been defined by the individual learner’s diversity, creative and integrative thinking,and cognitive spheres. This was expanded to encompass the affective domain. There is a very intimate connection to the process centered, individually customized, and a multi-sphere evaluation of the third year’s educational assessment vision.
Secondly, in response to the intellectual knowledge society of the 21st century, there was an examination of precedent research related to Korea’s elementary and secondary educational assessment. From the evaluation of learning results centered on rank, there has been a new flow of assessment towards process of education, evaluation for the purpose of learning in relation to teacher learning, transition towards the absolute grading scale system referencing the standard of achievement, expansion of narrative and essay writing, performance assessment, and process oriented formative evaluation.
Through these findings, ongoing effort for improvement has been realized as a response to the changes in future educational environment. In addition, a detailed analysis of the direction, content, methodology was carried out based on foreign future evaluation research institutes such as the vision and research of America’s Gordon Committee, the worldwide global scale education projects of ATC21S, PISA, and America’s next generation evaluation.
Thirdly, an investigation in modern technology for future elementary and secondary educational assessment was carried out in order to effectively maximize the use of technology. Various evaluation tools in modern technology such as artificial intelligence, virtual reality and augmented reality, and internet of things can be utilized for lesson planning, learning progress, skill acquisition, and measuring student success. The use of technology for evaluation has being noted as an important trend. Learning analysis and visualization technique are being introduced with the development of data mining software and online learning environment so that everyone can access the necessary data on diverse learning platforms. Through such systems, the teacher can select and change the lesson content and planning based on the study information. Educational institutes can also objectively access information trends in order to make rational decisions. Furthermore, students benefit by being provided with customized teaching.
Moreover, the introduction of innovative methods of measuring the development of affective skills of creative and collaborative ability is becoming possible.
Conducting a survey of professional opinion was an important initial task in order to discover Korea’s future direction and vision for educational assessment. Through this survey, it was important to find out the needs of future educational assessment. In this research, a Delphi survey was conducted twice on future society and school education as well as school educational assessment in preparation for future society. The targetsof the Delphi survey were forty-eight professionals in various fields such as educational assessment, educational technology, curriculum education, scientific skills and technology, and futurology. The first survey was comprised of open ended questions.
Based on the results of the first survey, the second survey used a four-point Likert scale. The Delphi survey results for the vision of school educational assessment in preparation for future society considered the following points as important: ‘evaluation of the learning process, evaluation to assist the growth of the learner’, ‘individual customized evaluation’, and ‘evaluation of multiple fields’. For the content of future, the following were suggested: educational assessment, ‘creative and integrative thinking ability’, critical thinking ability’, and ‘collaborative ability’. As for the method of future educational assessment, a high percentage of the suggestions were based on usage of modern technology such as ‘virtual reality, game based evaluation’, ‘simulation, scenario evaluation’, and ‘network (web) based evaluation’.
The survey predicted that there will be an increased impact on the ‘reflux of evaluation results’, actualization and expansion of ‘individual customized learning’, increasing ‘reliability and accuracy’ of the assessments due to the effects of scientific technology on the future of educational assessment. Both elementary and secondary had similar answers when identifying the barriers to actualizing the vision of future elementary and secondary educational assessment. The main one factor was identified as the ‘negative understanding of educational assessment changes among educational participants’ followed by ‘lack of evaluation professionalism in teachers’ and ‘problems in the current school educational assessment.’
Innovative cases related to educational assessments of both domestic and foreign schools, education and research institutes were examined in order to set the future vision for Korea’s educational assessment. Six elementary and secondary schools in Korea that were already implementing a futuristic educational assessment were examined in addition to education and research centers and schools in Australia, New Zealand, Singapore and America. Through this research, we explored its implications.
In the case studies of six Korean schools, aspects of a model of futuristic evaluation could be seen in the following ways: process focused evaluation in line with classroom teaching, multi-scoped evaluation that increases cognitive and affective skills, individual customized evaluation that considers each student’s level, individually customized evaluation to enhance student inquiry skills, and performance assessment utilizing technology. In the foreign case studies in Australia and New Zealand, insights were gained from the Ministry of Education, schools and research institutes regarding the following points: evaluation based on student level and stages, development of individual customized evaluation, effects of vertical analysis of individual student progress through online evaluation, digital education in response to future society, the need for an innovative research center for educational assessment. From America’s case studies of education research institutes and schools, insights were gained through process focused evaluation through game based evaluation, individual customized evaluation, need for field focused research through a connection of schools and research institutes, provision of customized programs to increase teacher professionalism, and effects of evaluations based on projects focused on student growth.
The direction of Korea’s future educational assessment was consolidated based on the results of the precedent research analysis, survey of professional opinion, content of professional conferences, and domestic and foreign case studies. This following statement is the proposed vision for Korea’s elementary and secondary educational assessment for 2030:
“While carefully considering each individual student, efforts must be sought for diversity, excellence, equality, and participation. Grounded on school education that contributes to the development of individual student and community there is a need to ① accommodate an evaluation system based on the development of cutting-edge scientific technology and sophisticated skills ② process centered evaluation that assist student and teacher development, ③ customized evaluation that considers individual characteristic, future, aptitude, and specialty, ④ evaluation based on multi-tiered collection-analysis-application of student achievement and characteristics”.
Virtual scenarios and examples of classroom level evaluations were created in order to create detailed driving strategies. Also, short term and long term road maps were made to carry out the vision in year 2030. Through the virtual scenarios of the Delphi survey, four key points (process focused evaluation, individual customized evaluation, multi-scoped evaluation, usage of technology evaluation) were selected to define the direction of the future educational assessment. In addition, three barriers (lack of teacher professionalism evaluation, problems in the current evaluation system, lack of understanding in the need for a paradigm shift in educational participants) were also identified. The above points were combined to formulate five scenarios for future policy implementation.
Based on the first year’s conclusions of the vision of Korea’s school education, we established a vision of elementary and secondary educational assessment and proposed policy plans for the future. First in order to accomplish the vision of future educational assessment, it must go through the process of public opinion in order to be shared on a national level. It must be publicized and diffused through various channels to enhance the understanding of evaluation among schools, teachers, parents, students, and educational agencies. The first proposal suggests ways to pursue strategies related to this point. The second proposal is about the changes that are required in the current educational assessment system so that the new vision can be carried out in schools.
It has been pointed out that the college entrance exams and other competition based relative evaluation systems are the greatest stumbling block in reforming the elementary and secondary school evaluations. The effort for improving effectiveness of school education evaluation will be actualized when the discord of the evaluation of school ranking can be overcome and the new paradigm of educational assessment can be consistently applied. Specific strategy related to this has also been proposed. On the other hand, it can be said that the professionalism of the teacher is the barometer of determining educational success. Hence boosting the professionalism of teacher evaluation goes hand in hand with enhancing the quality of school education assessment.
Thirdly, specific strategies were proposed through this research to improve the professionalism of teacher evaluation. Lastly, in order to execute the vision of a new educational assessment, a proposal was made to build a ‘future educational assessment center (tentative)’ as a consolidating control tower. Diverse foundational research must be carried out in order to materialize a continuous unified new evaluation system among schools. It must also cultivate teachers who can utilize new evaluations with the use of technology. In addition, a system is needed to connect and support the actual field and research. The ‘future educational assessment center (tentative)’ can be the pivotal force for executing this vision by supporting and integrating its diverse roles.
