But in spite of such growth, Korea still has weaknesses in creating economic value through commercial use of such outputs and this is shown for example in the trade deficits of technologies. The reason for this weakness lies first of all in outputs themselves that the market does not demand. But the lack of mechanism that facilitate transfer and commercailization of technology is also a main reason.
In a innovation-driven economy, we need a virtuous circle of technology commercialization that help firms and the economy grow. In this research report, we analyses players, programs and circumstance of transfer and commercialization of technology. We investigate the role of relavant players such as the government and firms and analyse factors of individual players that influence successes or failures of the technology commercialization.
In chapter 2 we investigate government programs that facilitate technology commercialization in terms of budget and responsible agencies. In chapter 3, we analyse the external and internal circumstances of technology commercialization and for each of them, we try to investigate from quantitive and qualititive aspects.
The main external circumstances of technology commercializations are organization and financing and we analyse them in chapter 4. Here under the organization we refer to those public institutes that execute the technology commercialization by themselves or give services that facilitate the commercialization process. Under financing we refer to the programs that supply money to the seed and early stage venture business using technology commercialization.
The public policy that focuses on transfer and commercialization of technology began in the 2000s, while the government had concentrated on R&D investment in the previous periods. This means that the policy that promotes technology commercialization is not yet well-developed. The government budget for technology commercialization is also very insufficient, just 1% of the total R&D budget in 2008.
And furthermore most of the limited budget is used to management and evaluation of public R&D programs and as a result the budget for additional development necessary for technology is even more insufficient.
There are many ways of technology commercialization from public R&D institutes and universities. A primary way is licencing. But direct commercialization, by establishing new spin-off enterprises with the help of TLO(Technology Licensing Office), is also an important way of technology commercialization.
TLOs are the main facilitators of technology commercialization of public research institutes and universities but their performances are still poor. First of all, they should strengthen its managerial independence and also increase staffs and personel if they want to become meaningful organizations. And if a TLO gets a certain level of structural development, it is necessary to transform TLO into a business unit with a high-powerd compensation system which will encourage personel. Also deregulation policies and fiscal support that promote Techno-Holdings companies in pubulic research instiutes and universities are necessary.
Firms in different growth stages need different forms of financing. Venture business in seed and startup stages involve high risks and therefore they usually are not able to attract private investors. Even venture capital funds will not invest in such highly risky business.
Firms in growth stage and later stages, however, are able to get equity and mezzanine investment. The Korean government, in assisting the technology commercialization efforts of SMEs and venture business, provides R&D grant to firms in growth and later stages that can attract equity or mezzanine investment by venture capitals and banks. In contrast to the growth and later stages, however, almost all of the public programs that were designed to help technology companies in seed and startup stage to attract commercial investors have failed. One major reason of the failure is apparently in the separated business between venture capital companies and the technology business accelerator.
In advanced countries, in US for example, the work procedures of early stage venture capital are closely linked with those of technology business accelerators and in some cases the one and same organization plays the roles of venture capital and business accelerator at the same time. This is because, in financing seed and startup companies fund manager often have to, together with the founding CEO of seed and startup companies, play the role of co-founders. In this regard public policies are necessary that promote strategic and organizational links between technology business accelerators and venture capital funds, especially those funds that invest in patented technologies.
In chapter 5, we analyse the internal circumstance of technology commercialization in terms of sources, organization, market, and policy. Our analysis of these 4 factors are composed of OLS analysis on relavant data base as well as AHP analysis on expert survey.
The results of our analyses show that the resources factors are the most important in the success of technology commercialization. The market factors and the organizational factors follow the them. The policy factors have no significant impact on it and we can interprete this with the argument that the government support is not provided to the areas that the market demands. This result also suggests that the government support must be focused on the areas that firms really demand such as R&D grants for additional development for commercialization.
