본 연구는 지난 30여 년간의 미 행정부 및 의회의 에너지/원자력 정책을 검토하고 현재 문재인 정부의 탈핵기조를 감안하여 향후 중장기적인 양국 간 원자력 협력 사안의 지속 가능성을 타진하고자 하였음.

There is no little doubt that the nuclear cooperation between South Korea and the U.S. basically has an asymmetrical nature under the structure of the South Korea-U.S. nuclear agreement. This means that, regardless of the Seoul government’s so-called ‘energy conversion’policy, South Korea is in a situation where nuclear cooperation with the United States is absolutely necessary, even though it does not necessarily signify that South Korea should accept the US demand unconditionally. The excessive confrontational structure between the two countries over the terms and direction of cooperation is undesirable from the perspective of the traditional South Korea-U.S. alliance. However, it appears that the launch of the Trump administration does not have a negative effect on South Korea in terms of nuclear cooperation. President Trump already made it clear that the first of his six energy projects to secure America's energy independence and open the era of energy dominance would be to save the nuclear industry in tatter. It may be a sign of the golden age of energy in America, so to speak.
In the meantime, it seems to be in conflict with the Trump administration's "pro-nuclear" policy and the Moon Jae-in government’s ‘energy conversion policy,’but it is not a correct diagnosis. While South Korea's nuclear policy is closely related to safety, nuclear power policy in the U.S. will work proceed from the viewpoint of energy independence or energy domination. In other words, the U.S. nuclear policy is not only in terms of energy but also in terms of nonproliferation. Because of this situation, the government can not help but reinforce efforts to build national consensus on nuclear cooperation with the U.S.
On top of this, it should explain in detail what the original nature of nuclear cooperation is, what the current situation is, what is used, where it is used, what kind of equipment our government introduced to ensure its transparency, and seek public consent. That being said, although various measures have been introduced to improve transparency and rationality in the nuclear cooperation with the U.S. until now, it will be necessary to report the level of transparency and rationality to the public and to present a corrective plan. For example, a joint research on pyro-processing related to spent fuel should be followed by a sophisticated road-map to obtain consent from the U.S. for securing the rights of enrichment.
Given this, it is necessary to pay close attention to prevent the agendas mentioned above from becoming a political agenda. In addition, an ‘action plan’ is needed to ensure that the U.S. provides nuclear fuel support to South Korea and that future enrichment of less than 20% of uranium enriched uranium will actually work. The landmark nuclear agreement also uniquely identifies the "peaceful use of nuclear energy as an NPT Party”and also stipulates that there should be no infringement of sovereignty in expanding nuclear cooperation between the two countries. It also includes an obligation to respect the nuclear program of the other party in all nuclear activities, including enrichment and reprocessing, and not to unduly interfere or interfere. Plus, for the third countries that have concluded nuclear power agreements with South Korea and the U.S. it should refine the so-called comprehensive long-term operation that allows the nuclear export industry to freely re-distribute U.S.-origin nuclear materials, nuclear equipment and parts. Based on the institutionalization of the implementation of all of these measures by the two countries’high-level committee, the four leading working groups, which include the management of spent fuel, the stable supply of nuclear fuels, the promotion of export of nuclear power, and the field of nuclear security, are preemptively promoted.
All in all, in order to improve this situations, focused strategy, governmental efforts on international diplomacy, integration of construction of nuclear plants and original technology would be required not to mention a multi-layered set of transparent communications between the government and the citizens. It is highly hoped that nuclear energy policies should be based on this.
