1) 교육정책 및 학교교육 평가
∘ 유·초·중등교육정책 중 정부가 더 중점을 두고 추진해야 할 1순위 정책으로 국공립유치원 확대 등 유치원 공공성 강화(30.2%), 온종일 돌봄교실 확대 및 서비스 강화(16.0%), 학생기록부 신뢰성 강화(9.3%), 고등학교 무상교육 전면 실시(8.6%) 등의 순임. 1+2순위 정책은 국공립유치원 확대 등 유치원 공공성 강화(19.6%), 온종일 돌봄교실 확대 및 서비스 강화(15.7%), 창의성과 융합적 사고를 키워주는 학교(11.4%),학생기록부 신뢰성
3. 연구 결과 및 시사점
1) 교육정책 및 학교교육 평가
∘ 유·초·중등교육정책 중 정부가 더 중점을 두고 추진해야 할 1순위 정책으로 국공립유치원 확대 등 유치원 공공성 강화(30.2%), 온종일 돌봄교실 확대 및 서비스 강화(16.0%), 학생기록부 신뢰성 강화(9.3%), 고등학교 무상교육 전면 실시(8.6%) 등의 순임. 1+2순위 정책은 국공립유치원 확대 등 유치원 공공성 강화(19.6%), 온종일 돌봄교실 확대 및 서비스 강화(15.7%), 창의성과 융합적 사고를 키워주는 학교(11.4%),학생기록부 신뢰성 강화(9.4%) 등의 순으로, 국민 전체를 대상으로 하는 유아 및 초등교육에 있어서 교육의 공공성과 안전한 돌봄에 대한 요구가 큼을 시사함.
∘ 고등교육정책 분야에서 현 정부가 중점을 두고 추진해야 할 1순위 정책으로 등록금 부담 경감(33.0%), 대입전형 단순화 추진(20.9%)을, 1+2순위로도 등록금 부담 경감(25.8%), 대입전형 단순화 추진(15.8%)이 가장 높게 나타남. 대학 등록금 부담 문제와 대입전형 단순화를 위한 정부의 지속적 노력에도 불구하고 아직은 국민들의 개선체감율을 끌어올리기 위한 정책적 노력이 더 필요함을 확인함.
∘ 평생・직업교육 분야의 정책 중 현 정부가 더 중점을 두고 추진해야 할 1순위 정책은 생애단계별 맞춤형 진로교육 강화(23.3%), 전문대학 역량 강화를 통한 직업교육 지역거점 육성(21.0%), 대학 창업 및 산학협력 활성화(12.5%) 등의 순이었고, 1+2순위로는 생애단계별 맞춤형 진로교육 강화(18.8%), 전문대학 역량 강화를 통한 직업교육 지역거점 육성(16.4%), 산업수요 맞춤형 교육과정 확대(15.5%), 대학 창업 및 산학협력 활성화(11.6%) 등의 순임. 전반적으로 일반적인 평생교육 측면보다는 진로·직업교육과 관련된 정책 강화에 대한 요구가 큼을 확인함.
∘ 현재 우리나라 초・중・고등학교에 대해 전체적으로는 보통 수준으로(53.5%) 평가함. 잘하고 있다는 긍정적 평가는 12.7%인 반면 못하고 있다는 부정적 평가는 33.9%임. 특히,학교급이 올라갈수록 평가가 부정적으로 되는 경향은 지난 조사 결과에서부터 계속 확인할 수 있으며, 이는 고등학교 정책에 대한 보다 본질적인 변화의 필요성을 시사함.
∘ 학교가 ‘잘하고 있다’는 긍정적 평가를 받기 위한 과제에 대해 전체적으로는 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(33.5%), 수업내용과 방법의 질 개선(32.2%)의 응답비율이 가장 높음. 학교급에 따라 다소 차이가 있는데 특히, 고등학교의 경우는 다른 학교급에 비해 ‘진로교육 및 진학지도 강화(35.6%)’가 압도적으로 높게 나타나고 있어 학교급별 맞춤형 교육정책의 입안과 탄력적 추진의 필요성을 보여줌.
∘ 학교 선택 시 주된 고려사항으로 초등학교는 인성교육(32.2%), 교육 프로그램의 특성(13.1%), 학교 주변의 환경 및 여건(11.4%)을, 중학교는 인성교육(28.1%), 교육 프로그램의 특성(16.8%), 교원의 질적 수준(15.3%)을, 고등학교는 진로 지도(23.4%),교원의 질적 수준(17.4%), 교육 프로그램의 특성(12.9%)을 많이 선택하여, 학교급에 따라 국민들의 요구 수준이 다름을 보여주며, 학교급에 따른 맞춤형 교육정책의 필요성을 확인함.
∘ 초・중・고등학교 교육 내실화를 위해 가장 필요한 과제로 전체 응답자는 학벌 위주의 사회체제 개선(27.0%), 수업방식 다양화(19.5%), 교원 전문성 제고(17.5%), 대입 선발 방식 개선(16.0%), 교육내용 선택권 확대(15.0%) 순으로 응답한 반면, 초·중·고 학부모 응답자는 학벌 위주의 사회체제 개선(25.7%), 대입 선발 방식 개선(21.1%),교원 전문성 제고(18.1%), 수업방식 다양화(17.9%)의 순으로 응답하여 수업방식 다양화보다는 대입 선발 방식 개선과 교원 전문성 제고의 필요성을 제안하고 있음.
∘ 초·중·고 학부모만을 대상으로 자녀를 외국의 학교로 유학 보낼 생각이 있는가를 물은 결과, 보낼 생각이 없다(44.7%)와 있다(37.6%)의 격차는 크지 않음. 다만, 보낼 생각이 없다는 응답은 초등학교 72.5%, 중학교 58.8%, 고등학교 42.5%로 줄어든 반면, 보낼 생각이 있다는 응답은 17.3%, 29.9%, 41.9%로 늘어남. 한편, 자녀의 조기유학을 생각하는 이유로는 우리나라 교육환경에 대한 불만(24.6%), 자녀의 소질과 적성에 맞는 교육을 받게 하기 위해(19.5%), 경쟁 위주의 학교교육에 대한 불만(19.2%), 외국어 학습 또는 자녀의 조기 다중언어 구사를 위해(18.8%), 보다 우수한 교육을 받게 하기 위해(16.2%) 등의 순으로 나타남.
∘ 응답자들은 우리나라 교육정책에 대해서 우리나라 여건에의 적합성과 국민여론 반영의 측면에서는 보통이다(각각 50.2%, 41.9%)라고 응답한 반면, 일관성과 장기적 비전의 측면에서는 다소 미흡하다(각각 59.7%, 57.5%)고 응답함. 이 네 가지 측면 중 가장 중점에 두어야 하는 것으로 장기적 비전(51.8%)을 꼽음. 국민들은 지난 2018년 조사 때와 같이 장기적 비전에 입각한 안정적인 교육정책을 바라고 있음을 다시 확인함.
∘ 현 정부의 교육신뢰회복 노력에 대해 긍정적 평가(15.6%) 보다 부정적 평가(44.4%)가 높고, 교육분야 신뢰회복에 있어 중점을 두고 추진해야할 정책으로 입시·학사·채용의 공정성 확보(49.5%), 중대비리 사안에 대한 신속한 감사·조사 실시(24.0%), 대학 재정 투명성 강화(20.6%) 등의 순으로 응답함. 즉, ‘교육신뢰회복단’의 설치·운영을 넘어 입시·학사·채용 등에 있어서 공정한 제도의 구축 및 운영 등 실질적으로 국민들이 체감할 수 있는 조치가 필요함을 시사함.
∘ 국정과제의 하나로 설치가 추진 중인 ‘국가교육위원회’의 주요 역할과 관련하여 국가인적자원개발정책·학제·교원정책·대학입학정책의 장기적 방향 수립(36.5%)과 미래사회 대비 국가 교육 비전 및 중장기 계획 수립(35.7%)의 응답비율이 가장 높음. 이는 국민들이 우리나라의 주요 교육정책들이 보다 장기적인 관점에서 수립되고 안정적으로 운영되기를 바란다는 요구를 방증한다고 할 것임.
2) 교사
∘ 초・중・고등학교 교사의 자질과 능력에 대해 전체 응답자와 초・중・고 학부모 응답자는 모두 평균 2.79(5점 만점)로 보통을 조금 못 미치는 수준의 신뢰도를 보임. 교사에게 우선적으로 필요한 능력이 무엇인지에 대해서는 전체적으로 학습지도 능력(32.8%)을 1순위로 꼽음. 학교급에 따라 차별적인 양상을 보이는데, 초등학교 교사는 생활 지도 능력(50.2%), 학생 및 학부모와의 소통 능력(20.7%)을, 중학교 교사는 학습 지도 능력(37.4%), 생활 지도 능력(23.5%)을, 고등학교 교사는 진로・진학 지도 능력(52.4%), 학습 지도 능력(23.3%)을 가장 많이 선택함. 학교급에 따른 교원 연수 지원뿐 아니라 초등 및 중등교원 양성과정에 대한 검토를 통해 직전 및 현직 교육에서 국민과 학부모의 수요를 반영하고 있는지 살펴봐야함을 시사함.
∘ 교사자격증은 없지만 현장 경험 등이 있는 전문가를 초・중・고등학교 교사로 일정 비율 초빙하는 방안에 대해 국민의 과반수(53.1%)가 찬성하였고, 특히 초・중・고 학부모의 동의하는 비율이 전체 응답자보다 높아서(56.1%) 다양한 분야에서 능력을 가진 전문가에 대한 긍정적인 요구가 있음을 확인함. 자녀가 초·중·고등학교 선생님이 되는 것에 대한 의견을 묻는 질문에 대해 전체 응답자의 63.2%가 긍정적으로 본다고 응답하였고,자녀가 있는 응답자의 경우 좀 더 높은 수치 (66.8%)로 역시 긍정적으로 응답함.
3) 학생
∘ 학업 성적에 가장 큰 영향을 미치는 요인에 대해 국민들은 학생의 노력과 열의(37.4%)를 1순위로, 학교나 학급의 학습 분위기(21.5%)를 2순위로 꼽음. 학생의 인성수준은 전반적으로 보통이다의 응답비율이 높았으나, 보통(46.3%)과 낮다(44.1%)는 의견의 차이가 2.2%p 밖에 나지 않아 국민들은 학생들의 인성 수준을 긍정적으로 평가하고 있지 않음을 확인함. 좋은 인성을 갖도록 하는 영향 요인으로 가정을 선택한 비율은 전년도에 비해 8.6%p 상승한 반면, 학교라고 응답한 비율은 6.8%p 감소하여 인성교육에 대한 가정의 역할에 대한 문제인식이 강화된 특성을 보임.
∘ 학생의 시민의식(민주시민성) 수준은 전반적으로 보통이라고 응답한 비율이 높았고,전체 평균은 전년도 대비 소폭 상승(2.64→2.76/5점 만점)함. 학생들이 민주시민성을 갖도록 하는 영향 요인으로 학교(34.0%)를 1순위로 꼽음. 다음으로 사회(27.4%), 가정(26.5%) 순임. 학생의 민주시민성 제고를 위해 학교는 다양한 사회참여 활동 장려(43.2%), 민주적인 학교 문화 조성(23.7%), 민주시민교육 수업 강화(15.8%), 학생자치 활동 활성화(14.7%) 순으로 응답하여, 학생의 민주시민성을 제고를 위해서는 교실 안에서의 수업에 국한하지 않고, 교실과 학교 경계를 넘어 사회에 실제로 참여하는 활동과 민주시민에 대한 문화 조성을 통해 가능하다고 인식하는 것을 확인함.
∘ 2~3년 전과 비교했을 때 학교폭력의 수준은 심각하다(55.7%)고 인식하고 있으며, 국민들은 지속적으로 학교폭력의 원인을 가정교육의 부재(35.9%)로 꼽음. 초·중·고등학교에서 다문화학생과 함께 공부하는 것에 대해서는 긍정적으로 생각한다는 의견이 73.0%로 월등히 높음.
4) 교육과정 및 교육내용
∘ 초·중·고등학교 전반에서 가장 역점을 두어야 할 사항으로 사회성, 인간관계(28.8%),창의력(17.7%), 도덕성(13.4%), 기본 생활습관(11.2%), 사고력(10.2%) 순으로, 창의력에 대한 응답이 증가함. 학교급별로는 초등학교의 경우 기본 생활습관과 창의력을,중학교의 경우 사회성, 인간관계와 도덕성을, 고등학교의 경우 사회성, 인간관계와 지식을 1, 2순위로 꼽음. 이러한 응답 경향은 학교의 기능이나 역할과 관련해서 국민들은 지식의 전수 기능보다는 학생 발달에 따라 기본 생활습관과 사회성, 인간관계를보다 중시하고 있음을 시사함.
∘ 각 학교급에서 현재보다 더 중시해야 할 교과와 관련, 초등학교에서는 사회(역사/도덕 포함, 통합사회), 중학교에서는 한국사와 사회, 고등학교에서는 교양(철학, 진로와 직업, 환경 등)에 대한 응답비율이 높게 나타남. 이전의 조사 결과와 비교할 때 초등학교, 중학교에서 한국사에 대한 응답비율이 높게 나타나, 한·일 갈등이 사회적 이슈로 제기된 상황에 기인한 것으로 보임.
∘ 현재보다 강화되어야 할 교육내용으로 인성교육에 대한 응답비율이 높게 나타남. 고등학교의 경우 전체 응답자는 진로교육을 1순위로, 고등학교 학부모는 인성교육을 1순위로 응답한 차이가 있으나 각각 큰 차이 없이 2순위로 인성교육, 진로교육을 응답함. 초등학교와 중학교에서는 창의성교육을 2순위로 응답함. 미래 학생들에게 우선적으로 길러주어야 할 역량에 대해 초·중·고등학교 전반적으로는 자기관리 역량이 1순위, 창의적 사고 역량이 2순위로 나타남. 전체적으로는 창의적 사고 역량과 자기관리 역량을 길러주는 것이 필요하다고 응답하고 있으나, 초등학교에서는 의사소통역량 또한 중요하며, 고등학교에서는 지식정보처리 역량과 공동체 역량에 대한 응답비율이 높게 나타나고 있음.
5) 고교 정책 및 대입
∘ 고교 무상교육 전면 실시의 경우 전체 응답자의 찬성한다(매우 찬성과 찬성)는 응답비율은 53.7%이며, 고교 학점제에 대해서는 35.6%가, 고교체제 개편에 대해서는 44.1%가 찬성한다고 응답함. 무엇보다 전체 응답자에 비해 초·중·고 학부모의 찬성응답비율이 높게 나타나고 있음. 고교 무상교육 전면 실시의 경우 학부모의 찬성 응답비율은 67.0%, 고교 학점제에 대해서는 41.8%, 고교체제 개편에 대해서는 50.9%로 전체 응답자에 비해 현 정부 고등학교 관련 교육정책에 대한 지지 정도가 높음.고교 학점제의 경우 ‘보통이다’는 응답비율이 전체 응답자의 경우 45.2%, 초·중·고 학부모의 경우 41.8%로, 이는 고교 학점제 정책의 내용에 대한 인식 부족에 기인하는 것으로 판단됨. 향후 정책 추진의 과정에서 고교 학점제의 내용과 추진 계획에 대한 대국민 안내가 긴요할 것을 확인함.
∘ 현재 한국 고등학교의 직업교육(특성화고, 마이스터고 등 포함)의 비중(18.5%)에 대한 의견을 조사한 결과 낮으므로 더 높여야 한다는 응답이 전체 응답자의 55.4%, 초·중·고 학부모의 59.3%를 차지함. 응답 결과, 직업교육 비중을 높여야 한다는 의견이 다수인 것을 확인하였는데 직업교육이 마이스터고등학교나 특성화고등학교 등 직업교육 고등학교 확대, 일반계 고등학생의 직업교육 기회 확대, 고등학생에 대한 진로나 직업 관련 교육의 확대 등 다양한 방식으로 해석될 여지가 있는 만큼 향후 조사에서 응답 추이를 살펴보면서 보다 구체적인 질문 항목으로 구성할 필요가 있음.
∘ 대학입학전형에서 가장 많이 반영되어야 할 항목에 대해 전체 응답자의 30.8%가 대학수학능력시험이라고 응답함. 다음으로 특기·적성, 인성 및 봉사활동의 순임. 2011년과 2012년의 경우 고교 내신 성적에 대한 응답비율이 가장 높았던 반면, 2015년을 제외하면 2013년부터 2017년까지는 특기·적성과 인성 및 봉사활동에 대한 응답비율이 높게 나타남. 2011년 이래 2017년까지는 고교 내신 성적이 대학입학전형에서 가장 많이 반영되어야 한다는 의견에서 특기·적성이나 인성 및 봉사활동을 중요시하는 방향으로 여론이 전환되었다고 할 수 있음. 지난 2018년과 올해 조사에서는 대학수학능력시험이 각각 29.2%와 30.8%로 가장 높게 나타나고 있는데, 이는 지난해 대입제도 개편 과정에서 대입전형자료에 대한 다양한 논란이 제기되면서 대학수학능력시험을 주요 전형 자료로 활용하자는 여론이 높아진 것이라 할 수 있음. 그러나 특기·적성이나 인성 및 봉사활동에 대한 응답비율이 각각 25.6%와 23.4%를 차지하고 있다는 점 또한 고려할 필요가 있음.
∘ 대학에 진학하기 위한 경쟁 전망에 대해 완화되나 일류대 위주의 입시경쟁은 유지될 것이다에 대한 응답비율이 47.5%가 가장 높게 나타남. 2011년 이래의 동일 문항에대한 조사 결과 추이를 살펴보면 전체적으로 국민들은 대입 경쟁은 큰 변화가 없거나 조금 완화되고 있다 하더라도 일류대 위주의 경쟁은 여전히 유지될 것으로 전망함.
6) 교육복지 및 교육재정
∘ 교육재정 지원이 가장 우선적으로 확대되어야 할 학교급으로 유치원 등 유아교육(30.0%), 고등학교(23.0%), 초등학교(13.7%), 4년제 대학(10.8%), 중학교(8.2%) 순의 응답비율을 보여, 고등학교를 1순위로 꼼았던 지난 2년간의 조사 결과와는 차이가 있음. 국가 교육재원의 우선적 투자 분야와 관련해서는 유아 보육 및 교육 무상화(23.2%), 소외계층 교육지원(15.0%), 안전한 교육환경 조성(12.6%), 초등학교 돌봄교실운영 강화(12.4%) 순으로 높은 응답비율을 보여 보편적 복지 관점의 무상화 교육과 함께 사회적 약자에 초점을 맞춘 소외계층 교육지원이 각각 1, 2순위의 응답수치를보이고 있음을 확인함.
∘ 초·중·고 학생들을 위한 정부의 우선적 재정지원 필요 항목에 있어서는 학교급에 따라 응답비율의 차이가 있는 것으로 나타났는데, 초등학생은 학교급식비(37.6%), 중학생은 교복구입비(25.2%), 고등학생은 실험실습 시 안전장비 구입비(24.2%) 항목에대한 응답이 가장 높은 것으로 나타남.
∘ 학생 수 감소를 비롯한 교육환경의 변화에 따른 교육재정 규모에 대한 응답률은 교육여건을 선진국 수준으로 개선한 이후에 축소(33.5%), 교육재정을 축소하지 말고 현 수준을 유지(29.7%), 교육서비스의 질을 높이기 위하여 교육재정을 증가(20.8%),학생 수 감소비율에 따라 교육재정을 축소(11.7%)의 순으로 나타남. 국민들은 학생수가 감소한다고 하여 현 시점에서 교육재정을 축소하기 보다는 선진국 수준의 교육서비스 여건을 확보한 이후에 축소하는 것이 바람직하다 인식하고 있음을 확인할 수 있음. 또한, 축소에 대한 응답(45.2%)보다 현 수준을 유지하거나 오히려 증가할 필요성이 있다는 응답(50.5%)이 더 높은 것을 확인함.
∘ 돌봄 정책 중 보다 중점을 두고 추진해야 할 정책으로 유치원, 보육시설의 공공성·투명성 강화(38.2%)를 1순위로 꼽음. 2순위는 아이 돌봄서비스 확대(21.9%), 3순위는 온종일 돌봄체계 구축(17.7%), 4순위는 마을단위 공동육아 나눔터 확대(11.2%)의 순으로 나타남. 한편, 고령화 사회 도래에 따라 가장 바람직한 성인학습의 운영주체가 어디인지에 대해서는 지자체(36.6%)와 중앙정부(20.2%)를 선택한 결과가 각각 1, 2순위로 높게 나타남. 다음으로 대학(17.2%), 직업훈련기관(16.7%) 순임. 따라서 국민들은 성인학습의 운영 주체에 대해 지자체와 중앙정부, 즉 정부기관이 역할을 담당해 주기를 희망하고 있음을 확인할 수 있으며, 성인학습에 대한 정부차원의 정책적 노력이 필요함을 확인함.
7) 대학교육
∘ 한국 대학이 사회적으로 필요한 인재를 양상하고 있는 가에 대해 응답자의 절반이상(55.4%)이 그렇지 못하다고 응답하고 있어, 부정적인 인식이 높은 것으로 나타남. 그 동안 대학교육의 질을 제고하고, 대학교육과 노동시장의 연계를 통해 사회 맞춤형 인재를 양성하려는 다양한 정책들이 국민들의 체감할 수 있는 성과를 도출하지 못하고 있음을 엿 볼 수 있음. 한국의 대학이 사회에 필요한 인재를 양성하고 있다는 평가를 받기 위한 우선과제로 진로탐색 및 취업에 실질적으로 도움이 되는 직업 역량의 함양(38.0%), 사회생활에 필요한 시민의식 및 인격적 소양의 함양(36.4%)을 1, 2순위로 꼽아, 지속되고 있는 경제 불황과 이에 따른 구직난 등 노동시장 성과의 악화속에서 국민들은 대학교육과 노동시장이 연계를 강화할 수 있는 대학 교육과정 운영의 필요성을 요구하는 것으로 해석됨.
∘ 대학 교수들이 교육기관의 특성에 맞는 역할을 수행하고 있는 가에 대한 평가에서는 4년제 대학과 전문대학 모두에서 잘 못하고 있다는 응답(각각 41.8%, 35.1%)이 잘하고 있다는 응답(각각 8.1%, 14.3%)에 비해 월등히 높게 나타나 국민들의 대학 교수들의 역할 수행에 대한 평가는 부정적인 인식이 강한 것으로 나타남. 다만 상대적으로 4년제 대학에 비해 전문대학의 교수의 역할에 대한 부정적 평가가 적은 것으로 나타났으며, 이러한 경향은 2015년 이후 지속적으로 유지되고 있음.
∘ 정부의 사립대학에 대한 재정지원 확대 정책에 대해 반대한다(52.3%)는 의견이 찬성한다(28.5%)는 의견에 비해 다소 높게 나타남. 이는 사립대학에 대한 재정지원 정책이 재정지원의 타당성과 효과성에 대한 명확한 청사진을 제시하지 못할 경우 국민적 공감대를 확보하지 못할 가능성이 높다는 점을 시사하고 있음.

8) 교육현안 및 미래교육
∘ 교육행정권한을 누가 갖는 것이 바람직하겠는가에 대해 유・초・중・고 교육정책의 수립과 교과목 표준 학습성취 기준 마련에 대한 권한은 시・도교육감(각각 37.6%,36.3%)이, 필수 교육과정의 결정 권한은 교육부 장관(36.4%)이, 학생의 기초학력 보장 권한은 단위학교 교장(40.3%)이 갖는 것이 바람직하다고 응답함. 지난해를 제외하고 2015년 조사부터 지속적으로 필수 교육과정의 결정 권한은 교육부 장관이 갖는 것이 바람직하다는 의견으로 초・중등교육과 관련한 권한의 지방 이양 확대 정책에도 불구하고 국민들은 필수 교육과정의 결정은 중앙정부에서 해주기를 기대하는 것으로 확인함. 시・도교육감을 직선제로 선출하는 방안에 대해서는 지속적으로 찬성한다(49.0%)는 의견의 응답비율이 높으며, 초・중・고 학부모들의 찬성비율은 더 높은 것으로 나타남.

∘ 미래 사회 변화 중 우리 교육에 가장 큰 영향을 끼칠 변화로는 저출산 고령화로 인한 학령인구 감소(46.7%)를 1순위로 꼽고 있으며, 이러한 변화에 대응하기 위한 교육분야의 과제로 학습자 맞춤형 교육을 위한 유연한 교육체제 구축(22.9%), 학습자관리시스템(학습 관리, 생활지도, 건강관리, 진로지도 등) 구축 및 운영(21.7%), 온라인오프라인 학습 병행 및 학교 밖 학습경험 인정(15.3%) 등의 응답비율이 높음.

∘ 자녀가 학교의 여러 문제들로 학교에 다는 것을 거부할 경우 다른 대안을 찾겠다는 의견(50.2%)과 그 학교가 아니더라도 정규학교를 다니게 하겠다(44.6%)는 의견이 양분되는 양상을 보임. 정규학교를 다니게 하겠다는 의견은 다소 상승한 반면, 다른 대안을 찾겠다는 의견은 감소하는 양상을 보여 국민들의 정규 학교교육의 필요성에 대한 인식의 변화가 감지됨.
∘ 우리 사회에서 자녀 교육에 성공했다는 의미로는 자녀가 하고 싶은 일, 좋아하는 일을 하게 된 경우(25.1%)를 1순위로 꼽았으며, 자녀가 인격을 갖춘 사람으로 크는 것(22.4%)과 좋은 직장에 취직한 경우(21.3%)가 유사한 수준에서 2, 3순위에 꼽힘. 지난해까지는 자녀가 좋은 직장에 취직했다가 줄곧 1순위를 유지하였음. 한국의 부모들은 자녀의 앞으로의 삶에 대해 장차 가족이나 주위 사람들과 원만하게 지내는 삶을 살아가기를 가장 많이 바라는 것(26.3%)으로 나타났으며, 경제적으로 윤택한 삶을 살기를 바라는 경우(21.9%)는 그 뒤를 이었음. 특히 전체 8개의 선택지 중에 가족이나 주위 사람들과 원한하게 지내는 삶, 경제적으로 윤택한 삶, 본인의 개성이나 취리를 살리는 삶, 건강한 삶 등 4개의 삶의 모습에 전체 응답의 80%이상이 몰려 있고,그 우선순위도 변하지 않고 유지되고 있음을 확인함.
∘ 자녀에 대한 경제적 지원의 부담 시기에 대해선 전체 응답자의 절반에 가까운 48.2%가 대학생까지 경제적 지원을 부담할 의향이 있다고 응답하였으며, 취업할 때까지 경제적 지원을 부담하겠다는 의견은 19.4%로 그 뒤를 이음. 이는 부모의 경제적 수준이 대학생 자녀에 대한 교육적 성과에 영향을 미칠 수 있다는 연구가 상당수 제시되고 있는 만큼 대학생 자녀에 대한 부모의 경제적 지원이 교육격차의 유발로 이어지지 않도록 하는 정책이 필요함을 시사함.

KEDI POLL 2019 was undertaken to investigate how the public feels about nation’s schools and education policies. This study aims to understand what Korean society expects from educators and policy-makers. Serving as the most trusted source of public opinions about Korean education and educational issues, this is the 14th annual KEDI POLL in a series that began in 1999.
The results presented here are based on a nationally representative, stratified sample of 4,000 adults(age 19~74) in Korea. Results are subject to a maximumsampling error(MSE) of ± 1.55% at the 95% confidence level. This online poll consists of nine sub-categories and 64 questions. The sub-categories are thefollowings: 1. Evaluation of Education Policy and Schools, 2. Teachers, 3. StudentLife, 4. Curriculum and Learning Contents, 5. High School Policies and CollegeAdmission, 6. Educational Welfare Service and Education Finance, 7. Higher Education, 8. Current Issues in Education and Education for the Future, 9. Viewpoint on Education.
< Evaluation of Education Policy and Schools >
∙ The public prioritized 'an expansion and strengthened public kindergarten', 'an expansion of all-day after-school childcare' as the most needed change at the K-12 level. The results imply that Koreans want education policies tofocus on issues related to 'education for public good' and 'safe care system' at the level of pre-K & kindergarten, elementary school(primary) education,middle and high school(secondary) education. For higher education policies,people want a reduction in college tuition and simplification of the collegeadmission process the most. These results support that 'college tuition' and 'simplification and stabilization of the college admission process' are the most urgent issues at the level of higher education. In life-long learning and career education, Koreans want to strengthen customized career educationand local based vocational training.
∙ Most Koreans(53.5%) give C's to schools in primary and secondary levels, which also leads to the conclusion that more Koreans evaluated schools negatively in general. The results suggest that the level of dissatisfaction on education is increasing as it proceeds onto a higher level of schooling. Thus the dissatisfaction level is highest at the high school level. The public believes 'personalized advising and teaching' and 'improving the quality of coursework' would help to make the school evaluation positive. At the high school level, it is recommended to center on career education and collegeadvisory to achieve positive evaluation results.
∙ Regarding the school choices, the results on primary school level reveal that a character education(32.2%), specialties of education programs(13.1%) are the most influential factors to make a school choice decision. Notably, at the high school level, career advisory(23.4%) and teachers' quality(17.4%) are the most effective factors in decision making.
∙ While the respondents on average suggested a change of 'Hakbeolism' oriented society(27.0%) and the diversification of teaching method(19.5%) to improve public education, the parental group of respondents suggested a change in college admission(21.1%) and enhancement of teacherprofessionalism(18.1%) improve public education.
∙ When asked whether parents are willing to send their children to study abroad, 37.6% responds they are willing to do, but 44.7% says they are not interested in. However, depending on the schooling level, the responses for willingness to study abroad vary (Elementary school 17.3%, Middle school 29.9%, High school 41.9%). Again, this result describes that a dissatisfactionlevel is higher as proceeding to higher education level.
∙ The respondents believe education policies in Korea are not consistent, nor having a long-term vision, while they view education policies are somewhatsuitable for conditions in Korea and reflecting public opinions moderately.Moreover, the respondents believe the roles of the 'National Committee onEducation' should also focus on long–term planning for education policy.Thus, the consistent efforts for long-term and stable policy planning are required.
< Teachers >
∙ Korean public holds an Average level of trust (2.79 on a 5-point Likert scale) on the competency of primary and secondary teachers. The public wants Korean teachers to acquire the ability to teach life skills(50.2%) communication skills with pupils and parents (20.7%) at the elementary school level. Furthermore, Koreans want teachers to develop professional teaching skills (37.4%) and the guidance(23.5%) at the middle school level; and career and college admission advisory skills (52.4%), and professional teaching skills (23.3%) at the high school level. These findings recommend reviewing current teacher training programs, whether they reflect whatcitizens want from teachers.
∙ The survey shows that more than half (53.1% overall and 56.1% among the parental group) of Koreans agree to allow a portion of elementary and secondary teaching positions to be filled with field experts with no teaching license. This finding indicates the demand for teaching experts in various fields. Moreover, another survey shows that 63.2% of the respondents would support their children to become a teacher(66.8% of the parental groupwould support).
< Student Life >
∙ Koreans consider 'individual effort/grit(37.4%)' and 'academic atmosphere of school/classroom(21.5%)' to be the most influential factors on student's academic achievement. On the perception of moral/ethical standards of pupils, 46.3% of respondents answered Average, and 44.1% responded Bad or Very Bad. Koreans think the level of the moral/ethical standards of pupils is lower than the standard expectation. On factors influencing the moral/ethical standards of pupils, the respondents considered family factors to be more influential than formal education.
∙ The public perceives students' level of democratic citizenship is on Average(2.76 on a 5-point Likert scale). Survey on factors cultivating democratic citizenry reveals that Formal Education(34.0%), Society(27.4%), and Family(26.5%) to be influential. In order to foster democratic citizenship, schools are expected to encourage participation in various social activities(43.2%), create democratic school culture(23.7%), and strengthendemocratic citizenship education(15.8%). The findings imply that cultivatingdemocratic citizenship is not limited to classroom activities.
∙ On a comparative study of School Violence over the past 2-3 years, 55.7% responded that a School Violence problem is at a dangerous level. The respondents consider the lack of parental guidance(35.9%) to be most responsible for children being violent. In addition, the majority of Koreans(73.0%) are positive on having multi-cultural students at schools.
< Curriculum and Learning Content >
∙ The findings on what Koreans wish for youths to cultivate from formal education include sociability and relations(28.8%), creativity(17.7%), morality(13.4%), good daily habits(11.2%), and critical thinking(10.2%). In particular, respondents chose the priorities to be developing good daily habits and creativity at the elementary school level; sociability and morality at the middle school level; sociability and knowledge at the high school level. These findings reflect that the general public regards schooling as a stage forcultivating essential qualities for citizenship rather than just passing theknowledge.
∙ Koreans think Social Studies(including history and ethics) should be more emphasized in the current curriculum of elementary and middle school education. In the high school curriculum, elective courses(such as career education, philosophy, environmental studies) are considered to be in need of improvement. The overall demand for Social Studies seems to reflect poor diplomatic relations with Japan in recent days.
∙ In terms of curricular improvement, respondents want character education to be strengthened the most. There is also a demand for increasing creativityeducation at the elementary and middle school level. When the respondentsare asked to choose the competency that the future generation will need themost, the respondents picked a self-managing skill and creative thinking skill.
< High School Policies and College Admission >
∙ More than half of respondents(53.7%) support the proposed agenda of free high school education. 44.1% of respondents agree to change in the current high school system. When the respondents are asked to prioritize where to spend limited public fund, free childcare and education for pre-K(23.2%), more financial support of marginal students(15.0%), creating safe education environment(12.6%), strengthening childcare service at elementary schooling level(12.4%) are mentioned. Lastly, the respondents think financial support toward the meal plan(37.6%) at the elementary school level, the schooluniform(25.2%) at the middle school level, and laboratory safety equipment(24.2%) at the high school level should be prioritized.
∙ Given that the number of students has been decreasing, 33.5% of the respondents say that the public finances for education can be decreased only after education quality meets the level of a developed country's education. Other respondents(29.7%) believe the government should maintain thecurrent level of public funds for education, while only 11.7% insist onreducing the public funds in education.
∙ In regards to the childcare policies, Koreans would like the government to focus more on the transparency of childcare centers and kindergarten. Onthe other hand, Koreans view adult learning as a responsibility of the local and central governments. ∙ The plurality of respondents thinks higher education institutions in Korea do not educate students well enough to be prepared for life after graduation(55.4% say institutions are not preparing students). Although there have been several policy attempts to ameliorate higher education, the public is notsatisfied with the current status. In order to improve the evaluation, thepublic wants higher education to concentrate on capacity building for careers(38.0% support) and development of democratic citizenship(36.4% support). Based on the results, there is a demand for higher education to playa vital role in preparing students for the labor market without difficulties.
∙ The responses to "professors at Korean universities teach appropriately based on the specialties of their institutions" were generally negative. For 4-year colleges, 41.8% of the responses disagree with professors teaching appropriately based on the specialties, and for 2-year colleges, 35.1% of respondents negatively assessed professors. 52.3% of the respondents disagree on increasing support for private universities, while 28.5% agree. In other words, the rationales to support private universities are not verified by the public.
∙ When asked to choose the most crucial factor in evaluating universities, 25.5% picked 'financial transparency in university management', 23.4% chose 'ability of instructors', and 22% selected 'appropriateness of curriculum'. These three factors have been selected for the last few years; thus, the public's expectation of higher education has not changed much.
< Current Issues in Education and Education for the Future >

The results imply that there is a demand to disseminate the central power on the control education system to the locals and individuals to some extent. However, Koreans still rely on the central power to determine the core curriculum for everyone.
∙ The public believes that there is no significant change in an individual's educational costs compared to prior 2-3 years. However, compared to the last year's survey result, there are more people who think private tutoringbecame intense in the education market(19.9%→30.9%). In addition, among the factors mentioned, those that respondents rate as most effective inreducing individual's educational expenses include linking EBS courses to the CSAT(21.7%), after-school programs(16.8%), general EBS courses(14.7%), andsimplification of the college admission process(13.2%). Among the parentalgroups, the most effective factors in reducing an individual's educationalexpenses are the simplification of the college admission process(16.2%) andthe prohibition of prerequisite learning(11.8%).
∙ The survey results also explain that parents spend money on private tutoring(private education in general) because they want to support their children to develop specialties and aptitudes(24.6%), though the results also reveal that most parents(94.7%) feel overwhelmed by the educational expenses they spend for children. The continuous concerns regarding individual burdens on education expenses should be studied in-depth to find appropriate strategies to ameliorate the problems stem from private tutoring.
∙ Interestingly, Korean parents hold a bilateral perspective toward private tutoring. They admit that starting private tutoring at an early age is not helpful(42.7%). However, they think private education is necessary for their children to enhance self-motivated learning(35.3%). Parents want to decide on what kind of private education their children would get(36.9%), and they feel insecure when their children do not study(43.2%). While parents feel educational expenses are burdensome, they also feel relieved when theirchildren are receiving private tutoring(41.5%).
∙ Many Koreans are aware that the current low birth rate and aging society will greatly influence Korean society, and the reduction in the school-agepopulation will be the most effective factor(46.7%) to shape education. In preparation for the future society, Koreans believe setting a flexibleeducation system for an individualized learning environment(22.9%), and amanagement system for learners(21.7%) are the most critical tasks in theeducation field.
∙ The public wants future elementary schools to focus on childcare(25.0%), middle schools focus on teaching students self-management andproblem-solving skills (33.4%), and high schools focus on future-orientedcareer education(35.6%).
< Viewpoint on Education >
∙ When children refuse to attend school for some reason, Koreans would instead find an alternative (50.2% of the respondents). At the same time, many Koreans(44.6%) respond they would find another public school if their children refuse to attend a school. Compared to the previous year’s result, the result reveals that Koreans’ demand for public education is increasing.

The results indicate that a plethora of Koreans are willing to offer financial support to their children. As financial support can determine the education attainment, more research on the link between familysocio-economic status and education attainment is in need.
∙ Koreans observe that discrimination formed by academic background and 'Hakbeolism' is still significantly noticeable in Korean society, and 58.8% thinks this ‘Hakbeolism’ would not disappear. Furthermore, the public supposes that a hierarchical ranking structure of higher educationinstitutions in Korea would not change.
∙ Finally, the survey intends to find a correlation between education and social status, wealth, and satisfaction. The public perceives that the more education they receive, the more possibilities to become affluent, achieve higher social status, and feel satisfied.
