본 연구에서는 2015 개정교육과정에서 신설과목이자 통합과목으로서 특별한 위상을 가지고 있는 고등학교 통합사회 및 통합과학 과목의 학교 현장 적용 실태에 대한 심층분석을 통해, 이들 과목의 교과역량 함양을 위한 교수학습 및 평가과정에서 다양한 전공 배경을 가진 교사들이 겪는어려움을 파악하고 이를 극복하기 위한 효과적인 개선방안을 제시하고자 하였다. 이를 위해 Ⅱ장에서는통합사회, 통합과학의 교과역량 및 성취기준에 대한 분석을 시도하였다. 통합사회 및 통합과학 교수학습 실태를 분석하고 개선 방안을 마련하기 위해서는 교과역량 및 성취기준에 대한 체계적인 이해가 전제되어야 하기 때문이다. Ⅲ장에서는 설문 조사 및 수업관찰을 통해 통합사회, 통합과학의 교과 역량 함양을 위한 교수학습 및 평가 실태를 파악하여 개선 방안 도출을 위한 시사점을 얻고자하였다.
Ⅳ장에서는 Ⅱ장과 Ⅲ장의 연구 결과를 바탕으로 통합사회, 통합과학 교수학습 및 평가개선방안을 제시하였다. Ⅴ장에서는Ⅳ장에서 제시된 교수학습 및 평가개선방안이 학교 현장에 성공적으로 적용되기 위한 정책제언을 제시하였다. 주요연구결과는다음과같다.
■ 통합사회, 통합과학의 교과 역량 및 성취기준 분석
본 연구에서는 통합사회 및 통합과학교과 역량의 의미분석을 위해 핵심역량과의 관계분석 및 SNA분석을 실시하였다. 통합사회, 통합과학교과역량과핵심역량과의 관계분석은 기존선행연구에 대한 검토를 중심으로 선행연구에서 의견이 불일치하는 교과역량들을 중심으로 전문가의견을반영하여 추가분석하였고, 그결과를 도출하였다. 또한 통합사회 및 통합과학의 개별교과역량들이 가지고 있는 구체적이고 실질적인 의미를 이해하기 위해 SNA 분석을 실시하였다. 통합사회의 경우 전공 개론서의 교과 역량 관련 설명을 분석 대상으로 하였고, 통합과학에서는 교과 역량의 의미에 대한 현장 교사들의 서술형 응답결과를 분석하였다. NetMiner 4를 이용하여 네트워크분석을 실시하였으며, 연결중심성(degree centrality)과 위세중심성(eigenvector centrality)을 중심으로 분석하여 결과를 도출하였다.
또한 본 연구에서는 통합사회 및 통합과학 교과 역량의 의미 분석을 위해 통합사회 및 통합과학 성취기준과 교과역량과의 관계분석을 실시하였다. 분석은 통합사회, 통합과학 교과서 집필진이 포함된 교사 워킹 그룹에 대해 1차 온라인 의견 조사 → 오프라인 협의→2차 온라인 의견조사순으로 진행되었다. 워킹그룹운영을 통해 교과역량별 성취기준과의 관계 분석 결과를 도출하였고, 일부 교과 역량의 성취 기준 반영 여부에 대해서는 의견불일치가 나타나고 있다는 점을 확인하였다. 이를 통해 일부교과역량 및 성취기준에 대해서는 교사들의 공유된 이해를 제고하기 위한 노력이 필요하다는 시사점을 얻을 수 있었다.
■ 통합사회, 통합과학의 교수학습 및 평가 실태
본 연구에서는 통합사회, 통합과학의 교수학습 및 평가실태를 파악하기 위해 설문조사를 실시하였다. 설문 조사는 통합사회 및 통합과학을 편성·운영해야 하는 일반 고등학교(자율 고등학교 포함)와 특수 목적 고등학교, 산업수요 맞춤형 고등학교 등 2,390개교를 대상으로 하였고, 2019년 7월 10일∼15일 동안 학교당 통합사회 및 통합과학 담당 교사 각1명이 온라인 설문에 응답하도록하였다. 통합사회의 경우 설문조사기간동안설문에 응답한인원은1,180명이었지만, 모든문항에응답한1,077명의결과를 분석하였다. 통합과학의 경우 설문 조사 기간 동안 설문에 응답한 인원은 1,222명이었지만, 본 연구에서는 모든문항에응답한1,129명의결과를 분석하였다. 설문을 통해 취득자격과목, 교직경력,통합 과목 담당 기간 등을 포함한 통합 과목 담당 교사들의 배경 정보, 통합 과목 편성단위, 학급당 통합 과목 담당 교사 수, 담당 교사 간 협력 방식 등을 포함한 단위 학교운영 현황, 그리고 교과 역량에 대한 인식, 통합 과목 운영의 어려움 및 극복 노력, 통합과목의 교수학습 및 평가 개선을 위한 지원 요구 등에 대해 파악할 수 있었다. 설문 조사결과는 빈도분석을 중심으로 한기술통계결과를 먼저제시하고, 교사변인 및 학교변인에 따른 일원변량분석(유의한 경우에 한하여 사후분석실시) 및 카이제곱 검증결과를 추가로 제시하였다.
또한 본 연구에서는 통합사회, 통합과학의 교수학습 및 평가실태를 파악하기 위해 수업관찰 및 이에 대한 분석을 실시하였다. 수업 분석은 통합사회 및 통합과학 각각 3개교를 대상으로 실시되었다. 통합사회 수업 분석을 위해 서로 다른 지역에 위치한 3개교의 총 3차시수업을 관찰하였고, 통합과학수업분석을 위해3개교의총12차시수업을 관찰하였다. 수업분석에서는 먼저 관찰대상수업에 대해 교사와 학생의 활동을 시간대별로 분석하여 수업의 특징을 파악하고자 하였다. 수업에 대한 시간대별 분석을 통해 통합사회 및 통합과학 수업에서 나타나는 활동 유형과 빈도 등에 대해 파악할 수 있었다. 다음으로 수업분석에서는정성적 측면에 대한분석을 통해 통합사회, 통합과학의 교수학습 및 평가실태를 파악하고자 하였다. 이를 통해 교사와 학생들의 상호 작용 및 매체 활용, 교수학습과 평가의 연계 등과 관련된 통합사회, 통합과학 수업의 특징을 도출하였다.
■ 통합사회, 통합과학의 교수학습 및 평가 개선 방안
본 연구에서는 다양한 전공배경을 가진 교사들이 통합사회, 통합과학을 담당하는과정에서 나타날 수 있는 성취기준에 대한 이해의 차이를 최소화하기 위하여 관련 내용 요소 및 교과역량에 대한 이해공유를 첫번째 개선방안으로 제시하였다. 이를위해본연구에서는 먼저성취기준 관련내용요소에 대한 이해제고 및 공유의 필요성을 제시하고 성취기준 관련 내용 요소에 대한 교사 이해도 제고를 위한 자료(예시)를 개발하였다. 다음으로 성취기준 관련 교과역량에 대한 이해제고의 필요성을 제시하고, 성취기준 관련교과역량에 대한 교사이해도제고를 위한 자료(예시)를 제시하였다. 마지막으로 개별성취기준에 교과역량들이 구체적으로 어떻게 관련되어있는 지에 대한 교사이해도 제고를 위한 자료(예시)를 제시하였다.
두번째로 통합사회, 통합과학의 교수학습 개선방안을 제시하였다. 이를 위해 먼저 통합사회, 통합과학의 교수학습 과정에서 교과 역량 함양이 효과적으로 이루어질 수 있도록 유용한 자료제공의 필요성을 확인하고, 통합사회교과역량인 비판적 사고력을 중심으로 관련자료(예시)를개발하였다. 다음으로 교수학습과정에서의 교사간협력강화를 통한 교수학습개선의사례들을 확인하고, 이를 활용한 교수학습개선방안을 제시하였다. 마지막으로 활동중심수업에서 활동결과에 대한 적극적인 피드백 제시의 필요성을 확인하고,이를 위한 수업 절차(예시)를 제시하였다.
세 번째로 통합사회, 통합과학의 평가 측면의 개선 방안을 제시하였다. 먼저 지필평가 횟수, 수행평가 비율, 석차등급 산출 여부 등을 담당 교사들에게 자율적으로 결정할 수 있도록 다양한 평가모형을 제시하였다. 다음으로 수행평가에서 활동결과물(학습지, 발표자료)에 대한 평가뿐만아니라 활동과정에 대한 평가를 포함할것을 개선방안으로 제시하고, 수행평가에 이를 반영할 수 있는 구체적인 자료(예시)를 제시하였다.
마지막으로편성및운영체제의개선방안을제시하였다. 먼저교수학습및평가개선을 위해 교육부에서 제시한 8단위의 기본 이수 단위 확보가 필요하다는 방안을 제시하였다.
다음으로 블록타임운영 또는 교사간협력학습지원을 위한 수업시간 편성을 개선방안으로 제시하였다.
■ 정책 제언
본 연구에서 제시하는 첫번째 제언은 본 연구를 통해 제시된 통합사회, 통합과학의 교수 학습 및 평가개선방안의 성공적 적용을 위한 기반조성이 필요하다는 것이다. 교수학습 및 평가의 개선은 교사개인의 의지만으로 되는것이 아니라 이를 뒷받침 할수있는 환경 및 제도 마련을 통해 이루어질 수 있기 때문이다. 본 연구에서 제시한 개선 방안이 학교현장에서 성공적으로적용될수있는기반조성을 위해 통합사회, 통합과학의위상및 성격에 대한 홍보 강화, 교수학습 및 평가 개선 관련 자료 개발 및 우수 사례 발굴, 교수학습 및 평가 개선을 위한 평가 관련 지침 개정 등의 3가지 추진 전략을 제시하였다.
두 번째 제언은 교수학습 및 평가 개선 방안의 공유 및 확산이다. 본 연구에서 제시된 4가지 개선방안이 실제 학교현장에서 효과적으로 적용되기 위해서는교사들이 이를 공유하고, 학교 현장에서 실천하고 확산시켜 나가는 선순환의 과정이 필수적이다. 교수학습 및 평가의 실질적인 개선은 지침이나 지시를 통해서가 아니라 담당 교사들의 적극적인 참여에 바탕을 둔 실천을 필요로 하기 때문이다. 이에 본 연구에서는 맞춤형 교사연수를 통한 공유 및 확산, 교사 양성 및 선발 과정을 통한 공유 및 확산, 교사 학습 공동체를 통한 공유 및 확산과 같은 3가지 추진 전략을 제시하였다.
세번째 제언은 통합사회, 통합과학의교수학습 및 평가개선이 학교현장에서 효과적으로 이루어지기 위한 지원체제 확보이다. 공교육체제에서 교수학습 및 평가개선은 개별교사 차원의 노력뿐만 아니라 행정적 뒷받침을 필요로 하기에, 신설 과목인 통합사회 및 통합과학의 특성상현장교사들이 전문성을 갖출수 있도록 하는 지원이 필요하다. 본 연구에서는 교수학습 및 평가 개선을 위한 효과적인 지원 체제 구축을 위해 교육부 - 시·도 교육청담당자 협의체구성 및 운영, 전문인력을 갖춘 연구 및 지원센터 운영등과 같은 2가지 추진 전략을 제시하였다.

This study is conducted to explore the application of the Integrated Social Studies and the Integrated Science, which are new subjects and are recognized as specialsubjects in 2015 Revised National Curriculum. This study consists of in-depth analysis of teachers’ application of Integrated Social Studies and Integrated Science to theirteachings and assessments. Specifically, it is designed to provide the understanding of the difficulties for teachers with individual academic backgrounds who must teach integrated content knowledge and possess skills from diverse academic disciplines to young students while evaluating the students’ knowledge, skills, and experience. Thestudy’s intent is to suggest ideas which can impact the improvement of the Integrated Social Studies curricula and the Integrated Science curricula.
Individual chapters are assigned to the description of research projects of the study and the demonstrations of the findings of those projects. Chapter II is assigned to the analysis of the expected competencies of students after taking the integrated courses and the analysis of the standards which describe the goals that students with the subject competencies are expected to reach. In Chapter III, the research methods are described,which include surveys and classroom teaching observations. The methods are selected to obtain the information of the teachings and assessments by teachers who are teaching those integrated subjects, and such information will be useful for the suggestion of improvement in the application of those integrated national curricula. Based on thefindings from the studies described in Chapters II and III, the strategies to improve pedagogies and evaluations included in those curricula are suggested. In Chapter V, the policies to apply the newly suggested strategies to high schools are discussed.
The key findings are as follows:
A. The Analysis of subject competencies and achievement standard of the Integrated Social Studies and the Integrated Science
In these studies, the semantic meanings of the Integrated Social Studies and the Integrated Science were analyzed.
The semantic analysis of the Integrated Social Studies and Integrated Science. This study conducted a semantic analysis of Integrated Social Studies and Integrated Science by analyzing the relationships between subject competencies and core competencies. The analysis was conducted by a semantic network analysis. Inaddition, our findings, which are related to the issues of the social studies and sciencescholarships, are reviewed by the experts in the two academic disciplines. As for the Integrated Social Studies, the descriptions of major textbooks in the social studies scholarship were analyzed. As for the Integrated Science, high school teachers’descriptive answers from the questions of the Integrated Science competencies were analyzed. NetMiner4 was used for those analyses, focusing on the exploration of degree centrality and eigenvector centrality of the analyzed texts.
The analysis of the relationship between the standards of the Integrated Social Studies and the Integrated Science and those of competence emphasized in the two national curricula. This study was conducted to analyze the standards and the subject competencies included in the two national curricula in order to explore the details of meanings of the competencies for the integrated social studies and those for the integrated science. The steps to conduct those analyses are as follows. Step 1 was the first on-line based, working group survey. The working group included high school integrated social studies and high school integrated science textbook authors. Step 2 was the face-to-face discussion among the working group, and step 3 was the secondon-line based survey of the working groups. The working group identified several inconsistences between the standards and the competencies of both national curricula.
This finding suggested that the efforts at policies needed to be provided for creating a shared understanding of the standards and competencies among teachers.
B. The Exploration of Teaching, Learning, and Evaluation in the Integrated Social Studies and the Integrated Science Classroom
In these studies, the teaching, learning, and evaluations of the Integrated Social Studies and the Integrated Science were analyzed.
The survey results of the teaching, learning, and evaluation of the integrated social studies and the integrated science. This study conducted a survey to explore the teaching, learning, and evaluation conducted in the fields of the integrated social studies and the integrated science classrooms in the two curricula, respectively. As for social studies survey, subjects were 2,390 high schools, including general high schools; self-governed high schools; high schools specialized for specific disciplines, such as science and foreign language arts; and high schools specialized for industrial needs. The surveys were conducted for 50 days since July 10, 2019. In total, 1,222 social studies teachers who were teaching integrated social studies subjects were selected asrepresentatives of their own schools to respond to the questions. One teacher per school was selected. The number of valid responses was 1,180. The same type of survey was conducted for science curriculum and 1,129 subjects. All subjects of the science curriculum provided valid responses. The background information consisted of the subjects’ certified subjects, teaching career years, the units of the integrated courses, the number of teachers who were teaching integrated subjects, and the number of integrated teachers per classroom. The main questions of the surveys were the teachers’ perceptions of the integrated subjects; their problems and the efforts to solve the problems; the methods by which teachers collaborate with one another; and the needto reform teaching, learning, and evaluation systems. The findings were drawn by adescriptive statistics analysis, a one-way ANOVA by factors such as teacher and school, and by a chi-square analysis.
The classroom analysis of teaching in the integrated social studies and the integrated science. This study was conducted to explore the teaching, learning, and evaluation of the two integrated subject classroom teachings. Three high schools were assigned to the analysis of the social studies classrooms, and another three were assigned to the analysis of the science teaching. Three schools of individual subjects were located in different areas. In total, 12 classroom teachings from the individual subject domains were observed. By analyzing the timeline of classroom teachings, the frequencies and the types of classroom activities could be explored. In addition, the quality of activities could be understood by a qualitative approach to the observed teachings. Through this study, teacher-student interactions, and usage of multimedia for teachings, the characteristics of the observed teachings by subject were found.
C. Suggestions to Improve the Integrated Social Studies and Science Teaching, Learning, and Evaluation
This study was conducted to suggest ideas to improve the integrated social studies and integrated science in order to minimize the difference between social studies teachers’ understanding and science teachers’ understanding regarding the standards of national curricula related to integrated subjects. Thus, the first idea was the construction of shared knowledge among the teachers from individual subjects. To realize the ideas, this study provided the theoretical background related to the construction of the shared understanding and the demonstrated examples of the shared understandings constructed for social studies and science teachers. Finally, the materials along with the shared understanding examples were offered.
Improvement of the teaching and learning methods was the second idea. In order to realize this idea, critical thinking competencies included in the curriculum of social studies were the focus, and examples related to those thinking methods were developed as well as provided. Next, the cases of teaching critical thinking in social studies subjects were identified and provided. Finally, the findings related to feedback processesof the active learnings in the integrated-subject classroom teachings and relatedexamples were suggested.
The third set of suggestions was related to the evaluation. First, diverse evaluation models embracing the frequencies of writing-based evaluation, performance-based evaluation, and options for ranking students were provided. Next, the process of students’ performance as well as students’ outcomes, such as worksheets and presentations, were suggested along with detailed examples.
The final suggestion was the improvement of the unit maps of the two integrated subject curricula. At least eight units had to be assigned for teaching of the two subjects, respectively. In addition, block time of classroom teaching was also suggested.
Policy suggestions to establish the Foundation of Teaching, Learning, and Evaluation Improvement. The first suggestion was the establishment of the foundation to improve teaching, learning, and evaluations at the national level. Thus, it was necessary to offer the information of integrated subjects to active non-educators such as parents; by schools; the findings of cases about teachings, learning, and evaluation of the integrated subjects; and the revision of policies, rules, and restrictions of evaluation.
Sharing the newly developed teaching, learning, and evaluation methods. The sharing and distribution of the methods for newly developed teaching, learning, and evaluation methods must be suggested. In order to realize all the suggestions provided by this set of studies, it is necessary to distribute the researched suggestions to educators and non-educators. For this reason, this study also suggested three strategies focused on the sharing and distribution of the research findings: (1) in-service teacher national trainings, (2) delivery of the information about integrated subjects to preservice teachers through the recruitment process of new teachers, and (3) workshops in teachers’ professional communities.
Construction of a system to support teaching, learning, and evaluation in classrooms. In order to improve teaching, learning, and evaluations in integrated classrooms, the systemic support must be provided to teachers, such as administrative support in public schools, and training opportunities must be offered to in-service teachers. Based on these ideas, this study suggested that the Ministry of Education of the South Korean national government and province governments should construct practical taskforce teams and the establishment of integrated subject support centers with experts.
