COVID-19 팬데믹, 4차 산업혁명 기술의 고도화, 학령인구 감소 등으로 고등교육의 환경 변화가 직・간접적으로 발생하고 있다. 이에 따라 전통적인 대학 교수・학습 방법의 대체 역할을 했던 비대면 온라인 수업이 일상화되었다. 또한 4차 산업혁명 시대에 따른 산업구조 변화는 대학 전공과 일자리 지형의 변화를 초래했다. 이러한 변화는 현재 운영하고 있는 고등교육기관에 대한 여러가지 변화 방안을 모색해야 할 필요성이 있음을 강조한다.
고등교육기관 분류 체계 분석이 필요한 이유는 다음과 같다. 첫째, 고등교육 환경 변화에 따른 새로

고등교육기관 분류 체계 분석이 필요한 이유는 다음과 같다. 첫째, 고등교육 환경 변화에 따른 새로운 대학 분류 체계 모색, 둘째, 대학 분류 체계의 사회요구 부합도와 다양성 확보 사례 파악, 셋째, 대학 분류 체계 활용의 벤치마킹 근거 확보 및 정책 개선 기반 조성이다. 이상의 필요성을 갖고 본 연구의 구체적인 목적을 살펴보면 다음과 같다. 첫째, 해외 주요 국가에서 통용되는 대학분류 체계와 세부 기준 조사, 둘째, 대학 분류 체계를 활용한 국가별 정책 사례 분석, 셋째, 우리나라 고등교육정책 수립에 반영할 시사점 도출이다. 본 연구는 이러한 필요성과 목적을 바탕으로 고등교육기관 분류 체계의 개선 방향을 탐색하였다.
본 연구의 내용은 크게 네 가지로 구성하였다. 첫째, 대학 분류 체계의 배경 분석이다. 이를 위해 대학 분류 체계를 둘러싼 이슈를 도출하였고 현재 진행되는 대학 분류 체계와 관련한 정책을 분석하였다. 그리고 미래의 대학 분류 체계를 전망하는 사례는 무엇인지 살펴보았다. 이를 통해 대학 분류 체계에 대한 쟁점이 무엇인지 추론해보고 앞으로 고등교육기관 분류 체계와 연계된 정책 및 관련 전망은 무엇일지 분석하였다. 둘째, 우리나라의 대학 분류 체계를 분석하였다. 먼저 법적・제도적 기반에 근거한 분류 체계의 현황을 확인하였고 교육부가 고등교육 정책을 추진할 때 활용하는 분류 체계 및 통계 데이터 구축 시 활용하는 분류 체계의 현황을 분석하였다. 또한 국제적 통용성에 근거한 대학 분류 체계는 무엇인지도 탐색하였다. 셋째, 주요국의 고등교육기관 분류체계와 분류 체계를 활용한 정책 사례를 분석하고 시사점을 도출하였다. 본 연구는 미국, 독일, 일본을 중점적으로 분석했으며, 법・제도적 기준, 통계 기준, 규범적 기준, 기타 기준으로 구분하여 각각에 해당하는 사례를 상세히 살펴보았다. 그 외에도 영국, 핀란드, 칠레 등 국가의 사례도 간략히 살펴보았다. 넷째, 이상의 연구 내용을 종합하여 고등교육기관 분류 체계의 개선 방향을 제안하였는데, 주요 내용은 대학 분류 체계의 개선 방향과 정책적 활용을 위한 개선 방향으로 구분하였다. 장별로 추진된 연구 내용을 요약하면 다음과 같다.
□ 대학 분류 체계와 정책
본 연구의 배경을 살펴보기 위해 고등교육기관 분류 체계 및 기준을 둘러싼 이슈를 도출하였고 현재 진행되는 우리나라 분류 체계 정책을 분석하였다. 그리고 다양한 고등교육기관 분류 체계와 대안적인 대학의 모습을 전망한 사례를 살펴보았다.
고등교육기관을 둘러싼 가장 큰 변화는 인구구조의 변화(학령인구 감소, 고령인구 증가 등)이다. 이러한 상황은 입학자원을 감소시켜 대학의 재정 여건 악화 및 생존을 위협하는 난제를 만들었다. 전 세계적으로 닥친 팬데믹 역시 단기간에 비대면 온라인 수업을 보편화하여 대학의 교육환경 변화를 불러일으켰다. 또한 4차 산업혁명 시대 역시 고등교육이 담당하는 미래인재 양성 기능의 혁신과 변화를 가져왔다. 이러한 사회환경의 변화에 적응하기 위해서는 기존 고등교육기관 분류 체계를 변화시키는 것이 필요할 것으로 보인다.
우리나라는 기본적으로 법・제도적 기준(「고등교육법」)으로 고등교육기관을 대학, 산업대학, 교육대학, 전문대학, 원격대학, 기술대학, 각종학교의 총 7가지로 나누고 있다. 법・제도적 분류(「고등교육법」)에 근거하여 고등교육기관 종류를 나눈 후 설립 유형(국・공립, 사립)까지 구분한 것을 대학 분류 체계의 기준으로 삼고 있었다. 여기에 정부가 육성・투자하려는 다양한 고등교육정책의 유형(교육, 연구, 산학협력, 평생교육 등)을 세부 기준(설립 유형, 지역, 특성화 영역, 전공 등)으로 설정하고 있었다.
한편 기존의 고등교육기관 분류 체계와 기준은 대학에 기대하는 역할과 기능이 변하면서 그에 따라 함께 변화할 수 있다. 급변하는 고등교육 환경에 따라 미래 사회가 요구하는 고등교육의 방향성을 반영하는 분류 체계와 기준이 아직 다양하지 않은 현실이지만, 최근 기본적인 고등교육기관 유형 분류 외에 인구구조 변화, 4차 산업혁명 등 사회적 변화에 초점을 맞춘 고등교육기관 모델을 제안한 대안적 사례들이 등장하기도 하였다.
□ 대학 분류 체계의 현황 및 문제
고등교육기관 분류 체계의 현황을 살펴보고 문제를 도출하기 위해 네 가지 기준을 활용하였다.
첫째, 법・제도적 기준에 의한 현황 분석을 실시하였으며, 「교육기본법」, 「고등교육법」 등 법률에 명시된 대학 분류 체계를 살펴보았다. 우리나라는 기본적으로 「고등교육법」 제2조에 명시된 대학, 산업대학, 교육대학, 전문대학, 방송대학, 기술대학, 각종학교의 구분을 활용하고 있었다. 동 법 제3조에는 국립, 공립, 사립의 학교 구분을 제시하였다. 그 외에 「평생교육법」에 따른 전공대학, 사내 대학이 있고 타 중앙부처가 관할하는 특별법상의 다양한 고등교육기관이 운영되고 있었다. 예를 들어 특별법국립(한국전통문화대학교, 한국농수산대학교, 경찰대학, 사관학교 등)과 특별법법인(기능대학, 과학기술원, 한국학대학원, 한국에너지공과대학교 등)으로 구분할 수 있다.
둘째, 정부 정책 기준에 의한 현황 분석을 시행하였으며 교육부의 주요 고등교육정책 및 세부사업에서 활용하는 대학 분류 체계는 어떠한 형태로 이루어지는지 살펴보았다. 우리나라는 고등교육 재정지원 사업의 재구조화를 위해 대학을 먼저 설립 유형(국・공립, 사립)을 기준으로 나누고, 다시 권역별(수도권, 충청권, 호남제주권, 대경강원권, 동남권 등), 지역별(수도권, 비수도권)로 구분하는 기준을 활용하였다.
셋째, 데이터 구축 및 활용 기준에 의한 분류 체계를 확인하였다. 우리나라 고등교육 통계 데이터의 종류는 「고등교육법」에 명시된 기준을 바탕으로 KESS 교육통계서비스, 대학알리미, 대학재정알리미 통계 등이 운영되고 있었다. 이들 데이터는 고등교육 데이터 공시를 위한 체계적인 프레임이었고 주로 법령에 근거한 대학 분류 체계를 활용하고 있었다.
넷째, 국제 통용성 기준에 의한 대학 분류 체계이다. 국제적으로 전 세계의 교육기관을 공통 분류하는 데 통용되는 기준은 UNESCO가 개발한 국제표준교육분류(ISCED)인데 우리나라의 고등교육기관은 ISCED의 5~8단계에 해당하고 있었다.
이상의 분석을 시행으로써 본 연구는 고등교육기관 분류 체계의 복잡성, 국제적 통용성의 확보, 사회요구 부합도 제고와 이를 위한 유연성 확보, 정책 연계 및 정책적 활용을 고려한 고등교육기관 분류 기준의 정비 등을 주요 문제점으로 제시하였다.
□ 주요국의 대학 분류 체계 및 활용
주요국에서 고등교육기관을 어떻게 분류하고 정책적으로 활용하는지 살펴보았다. 분석 대상 국가는 미국, 독일, 일본이며 세 국가의 고등교육기관 분류 체계와 기준, 이를 활용한 정책 사례를 주요 내용으로 한다. 그 외 영국, 핀란드, 칠레 등 국가도 간략히 살펴보았다.
먼저 미국의 고등교육기관 분류 체계와 기준을 분석한 결과, 법・제도적 기준, 통계 기준, 규범적 기준, 기타 기준(소수자 중심의 상호배타적 기관 기준, 고등교육기관이 위치한 지역 및 도시의 수준에 의한 기준, 선택적 분류 기준, 전공 및 육성 분야 기준, 고등교육기관 인증 기준, 언론사의 랭킹을 위한 분류 기준 등)으로 다양하게 분류되고 있었다. 무엇보다도 미국 고등교육기관 분류의 명문화된 기준은 연방법전의 「고등교육법」이었으며 가장 표준화되고 공인받은 고등교육기관 분류 체계로 카네기 분류가 통용되고 있었다. 독일의 고등교육기관 분류 체계와 기준, 이를 활용한 정책 사례를 분석한 결과, 앞서 살펴본 미국의 사례와 비교하였을 때 상당히 단순하고 명료한 수준이었다. 독일 고등교육기관 분류 체계를 활용한 정책은 개별 기관의 특성화와 지역, 기업, 기타 연구기관과의 협력을 중심으로 추진되는 특성을 갖는다. 고등교육기관의 분류가 미국보다 복잡하지 않음에 따라 오히려 주 정부별 대학의 주요 강점 학문 분야 특성화, 지역 강점 연구 분야 도출을 유도하고 있는 양상이었다. 일본의 고등교육기관 분류 체제는 앞서 살펴본 미국, 독일의 사례와 비교하였을 때 보다 더 위계성과 단순성을 갖추어 구성되어 있었다. 즉 일본 고등교육기관은 대학, 단기대학, 고등전문학교로 구분되면서 동시에 설립별로 국립, 공립, 사립으로 나뉘는 형태를 가장 기본적인 분류 기준으로 삼고 있었다.
□ 대학 분류 체계의 개선 방향
고등교육기관 분류 체계 개선 방향은 크게 분류 체계의 개선과 정책 활용 개선으로 구분하여 각각 제시하였다. 먼저 분류 체계의 개선은 법・제도적 분류, 통계적 분류, 국제통용 차원의 분류를 개선하는 것이다. 법・제도적 분류와 관련해서는 다양한 유형의 고등교육기관을 교육부가 통합・관리하는 차원의 통합형 대학 유형 분류 체계 구축 방안을 제시했다. 통계적 분류와 관련해서는 교육부 및 타 부처 소관 고등교육기관에 대한 데이터 수집 및 공시의 통일성을 제고하는 방안 모색을 제안하였다. 국제통용 차원의 분류와 관련해서는 ISCED와 같은 명확한 고등교육기관 분류를 통한 국제 통계의 정확성 제고를 제시하였다.
다음으로 정책 활용 개선은 고등교육 환경 변화를 적극적으로 반영하는 새로운 고등교육기관 분류 방식을 개발하는 방향을 제안하였다. 첫째, 학생 자원 부족 환경 변화에 따른 고등교육기관 구조조정 분류, 둘째, 지역 균형발전 대응을 위한 고등교육기관 분류, 셋째, 교육부 대학 재정지원 사업 효율화를 위한 고등교육기관 분류, 넷째, 대학 특성화를 유도하기 위한 고등교육기관 분류,다섯째, 사회요구 부합도와 다양성을 위한 대학 분류 등이다.
이상의 고등교육기관 분류 체계에 대한 개선 방향을 종합해 보면 법・제도적, 데이터적, 국제통용적 고등교육기관 분류는 기존의 방식에서 일부를 추가 혹은 삭제하는 방식 혹은 그 분류를 통・폐합하는 방식이 가능할 것이다. 또한 정책적 대학 분류는 해당 부처의 고등교육 재정지원 사업의 목적과 성격에 따라 사업별 개별 분류를 중시하되 기존의 분류 체계가 갖는 단점을 보완하는 새로운 분류 체계 개선이 필요할 것으로 보인다.

This due to the Covid 19 pandemic, technological advancement brought about by the fourth industrial revolution, and the decrease in the school-age population. Accordingly, non-face-to-face online classes, which served as a substitute for traditional methods of teaching and learning in universities has been generalized. In addition, changes in the industrial structure according to the era of the Fourth Industrial Revolution caused changes in college majors and job landscape. For this reason, there is a need to figure out various ways to change to currently operating higher education institutions.
The reason why it is necessary to analyze the classification system of Higher education institutions is as follows. First of all, it is to analyze the background of the university classification system. Secondly, it is necessary to identify whether the university classification system meets the social needs and its diversity is secured. Thirdly, it is to secure the basis for using and benchmarking the university classification system and its fundamentals for policy improvement. With the above requirements, this study is has four central goals. First, it is a study on the university classification system and its detailed criteria used in major foreign countries. Second, it is to analyze cases in country-by-country policy used the university classification system. Third, it is to draw out the implications to be reflected in the the Higher education policies in Korea.
The contents of this study are mainly composed of four parts. Firstly, it is an analysis of the background of the university classification system. For this purpose, issues concerning the university classification system were drawn and policies related to the current university classification system were analyzed. And this study sought to the cases that predict the future of university classification system. Secondly, Korea’s classification system of universities was investigated. For this, the current status of the classification system based on the legal and institutional basis was identified. Additionally, the current status of the classification system to promote higher education policies used by the Ministry of Education and the classification system used when constructing statistical data was analyzed. Furthermore, what is the university classification system based on the international applicability was also explored. Thirdly, the classification system of higher education institutions and policy cases using the classification system in major countries were analyzed and related implications were drawn. This study focused on the United States, Germany, and the United Kingdom, and divided into legal and institutional standards, statistical standards, normative standards, and other standards, and took a looked at each example in detail. In addition, cases of countries such as the UK, Finland, and Chile were also briefly examined. Finally, by synthesizing the above studies, the improvement direction in the classification system of higher education institutions was proposed, and the main improvement directions were divided into the the university classification system and the policy use. The summary of the contents conducted by chapter is as follows.
□ University Classification System and Related Policies
In the background review of the study, issues related the classification system and standards of higher education institutions were derived and the current classification system policies in Korea were analyzed. Also, Various classification systems of higher education institutions and examples of alternative universities were examined.
The biggest challenges that higher education institution faced are changes in the demographic structure. Specifically, there is a decrease in the school-age and increase in elderly population. This situation reduced the admissions resources, making the financial condition of the university worse and universities faced the challenges of survival. The COVID-19 pandemic, which is facing around the world, also made non-face-to-face online classes common in a short period of time, causing changes in the educational environment of universities. In addition, the era of the 4th industrial revolution brought innovation and change related to the function of nurturing future talent in charge of higher education. In conclusion, it seems necessary to change the existing classification system of higher education institutions in order to adapt to these changes in the social environment.
In Korea, based on legal and institutional standards (「Higher Education Act」), higher education institutions are divided into seven categories: universities, industrial colleges, educational colleges, junior colleges, distance colleges, technical colleges, and various schools. After dividing the types of higher education institutions based on the legal and institutional classification(「Higher Education Act」), the establishment type(national, public, private) was used as the standard for the university classification system. In addition, the types of higher education policies that the government intends to foster and invest in (education, research, industry-university cooperation, lifelong education, etc.) were set as detailed standards(type of establishment, region, specialization area, major, etc.).
On the other hand, the existing classification system and standards for higher education institutions may change as the roles and functions expected of universities change. The classification system and standards that have the direction of higher education required by the future society are not yet diverse according to the rapidly changing higher education environment. However, alternative cases have emerged recently that suggested higher education institution models focusing on social changes such as demographic change and the fourth industrial revolution.
□ Current Status and Problems of the University Classification System
Four criteria were used to examine the current status of the classification system of higher education institutions and derive related problems. Initially, it is an analysis of the current status based on legal and institutional standards, and the university classification system specified in laws, such as the Framework Act On Education and the Higher Education Act was examined. In Korea, universities, industrial colleges, educational colleges, junior colleges, broadcasting colleges, technical colleges, and various schools were basically used as specified in Article 2 of the Higher Education Act. Article 3 of the same law suggests the classification of national, public, and private universities. In addition, there were major colleges and in-house colleges according to the Lifelong Education Act, and various higher education institutions under the special law governed by other central government agencies were being operated. For example, it can be divided into special law national(Korea National University of Cultural Heritage, Korea National University of Agriculture & Fisheries, Korean National Police University, Military Academy, etc.) and special law corporations(Korea Polytechnics, Institute of Science and Technology, The Graduate School of Korean Studies, Korea Institute of Energy Technology, etc.).
Secondly, a current status analysis was conducted based on government policy standards, and the form of the university classification system used in the Ministry of Education's major higher education policies and detailed projects was examined. In Korea, universities are first divided based on the type of establishment(national, public, private), and then by region(Metropolitan area, Chungcheong area, Honam-Jeju area, Daegyeong Kangwon area, Southeast area, etc.), and regional (metropolitan and non-metropolitan areas) standards were used in the restructuring of higher education financial support projects.
Thirdly, the classification system based on data construction and utilization criteria was confirmed. As for the types of statistics on higher education in Korea, KESS education statistics service, public announcement of university information, and university financial notification statistics were operated based on the criteria specified in the Higher Education Act.
Lastly, it is a university classification system according to international standards. Internationally, the standard used to commonly classify educational institutions around the world is the International Standard Classification of Education(ISCED) developed by UNESCO, and Korean higher education institutions corresponded to the 5th to 8th stages of ISCED.
By conducting the above analysis, this study presented the following as the main problems: 1) complexity of the classification system of higher education institutions, 2) securing international acceptability, 3) improving social needs and securing flexibility for this purpose, 4) development of classification criteria for higher education institutions considering policy linkage and policy use.
□ University classification system and utilization in major countries
We looked at how higher education institutions are classified and used in policy in major countries. The countries to be analyzed are the United States, Germany, and Japan, and the main contents are the classification systems and standards of higher education institutions in three countries, and policy cases using them. In addition, countries such as the UK, Finland, and Chile were also briefly reviewed.
First of all, as a result of analyzing the classification system and standards of higher education institutions in the United States, legal and institutional standards, statistical standards, normative standards, and other standards were being classified in various ways. Other standards included criteria for: minority-centered mutually exclusive institutions, regional and urban levels where higher education institutions are located, selective classification, major and fields to be nurutred, certification of higher education institutions, and media ranking. Above all, the stipulated standard for the classification of higher education institutions in the United States was the Higher Education Act of the Federal Law, and the Carnegie Classification was used as the most standardized and accredited classification system for higher education institutions.
In the second place, as a result of analyzing Germany's classification system for higher education institutions and policy cases using them, it was fairly simple and clear compared to the case of the United States. Policies using the German higher education institution classification system have characteristics that are driven mainly by the specialization of individual institutions and cooperation with regions, companies, and other research institutions. As the classification of higher education institutions was less complicated than that of the United States, it was rather inducing the specialization of the main strengths of universities by state and the field of study in which the region has strengths.
Third, the classification system of higher education institutions in Japan was more hierarchical and simpler than the previous cases of the United States and Germany. In other words, Japanese higher education institutions were divided into universities, junior colleges, and vocational colleges, and at the same time they were divided into national, public, and private by establishment as the most basic classification criteria.
□ The Improvement of the University Classification System
The direction of improvement in the classification system of higher education institutions was largely divided into improvement in the classification system and policy use. Initially, the improvement of the classification system is related to legal and institutional classification, statistical classification, and classification at the international level. It was suggested to establish an classification system of integrated university type at the level that the Ministry of Education integrates and manages various types of higher education institutions, regarding legal and institutional classification. Regarding statistical classification, it was proposed to find ways to enhance the uniformity of data collection and disclosure for higher education institutions under the jurisdiction of the Ministry of Education and other ministries. In terms of classification at the international level of acceptance, it was suggested to improve the accuracy of international statistics through clear classification of higher education institutions such as ISCED.
Secondly, for the improvement of policy use, a direction was proposed to develop a new higher education institution classification method that actively reflects changes in the higher education environment. These are the following five proposals: 1) Classification of restructuring in higher education institutions reflecting environmental changes such as lack of student resources, 2) Classification of higher education institutions to respond to balanced regional development, 3) Classification to streamline university financial support projects by the Ministry of Education, 4) Classification for inducing university specialization, 5) Classification of universities to meet social needs and diversity.
The directions for improvement of the classification system in higher education institutions are summarized: the legal, institutional, data-based, and international classification of higher education institutions, it will be possible to add or delete a part from the existing method, or to integrate or abolish the classification. In addition, in the policy classification of universities, individual classification by project can be emphasized according to the purpose and nature of the higher education financial support project of the relevant department. However, it seems that it is necessary to improve the new classification system to compensate for the disadvantages of the existing classification system.
