이 연구는 한국의 경험과 노하우를 바탕으로 개발도상국가들의 교육통계 및 교육지표의 개발과 활용을 지원하고, 관련 역량을 강화하는 것을 목적으로 한다.

올 해 연구에서는 2020년 이루어진 3개국의 교육통계 및 교육지표 현황과 수요 등에 대한 조사결과를 토대로, 미흡한 부분에 대한 추가, 심층조사를 실시하는 한편, 그 실태와 수준을 진단하고, 주요 문제 및 이슈를 분석하여 개선과제를 도출하였다. 다른 한편으로 향후 교육통계 및 교육지표 분야 개발협력 시에 도움이 될 수 있는 전략과 방안을 마련하였다.
○ 교육통계 및 교육지표 개발협력 과정의 내실화
2021년 연구를 통해 교육통계 및 교육지표 개발협력의 주요 절차와 방법을 마련하거나 개선하였다.
우선, 참여 개도국의 역할을 명확히 하고, 참여 의지와 동기를 활성화하기 위하여 협약서를 체결하였다. 협약서에는 개발협력 연구의 목적과 내용, 연구 추진방법과 절차, 연구비 사용 및 집행, 결과물의 소유와 데이터 관리 등의 항목이 포함되었고, 연구목적 달성을 위한 의무 수행, 신의성실, 상호협조 등의 조항도 담았다. 활동내용과 역할분담, 주요 산출물, 연구일정, 연구진 구성 등 공동 연구 추진에 필요한 상세 조건을 부록으로 첨부하는 한편 각국 책임자 간의 체결을 추진하였다. 이를 통해 한국 연구진에 의한 단순 컨설팅 개념의 개발협력을 공동연구에 의한 주요 성과 산출 체제로 전환하였다.
그리고 코로나 팬데믹으로 인하여 현지 방문과 초청 협의가 어려워진 상황에서 온라인 협의 체제를 구축하였다. 각 국별 연구팀이 구성되었고, 한국과 개도국 간에 정기적인 화상회의를 개최하였다. 화상회의 개최 수는 국별로 5회에서 7회에 이른다. 연구의 중반기에는 전체 연구진과 국내외 관계자들이 참여하는 국제 온라인 컨퍼런스를 개최하였다. KEDI 연구진과 타 기관 전문가, 유네스코 통계 전문가 등이 발표를 담당하고, 각 국별로 4개 세부 주제에 대한 사례 발표를 하였다. 코로나 팬데믹 하 각국의 교육 및 교육통계 현안을 공유, 논의하였고, 교육통계 및 교육지표 자료의 수집, 분석, 활용에 대한 주요 현안과 개선방안에 대한 의견을 교환하였다. 한국 교육통계를 비롯한 각국의 사례 발표를 통해 교육통계 및 교육지표 개선과 발전에 필요한 정보와 노하우를 얻는 기회를 제공하였다.
공동연구체제에서 가장 많이 활용되는 한국 교육통계 및 교육지표 사례에 대한 다양한 자료를 개발하였다. 1주기 연구에서 개발되어 사용된 자료를 토대로 조금 더 정교하고 개선된 내용과 형태로 만들었다. 자료는 주로 정책 모니터링 체제로서 한국 교육통계의 역사와 현황, 한국 교육통계 자료의 수집, 분석 및 활용 일반, 교육종단 및 실태조사 또는 학업성과 자료의 수집 및 활용, 교육지표의 개발, 분석, 활용 등의 주제로 나누어 작성되었다. 일차적으로 PPT 형태로 작성된 자료 중 일부는 동영상으로 제작되어 온라인 컨퍼런스 등에 활용되었다. 자국어와 공용어인 영어가 동시에 사용되는 복잡한 국제개발협력시에 영어 자료, 한국어 설명과 자국어 자막을 동시에 반영한 동영상 자료는 의사소통을 원활하게 하는 성과를 기대할 수 있다.
각국의 교육통계 및 교육지표의 현황을 파악하고, 실태 및 수준을 진단하는 일은 이 분야 개발협력의 과정에서 가장 중요하다. 개발협력이 단순 컨설팅이 아닌 공동연구 체제로 추진되는 상황에서 각국 연구진의 적극적 참여는 연구의 성과를 결정짓는다. 각국 연구진이 자국의 교육통계 및 교육지표의 현황을 정확히 파악하고, 실태 및 수준을 적절하게 진단함으로써 개선에 필요한 과제의 도출과 과제 해결을 위한 실행계획 수립의 토대를 마련할 수 있다. 올 해 연구에서는 교육통계 및 교육지표 현황 파악, 실태 및 수준 진단을 위한 공통의 가이드라인을 개발하여 제공하였다. 각 영역 또는 단계별 진단 항목과 기준을 제시하여 각국의 교육통계 및 교육지표의 실태와 수준을 진단하고 개선이 필요한 사항을 도출하도록 하였다.
○ 참여국별 교육통계 및 교육지표 실태와 수준의 진단
캄보디아의 경우, 교육통계 작성을 위한 제도와 기본적 여건을 갖추고 있다. 통계법에 근거를 두고 국가통계위원회의 조정과 관리 하에 교육통계가 작성되고 있다. 최근 국제기구의 협력과 지원으로 국가교육통계 개발전략이 수립되었다. 학교-교육청-교육부의 조사체계를 통해 자료 입력, 검증, 분석 및 서비스 등의 역할을 분담하고 있다. 수집된 교육통계 자료는 자료집, 소책자, 월시트나 포스터 등의 형태로 만들어져 각급 교육기관과 유관기관에 배포된다. 제한적이지만 홈페이지를 통하여 교육통계 자료도 제공되고 있다.
캄보디아 교육통계의 수준을 진단해 보면, 보다 상세하고 강력한 법적 근거가 마련될 필요가 있고, 교육 관련 원천 데이터의 생산 및 관리를 위한 학교의 인프라 확충과 통계 정보시스템의 개선이 필요하며, 조사 내용 및 항목의 확대를 위한 자료의 연계 활용 노력이 요청된다. 또한 교육통계 자료의 신뢰도 제고를 위한 다각도의 개선과 함께 관련 인력의 확충 및 역량 강화가 필요하고, 통계 품질을 관리하는 절차의 도입이 요청된다. 직업교육이나 종교 교육 관련 통계를 담당하고 있는 타 부처(노동부, 문화종교부 등)와의 협력 체제의 구축이 필요하다. 교육정책 목표의 달성을 점검하기 위해 마련한 국가 교육지표 체계의 운영을 위해서는 추가적인 자료의 수집, 특히 문해 및 성취도, 세계시민교육, 디지털 역량, 교육시설 및 기본 위생 시설 등에 관련된 자료의 수집이 요청된다.
인도네시아의 경우, 교육부 산하에 데이터기술정보센터라고 하는 전문작성기관을 설치하고 통계자료 수집 및 분석, 활용을 전담하도록 하고 있다. 교직원, 학생, 학교, 교육과정 등의 영역으로 구성된 정보시스템을 통해 통계자료를 수집, 관리하고 있고, 학교-교육청-교육부(전문기관)의 조사체계가 구축되어 있다. 최근에 고등교육을 담당하는 부처와 초·중등교육을 담당하는 부처가 통합되면서 교육통계의 통합관리가 현안으로 등장하였다. 아울러 학생과 교직원 개별 단위의 종단적 자료 수집을 위한 개편이 추진되고 있다. 학교, 학생, 교직원의 식별 번호의 개발, 사용을 둘러싼 논의 또한 주요 과제이다. 학교급이나 학교유형별로 분석된 통계자료들은 발간물로 출판되는 한편, 온라인으로도 사용 가능하다. 또한 학교정보공개시스템에도 연계되어 활용되고 있다.
진단 결과, 인도네시아 교육통계 및 교육지표의 개선을 위한 몇 가지 과제가 도출되었다. 무엇보다도 이원화되어 있는 교육통계 간의 연계 활용을 위한 방안을 마련하는 것이 중요하다. 중복과 불일치 등의 문제를 발생시키는 이원적 조사체제를 통합, 관리할 수 있도록 개선할 필요가 있다. 인적 물적 자원의 확보와 역량 강화의 필요성은 다른 국가와 다를 바가 없다. 입력오류 문제의 해결을 위하여 학교 담당자의 연수, 통계 자료의 분석 및 활용 역량 강화를 위한 전문적 연수 등이 요청되고, 자료 검증 방식과 내용의 개선이 필요하다. 온라인 또는 발간물로 제공되고 있는 교육통계 분석 자료에 대한 만족도 조사 등을 통해 통계의 품질을 높이려는 노력이 요청된다. 교육지표의 개발과 활용을 전담하는 조직이나 인력을 확보하고, 전문적 분석 및 서비스를 위한 역량 강화가 필요하다. 아울러 교육지표 체계의 확장을 위한 자료의 추가 수집이 요청된다. 학업성취도, 비형식교육, 유아교육 관련 신뢰할 수 있는 자료의 수집이 필수적이다.
1991년 독립 이후 우즈베키스탄은 사회주의 영향에서 벗어나 서구적 교육제도의 개혁을 추진해 왔다. 학제 개편과 교육개혁 작업의 일환으로 최근 고등교육 발전계획을 수립하였고, 유아교육 확대, 교육환경 개선, 청년 지원 등을 주요 정책과제로 설정하였다. 초등교육과 중등교육은 통합운영학교 형태로 시행된다. 최근 후기 중등교육을 대입준비과정과 직업준비과정의 이원체제로 개혁하였다. 교육행정체계는 유아교육부, 공교육부, 특수직업 교육부 등으로 나뉘어져 있고, 교육품질 및 감독 위원회가 2017년 설치, 운영되고 있다.
교육통계는 이들 3개 부처별로 작성된다. 각각 수집된 통계자료는 교육품질 및 감독위원회에서 통합, 관리된다. 최근 통합 시스템 구축을 논의 중에 있다. 분산 수집, 분석되고 있는 교육통계 자료의 통합, 연계 분석이 중요하다. 최근 통합 시스템 구축을 위한 법령을 정비하였다. 모든 학교들이 정보 시스템을 사용하고 있어 교육통계 자료의 효율적 수집이 가능하다. 교육통계 수집 및 분석을 위한 기본적인 조직과 체계를 갖추고 있으나 자료의 신뢰도를 제고하고 보장하기 위해 보다 구체적인 절차와 방법의 개선이 요청된다. 복잡한 교육통계 거버넌스의 통합, 전문 인력의 확충 및 역량 강화 등이 요청된다.
2주기 3개 참여국과의 공동연구 및 컨설팅은 계획대로 추진되어 몇 가지 성과를 얻었다. 국가별 상황과 여건이 다른 까닭에 모든 국가들이 동일한 결과에 이르지는 못하였지만 대체로 교육통계 및 교육지표에 대한 심층 조사를 마무리하였고, 실태 및 수준에 대한 진단을 실시하였다. 우즈베키스탄의 경우, 추가적인 실태 및 수준 진단이 필요하고, 인도네시아는 진단 결과로부터 개선과제의 도출이 요청된다. 이들 국가에 비해 국제기구의 지원으로 국가교육통계 발전 전략을 수립한 바 있는 캄보디아는 진단결과를 토대로 10개의 개선과제를 도출하였다.
교육통계 발전 단계를 기준으로 할 때, 캄보디아는 역량강화형, 우즈베키스탄과 인도네시아는 심화형에 가까운 것으로 판단된다. 역량강화형은 성숙기에 도달한 국가로서 교육통계 조사체제를 구축하고 체계화하는 단계에 있으나 조사항목의 추가 또는 신규 개발, 각급 학교의 인프라 확충, 전문성 강화 등이 요청된다. 심화형은 성숙기에서 도약기로 나아가는 단계로 교육통계 작성에 필요한 기본적인 체제가 갖추어져 있으나 보다 정교한 법적 근거 마련과 신규 시스템 개발, 개별단위 자료의 종단적 수집을 위한 노력이 요청된다.
2022년 2주기 3차년도 연구는 이러한 연구 성과를 토대로 최종적으로 각국별 교육통계 및 교육지표 개선과제를 도출하고, 과제별 실행계획을 수립하는 것을 주요 목적으로 하여야 할 것이다. 실행계획 수립을 위한 다각도의 협력, 지원 방안이 모색되어야 할 것이다.
○ 교육통계 및 교육지표 분야 개발협력을 위한 몇 가지 제언
첫째, 컨설팅 및 공동연구의 결과를 공유, 확산하려는 노력이 필요하다. 무엇보다도 참여국 교육부 및 관련 부처에 공유되는 한편, 한국 교육부 관련 부서, 예컨대, 국제협력담당관실이나 교육통계과 등에도 공유될 필요가 있다. 이외에도 국내 유관기관인 통계청, 한국국제협력단(KOICA), 유네스코 한국위원회 등과도 연구 결과를 공유하고 이후 후속 연구나 사업 추진을 위한 상호 협력 체제를 강화할 필요가 있다.
둘째, 연구의 결과는 국제 개발협력 사업과 연계될 필요가 있다. 1주기 참여국인 스리랑카의 경우, KOICA의 글로벌 연수 사업 대상으로 선정되어 2021년부터 3년간 교육통계 자료 수집, 분석, 활용을 위한 역량강화 프로그램에 참여하고 있고, 한국교육개발원 국가교육통계연구본부에서 이를 주관하고 있다. 교육통계 역량은 그 자체로 또는 다른 영역의 성과 모니터링 역량 강화를 위한 수단으로서 의미를 가진다.
셋째, 한국 교육통계 발전을 위한 지원이 강화될 필요가 있다. 이 연구의 주요 성과는 한국 교육통계의 성과와 과제에 대한 분석 결과로부터 산출된 것이다. 효과적 교육통계 자료의 수집, 분석, 활용의 노하우를 파악할 수 있었고, 동시에 당면한 현안과 과제 또한 확인할 수 있었다. 당면 과제를 해결하기 위한 지원 노력과 함께 교육통계 관련 국제개발 협력 사업을 고유 업무로 인정하고, 관련 인력의 확충과 업무 수행에 소요되는 예산의 지원이 요청된다.

This research is a long-range project that began with baseline research in 2016 and will be completed in 2025. The first phase was conducted from 2017 to 2019 with Mongolia, Vietnam, and Sri Lanka, and the second phase is now ongoing from 2020 to 2022 with Cambodia, Indonesia, and Uzbekistan. The purpose of the second phase is to refine the overall results of the first phase. 2021 is the sixth year of the entire research project, and the second year of the second phase.
Based on the research conducted on the state of, and demand for, education statistics and indicators in three selected countries, in 2021 the research supplemented gaps and diagnosed their condition and quality through in-depth research, then identified major problems and issues to provide suggestions for improvement. The research also provided strategies and solutions to support future international development cooperation on education statistics and indicators.
❍ Improving the process of development cooperation on education statistics and indicators
The research in 2021 developed and improved major procedures and methods in development cooperation on education statistics and indicators.
First, the roles of participating developing countries were clarified, and an agreement was reached to encourage their participation and motivation. The agreement includes clauses on the purpose and content of research, methods and procedures, usage and execution of funding, ownership of results, and data storage, as well as the agreement to fulfill responsibilities, ensure trust, and to work through mutual cooperation. The annex section details the activities and division of roles, major output, project timeline, and the list of researchers, and the project directors of each country entered into the agreement. The agreement marked a transition away from Korean researchers simply providing consultation for development cooperation, and toward conducting collaborative research to achieve key outcomes.
In addition, as field visits and invitations for consultation became difficult in the Covid-19 pandemic, an online consultation structure was established. Research teams were formed for each developing country, and they met regularly with the Korean team through video conference. Five to seven video conferences were held for each country. By the middle of the research, all the research teams and stakeholders in Korea and in other countries gathered online for an international conference. KEDI researchers, experts from other organizations, and UNESCO statistics experts gave presentations, and each country presented their case on four sub-themes. Participants shared and discussed the state of education and education statistics in each country in the context of Covid-19 pandemic. They also exchanged input on major issues and solutions for data collection, analysis, and usage of education statistics and indicators. Presentations on Korea’s education statistics and case studies form each country provided the opportunity to gather information and expertise to improve and advance education statistics and indicators.
For collaborative research, various resource materials on the most commonly used Korean education statistics and indicators were produced. The materials developed and used in the first phase of the research were further refined and improved. Resource materials were on the history and the current state of education statistics as a policy monitoring system; Korean education statistics data collection, analysis, and usage; collecting and using data on education longitudinal survey, baseline survey, or learning assessment; and developing, analyzing, and using education indicators. Parts of the materials produced as PowerPoint presentations were reproduced as a video clip to be shown at the online conference. In complex international development cooperation, video resource materials that include simultaneously English language resources, Korean language explanations, and subtitles in other languages may assist in better communication.
Grasping the state of education statistics and indicators and diagnosing their condition and quality for each country is most critical in conducting development cooperation in this field. As the project is conducted as not simply a consultation but a collaborative research, active participation of researchers from each country determines the success of the project. As researchers from each country accurately assess the state of education statistics and indicators and appropriately diagnose their condition and quality, the foundation can be laid for project planning that includes tasks for improvement and action plans to meet challenges. This year a guideline for assessing the state of education statistics and indicators and for diagnosing their condition and quality was developed and distributed. Diagnostic criteria and standards for each sector and phase were suggested to support researchers in diagnosing the condition and quality of education statistics and indicators in their countries and to identify elements that need improvement.
❍ Diagnosing the condition and quality of education statistics and indicators in partner countries
In the case of Cambodia, the country possesses the system and basic conditions to produce education statistics. Based on Statistics Law, education statistics are produced under the direction and management of the Statistics Coordination Committee at the national level. Recently with the cooperation and support of international organizations the Statistical Master Plan was established. Schools, departments of education, and the Ministry of Education, Youth and Sport (MoEYS) have divided their roles for the survey process of data collection, verification, analysis, and service. The collected data are published as a source book, information booklet, wall sheets, or posters to be distributed to education institutions and related organizations. Education statistical data are also published online to a limited extent.
Cambodia’s education statistics needs a more detailed and stronger legal basis. School level infrastructure to produce and manage education related raw data should be expanded. The statistical information system needs improvement, and there is a need to link data usage to expand the content and categories of surveys. In addition, improvements are necessary in multiple aspects to heighten reliability of education statistical data. Additional hiring and capacity building of personnel, and a procedure to maintain statistical quality are required. A system should be built to collaborate with other ministries that collect statistical data on vocational training and religious education (Ministry of Labour and Vocational Training, Ministry of Cult and Religion). To manage the national education indicator system that was set up to monitor progress toward education policy goals, additional data collection on literacy and academic achievement, global citizenship education, digital capacity, education facilities, and basic hygiene facilities is required.
In Indonesia a specialized organization called Center for Data, Technology, and Information exists under the Ministry of Education, Culture, Research, and Technology to be in charge of statistical data collection, analysis, and usage. An information system that consists of teachers, students, schools, and curriculum, collects and manages data while the survey structure of schools, offices of education, and the Ministry of Education’s data collecting division exist as survey structure. Recently as the Directorate General of Higher Education, Research, and Technology, and the Directorate General of Early Childhood Education, Elementary Education, and Middle Education were combined, integrated management of education statistics has been the major current issue. In addition, the system is reorganizing to collect disaggregate longitudinal data on students and teachers. Discussions on developing and using identification numbers for schools, students, and teachers is another major task. Statistical data analyzed by school level or type are published as books and are also accessible online. The data are linked with open school data for usage.
Diagnosis resulted in several suggestions to improve education statistics and indicators. Above all it is important to come up with a strategy to link usage of education statistics. There is a need to combine and manage multiple survey systems to reduce issues of duplication and incongruity. As with other countries there is a need to procure human and material resources and to build capacity. Training for school level managers to solve issues of input error, and expertise building for data analysis and usage are necessary, and there should be improvements in the method and content of validity testing. Efforts to raise the quality of statistical data provided online and in book form should be conducted by way of satisfaction surveys. An organization or persons entirely devoted to developing and using education indicators are necessary, and capacity building is needed to provide specialized data analysis and service. In addition, more data should be collected to expand the education indicator framework. It is necessary to collect reliable data on academic achievement, non-formal education, and early childhood education.
Since its independence in 1991 Uzbekistan transitioned out of Socialist Bloc and reformed its education system after the Western model. As a part of school system restructuring and education reform, a higher education development plan was established, and expanding of early childhood education, improving education environment, and supporting young adults were decided as policy agenda. Primary and secondary education are under combined management. Recently, upper secondary education was restructured into two tracks of university preparation and vocational training. Education administration structure is divided into the Ministry of Preschool Education, the Ministry of Public Education, and the Ministry of Higher and Secondary Specialised Education. The State Inspectorate for Education Quality Control was established in 2017.
Education statistics are collected in these three ministries. The collected data are combined and managed by the State Inspectorate for Education Quality Control. Recently there had been discussions to construct an integrated system. It is important to integrate and conduct linked analysis of education statistical data that are collected and analyzed by dispersed agents. Recently an ordinance was issued to construct an integrated system. Since every school is using an information system it is possible to efficiently collect education statistical data. Basic organization and system are in place to collect and analyze education statistics, but to improve and ensure reliability of data more specific procedures and methods are required. It is necessary to combined complicated education statistics governance and to supplement and build capacity for specialist personnel.
The phase two collaborative research and consultations with these three countries was conducted as planned, resulting in several outcomes. Due to differences in country context and conditions, similar results could not be achieved in all countries. But in general, in-depth research on education statistics and indicators was completed, and the condition and quality of the data in each country have been diagnosed. In the case of Uzbekistan, additional diagnosis of the condition and quality are necessary. For Indonesia, tasks should be identified based on the results of diagnosis. Unlike the other countries, Cambodia has established a national education statistics development plan with the support of international organizations. Based on a diagnosis, ten tasks for improvement were established for Cambodia.
If the countries are mapped on the stages of education statistics development, Cambodia is at the stage of capacity building, while Uzbekistan and Indonesia are at the stage of refinement. Capacity building is necessary for countries at mature phase constructing and systematizing education statistics survey. Supplementing or developing new survey items, supporting further infrastructure development in schools, and strengthening expertise are necessary. The stage of refinement is the transition phase from maturity to take-off. The basic structure required to collect education statistical data already exist, but a more refined regulatory basis, new system development, and efforts to collect disaggregate longitudinal data are required.
In the third year of phase two in 2022, based on the above research outcome, tasks to improve education statistics and indicators in each country will be identified and action plans for each task should be decided. Ways to cooperate and support the establishment of action plans in various ways should be explored.
❍ Suggestions for development cooperation in education statistics and indicators
First, there should be efforts to share and distribute the results of the consultation and collaborative research. Above all, the results should be shared with the ministry of education and related divisions in participating countries as well as in South Korea, such as the international cooperation division or the division of education statistics. It is also necessary to share the results with related agencies such as the National Statistical Office, Korea International Cooperation Agency, or the Korean National Commission for UNESCO to strengthen cooperative structure for further research and projects.
Second, the results of research should be linked with international development cooperation projects. In the case of Sri Lanka which participated in the first phase of the research, it was selected as a partner country for KOICA Fellowship Program and is participating in three-year research since 2021 on capacity building for education statistical data collection, analysis, and usage. This program is conducted by the National Education Statistics Research Division of KEDI. Education statistics capacity is itself relevant in monitoring outcomes in other domains as well.
Third, further support for the advancement of Korea’s education statistics is necessary. The outcome of this research was possible based on the achievements and remaining tasks in Korea’s education statistics. Through this research, expertise in effective data collection, analysis, and usage of education statistics, as well as current challenges and issues, could be identified. Along with support to solve the remaining challenges, recognition of education statistics as a sector in international development cooperation, and additional budget support to supplement related personnel and fund related tasks are necessary.
