1) 교육정책
○ 향후 지속적으로 강조되어야 할 1순위 유·초·중등 교육정책으로 국공립유치원 확대 등 유치원 공공성 강화(23.5%), 온종일 돌봄정책 확대 및 서비스 강화(15.5%), 창의성과 융합적 사고를 키워주는 학교공간 혁신 추진(12.1%)을 꼽았고, 1순위 고등교육정책으로는 대입제도 공정성 강화(30.2%), 등록금 부담 경감(20.5%), 국가균형발전을 위한 지방대학 육성(10.3%)을 꼽음.

3. 연구 결과 및 분석
1) 교육정책
○ 향후 지속적으로 강조되어야 할 1순위 유·초·중등 교육정책으로 국공립유치원 확대 등 유치원 공공성 강화(23.5%), 온종일 돌봄정책 확대 및 서비스 강화(15.5%), 창의성과 융합적 사고를 키워주는 학교공간 혁신 추진(12.1%)을 꼽았고, 1순위 고등교육정책으로는 대입제도 공정성 강화(30.2%), 등록금 부담 경감(20.5%), 국가균형발전을 위한 지방대학 육성(10.3%)을 꼽음.
○ 향후 지속적으로 강조되어야 할 1순위 평생·직업교육정책으로는 생애단계별 맞춤형 진로교육 강화(23.7%), 전문대학 역량 강화를 통한 직업교육 지역거점 육성(14.2%), 중등 직업교육 강화를 통한 고졸 취업 활성화(11.7%)의 응답률이 높으며, 1순위 유아교육 공공성 강화 정책으로는 국·공립 유치원의 지속적 확충 및 설립 유형(매입형, 부모협동형 등) 다양화(35.2%), 학부모 안심유치원 확대를 통한 유치원의 건강·안전 관리 강화(26.7%), 방과후 과정 확대, 돌봄시간 다양화 등 돌봄 서비스 내실화(11.6%)의 응답률이 높음.
○ 현 정부 교육정책 중 가장 성과가 많다고 생각되어지는 1순위 정책으로 코로나19 상황에서 중단없는 학습 지원(27.5%), 유아에서 대학까지 교육에 대한 국가책임 강화(19.3%), 교육신뢰회복을 위한 공정성 및 투명성 강화(12.1%)를 꼽았으며, 교육신뢰회복을 위한 노력에 대해 전체 응답자의 49.2%가 보통이라고 평가하여(평균 2.77/ 5점 만점), 지난 15차 조사보다 평균 0.02p 상승함.
○ 현재 교육분야에서 가장 중요하게 다루어야 할 정책이슈로 학교의 일상 회복 등 코로나19 장기화에 따른 대응(32.7%), 수도권 집중에 따른 지역의 교육 경쟁력 제고(22.0%), 디지털 전환 가속, 인구구조 변화 등에 따른 미래교육체제로의 전환 대응(20.2%), 취약계층 학습격차 해소 등 교육안전망 구축(19.3%) 등의 순으로 응답하였고, 현재를 기준으로 5년 전과 비교한 교육의 질에 대해 45.5%가 보통(평균 2.97)을, 5년 후의 교육의 질에 대해서는 41.6%가 긍정적(평균 3.21)일 것이라 기대함.
○ 우리나라 교육정책에 대해 일관성 측면에서 대체로 없다(48.8%)는 의견의 응답률이 높았고(평균 2.54), 장기적 비전, 우리나라 여건에의 적합성 및 국민여론 반영 측면에서는 보통(각각 40.0%, 52.3%, 45.9%)의 응답률이 높음(평균 각각 평균 2.78, 2.91, 2.78). 네 가지 측면 모두에서 지난 15차 조사보다 평균 0.08~0.3p 상승하였으며, 네 가지 측면 중 장기적 비전(45.4%), 우리나라 여건에의 적합성(22.4%), 일관성(19.2%), 국민여론 반영(8.4%) 순으로 더 중점을 두어야 한다고 응답함.
○ 국가교육위원회가 가장 중점을 두고 추진해야 할 사항으로 지난 15차 조사와 같이 교육비전 및 중장기 정책방향 마련(35.3%), 중장기 교육제도 개선(28.0%), 국가교육 과정의 기준 및 내용 수립(20.8%), 교육정책에 대한 국민의견 수렴 및 조정(15.0%)순으로 응답하였고, 교육행정의 권한과 책임과 관련하여 유・초・중・고 교육정책의 수립, 교과목별 표준 학습성취 기준 마련은 시・도 교육감(각각 36.5%, 37.2%)이, 필수 교육과정의 결정은 교육부 장관(38.5%))이, 학생의 기초학력 보장은 학교장(36.2%)이 갖는 것이 바람직하다고 응답하여 지난 15차 조사와 유사한 경향을 보임.
2) 학교
○ 초・중・고등학교 전반에 대한 평가에서 51.8%가 보통을 선택하여 평균 2.89로 지난 15차 조사(2.86)보다 0.03p 높아짐. 학교급별 평가에서는 초등학교 평균 3.10(0.01p↓), 중학교 평균 2.88(0.03p↓)로 지난 15차 조사보다 낮아진 반면, 고등학교는 평균 2.71로 0.07p 높아짐.
○ 학교가 ‘잘하고 있다’는 평가를 받기 위한 우선 과제로 초・중・고 전반은 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(28.7%), 수업내용과 방법의 질 개선(25.8%)을, 초・중학교는 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(초 24.1%, 중 28.0%), 학생 성장 중심으로 평가 방법 개선(초 18.4%, 중 16.6%)을, 고등학교는 진로교육(진학 및 취업지도 포함) 강화(37.2%), 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(14.7%)을 꼽음.
○ 자녀의 학교 선택 시 중요 고려 요소로 초・중학교는 인성교육(초 30.0%, 중 26.0%), 교육 프로그램의 특성(초 14.8%, 중 17.2%)을, 고등학교는 진로 지도(23.2%), 교원의 질적 수준(13.9%)을, 대학교는 졸업생의 취업 실적(23.1%), 교원의 질적 수준(11.6%)을 꼽음. 또한, 초・중・고등학교 교육 내실화를 위한 과제는 학벌 위주의 사회체제 개선(21.4%), 교육내용의 선택권 확대(17.5%), 교원의 전문성 제고(15.6%), 수업방식의 다양화(13.7%), 진로교육 강화(13.1%), 대입 선발 방식 개선(12.5%) 등의 순임.
○ 자녀의 조기유학에 대해 초・중・고 전반과 초・중・고등학교급 모두에서 보낼 생각이 없다(전반 55.7%, 초 67.3%, 중 61.1%, 고 49.0%)는 의견이 높으며, 학교급이 올라갈수록 보낼 생각이 없다는 응답률은 낮아짐. 자녀의 조기유학 이유로는 외국어 학습 또는 자녀의 조기 다중언어 구사를 위해(36.3%), 경쟁 위주의 학교교육에 대한 불만(24.1%), 자녀의 소질과 적성에 맞는 교육을 받게 하기 위해(20.5%) 등 순으로 응답함. 또한, 초등학교 학생들을 위해 제공되는 방과후 돌봄 서비스에 대해 67.3%가 학교와 지역사회가 함께 역할을 해야 한다고 응답함(평균 2.88).
○ 고등학교 교육에서 앞으로 더 중점을 두고 추진해야 할 1순위 과제로 학생의 진로 및 학업 설계 역량 교육 강화(36.8%), 수업 및 평가 개선(성취평가제, 과정중심평가 등)(24.1%), 다양한 과목 선택 및 이수 기회 제공(19.9%)을 꼽았으며, 고교학점제 전면 실시를 위한 중요 과제로는 다양한 수업을 지원하는 지능형 교육환경 구축(23.6%), 학생 선택형 교육과정 운영(17.2%), 학교 간 온·오프라인 공동교육과정 운영(14.4%), 교사들의 학점제 운영 역량 제고 및 준비(12.8%), 학교-지역사회 교육공동체 구축(11.2%) 등의 순으로 응답함.
3) 교사
○ 초・중・고등학교 교사의 능력과 자질에 대한 신뢰 정도에 대해 53.2%가 ‘보통’이라고 응답, 평균 2.95로 지난 15차 조사와 같았으며, 학교급별로는 초등학교 평균 3.07, 중학교 2.94, 고등학교 2.86로 학교급이 올라갈수록 평균은 낮아졌으나, 학교급별 평균은 지난 15차 조사보다 0.02~0.09p 높아짐.
○ 초・중・고등학교 교사에게 우선적으로 필요한 능력으로 초・중・고 전반은 학습 지도 역량(34.7%), 생활 지도 역량(30.2%)을, 초등학교 교사는 생활 지도 역량(46.4%), 학생 및 학부모와의 소통 역량(17.2%)을, 중학교 교사는 학습 지도 역량(32.1%), 생활지도 역량(25.2%)을, 고등학교 교사는 진로·진학지도 역량(50.1%), 학습 지도 역량(20.1%)을 가장 많이 꼽음.
○ 교사자격증은 없지만 현장경험 등이 있는 전문가를 초・중・고등학교 선생님으로 초빙하는 정책에 대해 찬성한다는 의견이 50.7%로 과반의 높은 응답률을 보였고, 학교급별로도 모두 찬성의견(초 52.9%, 중 49.3%, 고 47.5%)이 높았으나, 학교급이 올라갈수록 찬성의견의 응답률은 낮아짐. 자녀가 초·중·고등학교 선생님이 되는 것에 대해서는 61.6%가 긍정적으로 본다고 응답함.
○ 학생 및 학생의 보호자(부모 등)에 의한 교원의 교육활동 침해행위 정도에 대해 44.5%가 대체로 심각하다는 의견이었으며(평균 3.39), 그 이유로 학생 인권의 지나친 강조(36.2%), 학교교육이나 교원에 대한 학생 및 보호자(부모 등)의 불신(26.2%) 등의 응답률이 높았음. 교원의 교육활동을 적극적으로 보호하기 위한 과제로는 침해 행위자에 대한 엄정한 조치 강화(36.9%), 예방교육, 캠페인 등 교육활동 보호에 대한 전사회적 인식 제고(23.8%) 등을 꼽음.
4) 학생
○ 학업 성취에 가장 큰 영향을 미치는 요인으로 학생의 노력과 열의(33.1%), 학교나 학급의 학습 분위기(28.9%), 교사의 지도(15.1%), 가정의 학습 환경(10.5%) 순으로 응답함.
○ 초・중・고 학생들의 인성 수준에 대해 50.0%가 ‘보통’을 선택하였고(평균 2.71/ 5점 만점), 학교급별 평균은 초등학생 2.88, 중학생 2.51, 고등학생 2.50으로 학교급이 올라갈수록 인성 수준은 낮아짐. 학생들이 좋은 인성을 갖도록 하는 영향 요인으로 50.2%가 가정을 꼽음.
○ 초・중・고 학생들의 시민의식(민주시민성) 수준도 53.6%가 ‘보통’을 선택하였고(평균 2.82), 학교급별 평균은 초등학생 2.91, 중학생 2.66, 고등학생 2.65으로 학생들의 인성 수준과 같이 학교급이 올라갈수록 낮아짐. 또한, 학생들이 시민의식(민주시민성)을 갖도록 하는 영향 요인으로 학교(30.6%), 가정(28.6%), 사회(23.2%) 순으로 선택함.
○ 초·중·고등학교의 학교폭력 심각성 정도에 대해 55.0%가 심각하다라고 인식하고 있으며(평균 3.60), 학교급별 평균은 초등학생 3.30, 중학생 3.73, 고등학생 3.78로 학교급이 올라갈수록 심각성 정도도 올라가는 것으로 나타났으며, 학교폭력의 주요 원인으로 여전히 가정교육의 부재(36.7%), 대중매체(영화, 드라마, 인터넷, 게임 등)의 폭력성(20.8%), 학교의 학생지도 부족(18.7%) 등을 꼽음. 또한, 학교폭력 가해학생 조치에 대해 59.1%가 엄격한 처벌을 중시하는 것으로 나타남.
5) 교육과정 및 교육방법
○ 초・중・고등학교에서 가장 역점을 두어 길러주기를 바라는 사항으로 사회성, 인간관계(25.8%), 창의력(15.2%), 도덕성(14.2%), 기본생활습관(13.1%), 사고력(11.3%)을 꼽음. 초등학교에서는 기본생활습관(29.7%), 도덕성(16.5%), 창의력(15.6%)을, 중학교에서는 사회성, 인간관계(20.7%), 도덕성(18.4%), 사고력(13.4%)을, 고등학교에서는 사회성, 인간관계(20.7%), 지식(13.2%), 도덕성(10.8%)을 꼽아 학교급별 차이를 보임.
○ 현재보다 더 중시해야 할 교과로 초등학교는 사회(역사/도덕 포함, 통합사회)(24.3%), 국어(19.6%)를, 중학교는 사회(역사/도덕 포함, 통합사회)(20.3%), 한국사(16.9%)를, 고등학교에서는 교양(철학, 진로와 직업, 환경 등)(20.6%), 영어(13.4%)를 꼽아 지난 조사들과 유사한 응답 경향을 보임. 또한, 현재보다 더 강화되어야 할 교육내용으로 초등학교는 인성교육(43.3%), 창의성교육(17.3%)을, 중학교는 인성교육(35.6%), 민주시민교육(10.4%)을, 고등학교는 진로교육(24.0%), 인성교육(20.6%)을 가장 많이 선택하여 여전히 학교급별 차이를 보였으나, 공통적으로 인성교육에 대한 응답률이 높음.
○ 미래 초·중·고 학생들에게 우선적으로 길러주어야 할 역량으로 자기관리 역량(36.4%), 창의적 사고 역량(20.8%)을 가장 많이 꼽았으며, 미래 초등학생들에게는 창의적 사고 역량(25.9%), 의사소통 역량(21.1%)을, 미래 중학생들에게는 창의적 사고 역량(23.1%), 자기관리 역량(19.6%)을, 미래 고등학생들에게는 지식정보처리 역량(22.4%), 자기관리 역량(19.8%)을 가장 많이 선택하여 이 또한, 학교급별 차이를 보였으나 공통적으로 자기관리 역량에 대한 응답률이 높음.
○ 학교에서 온라인 교육으로 수업이수를 인정하는 것에 전반적으로는 찬성의견(41.3%)이 높았으나, 초・중학교에서는 반대의견(초 46.9%, 중 43.6%)이, 고등학교에서는 찬성의견(41.3%)이 높았음. 다만, 지난 15차 조사보다 반대의견의 응답률이 증가함. 온라인교육의 수업이수 인정을 찬성한다면 수업이수로 인정할 수 있는 온라인 교육의 운영 형태로 전반 및 초・중학교에서는 화상시스템을 통한 실시간 면대면 교수-학습활동이 가능해야 인정할 수 있다(전반 45.6%, 초 42.8%, 중 44.2%)를 가장 많이 선택한 반면, 고등학교에서는 어느 정도 오프라인 상(등교수업)에서의 활동이 포함되어야 인정할 수 있다(43.4%)를 가장 많이 꼽아 지난 15차 조사와 유사한 응답 경향을 보임.
○ 초·중·고등학교에서의 적절한 원격교육 수업 방식으로 교사-학생 실시간 면대면 수업(48.4%)을 가장 많이 선택하였고, 초·중·고에서 효과적인 원격교육이 이루어지기 위해 우선적으로 지원되어야 할 1순위 내용으로 안정적 원격교육시스템 제공(25.2%), 개인 스마트기기 제공·대여 및 인터넷 통신비 지원(18.7%), 다양한 온라인 학습콘텐츠 제공(13.5%), 학교와 지역사회 내 원격교육 학습공간 마련(13.4%)을 꼽음.
6) 교육재정 및 교육복지
○ 정부의 교육재정이 우선적으로 확대되어야 할 교육단계로 초등학교(24.2%), 고등학교(20.5%), 유아교육(18.5%), 중학교(10.7%), 4년제 대학(9.9%), 전문대학(4.5%), 학령기이후 성인교육(3.1%), 대학원(1.4%) 순으로 응답함.
○ 학생 수 감소, 미래 대응 등 교육환경 변화에 따른 교육재정 규모에 대해 교육여건을 선진국 수준으로 개선한 이후 교육재정을 축소해 나가야한다(35.8%), 교육서비스의 질을 지속적으로 높이기 위해 교육재정을 증가해 나가야한다(28.8%) 순으로 응답하여 현 시점에서는 교육재정의 축소보다는 증가 또는 유지해야 한다는 의견이 높음.
○ 코로나19 사태가 장기화되고 있는 상황에서 교육영역에서의 정부 대응 노력에 대해 보통이다의 응답률이 높음(평균 2.82). 코로나19 사태와 같은 국가 위기상황에서 정부가 교육영역에서 가장 우선해야 할 일에 대해 학생들의 학습격차 해소(36.3%), 학생들의 배움 및 학습 유지(27.0%), 급식 등 취약계층 학생들에 대한 지원(17.1%), 긴급 돌봄 등 보육/돌봄(15.0%) 등의 순으로 응답함.
○ 코로나19 사태와 같은 국가 위기상황에서 학생들의 학습 유지를 위한 우선 과제로 원격수업 체계화 및 질 제고(26.7%), 탄력적인 학교운영 체제 구축(21.9%), 학교단위 위기관리 매뉴얼 구축(21.7%), 학력격차 해소를 위한 지원 방안 마련(17.5%)을 꼽음.
7) 대학교육
○ 대학입학전형에서 가장 많이 반영되어야 할 항목으로 지난 13차 조사 이후 대학수학능력시험(30.9%)을 가장 많이 선택하고 있으며, 다음으로 인성 및 봉사활동(26.6%), 특기·적성(20.1%), 고교 내신(13.9%) 순으로 나타남. 대학 진학을 위한 경쟁 전망도 지난 8차 조사 이후 지속적으로 전반적으로 완화되나, 일류대 위주의 입시경쟁은 유지될 것(44.4%)이라는 의견의 응답률이 높음(현재와 큰 변화는 없을 것 30.0%, 전반적으로 심화될 것 12.3%, 전반적으로 완화될 것 8.5%).
○ 대학교육의 사회가 필요로 하는 인재 양성 기능에 대한 평가에서 일반대학, 전문대학 모두에서 보통이다(일반대학 48.0%, 전문대학 48.2%)의 응답률이 높으며(평균 각각 2.73, 2.90/ 5점 만점), 지속적으로 일반대학보다 전문대학에 대한 평가가 긍정적임. 또한, 대학이 사회가 필요로 하는 인재를 양성하고 있다는 평가를 받기 위한 우선 과제로 일반대학은 학문 분야별 전문가의 양성(39.3%), 사회생활에 필요한 시민의식 및 인격적 소양의 함양(33.9%)을, 전문대학은 진로 탐색 및 취업에 실질적 도움이 되는 직업 역량의 함양(55.2%), 학문 분야별 전문가의 양성(24.0%)을 꼽음.
○ 대학 교수들이 교육기관 특성에 맞게 학생들을 교육하고 있는지에 대해 일반대학, 전문대학 모두 보통이다(일반대학 53.3%, 전문대학 51.8%)의 응답률이 높았으며(평균 각각 2.77, 2.84), 지난 15차 조사의 평균과 비교하면 일반대학(0.05p)과 전문대학(0.02p) 모두 소폭 상승함.
○ 대학 진단 혹은 평가 시 가장 중요하게 반영해야 할 내용으로 지난 10~5차 조사와 달리 교수들의 교육·연구 역량(23.2%), 교육과정 운영의 적절성(21.0%), 학생 학습·진로 등 지원(19.1%) 등의 순으로 응답함. 또한, 대학교육혁신을 위해 가장 중점을 두고 추진해야 할 1순위 과제로 미래인재 양성을 위한 교육 혁신(30.4%), 대학운영의 투명성과 책무성 강화(18.5%)를 꼽음.
8) 교육현안 및 미래교육
○ 시도교육감을 직선제로 선출하는 방안에 대해 지난 조사들과 같이 찬성한다(42.6%)의 응답률이 높음(초·중·고 학부모 찬성 50.9%). 지방교육자치가 지역특성에 맞는 다양한 교육을 하는데 기여했는지에 대해서는 보통이다(46.8%)의 응답률이 높음.
○ 사교육비 부담과 사교육의 효과에 대해서는 고부담-중효과(16.5%), 고부담-고효과(14.7%), 중부담-중효과(13.3%), 고부담-저효과(10.7%) 등의 순으로 응답하였고, 사교육비 경감 효과가 가장 큰 정책으로 지난 10차 조사 이후 지속적으로 EBS 수능 연계(25.7%)를 1순위로 꼽음. 다음으로 EBS 강의(14.6%), 대입전형 단순화(13.1%), 선행학습 금지 정책(11.8%), 방과후 학교(초등돌봄교실 포함) 운영(11.7%), 과제형 수행평가 금지(9.9%), 고교체제 단순화(7.1%) 등의 순으로 응답함.
○ 자녀에게 사교육을 시키는 가장 큰 이유는 남들이 하니까 심리적으로 불안하기 때문에(24.3%), 남들보다 앞서 나가게 하기 위해서(23.4%), 학교에서 가르치는 것보다 더 높은 수준의 공부를 하도록 하기 위해서(19.2%)의 응답률이 높았음. 자녀의 사교육과 관련하여 대체로 사교육을 일찍 시작할수록 좋다고 생각하고(평균 2.92), 스스로 공부를 할 수 있어도 사교육은 필요하며(평균 3.05), 어떤 종류의 사교육을 할 것인지는 부모가 결정하고(평균 3.00), 취미생활은 말리지 않지만(평균 2.49), 자녀가 공부를 안하고 있으면 대체로 불안하며(평균 3.15), 자녀가 학원에 가거나 과외 공부를 하고 있으면 마음이 편하기도 하다(평균 3.05)고 응답함.
○ 미래 사회 변화 중 우리 교육에 가장 큰 영향을 끼칠 변화로 지난 조사들과 같이 저출산 고령화(38.2%)를 1순위로 꼽음. 미래 환경변화에 대응하기 위한 과제로는 학습자관리시스템(학습 관리, 생활지도, 건강관리, 진로지도 등) 구축 및 운영(18.1%), 온라인-오프라인 학습 병행(13.9%), 유연한 학교제도(학제) 구축(12.0%), 진학 진급제도의 탄력적 운영(11.6%), 교과 교사, 학습컨설턴트, 특별전문강사 등 교원 다양화(11.3%) 등의 순으로 응답함.
○ 향후 미래 학교에서 더 강조될 역할과 기능으로 초등학교는 공동체 역량 및 협동·협업 역량 교육(23.1%), 아동·학생들의 보육 혹은 돌봄(22.7%)을, 중학교는 자기주도학습 등 문제해결 역량 교육(31.7%), 공동체 역량 및 협동·협업 역량 교육(20.8%)을, 고등학교는 미래 진로 및 직업에 대한 탐색 및 교육(33.5%), 자기주도학습 등 문제해결 역량 교육(17.4%)을 1, 2순위로 선택함.
9) 교육관

∘ 53.2% of the respondents hold an average level of trust with primary and secondary school teachers’ abilities and qualities (an average of 2.95 on a 5-point Likert scale). it appears that as educational stages go up, the average level of trust with school teachers’ abilities and qualities decrease: 3.07 for primary school, 2.94 for lower secondary school, 2.86 for upper secondary school, respectively. ∘ The respondents selected what should be nurtured with the greatest emphasis in schools in the following order: ‘sociability and relations (25.8%)’, ‘creativity(15.2%)’, ‘morality (14.2%)’, ‘basic living habits (13.1%)’, and ‘thinking skills(11.3%)’. The responses varied by school: ‘basic living habits (29.7%)’, ‘morality(18.4%)’, ‘creativity (15.6%)’ for primary education; for lower secondary education ‘sociability and relations (20.7%)’, ‘morality (18.4%)’, ‘thinking skills(13.4%)’; ‘sociability and relations (20.7%)’, ‘knowledge (13.2%)’, ‘morality(10.8%)’ for upper secondary education, respectively.

6) Education Finance and Educational Welfare
∘ The respondents answered that the government’s financial support should be expanded first at primary education (24.2%), upper secondary education (20.5%), early childhood education (18.5%), lower secondary education (10.7%), 4-year HEIs (9.9%), 2-year HEIs (4.5%), adult learning (3.1%), graduate school(1.4%).
∘ The respondents answered that in accordance with changes in educational environment, including decreasing number of students, the size of education budget needs to be reduced after improving the country’s educational conditions to the level of developed countries (35.8%) and it needs to be increased to consistently improve the quality of education service (28.8%). These responses indicate that at this point, there is a high opinion that the education budget should be increased or maintained at the current level than being reduced.

Also, the respondents selected the first priority of government in the field of education in a national crisis, such as COVID-19, in the following order: ‘bridging the learning gap(36.3%)’, ‘maintaining students’ learning (27.0%)’, ‘support for disadvantaged students including meal plans (36.3%)’, and ‘urgent childcare (15.0%)’.
7) Higher Education
∘ Since the 13rd survey, College Scholastic Ability Test (CSAT) has been selected as an item to which the most weight should be given in university admissions (30.9%), followed by ‘personality and volunteer work history (26.6%)’, ‘talents and aptitudes (20.1%)’, and “high school GPA (13.9%)’. Also, since the 8th survey, competition for enterance to HEIs has been expected to be gradually eased; however, 44.4% of the respondents hold that competition for entering top HEIs would be maintained at the current level.
∘ When asked to rate whether HEIs are properly educating students to become human resources with relevant workforce competences, the respondents rated both 4-year and 2-year HEIs as average (48.0%, 48.2%; 2.73, 2.90 on a 5-point Likert scale). ∘ When asked whether faculty members are educating students in accordance with the characteristics of their institutions, the response rates of the respondents answering that both 4-year and 2-year HEIs are doing a mediocre job were high (53.3%, 2.77; 51.8%, 2.84). These numbers were a bit higher than those from the last year’s survey: 0.05p for 4-year HEIs and 0.02p for 2-year HEIs.

∘ For children with a problem of school refusal, on average, 50.6% of the respondents answered that they would find an alternative education option as graduating regular schools is not critical.
