이중 위험사회와 신종 재난의 발생이라는 새로운 상황에서는 기존의 리더십으로는 재난관리에 효과적으로 대처하는 데 한계가 있다. 따라서 다양한 상황을 효율적으로 관리할 수 있는 재난관리 리더십이 더욱 필요하다고 하겠다. 이에 본 연구에서는 첫째, 오늘날 국가 재난관리에 필요한 리더십 특성이 존재하는가? 둘째, 재난관리 단계별로 요구되는 리더십이 달라질 수 있는가?라는 연구문제를 제기하게 되었다. 본 연구에서는 재난관리 리더십을 특정한 목표 즉, 국민의 생명과 재산보호를 위한 국가재난관리를 효율적으로 달성하기 위한 영향력을 행사하고, 다양하게 관련되어 있는 국가재난관리시스템내의 조직구성원과 재난관리의 주체와 객체가 되는 개인이나 집단을 의도하는 방향으로 동작할 수 있도록 하는 기술로 정의하였다. 이러한 리더십에 관한 연구를 통하여 재난관리 단계별로 요구되는 리더십 특성과 유형을 도출하고, 이를 통하여 국가 재난관리에 필요한 리더십을 모색해 보고자 하였다. 이러한 연구목적을 위해 본 연구는 첫째, 국내외의 단행본, 논문, 기타 자료분석을 통한 재난관리와 리더십에 관한 문헌분석 방법을 실시하였고, 이를 통한 재난관리에 필요한 리더십의 유형을 이론적으로 고찰하여 연구의 분석틀을 도출하였다. 둘째, 소방방재청 및 재난관리 관련부처와 지방자치단체 및 일선 소방서의 공무원과 그리고, 재난관리 자문단 및 재난관리관련 NGO 등을 대상으로 하여 재난리더십 유형, 재난리더십 특성이 조직의 효과성에 어떠한 영향을 미치는 지를 설문조사를 통한 실증연구 방법을 실시하였다. 실증연구 분석결과를 요약해 보면 다음과 같다. 우선, 리더십 유형에 대하여 요인분석을 실시한 결과 지시형, 참가형, 설득형, 위양형의 4요인으로 요인이 추출되었다. 다음으로 재난단계별로 리더십 유형, 리더십 특성, 조직응집력, 응답자의 특성이 조직효과성에 다르게 영향을 줄 것이라는 가설을 검증하기 위한 재난관리단계별 리더십유형과 조직효과성을 분석한 결과, 첫째, 예방단계에서 조직 효과성에 영향을 주는 리더십 유형은 설득형, 참가형, 지시형 리더십으로 나타났고, 리더십 특성은 인성특성이 조직효과성에 영향을 주는 것으로 타나났으며, 조직의 응집력과 응답자의 특성도 역시 조직효과성에 영향을 주는 것으로 결과가 도출되었다. 둘째, 대비단계에서는 설득형, 위양형 리더십 유형과 개인적 능력 리더십 특성이 조직효과성에 영향을 주는 것으로 나타났고, 조직의 응집력이 조직효과성에 영향을 주는 것으로 나타났다. 셋째, 대응단계에서는 설득형 리더십 유형과 인성 특성 리더십 특성이 조직효과성에 영향을 주는 것으로 결과가 도출되었고, 조직응집력과 개인적 특성 중 근무 년수가 조직효과성에 영향을 주었다. 넷째, 복구단계에서는 지시형 리더십 유형과 인성 특성 리더십 특성이 조직효과성에 영향을 주었고, 조직응집력과 근무년수가 조직효과성에 영향을 미치고 있는 것으로 분석결과가 도출되었다. 그리고 리더십 유형이 조직효과성에 영향을 미칠 것이라는 가설을 검증하기 위한 분석결과 첫째, 설득형 리더십은 직무 충실성에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 설득형 리더십은 조직구성원의 능력발휘에 있어서도 긍정적인 영향을 미치고 있는 것으로 나타났다. 셋째, 재난관리 조직 구성원간의 협조관계에 있어서 설득형 리더십과 참가형 리더십이 긍정적인 영향력을 미치고 있는 것으로 나타났다. 넷째, 조직목표달성에 있어서도 설득형 리더십과 참가형 리더십이 긍정적인 영향력을 미치고 있는 것으로 나타났다. 다섯째, 조직활동 결과에 대한 만족도에 있어서 설득형, 참가형, 위양형 리더십이 긍정적인 영향력을 미치고 있는 것으로 나타났다. 결론적으로 재난관리 공무원들은 기존의 지시형 리더십 보다는 설득형, 참가형, 위양형 리더십을 발휘할 수 있는 리더를 더 선호하고 있다고 볼 수 있다. 한편, 본 연구가 기존 재난관리 분야에서의 리더십 연구가 부재한 상태에서 이루어진 시론적인 연구라는 점에서 의의가 있다. 재난관리에 요구되는 리더십에 관한 연구내용은 향후 국가재난관리 리더의 리더십 발휘에 긍정적인 작용을 하게 되어 정책적으로도 의미를 지닌다고 하겠다. 이와 관련하여 효율적 재난관리를 위한 리더십 정책방향을 제시하면 첫째, 효율적인 재난관리를 위해서 재난관리조직은 현장대응활동에서의 효율성 제고는 물론 인적 및 물적 자원동원 등에 있어서도 총괄조정 기능을 수행할 수 있는 조직으로 발전되어야 하며, 특히 재난관리조직의 리더가 자기 역량을 충분히 발휘할 수 있는 방향으로 개선되어야 한다. 둘째, 재난발생의 불확실성(uncertainty)은 재난관리 조직의 리더로 하여금 필요한 대응의 규모.범위.시기를 사전에 알 수 있도록 재난발생의 환경을 지속적으로 관리해야 하며 신속하고 조직적인 기능을 갖춘 시스템을 사전에 구축하고 동원할 수 있는 리더십을 제고해야 한다. 셋째, 재난대응에 있어 재난관리조직의 리더로 하여금 급박한 상황 변화에 능동적으로 대처할 수 있도록 최대한의 재량권을 허용해 필요한 조치를 추진할 수 있는 여건을 마련해 주어야 한다. 넷째, 재난관리는 재난관리 전담조직 단독만으로 대응을 하는 것이 현실적으로 한계가 있으며 네트워크체제로서 유관기관과 지방정부는 물론, NGO를 포함하여 포괄적인 대응을 해야 하기 때문에 이에 필요한 리더십이 개발되어야 한다. 다섯째, 재난관리 속성상 예방, 대비 단계와 대응, 복구 단계에서 각각 요구되는 리더십에 차이가 있다. 따라서 예방과 대비단계에서는 참가형 혹은 위양형의 리더십을 발휘하여 조직구성원의 참여를 유도하여야 하고, 대응 및 복구단계에서는 긴급한 사항을 요하기 때문에 지시형이나 설득형의 리더십 발휘가 되어야 할 것이다. 본 연구는 중앙정부 수준에서의 재난관리조직과 법제도를 중심으로 재난관리조직 리더의 리더십 발전방향에 관한 정책제언을 중심으로 논의하였다. 그러나 재난관리는 중앙정부 수준에서의 총괄적 대응보다는 현장위주의 지역적 대응이 보다 신속하게 재난대응에 효과성을 제고할 수 있다는 측면에서 이후의 재난관리조직 리더에 대한 연구는 민관협력을 주도하고 주민자율방재체제에 적합한 리더십 연구로 발전되어야 할 것이다.

The existing leadership has limitations to cope with emerging risks effectively, especially in a double-risk society. It is necessary, therefore, to have a new leadership that can be applied in various disaster situations. This study covers two major topics or questions on disaster management leadership: are there distinctive characteristics of leadership in the national-level disaster management system and does leadership differ or change with disaster management phases? In this study disaster management leadership is defined as techniques that influence achieving specific objectives such as protecting people’s lives and properties efficiently and enable to operate in intended direction diversely-connected members of the national disaster management system and individuals or groups who are the subject and object of the disaster management. After analyzing characteristics and styles of leadership in each disaster management phase, this study searches a new leadership style for the national-level disaster management. Two methodologies are adopted in this study. Firstly, available literatures covering theses and various data are surveyed and compiled to establish an analysis framework reviewing theoretical disaster-management leadership styles. Secondly, questionnaires are prepared to find how the styles and characteristics of disaster management leadership affect the effectiveness of an organization. Representative groups such as the National Emergency Management Agency, local governments and related authorities, fire departments, related NGOs, and disaster experts are selected and included for the questionnaire survey. Based on the analysis of actual data, four leadership styles are identified: autocratic or authoritarian, participative or democratic, persuasive, and delegating or Laissez-Faire leadership. To prove the hypothesis that leadership styles and characteristics, organizational solidarity, and responders’characteristics may affect organizational effectiveness differently, leadership styles and organizational effectiveness in various disaster phases are analyzed. Based on the analysis four main conclusions are found. Firstly, in disaster mitigation phase, persuasive, participative, and autocratic leadership affect organizational effectiveness. Among leadership characteristics, human characteristics affect organizational effectiveness dominantly, and also organizational solidarity and responders’ characteristics affect organizational effectiveness. Secondly, in disaster preparedness phase, persuasive and delegating leadership as well as leadership characteristics of individual ability and organizational solidarity affect organizational effectiveness. Thirdly, in response phase, persuasive leadership and human characteristics among leadership characteristics are found to affect organizational effectiveness. Among organizational solidarity and individual characteristics, duration of employment affects organizational effectiveness. Fourthly, in recovery phase, autocratic leadership and human characteristics among leadership characteristics affect organizational effectiveness. Also, organizational solidarity and duration of employment are found to affect organizational effectiveness. Proving the hypothesis that leadership style may affect organizational effectiveness, persuasive leadership is found to have a positive impact on duty faithfulness. Secondly, persuasive leadership also has a positive impact on encouraging organization members to display their abilities. Thirdly, in terms of cooperative relations among organization members, persuasive and participative leadership affect positively. Fourthly, in terms of mission achievement, persuasive and participative leadership also act positively. Fifthly, persuasive, participative, and delegating leadership are found to have a positive impact on the degree of satisfaction with the result of organization activities. Consequently, it can be concluded that disaster managers prefer persuasive, participative, and delegating leadership rather than old-fashioned autocratic leadership. This pioneering study is meaningful since it is performed when previous researches on disaster management leadership are not abundant. In a political sense, it is more meaningful that the results in this study can be used in positive ways for the future leadership in the national disaster management system. For future leadership, it is recommended that, firstly, disaster management organization needs to be improved in the direction that leaders are encouraged to demonstrate their real abilities to enhance coordination function not only for the efficiency in the field response activities but also for the mobilization of various national resources. Secondly, because of uncertainty of disaster occurrence, it is desired that disaster management leaders should continuously observe disaster-related environment such as possible disaster size, extent, and period, establish a system in advance, and mobilize the system for rapid and systematic responses. Thirdly, it is necessary to acknowledge leader’s discretion sufficiently so that he or she can respond proactively to emergencies. Fourthly, leadership needs to be developed or improved, forming a network, to work together with other related central organizations, local governments, and NGOs, since one single disaster management organization is not enough to respond to complex and emerging disasters. Fifthly, as found in this study, different leadership styles are required for different disaster management phases, i.e., mitigation, preparedness, response, and recovery. For mitigation and preparedness phases leaders need to show participative or delegating leadership to direct employees to participate. For response and recovery phases leaders need to show autocratic or persuasive leadership for an effective emergency management. This study suggests how to improve disaster management leadership in the central government level focusing on the disaster management organization and legislative system. For more effective responses to disasters, however, it is necessary to strengthen local response capacity rather than central management system. Therefore, future research on disaster management leadership needs to focus on leadership appropriate for leading cooperation between public and private sectors and suitable for community-based disaster management system.

This study suggests how to improve disaster management leadership in the central government level focusing on the disaster management organization and legislative system. For more effective responses to disasters, however, it is necessary to strengthen local response capacity rather than central management system. Therefore, future research on disaster management leadership needs to focus on leadership appropriate for leading cooperation between public and private sectors and suitable for community-based disaster management system.
