급변하는 글로벌 경쟁 하에서 리더십 개발은 선택의 문제가 아니라 전략적 필수조건으로 인식되어 왔으며, 장기적이고 통합적인 전략적 차원의 리더십 발휘가 중요한 과제로 대두되고 있다. 그러므로 전략적 리더는 가치관과 윤리, 비전, 문화 그리고 변화와 관련된 어렵고 복잡한 의사결정을 하는데 있어 기존의 전술적이고 운영적 차원의 리더와는 확실히 구별되는 리더십을 발휘하는 것이 필요하다. 따라서 본 연구의 목적은 전략적 리더의 리더십 발휘가 군 조직유효성에 어떤 영향을 미치는가를 분석하고, 조직 구성원의 신뢰가 전략적 리더십과 군 조직유효성간의 관계에 미치는 매개효과를 분석하였으며, 상황요인이 전략적 리더십과 구성원 신뢰간의 관계에서 어떻게 영향을 미치고 조절효과를 갖는지 그 간접효과를 규명하는데 두었다. 본 연구의 방법은 이론적 접근과 실증적 연구의 두 가지 방법을 활용하였다. 분석대상 및 연구목적에 따라 상관관계 분석과 신뢰도 및 타당성 검증 등을 실시하였고, 다중회귀분석 기법과 구조방정식모형(SEM)을 활용한 Amos 분석방법을 사용하였다. 육군의 상비 사단장을 연구대상으로 선정하여 관련되는 13개 사단의 지휘관 및 참모들을 적정 구성 비율만큼 표본(650명)으로 선정하였고, 설문지 배부 후 575부가 회수(89%)되어 분석에는 557(86%)부를 활용하였으며, 초급제대와 중급제대별로 각각 구분하여 비교 분석하였고, 최종적으로는 영관장교 358명을 분석대상으로 사용하였다. 연구에 사용된 변수는 독립변수, 매개변수, 조절변수 및 종속변수로 구분된다. 독립변수인 전략적 리더십의 구비요소와 특성을 자질요인과 행동요인으로 구분하였으며, 자질요인은 전략적 리더의 지식·역량과 인격·품성이 망라된 특성을 말하고, 행동요인은 리더의 지혜와 실천·행동에 관한 것을 말하며, 매개변수인 구성원 신뢰는 조직구성원이 동료와 상사로부터 느끼는 감정의 정도로 각각 이들에게 신뢰하면 소속집단 또는 조직의 공동목표달성을 위해 자발적이고 헌신적인 행동을 증대시킨다는 점에서 매개효과를 분석하였다. 조절변수인 상황요인은 전략적 리더십과 구성원 신뢰간의 관계에서 각 요인들이 어떻게 영향을 미치고 조절하는지를 규명하기 위해서 하위 구성요소를 지위권력, 재량권, 인센티브 및 네트워크 활용 등의 구성요소로서 분석하였다. 종속변수인 군 조직유효성은 직무만족과 조직몰입 및 조직성과지표 등을 구성요소로 선정하였다. 각 변수들의 관계를 규명하기 위하여 연구모형과 가설을 설정하였으며 주요 내용은 다음과 같다. <가설Ⅰ>은 전략적 리더십과 구성원 신뢰형성과의 관계를 분석하는 가설이고, <가설Ⅱ>는 조직구성원의 신뢰가 군 조직유효성에 미치는 영향을 검증하기 위한 것이며, <가설Ⅲ>은 전략적 리더의 리더십 발휘가 군 조직유효성에 어떤 영향을 미치는가를 규명하도록 하였다. <가설Ⅳ>는 조직구성원의 신뢰가 전략적 리더십의 발휘와 군 조직유효성과의 관계에서 매개역할을 하는지 분석하였고, <가설Ⅴ>는 상황요인이 전략적 리더십과 조직구성원의 신뢰형성과의 관계를 조절하고 있는지 여부를 분석하였다. 가설검증 결과 본 연구에서 제시된 사항들을 요약 정리하면 다음과 같다. 첫째, 본 연구모형에 포함되어 있는 각 변수들의 신뢰도와 구성개념 타당성을 검토한 결과, 대부분의 변수들이 매우 높은 내적 일관성과 구성개념 타당성이 확인되었고 일부 요인적재량과 공통성이 제한되는 항목은 분석 값에서 제외시켰다. 둘째, 전략적 리더십의 구성요소인 자질요인과 행동요인은 조직구성원의 상사신뢰와 높은 상관관계가 있고, 상황 요인의 재량권과 군 조직유효성의 직무만족 및 조직몰입 요인은 조직구성원의 상사신뢰와 강한 상관관계가 있음이 입증되었다. 셋째, 전략적 리더십과 구성원 신뢰와의 관계가설 검증결과, 전략적 리더십의 발휘는 구성원의 신뢰형성에 정(+)의 영향을 미치고 있음을 검증하였다. 넷째, 조직구성원 신뢰와 군 조직유효성과의 관계 가설검증에서는 조직구성원의 동료신뢰와 상사신뢰가 군 조직유효성에 정(+)의 영향을 미치고 있음을 입증하였다. 다섯째, 전략적 리더의 자질요인과 행동요인은 군 조직유효성에 정(+)의 영향을 미치는 것으로 분석되었다. 여섯째, 조직구성원의 신뢰가 전략적 리더십과 군 조직유효성간의 관계에서 매개역할을 할 것이라는 가설검증 결과는 상사에 대한 신뢰형성이 동료에 대한 신뢰형성보다 더 강하게 매개효과가 있는 것으로 분석되었다. 마지막으로, 상황요인의 조절관계 가설은 전략적 리더십과 구성원 신뢰형성과의 관계에서 리더의 지위권력과 인센티브 및 네트워크 활용은 유의미한 설명력을 갖지 못함으로써 기각되었고, 반면에 재량권 요인은 유의미한 관계를 나타내어 채택되었다. 또한, 본 연구결과를 군의 고급제대 리더에게 실무적용 시에는 리더십의 일반 이론에 추가하여 바람직한 실천적 지휘활동에 효과적으로 활용할 수 있는 시사점을 가지고 있다. 즉 ① 전략적 리더의 행동요인이 자질요인보다 훨씬 구성원의 신뢰형성에 높은 영향력을 발휘한다는 사실은 지휘활동 면에서 리더의 강력한 실천의지와 행동력이 요구된다는 점을 시사하고 있다. ② 조직구성원의 신뢰는 상사에 대한 신뢰가 동료에 대한 신뢰보다 군 조직유효성 향상에 크게 작용한다는 것은 부하들에게 믿음과 신뢰를 갖게 하는 지휘행동이 중요함을 시사해 주고 있다. ③ 전략적 리더십은 행동요인의 발휘가 높다고 지각되는 리더가 자질요인이 높다고 지각되는 리더보다 군 조직유효성 향상에 더 크게 영향을 미치는 점이다. ④ 동료에 대한 신뢰보다 상사에 대한 신뢰가 높을수록 전략적 리더십과 군 조직유효성간의 매개효과가 높다는 것은 리더와 팔로우어의 상호 신뢰효과가 동료 간의 신뢰효과보다 크다는 것을 의미한다. ⑤ 상황요인이 갖는 조절효과 중 재량권은 전략적 리더십과 구성원 신뢰형성간의 관계에서 유의미한 설명력을 나타내므로 전략적 리더의 효과적인 재량권 사용이 매우 중요함을 시사해주고 있다. 이상과 같이 전략적 리더십이 군 조직유효성에 미치는 영향에 관해 실증적 연구를 하였으나, 다음과 같은 면에서 몇 가지 한계점이 있으므로 향후 연구를 위해 몇 가지 사항을 제언하고자 한다. 첫째, 육군의 상비 사단장을 전략적 리더로 제한하여 표본으로 선정한 것은 군 전체를 대표하는 표준적인 전략적 리더십의 모델로서 설명하기에는 제한이 되므로 미래의 연구는 육·해·공군의 고급제대 리더에게 적용할 수 있는 전략적 리더십 모델을 개발해야 할 것이다. 둘째, 본 연구는 제한된 기간만을 연구대상으로 한 횡단적 연구(cross-sectional study)이므로, 향후에는 장기간에 걸쳐 매년 연구가 진행되도록 국방리더십 개발원 및 각 군 리더십센터 차원에서 종단적 연구(longitudinal study)를 추진해야 할 것이다. 셋째, 실증적 연구를 위한 조사방법은 주로 설문지 조사법을 사용하였고 설문대상이 직속상관이라는 점에서 다소 제한되는 면이 있으므로, 조사방법 면에서 설문지 조사법 이외에 면접과 실험 등 다양한 방법을 병행할 필요가 있다. 넷째, 전략적 리더에 대한 핵심역량을 함양시키기 위해 전략적 리더십에 대한 교육훈련모델을 개발하고 국방 군사교육훈련체계상에 반영하여 제대별 장성급 지휘관 및 참모에 대한 주기적인 리더십 교육이 실행되어야 할 것이다. 마지막으로, 전략적 리더십에 대한 유효성측정은 매우 복잡한 상황요인이 존재하기 때문에 대단히 어려운 문제이나 지휘결과 조직의 성과를 평가할 수 있는 조직성과 지표의 개발은 매우 중요한 의미가 있으며 실현되어야 할 과제이다.

Under the rapidly changing global competitive landscape, development of leadership is not considered a matter of choice but a necessary strategic condition, and the display of strategic, integrative, and long-term based leadership has become an important priority. Therefore, a strategic leader is expected to show a new kind of leadership that distinguishes itself from the existing tactical and managerial leadership. This new leadership will be imperative in making challenging and complicated decisions related to value system, morality, vision, culture, and change. Thus the purpose of this study will be clarifying the effects of strategic leadership on the military organizational effectiveness and the member trust's mediation effect on the strategic leadership and military organizational effectiveness. We would also explore how contingency factors influence strategic leadership as well as member trust relationship and exhibit moderation effect, investigating the relevant indirect impacts. The method employed in this study makes use of both theoretical approach and empirical exploration and a variety of objects and purposes went through correlation analysis, reliability test, validity test. We also conducted multiple regression analysis and structural equation models for Amos analysis, took a sample of 650 commanders and chiefs of 13 divisions among Army's standing divisions according to appropriate component ratio, collected 575 previously distributed survey sheets(89%), actually used 557 of them (86%) to comparatively analyze elementary and medium-level units. Finally, 358 field officers remained as valid objects of study. The variables used include independent, mediation, moderation, and dependent ones. Strategic leadership's characteristics and components as independent variables are then divided into behavioral factors and capacity factors, and capacity factors mean a group of characteristics ranging from a strategic leader's knowledge, capability, personality, to his character. Behavioral factors are those associated with a leader's wisdom and action. Member trust as a mediation variable implies the level of emotions that an individual experiences, caused by colleagues and superiors. We studied this variable in that it increases spontaneous and sacrificial behaviors for achieving the common goal of the organization once the trust is formed. Contingency factors as a moderation variable, in order to clarify how each factors influence each other in a relationship between strategic leadership and member trust, explores such sublevel components as position power, discretion, incentive, and networking. Military organizational effectiveness as a dependent variable selected job satisfaction, organizational commitment, and organizational performance index as varying components. To clarify the relationship between each variable, we set forward study models and hypotheses as follows. analyzes the relationship between strategic leadership and formation of trust among members, and examines the influence of trust on the military organizational effectiveness. clarified the effects of strategic leadership on the military organizational effectiveness. analyzed if member trust plays a role as a mediation variable in the relationship between the display of strategic leadership and military organizational effectiveness. states whether contingency factors controls the relationship between strategic leadership and member trust. According to the results of the verification of the hypotheses, the following statements are suggested in summary. First, as we study the validity of concepts and reliability of each variable included in this research model, most variables show fairly high internal consistency and structural concept validity but we excluded from analysis some of them with limited communality and factor loading. Second, capacity and behavioral variables as the components of strategic leadership possess highly positive correlation with organizational trust, and the discretional authority regarding contingency factors, job satisfaction of military organization effectiveness, and organizational commitment show strong correlation with trust in superiors. Third, we clarified that strategic leadership has a positive(+) correlation in forming trust among members of an organization as we examined the hypothesis regarding the relationship between strategic leadership and member trust. Fourth, we proved that peer and superior trust positively(+) influences military organizational effectiveness in examining the relationship between member trust and military organizational effectiveness. Fifth, a strategic leader's capacity and behavioral factors analyzed positively(+) affect military organizational effectiveness. Sixth, the hypothesis that states trust of members will be a mediator between strategic leadership and military organizational effectiveness has been analyzed to show that the trust in superiors is stronger a mediator than that between colleagues. Lastly, the hypothesis about contingency factors' adjustment was rejected because it could not explain persuasively the relationship between strategic leadership and member trust when exercising leader's position power, incentive, and networking, while discretional factor was adopted. In addition, this study has proper relevance that we can apply it to general theories of leadership when being used by leaders of a large unit. It will help expedite the desirable actions of command. Thus, ① strategic leader's behavioral factor has a greater influence than capacity factors when it comes to forming member trust, and this fact suggests that a leader's will to act is required when he commands. ② Member trust has a greater suggests that trust in superiors affects military organizational effectiveness more significantly than that in peers. Thus when commanding subordinates, it is important to encourage deeper trust. ③ Strategic leadership improves military organizational effectiveness more when leaders who are believed to have a high behavioral factor perform than when those who are thought to have a high capacity factor do. ④ The fact that greater trust in superiors than that in peers is likely to have a higher mediation effect on strategic leadership and military organizational effectiveness means leader-follower mutual trust is more significant than peer trust. ⑤ Discretion among other contingency factor's adjustment effects shows a meaningful explanation of member trust and strategic leadership and thus suggests that effective use of discretion is very important to strategic leaders. As stated above, we've conducted an empirical study on the influence of strategic leadership on military organizational effectiveness, some limitations are also found. We provide a few suggestions for further research. First, taking Army's standing division commanders as sample strategic leaders does not provide a standard model for strategic leadership and is thus limited to represent the armed forces in general it would be necessary to develop strategic leadership models that are applicable to army, navy, and air force commanders. Second, this study is a cross-sectional study limited to a certain period of time and needs to be expanded to be a longitudinal study prepared by each armed forces' leadership centers and National Defence Leadership Institute so that the study can proceed annually over an extended period of time. Third, an empirical study used survey sheets and the constituents of the survey were immediate superiors, which necessitates to broaden the method to include interviews and experiments. Fourth, we need to develop drill models for strategic leadership with the purpose of fostering key leadership capacities and a periodic leadership program should be offered to general leaders and staff as part of a national defense military training system. Lastly, since it is extremely difficult to measure effectiveness of strategic leadership considering various contextual factors, we must develop organizational performance index to evaluate an organization's results.

Therefore, a strategic leader is expected to show a new kind of leadership that distinguishes itself from the existing tactical and managerial leadership. This new leadership will be imperative in making challenging and complicated decisions related to value system, morality, vision, culture, and change. Thus the purpose of this study will be clarifying the effects of strategic leadership on the military organizational effectiveness and the member trust's mediation effect on the strategic leadership and military organizational effectiveness. We would also explore how contingency factors influence strategic leadership as well as member trust relationship and exhibit moderation effect, investigating the relevant indirect impacts. The method employed in this study makes use of both theoretical approach and empirical exploration and a variety of objects and purposes went through correlation analysis, reliability test, validity test. We also conducted multiple regression analysis and structural equation models for Amos analysis, took a sample of 650 commanders and chiefs of 13 divisions among Army's standing divisions according to appropriate component ratio, collected 575 previously distributed survey sheets(89%), actually used 557 of them (86%) to comparatively analyze elementary and medium-level units. Finally, 358 field officers remained as valid objects of study. The variables used include independent, mediation, moderation, and dependent ones. Strategic leadership's characteristics and components as independent variables are then divided into behavioral factors and capacity factors, and capacity factors mean a group of characteristics ranging from a strategic leader's knowledge, capability, personality, to his character. Behavioral factors are those associated with a leader's wisdom and action. Member trust as a mediation variable implies the level of emotions that an individual experiences, caused by colleagues and superiors. We studied this variable in that it increases spontaneous and sacrificial behaviors for achieving the common goal of the organization once the trust is formed. Contingency factors as a moderation variable, in order to clarify how each factors influence each other in a relationship between strategic leadership and member trust, explores such sublevel components as position power, discretion, incentive, and networking. Military organizational effectiveness as a dependent variable selected job satisfaction, organizational commitment, and organizational performance index as varying components. To clarify the relationship between each variable, we set forward study models and hypotheses as follows. analyzes the relationship between strategic leadership and formation of trust among members, and examines the influence of trust on the military organizational effectiveness. clarified the effects of strategic leadership on the military organizational effectiveness. analyzed if member trust plays a role as a mediation variable in the relationship between the display of strategic leadership and military organizational effectiveness. states whether contingency factors controls the relationship between strategic leadership and member trust. According to the results of the verification of the hypotheses, the following statements are suggested in summary. First, as we study the validity of concepts and reliability of each variable included in this research model, most variables show fairly high internal consistency and structural concept validity but we excluded from analysis some of them with limited communality and factor loading. Second, capacity and behavioral variables as the components of strategic leadership possess highly positive correlation with organizational trust, and the discretional authority regarding contingency factors, job satisfaction of military organization effectiveness, and organizational commitment show strong correlation with trust in superiors. Third, we clarified that strategic leadership has a positive(+) correlation in forming trust among members of an organization as we examined the hypothesis regarding the relationship between strategic leadership and member trust. Fourth, we proved that peer and superior trust positively(+) influences military organizational effectiveness in examining the relationship between member trust and military organizational effectiveness. Fifth, a strategic leader's capacity and behavioral factors analyzed positively(+) affect military organizational effectiveness. Sixth, the hypothesis that states trust of members will be a mediator between strategic leadership and military organizational effectiveness has been analyzed to show that the trust in superiors is stronger a mediator than that between colleagues. Lastly, the hypothesis about contingency factors' adjustment was rejected because it could not explain persuasively the relationship between strategic leadership and member trust when exercising leader's position power, incentive, and networking, while discretional factor was adopted. In addition, this study has proper relevance that we can apply it to general theories of leadership when being used by leaders of a large unit. It will help expedite the desirable actions of command. Thus, ① strategic leader's behavioral factor has a greater influence than capacity factors when it comes to forming member trust, and this fact suggests that a leader's will to act is required when he commands. ② Member trust has a greater suggests that trust in superiors affects military organizational effectiveness more significantly than that in peers. Thus when commanding subordinates, it is important to encourage deeper trust. ③ Strategic leadership improves military organizational effectiveness more when leaders who are believed to have a high behavioral factor perform than when those who are thought to have a high capacity factor do. ④ The fact that greater trust in superiors than that in peers is likely to have a higher mediation effect on strategic leadership and military organizational effectiveness means leader-follower mutual trust is more significant than peer trust. ⑤ Discretion among other contingency factor's adjustment effects shows a meaningful explanation of member trust and strategic leadership and thus suggests that effective use of discretion is very important to strategic leaders. As stated above, we've conducted an empirical study on the influence of strategic leadership on military organizational effectiveness, some limitations are also found. We provide a few suggestions for further research. First, taking Army's standing division commanders as sample strategic leaders does not provide a standard model for strategic leadership and is thus limited to represent the armed forces in general it would be necessary to develop strategic leadership models that are applicable to army, navy, and air force commanders. Second, this study is a cross-sectional study limited to a certain period of time and needs to be expanded to be a longitudinal study prepared by each armed forces' leadership centers and National Defence Leadership Institute so that the study can proceed annually over an extended period of time. Third, an empirical study used survey sheets and the constituents of the survey were immediate superiors, which necessitates to broaden the method to include interviews and experiments. Fourth, we need to develop drill models for strategic leadership with the purpose of fostering key leadership capacities and a periodic leadership program should be offered to general leaders and staff as part of a national defense military training system. Lastly, since it is extremely difficult to measure effectiveness of strategic leadership considering various contextual factors, we must develop organizational performance index to evaluate an organization's results.
