Accordingly, this study examines information devices in Korean middle schools, and studies the effect of using ICT by conducting survey, following a study conducted during a specified period of time on the English classes that use existing method versus the ICT. Moreover, this study sought to develop measures. The results are as follows. First, it is possible to induce interest in the English curriculum and to increase learning motivation by finding, modifying and complementing learning materials on the Internet and CD-ROM that are in line with the contents that are taught by teachers and then using them in classes. Second, it is possible to increase the level of academic achievement, which in turn increases students' ability to use ICT by conducting classes with the students as the main subject instead of conducting one-sided teaching by teachers that translates into easy understanding of students' level of understanding and studying level. Third, it is possible to increase the level of satisfaction when it comes to learning and the perception that it is possible to increase learning effect by using a learning method in which computer is not a play, but a medium for learning all these by using computer that induce the interest of students. However, it is necessary to endow learning motivation by enabling students to develop their independence and students need to participate actively in classes in order to ensure effective ICT education. Moreover, teachers must also participate in classes out of voluntary will, and help motivate the learning of students to maintain the environment in a way that the students can unfold their activities. As such, it is important to remember that the teachers need to play the role of supporting learning environment. In addition, it is necessary to know how to select learning method that befits the level of students, and effect increase when the focus is placed on the students and not on themselves. In conclusion, it is possible to manifest a level of satisfaction that is satisfactory when it comes to information technology capability in addition to learning English by using ICT in English classes. If and when shortcomings found in educational sites such as facilities and increase in teachers' ability to utilize information technology, this study shows that it is possible to increase educational effectiveness compared to existing, traditional teaching methods.
