In all the countries over the world, the railroad provides not only the role of the most important traffic means but also the central function and role of urban formation and development, so that the meaning of railroad can be very important. Since the Seoul-Incheon railroad was opened to traffic in 1899, the Korean railroad has been spotlighted as the traffic means of the people, which connected all the national territories. But, since the 1960s, owing to the influence of road-oriented biased traffic policy, the interest and investment in railroad have decreased abruptly. However, by the momentum of opening the Seoul-Busan high-speed railroad to traffic in 2004 and restructuring railroad industry, the Korean railroad has faced the new turning point. The new trouble and heavy burden of Korea Railroad Corporation, which was converted from a government body to a public enterprise, is the cumulative deficit due to the debt of about 10 trillion won and the lack of transport results and estimated revenue in the high-speed railroad. This point shows that the future of Korea Railroad Corporation is not promising in growing as a world-famous firm. However, in order to overcome its difficult management condition and build its self-supporting management base, Korea Railroad Corporation is focusing its competency on the development enterprise field of railroad station influence area, which utilizes railroad stations and their neighboring sites, as one of the important core strategy enterprises. Also, since local autonomy system was conducted, the majority of cities and provinces have been much interested in the redevelopment enterprise of railroad station influence area in order to improve urban environment and reorganize urban space structure. First, the purpose of this study is to examine the concept, role, and scope of station influence area and the types, effects, and preceding research state of station influence area development enterprise through the theoretical consideration, and investigate and analyze the domestic and foreign cases of station influence area development, and so draw out their implications. Also, the purpose of this study is to evaluate the station influence area development enterprise plans of Korea Railroad Corporation, and analyze the problems and identify the improvement measures in promoting the domestic development enterprises of station influence area. Finally, the purpose of this study is to present the improvement related to law systems and institutions, the improvement related to finance, the improvement related to land use and introduction facilities, and the improvement related to enterprise promotion, as the measures for improving these problems which should be overcome in order to promote efficiently the development enterprises of station influence area. Meanwhile, the domestic development enterprises of station influence area were limited to the development enterprises of complex station buildings through inducing private capitals. Such domestic development enterprises contributed to facilities modernization and railroad management improvement. But, such domestic development enterprises caused the problems that convenience facilities were lacking owing to enterprise efficiency-oriented development and connected traffic system was insufficient and the management participation of Korea Railroad Corporation was restricted due to its limited share participation. In contrast, the foreign development enterprises of station influence area were slightly different according to development subjects, but focused on public interest and convenience, and so executed diverse functions, and then were promoted on the macroscopic dimension. As the problems which occur in promoting the domestic development enterprises of railroad station influence area, the first is the problem related to laws and institutions. The second is the problem related to finance. The third is the problem related to land use and introduction facilities. The fourth is the problem related to enterprise promotion. As the measures for improving such problems, the first is the improvement related to law systems and institutions, including revising current railroad-related laws, enacting the special law for developing railroad station influence area, and preparing the system supporting enterprise sites. The second is the improvement related to finance, including raising the financial resources necessary for promoting enterprises, bearing the cost of infrastructure, and supporting tax and allotments. The third is the improvement related to land use and introduction facilities, including reinforcing downtown connection function and diversifying space utilization and introduction facilities. The fourth is the improvement related to enterprise promotion, including preparing the enforcement guideline of station influence area development affairs, promoting diverse development methods, reinforcing enterprise organizations, training expert manpower, and composing the conference for station influence area enterprises. This study tried to overcome the items and limitations, which preceding studies had overlooked, but rather this study included many insufficient items. Nevertheless, this study could be positive in the research direction which considered practical affairs. In spite of enterprise promotion subjects, clearly the development enterprises of railroad station influence area fulfills the role as the railroad of the people and executes the function of national land development. Also, this study is expected to help Korea Railroad Corporation to not only overcome its difficult management condition in promoting the full-scale development enterprises of station influence area but also reinforce its corporate competitiveness and so grow as a world-famous railroad firm.
