본 연구는 뇌병변장애인의 취업에 어떤 요인들이 영향을 미치는지를 분석함으로써, 한국 뇌병변장애인의 낮은 취업률 문제를 해소시키는데 실질적인 도움을 줄 수 있는 방안을 모색하고자 하였다. 이에 따라 본 연구에서는 취업에 어떠한 요인이 영향을 주는지를 실증적으로 규명하고자 세 가지 연구문제를 설정하였다. 첫째는 뇌병변장애인의 인구학적 요인, 장애요인, 노동시장요인들이 뇌병변장애인 취업여부와 상관관계가 있는가이며, 두 번째는 뇌병변장애인 취업집단과 미취업집단의 차이는 무엇인가이고, 세 번째는 뇌병변장애인의 인구학적 요인, 장애요인, 노동시장요인들은 뇌병변장애인 취업에 영향을 미치는가이다. 선행연구들에 대한 검토 결과 장애인의 취업을 설명하는 이론으로는 인적자본이론, 선별이론(차별론), 직무경쟁이론, 수요독점이론이 제시되었다. 이러한 이론을 바탕으로 인적자본 요인, 장애요인, 노동시장요인으로 설정하였다. 연구문제에 대한 가설을 검증하기 위해 본 연구는 한국장애인고용촉진공단 고용전산망의 자료를 활용하였으며, 2006년도 뇌병변장애인 신규 및 재구직상담자 1,860명을 대상으로 확보한 자료를 교차분석과 로짓희귀분석을 실시하여 발견된 주요 연구결과 요약하면 다음과 같다. 우선 뇌병변장애인의 취업실태에 대하여 살펴본 결과는 첫째, 조사대상자는 남자가 81.2%, 여자가 18.8%로 남자가 더 높은 비중을 차지하였으며, 연령은 25세 이상 34세의 비율이 %로 가장 높게 나타났다. 둘째, 교육정도는 고졸이하가 44%로 가장 높은 비율을 차지하였고, 대졸역시 39.2%로 높게 나타났다. 경력기간은 1년 미만인 사람이 50.9%로 가장 높게 나타났고, 5년 이상 10년 미만은 15.5%로 2위를 차지하였는데, 뇌병변장애인의 특성상 취업경력은 장애발생전과 후로 나눠 볼 수 있다. 경력기간이 오래될수록 후천적 장애로서 뇌졸중, 외상성뇌손상 등이 있는 반면 경력기간이 없거나 짧은 경우는 뇌성마비장애인으로 파악되었다. 셋째, 직업훈련여부는 경험이 없는 사람이 69.9%로 높게 나타난 반면 경험이 있는 사람은 30.1%를 차지하였다. 직업훈련기간은 1개월 이상 6개월 이하가 27.5%로 2위를 차지하였다. 넷째, 장애원인은 선천적인 장애(42.1%)보다 후천적인 장애가 (57.9%) 더 큰 비중을 차지하고 있으며, 세부장애요인으로 뇌성마비(38.8%)가 가장 높게 나타났다. 장애등급은 3등급(36.6%)이 가장 높게 나타났고, 중복장애상태는 2개의 중복장애를 가지고 있는 사람이 65% 차지하였다. 보장구는 사용하지 않는 사람이 94.1%로 대부분을 차지하였다. 다섯째, 노동시장요인은 구직횟수는 1회가 53.8%로 가장 높게 나타났다. 구직횟수가 많다는 것은 구직기간이 오래되고, 사회적 차별 등이 높아질 수 있어 불완전한 구직욕구는 오히려 낮아져 취업에는 불리하다는 의미를 갖는다. 또한 부담급납부사업체(21.6%)보다 장려금지급사업체(78.4%)가 더 높게 나타났다. 다음으로는 뇌병변장애인의 취업집단과 미취업집단을 비교분석한 결과로는 첫째, 두 집단 모두 여성보다 남성의 비율이 높았다. 하지만 전체 취업자 성별분포는 여성전체 취업알선인구 중 여성장애인의 취업률이 남성장애인에 비해 높게 나타났다. 이것은 이성규 외(2004a)의 연구에서도 여성 뇌병변장애인의 취업률이 높게 나타난 것과 같은 결과이다. 둘째, 연령은 취업집단에서 20대가 미취업집단에서는 50대 이상이 가장 높게 나타났다. 셋째, 교육정도를 살펴보면 두 집단 모두 고졸이상과 대졸이상이 높은 비율을 차지하였다. 장애인 경제활동분석에서도 학력수준이 높아질수록 경제활동참가율과 고용률이 높게 나타나 고학력일수록 노동시장의 참여정도가 높음을 알 수 있었다. 고학력 실업자가 많다는 것은 일반노동시장에서 장애인 학력에 맞는 채용직무가 없고, 장애인의 생산성과 업무능력을 평가절하 하는 국민들의 인식과 노동시장의 오해에서 기인한 것으로 유추해 볼 수 있다. 넷째, 경력기간도 두 집단 모두 1년 미만이 가장 높게 나타났다. 다섯째, 직업훈련여부는 두 집단 모두 없는 경우가 높았다. 1개월 이상 12개월 미만인 경우 미취업집단(4.7%)보다 취업집단(7.9%)이 더 높게 나타났다. 즉 직업훈련 유무와 취업과의 관계에서는 큰 차이가 없는 것으로 나타난 것으로 보아 직업훈련과 취업은 관련성이 적음을 유추해 볼 수 있다. 여섯째, 장애원인은 두 집단 모두 후천적인 장애원인과 장애등급 3등급인 경우가 가장 높게 나타났다. 중복장애 역시 두 집단 모두 2개의 중복장애를 가지고 있는 비율이 높았으며, 보장구는 사용하지 않는 비율이 절대적으로 높게 나타났다. 그것은 뇌병변장애인의 특성상 최소한 1가지 이상의 장애를 동반하는 경우가 많으며, 1가지 장애 즉 단일장애만 갖고 있다는 것은 뇌병변장애인의 특성상 장애상태가 경미하다는 것을 의미하며 그것은 뇌병변장애인의 취업욕구와 기대수준은 중복장애를 갖고 있는 뇌병변장애에 비해 높으나 현실에 미치지 못하다는 것을 예측해 볼 수 있다. 따라서 상대적으로 장애인 고용에 적극적인 중소기업 및 영세기업에서도 단일장애를 갖고 있는 뇌병변장애인 채용의 차선책으로 중복장애를 가지고 있는 비율이 높다는 것을 반증하는 결과이다. 구직횟수는 두 집단 모두 1회가 가장 높았으며, 3회, 4회, 5회 이상은 미취업집단보다 취업집단이 더 높은 비율을 차지하였다 마지막으로 취업여부에 영향을 미치는 요인들을 살펴보면 첫째, 인적자본요인에서는 연령, 경력기간, 훈련여부, 훈련기간이 통계적으로 유의미한 변수로 나타났다. 둘째, 장애요인 중에서는 장애원인, 장애등급, 중복장애가 통계적으로 유의미한 변수로 나타났다. 노동시장요인에서는 구직횟수가 통계적으로 유의미한 변수로 나타났다. 그러나 노동시장요인과 인적자본요인 중 성별과 교육 장애요인 중 보장구 사용개수는 통계적으로 유의미한 변수로 나타나지 않았다. 즉 뇌병변장애인의 경우 연령이 낮을수록, 경력기간이 길고, 훈련경험이 있는 사람일수록 취업할 확률이 높아진다고 볼 수 있다. 셋째, 구직횟수와 훈련기간 역시 취업을 하는데 통계학적으로 유의미한 요인으로 나타났다. 넷째, 장애원인이 후천적인 원인보다 선천적인 원인일수록 장애등급이 낮고 중복장애를 많이 갖고 있을수록 취업할 가능성이 있음을 보여주고 있다. 이러한 연구결과에 따라 이론적 틀에서 본다면, 인적자본요인에서는 뇌병변장애인의 구직욕구와 장애특성을 고려한 직업훈련 확대, 체계적이고 심층적인 상담과 평가를 통한 취업계획수립, 기업이 필요로 한 직종과 직무 그리고 일반노동시장에서 요구하는 연령대별 맞춤훈련 확대가 요구되며, 장애요인에서는 현 제도 안에서의 중증 뇌병변장애인을 위한 별도의 고용제도 개선, 중증 뇌병변장애인에게 필요한 맞춤형 보조공학기기 지원이 필요하다. 노동시장요인에서는 장애인에 대한 인식개선 정책, 고용촉진관련 지원시책, 각종 지원시책에 대한 정보수집 및 활용 등에 관한 실천적 과제가 요구된다.

This study is to find tangible solutions to resolving the low employment rate of the persons with Brain disorder by analyzing employment factors of them. Against this backdrop, I established two research tasks in order to verifiably identify employment factors of persons with Brain disorder. The first research is to uncover relations between demographic factor, disability factor, labor market factor and employment status of persons with Brain disorder. The second, I conducted contrastive analysis between the employed and the unemployed among persons with encephalopathy. Next, Is to discover whether demographic factor, disability factor, and labor market factors have an effect on employment decision of them. As a result of reviewing previous research, three theories which explain employment of the disabled were suggested ; Human Capital Theory, Screening Theory, Job Competition Theory, Monopsony Theory. Based on these theories, I selected three factors including human capital factor, disability factor, and labor market factor. In order to verify hypothesis to these research tasks, database on registered disabled to Korea Employment Promotion Agency for the Disabled were utilized. The followings are findings by conducting Crosstabulation Analysis and Logit Regression Analysis to 1,860 persons with Brain disorder who registered to search for jobs newly and again in the year of 2006. Looking at employment status of persons with Brain disorder, 81.2% surveyed accounted for male while 18.8 were female. In terms of age, the age group of 25~34 recorded the highest. As for education level, group who went to high school or under was the highest while 39.2% were comprised of college graduates, whose proportion was also high among other groups. On career terms, persons with 1 year or less long career numbered 50.9%, which is the highest while persons with 5 to 10 years of career recorded 15.5%, which is the second highest. Considering characteristics of persons with Brain disorder, disability reason defined their career period. One who has a long career turned out to be have acquired disabilities such as stroke, traumatic brain injury while the one who has short or no career had developed congenital disability such as cerebral palsy. Looking at job training, as much as 69.9% of the surveyed had no job training while only 30.1% had the experience. In terms of job training duration, which is the highest, while 1 to 6 months accounted for 24.2%, which ranked second. Fourth, persons with acquired disability numbered 57.9%, which is higher than their counterparts, which accounted for 42.1%. On disability type terms, cerebral palsy ranked the highest. As for disability degree, third degree were the highest at 36.6%. Among persons with multiple disabilities, persons with two disabilities accounted for 65%. 94.1%, who is majority of them, did not use assistive devices. In terms of labor market, as for the number of job seeking activities, 1 time were the highest at 53.8%. Many job seeking activities mean that one had searched for jobs for a long time, which leads to higher social discrimination, lower desire to have jobs, which in turn serves as a disadvantage to employment. Also companies which received employment subsidies were more than companies with employment levy. Next, I conducted contrastive analysis between the employed and the unemployed among persons with Brain disorder. As a result, males was more than females in both groups. In terms of age, 20s in the employed and 50s in the unemployed was the highest. Looking at the education level, persons who graduated high school or more and university or more ranked high in both groups. Persons with 1 year or less of career recorded the highest in both groups. Fifth, persons with no job training recorded high in both groups. job training duration showed similar results. Persons with no job training period were high while persons with 1 to 12 month of experience numbered 7.9% in the employed, which is higher than their counterpart of 4.7%. This shows the fact that job training does not necessarily lead to employment. Sixth, on disability reason and degree terms, acquired disability and third degree ranked highest in both groups. Looking at multiple disabilities, persons with two disabilities were high in both groups. Among the surveyed, one who said that they do not use assistive devices were high in both groups also. Given the characteristics of Brain disorder, multiple disabilities were common. So, one who has a disability means that he has a mild disability, which translated into his employment desire and expectation fall short of reality. As a result, the proportion of persons with third degree and multiple disabilities are sure to be high. As for the number of job seeking activities, 1 time ranked the highest in both groups while 3 to 5 times or more accounted for more in the employed than the unemployed. Lastly, I looked into factors which affected employment. Among human capital factors, age, career, job training, and the number of job seeking activities turned out to have an effect on employment statistically. Among disability factors, reason of disability, degree, and multiple disabilities had relations to employment. However, gender, education level from labor market factors and human capital factors and the number of assistive devices from disability factors did not have any connotation to employment. This means that as one is younger, has a long career, has job training are more likely to have jobs than their counterparts. Labor market factors with employment in statistical sense the number of job. Third, the number of job seeking activities and job training period also turned out to have some positive relationship with employment in statistical sense. Fourth, the survey showed that one who has developed congenital disability rather than acquired one, has lower disability degree, has more multiple disabilities had higher chances of getting employed. Based on these results, various realistic solutions such as expansion of job training considering employment desire and disability type, employment planning through systematic and in-depth consulting and evaluation, expansion of tailor-made job training meeting the needs of companies' job category and type, policies to raise awareness towards the disabled, various support policies to promote employment of the disabled, improvement of employment system for persons with severe Brain disorder, information gathering and utilization about various support policies were suggested.
