Forest serves various functions such as preserving the variety of life and the natural environments, preventing landslides, creating refreshing environments, and promoting the public good concerned with health, leisure, culture, and material. The actual use and management of above mentioned functions of forest determine the quality(or convenience) of both descendents' and human's lives. Despite the goodness obtained from the functions of forest, People have consumed the forest convenience provided by these various functions without paying any set (due) prices. The government should compensate the owners of private forests for the convenience they offer to maintain the function of forest as a recreation center. Financial support from the government has to be preceded on the basis of public value evaluation. The evaluation process can be conducted by scrutinizing the citizen's willingness of tax, share, donation, and fund payments. This study used Contingent Valuation Method (CVM) to estimate the willingness to pay and the economic values created by the recreational function of forest. In previous research, CVM is used to evaluate the conservation value of the recreational function and convenience granted by the improved environments. The estimated result was multiplied by the number of families living in Seoul and Gyeonggi province, and thus resulted in the aggregated economic value of recreational function of forest. The purpose of this study is to evaluate the conservation value of materials required for the efficient preservation by applying CVM, which is regarded as the most useful method in evaluating the conservation value of materials. Furthermore, it aims to observe the difference in the willingness to pay for the public materials of forests in line with the forest leisure activities(the frequency of mountain climbing activities) and the decision factors that determine the conservation value. This study, then, finally aims to compare the differences in each model and analysis method. The results of all the models used in the valuation of conserving the forest's recreational function agreed with the economic theories in that lower willingness to pay for the recreational value is generated when the price is high, and higher willingness to pay is generated when the income level is high. Also, the statistical tests gave reasonable results, but showed some difference in the statistical significance found in the coefficient of each independent variable that corresponds to each model. The Double-bound dichotomous choice CVM was used to analyze each variable that influences the willingness to pay for the recreational function. The resulted linear logit and log logit model showed that the more aware of the recreational function of forest, the more significant the influence becomes (Linear: significance level 5%, Log: significance level 1%). The average price that people are willing to pay for the recreational function was estimated as the monthly average of 10,070 Won by the linear logit model, 14,150 Won the log logit model, and 10,347 Won by the nonparametric approach. Lastly, each estimate was multiplied by the number of 12 months and then by the number of families living in Seoul and Gyeonggi province, and finally resulted in the aggregated value of the recreational function belonging to the forest's public function. In the findings of this paper, the aggregated value was estimated as the yearly average of 235.8 billion Won by the linear logit model, 331.2 billion Won by the log logit model, and 242.3 billion Won by the nonparametric approach. These prices indicate the value of recreational function that can be lost in the development that contradicts the public function.
