GMP 기준 선진화에 따라 고품질의 의약품에 대한 국민 접근성이 강화되고, 기업별 수출은 현재보다 증가할 것으로 예측되고 있다. 국내 제약기업의 GMP 기준 선진화에 따라 보다 바람직한 차원에서 정부 및 기업체에서 다각도의 제도 개선 및 발전 방안을 모색하여 대처할 필요성이 있을 것으로 판단된다. 이러한 시대적 환경 아래 본 연구에서는 우리나라 제약 산업의 정책적 측면에서 “국제 수준에 부합하는 GMP 관리 체계 마련”의 정책적 추진 아래에 새로운 GMP 제도 변경에 따른 시행 착오를 최소화 하고 cGMP 시스템의 올바른 정착을 위해 다음과 같은 방안을 제시하였다.우선 정책 부분에서는 첫째, 우선 cGMP 효과적인 도입에 위한 정부의 정책 지원 방안으로 선진 GMP 도입에 따른 각 제약 기업은 GMP 시설 업그레이드와 전문 인력 충원으로 인적, 물적 투자가 이루어져야 되는데 GMP 선진화에 따른 각 제약회사의 미치는 영향이 크기 때문에 정부 차원에서의 국내 제약업체의 준비 전략 및 애로 사항을 파악하고 분석하여 효율적인 정책 추진이 될 수 있도록 정부의 지원이 필요하다고 볼 수 있다.둘째, GMP 제도의 업그레이드를 위한 품질 강화를 위한 유형, 무형의 투자 확대를 둘 수 있다. 국제 의약품 실사 협약 (PIC/S) 가입 등 선진국과 GMP 상호 인증 체결을 조속한 시일 내에 추진하여야 하며 국제 수준에 부합하는 GMP 관리 체계를 마련해야 한다.셋째로는 경쟁력 있는 국내 제약사의 육성이다. 우선적으로 국내 제약 업계의 M&A 및 마케팅 전략 강화하여 국제 경쟁력 강화 및 수출활로 모색해야 된다고 보며 국내의 연구 개발 능력이 있거나 해외시장 영업능력이 있는 제약 기업을 중심으로 세계적인 제약기업과 경쟁하면서 해외 마케팅 전략을 수립하여 수출 비중을 확대하고 국내 중소제약업체와는 전략적 협력 및 M&A를 통한 유통의 아웃소싱, 선진 물류시스템 도입 등의 마케팅 전략의 경영 체계를 확립도 필요하다고 본다.넷째로 제약 기업의 투자에 따른 부담을 최소화하기 위해서 위탁 생산을활성화할 필요성이 있으며, 품목 허가와 제조허가의 완전분리 (안), 위탁 (생동) 생산 제도개선 및 위 수탁 활성화 방안을 제도화 하는 것도 경쟁력 있는 국내 제약 산업의 육성에 필요할 것으로 본다.마지막으로 cGMP 전문가 양성 및 교육 강화를 둘 수 있는데 의약품 선진화의 심사 수준을 평가하기 위한 전문가의 확보와 함께 식약청을 중심으로 하는 정부내 교육 기관의 정규 교육과정을 신설하는 것도 좋은 대안으로 보며 국내 제약사 내부적으로도 개정된 GMP 교육 프로그램 활성화와 표준화된 GMP 로드맵을 마련하여 제약 업소 내에서도 GMP 교육을 지속적으로 강화해 나가야 될 것으로 판단된다.이러한 정책들의 반영되기 위해서 우선적으로 국내 제약 산업의 경쟁력 강화에 매진을 해야 될 것이다. 한미 FTA가 자명하게 국내 제약 환경을 위축시킬 것으로 보고 있지만, 이를 잘 활용하여 대비하면 국내 제약 산업을 한 단계 더 업그레이드 시켜 우리나라도 의약 선진국으로서 세계 시장으로 도약해 나갈 수 있는 좋은 기회가 될 것으로 본다.

In particular, as the Korea-US FTA includes the mutual recognition agreement (MRA), our domestic pharmaceutical industry would loose money, let alone its export and import unless it constructs the GMP at the same level as the United States.Thus, the Korean government urgently introduced a new and special drug validation system earlier this year, planning to introduce an advanced GMP by 2013.Since 1994, Korea has obligated the pharmaceutical companies to follow the GMP standards, which still fall behind the international standards. Thus, the government is pushing ahead with advancement of the GMP standards by 2010.As the GMP standards are being upgraded, it is expected that people will be more accessible to high quality drugs, while pharmaceutical companies will export more drugs.As our domestic pharmaceutical companies endeavor to follow the advanced GMP standards, they need to cooperate with the government to explore and develop the relevant systems in multi-faceted ways. In such circumstances, this study has suggested the following policy directions conducive to arrangement of the GMP management system conforming to the international standards and minimization of trials and errors for effective establishment of the cGMP system;First of all, each pharmaceutical company should invest human and material resources to upgrade the GMP facilities to conform to the advanced GMP. However, since pharmaceutical companies alone cannot advance the GMP, the government should survey and analyze their strategies and problems to support their efforts to meet the advanced GMP standards.Second, it is required of the pharmaceutical companies to expand their tangible and untangible investments to improve their product quality to meet the upgraded GMP system.In addition, the government is obliged to join PIC/S and conclude a GMP mutual agreement with advanced nations urgently, while arranging the GMP management system conforming to the international standards.Third, it is essential to sharpen our domestic pharmaceutical companies' competitive edges.To this end, our pharmaceutical companies should strengthen M&A and marketing strategies to enhance their international competitiveness and explore overseas markets. In particular, those pharmaceutical companies capable of investing in R&D or exploring the overseas markets should design their overseas marketing strategies to effectively compete with the global pharmaceutical companies and increase their exports, while rearranging their management policies for outsourcing the logistics through strategic cooperation and M&A with small and medium pharmaceutical companies as well as for introduction of an advanced logistic system.Fourth, in order to relieve our pharmaceutical companies of their investment burden, it is necessary to activate the commission production, while separating the drug permission from its manufacturing permission completely and reforming the commission production system and the trust system.Lastly, it is necessary to bring up cGMP experts and train the existing manpower. Namely, more experts should be recruited to assess advancement of the drugs, while regular training courses should be operated at government training institutes including Food & Drug Administration. In addition, it is also necessary to activate in-company GMP education programs, while arranging a standardized GMP road-map for continued in-company GMP education.In order to have the above policy directions reflected in the policies of government and pharmaceutical companies, it is essential to sharpen our pharmaceutical companies' competitive edges. Although it is feared that the Korea-US FTA would affect our domestic pharmaceutical environment negatively, it might as well be a good opportunity for our pharmaceutical industry to upgrade itself and leap toward the world drug markets as advanced pharmaceutical country.
