본 연구는 장애인 정보화 교육의 실태와 문제점을 분석하고 장애인 교육대상자ㆍ일반 교육대상자ㆍ정보화 교육관련 교육자의 교육현황과 교육만족도 설문을 비교 분석함으로서 향후 장애인 정보화 교육의 대안 및 정보격차 해소를 위한 방안을 제시하고자 한다. 또한, 장애인 교육대상자와 일반 교육대상자를 구분하여 비교함으로서 장애인의 요구와 특성이 일반인과 다르다는 것을 더욱 정확하게 분석하고 강조하였다. 연구 방법으로는 2008년 12월 16일 ~ 2009년 4월 30일까지 서울시 강서구 뇌성마비복지관에서 정보화교육과정 강사 봉사를 통하여 15명의 장애인(뇌성병변, 신체장애, 지적장애)을 대상(기간별 인원수 변동)으로 정보화 교육과정 현장실습을 통한 장애인 정보화교육의 실태와 문제점을 연구하였고, 그 밖의 선행연구 문헌들의 설문 문항을 참고하여 설문조사한 내용의 집계를 통해 연구 분석 하였다. 본 연구를 위해 장애인교육 대상자로는 정보화교육을 1회 이상 받아본 경험이 있는 장애인으로 장애인원이 가장 많은 지체 장애ㆍ뇌 병변 장애ㆍ지적장애인을 주대상자로 서울시 강서뇌성마비복지관 및 강서지역 장애인 150명과 경기도 시흥시 장애인 50명의 교육 대상자를 선정하였고, 일반 교육 대상자로는 한컴미래교육학원 수강생 70명, 영화여자정보고등학교 재학생 100명, 경기도 시흥시 컴퓨터교육센터 30명을 일반교육대상자로 선정하였다. 교육자 대상으로는 장애인 정보화 교육을 지도해 본 경험이 있는 평생교육사, 고양시 홀트학교, 강서뇌성마비복지관, 경기도 시흥시 거주 교육자 200명을 대상으로 정보화 교육 실태와 교육만족도 및 문제점을 분석하였다. 그 결과 지체 장애ㆍ뇌 병변 장애ㆍ지적장애인을 대상으로 하는 정보화 교육 실태는 성인이 76.6%였고, 중ㆍ고등학생이 20.0%였고, 교육 방식은 10명이상 대그룹지도가 20.71%, 5-6명 대상의 소그룹지도가 46.9%, 1대 1의 개별지도가 32%로 교육 환경은 그리 열악하지 않은 것으로 나타났으나 장애인 교육대상자들이 요구하는 교육방식은 5-6명 대상의 소그룹지도가 37%, 1대 1의 개별지도가 59.45%로 교육대상자 과반수이상이 개별지도의 필요성을 나타내고 있다. 또한, 정보화 교육에 대한 만족도에서는 일반 교육 대상자는 21.50%, 장애인 교육 대상자는 30.05%, 교육자는 31%의 불만족으로 나타나 정보화교육의 만족도를 높이기 위한 대책 마련이 계속 연구 되어져야 한다는 것을 알 수 있다. 한편, 가장 개선 되어야할 문제점으로 교육대상자는 쾌적하고 편리한 교육환경 부족 30%, 교육자는 장애별 보조기기 부족 36.4%로 교육환경과 보조기기의 부족으로 인해 정보화 교육에 어려움을 보이는 것으로 나타났다. 도우미의 필요성에서는 교육대상자의 69%가 필요하다 이상으로 나타났고, 교육자의 79%가 필요하다 이상으로 나타나 보조교사의 부족으로 인해 정보화 교육의 효율성을 저하 시키는 것으로 나타났다. 이러한 어려움을 해결하기 위해 지역사회 정보화 교육 기관의 양적인 확대가 아닌 질적인 확대와 쾌적하고 편리한 교육환경 개선, 장애별 보조기기의 확대 보급, 무엇보다도 보조교사 및 봉사자의 양성을 통해 1대 1의 멘토링 시스템을 정부차원에서 제도적으로 실시한다면 정보화교육의 능률을 높이고 정보격차 해소를 좁히는데 이바지 할 것이다. 또한, 제도적 전문 자격을 갖춘 교육자의 배치도 함께 이루어져야 할 것이다.

This research presents the current status of the digital divide and suggests possible solutions for future information technology (IT) education for the disabled. We utilize comparative analyses of education satisfaction surveys from disabled subjects, general education targets and subjects associated with IT education. The characteristics and the differences of the disabled are assessed accurately through a comparative analysis conducted separately on disabled subjects and general subjects. The analyses reveal that disabled subjects experience prolonged limitations in the society resulting from either physical or mental challenges, emphasizing the need for the disabled to secure specialized education along with a specialized instructor. To conduct practical research, a field study have performed by volunteer IT educators from December 16th 2008 to April 16th 2009 in a cerebral paralysis welfare facility to a total of 15 disabled subjects (cerebral paralysis, physical and mental disorder). The disabled subjects participating in the research have partaken in IT education at least once in the past. Primary candidates are those with mental disability and cerebral paralysis, 150 from Gang-Seo area in Seoul, and 50 from Si-Heung city in Gyeong-Gi Do. For the general subjects, 70 students from HanCom education institute in Si-Heung city, 100 students from Yeong-Hwa Girl’s IT High School, and 30 students from Si-Heung city computer education institute have been selected. For educator subjects, life-time educators with experience in IT education for the disabled, Holt school in Go-Yang city, Gang-Seo cerebral paralysis welfare center, and resident educators of Si-Heung city have been selected for a total of 200. They analyze current IT education status, education satisfaction and rising problems. The analysis results show that the current IT education customized for mentally challenged students reaches at 76.6% for adults and 20.0% for middle and high school students. The survey also shows that 20.71%, 46.9%, and 32% of classes for disabled students consist of more than 10 people, 5-6 people, and a person, respectively. However, the study reveals that most of the disabled students (59.45%) prefers individualized 1-on-1 education while 37% of students prefers a class of small group (i.e., 5-6 people). That is, more than half of the disabled students have a need for an individualized education. In addition, 21.50% of general subjects, 30.05% of disabled subjects, and 31% of educator subjects dissatisfy with their classes.
