Even stakeholders who participate in performing lifelong education for community residents have became more diverse and influential, however, this subject has hardly ever gone deep into the study. This study aims to theorize the interaction of stakeholders themselves, its precondition through understanding of members of the stakeholder group, and its deeper structure and role in the community. In achieving that purpose, this study attempts to research and analyze schools which have opened more than ten classes for its community residents each semester and are going to continue to conduct these classes as of September 2009. The researcher selected 31 stakeholders as participants and had in-depth interviews reflecting upon the characteristic of people in three schools and theoretical saturation. Interviewees include not only internal stakeholders such as administrator, teacher, staff, student, but also external stakeholders like resident, parent, and interested persons. In this study, bibliographic search, in-depth interview, participant observation and other methods were used for capturing data, and these are viewed through the lens of qualitative analysis technique of Strauss & Corbin(1990). The study induced 128 concept, 33 subordinate categories, 9 super ordinate categories. The summary of data analysis are the following: first, stakeholders who participate in community lifelong education of schools are learner, lifelong education planner, lifelong education instructor, administrator, educational administration officer, local autonomous person, politician, religious organization, concerned agency, student, and also includes resident, parent, and onlooker teachers. Second, the stakeholders play their own role, for instance, sharing vision, storing resources, educational administration, demand analysis, planning, instruction-learning, public relations, valuation, arousing sympathy, building network, supplying resources, management and so on. Third, stakeholders showed various types of interactions: which are promotive, complementary, prejudiced, opposed, conflicting, indifferent, and unrecognizable. These were classified into three categories: supportive interaction, conflicting interaction, and indifferent interaction. In conclusion, this study forms following conclusion: First of all, stakeholders concerned in lifelong education of schools differ from school to school. Primary elements of schools’ characteristic are community circumstances, administrators’ capability toward lifelong education, human resources system of the school, and community leaders’ recognition of importance of lifelong education. It is the remarkable phenomenon that structural characteristic of stakeholders has exerted strong influence on the vitalization of lifelong education management at school. Secondly, the study categorized stakeholders’ role into three areas: creating favorable conditions, conducting the program, and support and management. According to this, the study deduced that each stakeholder performed their own particular roles. Lastly, interactions among stakeholders depended on the condition of the school. Especially, different levels of understanding and consentience consulted in different types of interaction in lifelong education of the school. This suggested that it is possible to enable the capability of stakeholders to overcome the given condition. This study aims to contribute to the new insight of lifelong community education in schools and furnishing basic data for vitalizing concerned areas. Nevertheless, this study has limitations of region and school levels because only elementary schools in Seoul were the target of this study . In spite of this limitation, this study provides in-depth data on elementary schools as well as community organizations and explained the subject down to the minutest details. Moreover, this study is based on investigational approach; results strongly support the logic of analysis. This study is expected to be the groundwork for further research which will extend the boundaries of area.
