The newly emerging demand for school is to offer lifelong education for the members of the community including parents by using the school facilities. Traditionally, school is endowed with education in society and contains a concentration of many human and physical resources to educate school-aged children. The previous lifelong education policies, however, have been operated separate from the school education policies. As a result, both of them have failed to share educational resources fully and generate synergy effects of establishing a study community within the community for various programs of school education and lifelong education in the community. Based on the recognition of those problems, this study set out to analyze the characteristics of lifelong education in school and the obstacles in the course of its operation and explore measures to activate it. For those purposes, three research questions were set as follows: 1. What are the characteristics of lifelong education programs at school? 2. What are the obstacles in the operation of lifelong education at school? 3. What are the measures to utilize lifelong education at school? The investigator adopted interview, one of the representative qualitative methodologies, to answer those questions and gathered and analyzed data from 50 of 63 elementary schools in Bucheon except for one branch school. The research findings were as follows: first, the characteristics of lifelong education programs in school were examined. There were two major types of lifelong education in school; one included long-term regular programs, and the other did short-term temporary special programs. Of the 50 elementary schools investigated in the study, 50% were running a regular program, and 75% offered lifelong education activities including the ones that were running a special program, which indicates that most of the schools in Bucheon were offering lifelong education activities. However, the registration rate was mere 2.13% with wide variance among the schools. Most of the schools exhibited limitations with their programs and time and space utilization and had difficulty due to the lack of budget and attendants. If the schools make good use of the operational advantages of the two types of programs, they will make a huge contribution to the activation of lifelong education in school. Second, the obstacles with the operation of lifelong education in school were examined along with the measures to activate it. First, it turned out that those who were in charge lacked expertise on lifelong education in the aspect of "the perceptions and qualifications of the program operators." Secondly, they were extremely passive about the reconfiguration of facilities for lifelong education, heavily focused on the devoted space for the students to help after-school programs settle down and modernize the nurturing classes and school facilities in the aspect of "utilization of school facilities." Thirdly, around 80% of the entire programs were offered for free in the aspect of "utilization of the operation budget." The activation of lifelong education was immensely hindered by the unstable budget support and the complicated settlement of the granted budget. In the aspect of "program operation," it was found that demands were difficult to generate with programs of low quality or extremely narrow choice. In the aspect of "users," such major problems were identified as the absence of users, participation of a few attendants, and discontinuation of participating attendants. Finally, the aspect of "institutional operation" raised a need to take interest in the diversity of operating subjects and to make efforts to reduce the sundry duties of the staff in charge by using assistants for the duties or teaching assistants for after-school programs so that they would not feel fatigue in planning and driving a program according to their belief. Third, measures to activate lifelong education in school were discussed based on the characteristics of lifelong education programs offered in school and the obstacles and vitalization plans of lifelong education operation. As a result, the top priority was "to increase the professionalism of the program operators," which was followed by "to make active use of school facilities for lifelong education," "to secure the budget for lifelong education operation and operate it efficiently," "to operate varied and specialized programs," "to employ a range of means for user securement and continuity," and "to make efforts for flexible operation and learning community establishment." The significance of the study, which dealt with measures to activate lifelong education in school, lies in that it conducted qualitative research on the operation and patterns of lifelong education carried out in school and identified and analyzed specific obstacles like most of the previous studies that were limited to quantitative research through a questionnaire.
