The main purpose of this thesis is to depict the usefulness of BSC as well as its limitations, and suggest some direction for enhancing its effectiveness. To attain this purpose, several aspects of current BSC system are analyzed through the case of 'A' public organization. 'A' public organization adopted BSC system early Spring, 2008 according to an advise by its upper organization, and took an overall questionnaire survey at the end of 2008 in order to evaluate the degree of acceptance of BSC system. The statistical analysis(Regression) having done using this data showed that three factors such as the degree of satisfaction for KPI and Evaluation Method(β = .644), the degree of understanding for utilization of the system(β = .357), and the degree of understanding for the system(β = .339) were strongly affecting to the degree of acceptance for the BSC system(adjusted R2 = .654). And according to the result of interview taken this year(2010) with a manager in charge of BSC system, the system has still revealed a few problems. They are as follows: 1) difficulty in quantifying the contribution to performance 2) irrationality of the goal allocated vertically and horizontally 3) difficulty in seeking out the causality between input and output for every team 4) emergence of alienated unit 5) lack of the managers' interests 6) lack of correct understanding for the BSC evaluation system 7) lack of education 8) limitation in the cumulation of know-how by frequent rotation of manpower These symptoms are not limited only to 'A' public organization. Actually they seem to be the common ones shared by all the public organizations which adopted BSC syatem. In conclusion, BSC system in public organizations still leaves much to be desired until it could be stabilized as an useful and powerful strategic performance management tool.
