This study aims to understand how social enterprises have developed according to different historical contexts of social economy. As the economic crisis in the late 1970s threatened welfare states and retrenched welfare policies, social enterprises have developed in distinct forms in different countries although they share a common goal, which is a solution to poverty and unemployment. This study compares and discusses the socioeconomic and historical characteristics of social enterprises of United Kingdom(liberal-type), Italy(cooperative-type), the US(innovative-type), and Korea(certified-type). Each country’s social economy was understood in historical and subjective aspect, and compared by their background, current situations and policies, and general characteristics of social enterprises. Each country’s tradition and history of social economy and social enterprise can be put as follows. First, in the UK, there exists strong culture of grass-roots organizations and NPOs, while cooperative tradition is relatively weak. In this respect, social enterprises are not based upon cooperative associations, but are subject to commercial law in the legal system. Meanwhile, mutual aid associations with its basis on regional communities got involved with local government, contributing to local economy, and took great part of local development and economy. This eventually led the social enterprises to have close ties with local communities. Second, in cooperative-type Italy, there existed powerful social economy liked with the third sector. Fascism had put restriction on the social service or economic participation including production by private organizations, which led social enterprise to take the form of a cooperatives. The politically authoritative government has led fragmented welfare system, providing passive income maintenance with traditional familial welfare responsibilities, which made voluntary organizations providing social service emerge. This played a core part in driving Italy’s social welfare-oriented social enterprises to flourish. Third, in the US, non-profit organizations played a leading role in social economy, and its social economy had developed in the way they could create profits for NPOs in innovative ways. The US social enterprise cover a wider area within society compared to the European countries because they were initiated by private organizations posed with no institutional constraints. Their residual welfare tradition of valuing free market and minimum social support is also shown in the operation of the social enterprise. The US is traditionally strong in donations and charity. So, social enterprises did not receive much of government support, but did much of donation and charity by private foundations and businesses. This led them to grow market-friendly. Finally, in the case of Korea, environment for the development of social economy was relatively poor. There existed a tradition of cooperative associations, but main actors of them became government organizations, welfare institutes and charity foundations played as sub-governmental organization. With the third sectors’ role limited, social enterprises have developed under the government’s control. Moreover, the main actors of the third sector, civil organizations, have few monetary resources, market experiences, and little expertise in operation. Furthermore, Korea has neither experienced welfare state as the UK, nor established a solid social welfare system as other countries. Therefore Korean social enterprises developed as a marginal social assistance-type model. The social enterprises of four countries had commonly experienced financial crisis, welfare state crisis, and retrenched welfare policies, but they took different paths of development. The cause of the differences could be found in each country’s unique social economic traditions and historical contexts. Therefore, Korea needs to take its historical, cultural, and economic contexts into account when developing policies related to social enterprises. We need to contemplate the social enterprises model fit for Korea's social economy environment. This study demonstrates that the differences exist among the social enterprises in differenct countries according to social economy contexts and backgrounds, and investigate Korean social economy culture and historical context and background. Therefore, this paper provides a basis for creating a social enterprise model for Korea.
