After the foreign exchange crisis, the environment and condition of the construction industry has been changing. In particular, manpower which is the most essential factor out of 5M in the construction industry is confronted with suffering from a dearth. Considering distinctiveness of the construction industry, this problem would seem to be very serious because of the actual situation that most of productivity depend upon manpower. Examining closely the actual conditions of demand and supply of technical workers, the total amount of the investment in construction in 2012 is expected to reach 1,379 billion won, which increases the demand of construction workers and it would be as many as 2,064 thousand people. However, based on the actual state of supply and demand, the labor shortage of technical workers is about 144 thousands, furthermore, skilled workers dwindle away and unskilled workers remain due to the aging trend so that a labor shortage is getting worse. Also, young people tend to think that a technical job in construction is a typical 3D job so they continuously evade choosing it. In 1980, the proportion of the technical workers over 40 years old in the construction field was 46.3 percent. There was only a small difference of 1.9 percent in comparison with the proportion of those in the entire industries. But, since the year of 2000, an aging trend in the construction field began to accelerate. According to the data at the end of 2007, the employees aged 40 and above in the construction field was 70.9 percent, which differs from the proportion of those in the entire industries(56 percent) by 14.9 percent. It is a very noticeable difference and proves the acceleration of an aging trend. The reasons of the gap between supply and demand of technical workers can be said in two things. First, it is a poor working environment. There are a lot of problems in working surroundings compared with other industries. Overtime work, instability of employment, exclusion of social walfare and the like seriously hinder young people from engaging in the construction industry. Second, the process of education for technical workers has a problem. Most of them have been trained by their elders with on-the-job training, not by regular education. For this reason, good skilled workers are not easy to come by. Therefore, this study suggests some measures to handle the imbalance between supply and demand of manpower in the current construction industry. First, it needs to induce young people to join through unceasing efforts to improve the working environment. Second, it needs to have accurate statistics of the number of foreign workers and grasp the demand of them in industrial settings. And then, we ought to make a supply-demand plan. Third, it needs to nurture many technical workers so that it can replenish the demand of them. Fourth, it needs to introduce automation and mechanization in the construction industry so that we can have the desired effect such as reduction of labor and productivity increases.
