Korean government has funded consulting support program for small and medium enterprises to improve their competitive power. In the program, professional consultants examine business management of each company and guide it to cope with the changes in administration and technical environment. This study is for improving the effect of the small and medium enterprise consulting support program. To achieve it, current situation of the program was checked. Factors which influence the evaluating scores of completed consulting were also investigated in the companies that had been consulted with consulting support program. The correlation between the evaluating scores of completed consulting and things such as the consulting expense, the average of unit cost for consultants, the consulting term, the number of input consultants, the employees of the company that request consulting, the number of companies consulted by a consulting firm in a year was analyzed. As the result of this study, the average of unit cost for consultants and the consulting term influence the evaluating scores of completed consulting positively. The evaluating scores of completed consulting are proportional to the average of unit cost for consultants and the length of the consulting term. However, the employees of the company that request consulting, the number of input consultants, the number of companies consulted by a consulting firm in a year, and the expense of consulting have low relation with the evaluating scores of completed consulting. With the results based on this study, three suggestions for improving consulting support program are proposed as follows. First, the period for the contract and practical performance of consulting should be prescribed at least 3 months. Second, the ways to extend consulting term are required. For this, the number of the choice for consulting should be changed once a year instead of twice a year. It is more reasonable for consulting tasks to be categorized into long-term subject and short-term subject. The application period for each subject needs to be different. Organizing the budget of consulting support program through more than two business years is required. Third, it is better to induce the participation of competent consultants for consulting project of small and medium enterprises. To do this, some rules are demanded. When two or more consultants are input, both of them should not be beginners. In contracting to consulting, more than one of consultants should be a high-grade or special-grade consultant. PM charge with consulting project needs to be more than high grade. When the consulting contract is made, the ratio of inputting beginners should be limited. The ratio of high-grade or special-grade consultants has to be obliged.
