This empirical study with 388 public officials as a case study aims at finding out that higher organizational effectiveness can be achieved when personality-organizational culture fit is provided. Under the premise that organizational commitment is high but role ambiguity and role overload are low through by the improvement of organizational effectiveness, primary findings of this study are as follows. First, in a hierarchical regression analysis of organizational culture on personality and organizational commitment, externals show high organizational commitment in hierarchical culture but internals, on the other hand, have high organizational commitment in rational culture. Second, in a hierarchical regression analysis of organizational culture on personality and role ambiguity, internals are fit for developmental culture as they minimize role ambiguity in developmental culture. In rational culture, externals are weaker in role ambiguity while internals are stronger in it. That is, antithetical results are obtained as externals are not fit for rational culture, but internals are fit for it. Third, in the test of moderation effect of organizational culture on personality and role overload, people of type A personality are fit for developmental culture as they react strongly in stress acceptance against role overload in developmental culture. Fourth, in hierarchical culture with bureaucratic aspects, stress acceptance is strong against role ambiguity. In rational culture and developmental culture, it is verified that stress acceptance of members' role overload is weak. These findings indicate a possibility of cultural approach to organizations in organizational performance management. Organizational culture has an effect not only on the effectiveness an organization seeks after but on the behavior of its members. Therefore, the management of organizational culture can be a factor to enhance organizational effectiveness.
