Korea Food & Drug Administration and many consumer groups have reported that the complete indication system of total ingredients of cosmetics is not bringing about positive influence as planned. This study establishes patients who had experienced side effects from the use of cosmetic products and specialists including dermatologists as a sample group. It also examines the original purpose of the complete indication system of total ingredients of cosmetics, and incorporates specialists’ opinions into the examination. This study concludes with suggesting possible solutions to the identified problems during the examination. According to the survey, 44.4% of specialists responded the complete indication system of total ingredients was useful in tracking down the causes of side effects. The same fraction of the specialists said the system was useful to a fair degree. The remaining 11.1% was opposed the system’s usefulness. 44.4% of the patients sided with the optimistic opinion, with the other 55.6% showing unfavorable responses. Overall, the result of the survey tells the system is somewhat helpful for identifying the causes of the side effects. On the question asking whether labels helped determine the products’ compatibility with their skin conditions, 91.2% of the patients and 61% of the specialists responded unfavorably. 54.4% of the patients answered the enforcement of the system didn't satisfy consumers' right to know. This survey exposes that the system needs adjustment to meet its original purpose. The patients and the specialists alike sensed the need of the system’s improvement. In ranking the importance of the areas of improvement among public relations, indication methods, and information accessibility, indication methods ranked the highest, receiving 64.7% of the votes from the patients and 56.3% from the specialists. Regarding the indication methods, 75.3% of the patients and 75.8% of the specialists felt, 'it is of a great importance to improve the indication of potential occurrence of allergy and side effects'. It follows that the methods of indication also need improvement so that consumers can better understand the fine-print warning labels. In addition, salespersons must be required to complete some education, which will enhance their ability to inform the consumers of the intent of the system and match the right products to the consumers’ needs. Furthermore, business entities and governmental agencies must work together to develop a smart phone application for the complete indication system. According to the survey, smart-phones were chosen as the best medium for accessing information, both by the patients and the specialists-84% and 78.1% respectively.
