The purpose of this study is to examine actual conditions and changing trend of relations between labor and management in the Daesan Industrial Complex, so that it can identify characteristics and issues of labor-management relations in this industrial complex, and also propose possible ways to establish advanced labor-management culture. The detailed discussions of this study can be outlined as follows: First, in terms of characteristics of labor-management environment and culture in Daesan Industrial Complex, some of Korean labor unions have withdrawn their umbrella group from the Federation of Korean Trade Unions (FKTU) to the Korean Confederation of Trade Union (KCTU) before and after Year 2000. Meanwhile, on the contrary to other regions in Korea, the Western Chungnam Chapter of KCTU, an organization representative consultation for labor unions, began to be more activated in the name of solidarity between umbrella groups and regional labor unions, so that the activation of this Chapter has created collective or oppositive labor-management culture, while each of labor unions pursue any competitive clarity under the directives of their umbrella group. As a result, a considerable number of companies have faced confrontative labor-management environment. Secondly, companies still followed old practices of labor-management relations and rested on even unstable benefits from old-fashioned paradigm of managerial and authoritative labor-management relations, rather than positively responded to changing labor unions, so that they have faced oppositive environment between labor and management. In other words, many companies have faced a critical condition of weak relations between labor and management primarily due to various potential factors such as quick-fix responses, authoritative organizational culture, absence of information sharing and in-house communication channels, absence of mid- or long-term master plan for the development of labor-management relations, absence of any program for activation of organizational culture and lack of specialists in labor management. On the other hand, Korean labor unions have pursued collective or confrontational labor-management relations, so labor-management relations in Daesan Industrial Complex have remained unstable. Thirdly, the outbreak of Korean financial crisis in 1997 triggered a series of restructuring measures and large-scale layoffs in parallel with rapid changes of labor-management relations and environment. In the labor world of Korea, there has been a surging feeling of crisis around labor organization due to abrupt reduction of group members under each labor union. In the name of solidarity and anti-neoliberalism, Korean labor world began to plan the establishment of trade unions and the enhancement of a political power for labor organizations, so that Korean labor-management environment faces a new aspect. Fourthly, the Daesan Industrial Complex is an industrial complex associated with petrochemical products. Next to Ulsan and Yeosu Industrial Complex, it is also the third industrial complex for production activities related to petrochemical products in Korea. This industrial complex develops massive production activities enough to accommodate about 70% of Korean petrochemical export in volume. Concerning future perspectives of Korea petrochemical industry, experts warn that the phenomenal growth of Chinese petrochemical industry and the emerging massive investments of oil-producing Middle East countries in petrochemical industry will be possibly a great crisis in Korean petrochemical industry sooner or later, and they also point out that some petrochemical industrial sectors have already faced their limitations in the competitiveness over those in other countries. These warning signs have a great implication for future labor-management relations.
