본 연구에서는 대표적인 폐광산 주변 농경지의 중금속 오염특성을 파악하고, 오염된 농경지의 복원방안으로써 부지의 지형적 조건과 활용성을 고려하여 안정화공법의 적용 가능성을 알아보았다. 대상 연구부지의 특성을 조사한 결과, 오염농경지 상류에 여러 개의 갱구 및 폐석, 광미적치장이 위치하고 있는 것으로 나타났으며, 계곡하부 농경지로 광물찌꺼기 및 광미장 표토 등이 유실되어 농경지 토양이 오염된 것으로 조사되었다. 오염토양의 복원방안은 표토 및 심토의 오염형태에 따라 다음과 같이 제시하였다. 1) 토심의 오염이 표토범위로 한정되고, 오염수준이 우려기준이상 대책기준이하로서 하층 심토가 오염되지 않은 경우는 오염된 토양에 석회석 5%와 제강슬래그 1%를 혼합하여 심토 반전과 복토를 실시하고, 2) 토심의 오염이 심토까지만 확인되고 그 오염수준이 우려기준이상인 경우는 복토를 실시하며, 3) 토심의 오염이 표토뿐만 아니라 심토까지 확인되고, 그 오염수준이 우려기준이상인 경우는 복토와 함께 소 운반을 실시하며, 4) 토심의 오염이 표토와 심토 모두 오염되어 그 오염수준이 우려기준과 대책기준이상인 경우는 오염토양에 석회석 5%와 제강슬래그 1%를 혼합하여 표토는 안정화하고 복토를 실시한다. 안정화제로 생석회(CaO)와 제강 슬래그를 함께 사용하여 중금속 오염 농경지 토양을 처리한 결과, 안정화제 주입비에 따라 서로 다른 중금속 용출농도를 나타내었으며 모두 수질배출허용기준이하로 나타났다. 제강슬래그만을 주입한 조건에서는 상대적으로 중금속 안정화 효과가 떨어졌는데 이는 제강슬래그에 포함된 산화철이 용출되어 산화철 표면에서 중금속의 효과적인 고정화가 이루어지지 못함과 동시에 알칼리도의 증가를 억제시켰기 때문인 것으로 판단된다. 생석회(CaO)와 제강슬래그를 5:1로 주입한 안정화 조건에서는 음이온비소 및 양이온 중금속의 용출시험농도가 모두 수질배출허용기준이하의 낮은 값을 나타내었다. 이는 생석회 첨가에 따른 pH의 증가에 의해 양이온 중금속의 고정화가 향상되었으며, 비소의 경우는 생석회(CaO)에서 유리된 Ca2+와 AsO43-와의 반응에 의해 난용성의 Ca3(AsO4)2를 형성하였기 때문인 것으로 판단된다. pH 조건별 calcium arsenate의 생성변화를 좀 더 알아보기 위하여 MINEQL+(ver. 4.5)를 사용한 결과, pH 10이상에서 Ca3(AsO4)2로 80% 이상 침전 제거되는 반면에 pH 10이하에서는 AsO로 용해되는 것으로 나타났다. 마지막으로 대기 중의 CO2가 장기적으로 안정화 처리된 토양에 용존되어 불용성 Ca3(AsO4)2의 Ca와 반응하여 CaCO3를 형성하는 경우에 As의 재 탈착이 이루어지므로 지속적인 중금속의 용출차단을 위해서 제강슬래그와 같은 As의 흡착물질 혼합투입과 아울러 CO2 의 차단 층 설계가 요구됨을 알 수 있었다.

This study has focused on the evaluation of characteristics of heavy metals-contaminated farmland near an abandoned mine, and applicability of stabilization for the remediation of the contaminated farmland considering geographical condition and utilization of the study site. According to the survey of the study site, mine head and mine waste, mine tailing yard are located in the upper area of contaminated farmland, And the soil of farmland is found to be contaminated with heavy metals due to the swept-away of mine tailing and topsoil of mine tailing dump through the route of valley. The remediation of contaminated soil depends on the type of contamination of topsoil and subsoil. And in this study the following is suggested. 1) The soil contaminated only to topsoil as well as in the level of contamination between above criteria based on soil contamination and below criteria countermeasure on soil contamination is mixed with 5% limestone and 1% steel slag, then inversed and covered with clean soil, 2) The soil contaminated only to subsoil and in the level of contamination above criteria based on soil contamination is carried out to be covered with clean soil, 3) The soil contaminated from subsoil to topsoil, and in the level of contamination above criteria based on soil contamination is carried out to be simultaneously covered and transported in part, 4) The soil contaminated from topsoil and subsoil in the level of contamination above criteria based and countermeasure on soil contamination is mixed with 5% limestone and 1% steel slag, and after stabilization soil covering is carried out. Stabilization of the heavy metals-contaminated soil with quicklime(CaO) and steel slag as stabilizers showed different concentrations of heavy metals below water quality emission standard in leaching test depending on the ratio of the stabilizers injection. In case of using only steel slag, the stabilization effect is relatively low because the dissolution of iron oxide in steel slag incurred low fixation effect of heavy metals on iron oxide surface as well as inhibition of alkalinity increase. Stabilization of the contaminated soil with quicklime(CaO) and steel slag in the ratio of 5:1 showed low leaching concentration of both anionic arsenic and cationic heavy metals, which resulted from enhanced immobilization of cationic heavy metals by pH increase effect of quicklime(CaO) as well as formation of insoluble Ca3(AsO4)2 by reaction of As with Ca2+ and AsO43- isolated from quicklime(CaO). The result of MINEQL+(ver. 4.5) use for the study of pH effect on the formation of calcium arsenate in detail showed that almost 80% of total arsenic is precipitated as Ca3(AsO4)2 above pH 10 while dilssolving as AsO below pH 10. Finally, CO2 in atmosphere may infiltrate into the stabilized soil in long term and react with Ca of insoluble Ca3(AsO4)2 forming CaCO3, then the re-dissolution of As occurs. Therefore, addition of adsorbing media like steel slag in stabilization and design of interception layer of CO2 is required for the continuous prohibition of leaching of heavy metals.
