The transportation system of North Korea is mainly made up of railways rather than roads due to primary reasons such as topographic & economic situations, and special circumstances of government-controlled residents. Road networks in North Korea still heavily depends on the routes and facilities constructed during the Japanese Colonial Period, and road projects including rehabilitation of existing road pavement are not properly implemented owing to the poor automobile industry as well as insufficient financial resources. In South Korea, on the other hand, the automobile industry has greatly developed, nationwide road networks take up the majority of freight delivery, and most people use cars in daily life and accordingly, there are separate road design criteria for the exclusive use of small cars. For over half a century after the division of the Korean Peninsula, there have been considerable differences in the road design and construction technologies between South and North Korea due to social, technological, and economic differences, and thus uniform road design criteria are needed in order to successfully conduct development cooperation projects between South and North Korea. Ways to compare and standardize South and North Korean geometric road design criteria suggested through this study intend to present the scheme that drivers are able to drive safely and pleasantly on roads throughout North and South Korea. Terminologies used in South and North Korea have been compared based on the items stipulated in the "Guidelines for Road Structure and Facilities" by the South Korean government, then the uniform terminologies have been used by choosing terminologies that are the closest to English or pure Korean ones in order to comply with global standards. For the application of uniform criteria of standardization schemes, 11 criteria on horizontal and vertical alignments at the route selection stage have been compared. As a result of the comparison, 7 and 2 South and North Korean criteria have been adopted respectively, and 2 combined criteria have been prepared by referencing both South and North Korean standards. Having applied 11 criteria of standardization schemes to geometric design, it has been confirmed that construction costs calculated based on the uniform design criteria are slightly lower in comparison with those of South Korean criteria.
