CGMP 적용시기에 대해서 빈도분석한 결과 제조업자와 공무원 모두 당장실시 보다는 5년 이내에 실시하는 것이 바람직하다는 의견이 가장 많았다. 그리고 현행 화장품법보다 구체화되어 있는 화장품 제조업소 시설 표준지침 개발이 필요하다고 조사되었다. 따라서 부지선정방법, 작업장별 필요한 기구 및 시설, 물동선, 인동선, 폐기물 처리선 배치방법, 방충 및 방서시설, 급수시설, 탈의실 및 수세시설, 보관시설에 대해서 현행 화장품법의 시설기준, 우수화장품제조 및 품질관리기준(식약청고시 2012-106호), 국제 우수화장품 제조 및 품질관리기준(ISO 22716)을 비교·분석하여, 영세한 화장품 제조업소 시설 표준지침을 도출하였다. 이러한 본 연구의 결과는 향후, 화장품 제조업소의 시설 현황 뿐 아니라 화장품 제조업소의 교육, 문서관리 등 전반에 걸친 다양한 연구의 기초자료로 활용 될 수 있을 것이다. 그리고 화장품 제조업소에 대한 다양하고 심도 있는 시설기준에 대한 연구가 이어져 그러한 연구 결과들이 화장품제조업의 질적 향상의 토대가 되고, 나아가 화장품 산업 발전의 기초가 되길 기대한다.

This study reviewed the current status of cosmetic manufacturing facilities and the level of awareness their problems by asking cosmetic manufacturers and government employees who have an experience of cosmetic-related job. The objective of this study is to prepare improvement measures for cosmetic manufacturing facilities and to provide basic resource for the development of Korea’s cosmetic industry. After the pre-survey, this study collected data from employees at Korean cosmetic manufacturers (production, quality assessment), representatives and managers at cosmetic manufacturers, and government employees at the Korea Food & Drug Administration (KFDA) who are in charge of cosmetic-related tasks. The survey lasted from July 18th to August 30th, 2012. A total of 180 questionnaires were used, which included yes-no questions and 5-point Likert scale questions (strongly agree, agree, neutral, disagree, and strongly disagree). The result of statistically treating each variable following the research hypothesis is as follows; The level of awareness on the current status of cosmetic manufacturing facilities, issues at facilities, proper understanding of facilities, Current Good Manufacturing Practice (CGMP) regulations, and improvement measures differed between the employees at manufacturers and the government employees. A frequency analysis was conducted on the government employees and cosmetic manufacturer employees’ level or awareness on current status of cosmetic manufacturing facilities and the issues. The result of the analysis showed that the government employees were more aware than the cosmetic manufacturer employees. Another frequency analysis was conducted on the effective date of CGMP. Both groups agreed that it would be better to implement it within 5 years rather than doing so immediately. The two groups responded that there needs a standard guideline for cosmetic manufacturing facilities that is more structured than the current Cosmetics Act. Therefore, the study reviewed the standards in the current Cosmetics Act as well as the Korean cosmetic good manufacturing practice (FDA guidance No. 2012-106) and the international cosmetic good manufacturing practice (ISO 22716). The standards were compared and analyzed to develop a standard guidance for small cosmetic manufacturing facilities. The result of this study will be used as a basic data for various studies in the future on the current status of cosmetic manufacturing facilities as well as training and document management at the facilities. I anticipate seeing various in-depth studies on the facility standards for cosmetic manufacturers, which will serve as the backbone for further improvement in quality of the industry and the base for future development.
